Abstract

The global trend in offsetting for no‐net‐loss (NNL) is increasing, focusing on protecting high‐condition habitats and restoring degraded ones. Australia's New South Wales (NSW) Biodiversity Offset Scheme (BOS) promotes active restoration (AR; reconstruction of missing ecosystem properties, AR) on offset sites. We examined (1) the adoption of AR under the BOS, and (2) practical constraints and attitudes toward AR. Records of management actions on 138 proposed offset sites revealed that AR was proposed for 19.3% (12,180 ha) of the total offset area (67,310 ha). For areas with a low‐moderate condition score (26,528 ha), AR was proposed for only 27.3% (7248 ha), despite these being the areas where it would be most likely to be necessary. A survey of 111 individuals involved in offsetting policy and restoration revealed that while 76% agreed AR was necessary for NNL, financial constraints were seen as a major barrier. A structural equation model indicated that positive attitudes toward AR rules and AR as a social imperative were strongly linked to agreement on the necessity of AR for NNL outcomes. Our results indicate that attitudes could influence the adoption of AR on offset sites, even in cases where policies are explicitly designed to provide financial incentives for AR, as exemplified in the context of NSW. 22. Challenges and dilemmas in integrating human rights-based approaches and participatory approaches to development : an exploration of the experiences of ActionAid International

Participation and rights fit together, right? The right to participate is a universal human right. Participation, accountability and inclusion are central principles underlying the universal declaration of human rights, and taking a human rights-­‐based approach to development means that ‘beneficiaries’ become active participants in their development process. But how do these two approaches to development actually interact with each other in practice? What happens when a bottom-­‐up approach to development is brought together with a universal concept of human rights? What are the trade-offs an INGO committed to participation would need to make in order to engage in rights-based practice? This thesis is based on an 'extreme' case, the education work of ActionAid International. ActionAid is an INGO committed to transforming power relations at every level, to strengthening Southern participation in shaping and defining development, and to taking a human rights-based approach to poverty eradication and development. Over the past ten years, ActionAid has been undergoing a process of organisational transformation and decentralisation in order to create the organisational form to pursue its rights-based vision. In doing this, it built on over 30 years experience of local community development and participatory practice. The organisation worked to integrate its rights-based approach with strongly rooted participatory development, but the process was complex. Translating theory into practice was influenced by organisational history, structure and culture, and the diversity of understandings of what a rights-based approach actually consists of. This thesis draws from an analysis of ActionAid’s practice to argue that rather than complementing and extending each other, rights and participation actually exist in tension. My findings suggest that the two approaches pull the organisation in opposite directions, and that this needs to be acknowledged and worked with if INGOs are to pursue a radical transformative approach to development.

Abstract

Evidence shows that people with strong physical activity habits tend to engage in more physical activity than those with weaker habits, but little is known about how habit influences specific types of physical activity. This study aimed to test whether mean level of habit strength and magnitude of the habit strength – behaviour association differed as a function of physical activity modality. Participants (N = 120; M age = 25 years, 75% female) who reported engaging in organised sport separately reported their habit strength for organised sport and leisure time physical activity as well as the time they spent engaging in these physical activity behaviours. Means comparisons and multilevel modelling revealed that people had significantly stronger habit for organised sport than for leisure time physical activity. Crucially, no significant difference was found in the magnitude of the sport-habit and leisure-habit link. Post-hoc analyses revealed that habit was stronger for team sport compared to individual sport, but that there was no significant difference in sport-habit association between team and individual sports. Research should therefore focus on identifying the characteristics of team sports-based activity that are particularly conducive to habit formation as a precursor to developing interventions to promote performance of leisure time activity in a way that would attain such characteristics.
