This series consists of copies of outgoing correspondence created by the offices of State Comptrollers H. Carl McCall and Edward Regan. Correspondence is addressed to state agencies, private businesses, federal and local government agencies, constituent organizations, and other public and private organizations and individuals.

This series contains the State Comptroller's daily, weekly, and long range meeting and event schedules. Times, topics, and other attendees are noted for meetings. Transportation arrangements, along with contact persons and their telephone numbers are included for some events. The schedules document the State Comptroller's participation in fund raising events, dinners, luncheons, funerals, grand openings, debates, interviews, conferences, parades, receptions, press conferences, and testimonies before commissions.

This series contains the New York State Comptroller's daily telephone log and messages. Entries include names and telephone numbers of callers and sometimes brief notes about the subject and/or time of call.

This series consists of annual financial reports of industrial development agencies (IDAs), which are public benefit corporations created to facilitate economic development in specific localities. IDA annual financial reports specifically include data related to the number of jobs created or retained and the amount of all tax exemptions provided.

The State General Municipal Law requires the chief fiscal officer of every municipal corporation to make an annual report of its financial condition to the State Comptroller. The annual reports consist of computer generated forms prepared by the Comptroller's Office and sent to the corporations for completion and return. Reports typically include a description of assets, appropriations, liabilities, and fund equities; a statement of indebtedness; a list of bond issues; and a certification statement signed by the corporation's chief financial officer.

This series consists of a one-volume, partial index to Series B0602, Canal Damage Awards by Canal Appraisers, Board of Claims, and Court of Claims. Each entry includes name of claimant, date of filing, file or claim number, amount granted, canal, judgment number, and date of payment.

These requisitions were submitted by the Department of Public Works, Division of Canals and Waterways, to the Department of Audit and Control. Requisitions were made for steel, lumber, gravel, pipe, machinery, and other heavy equipment and material. Each file contains bid proposals with detailed specifications of the equipment or materials and proposed price; identification of low bidder; and information and instruction sheets to bidders. Some files contain manufacturer’s catalogs, photographs or blueprint drawings of machinery, and correspondence.

The information in these registers record bonds issued by the state comptroller to villages, towns, cities, and counties in trust for various funds for debt payment. Information includes name of fund, municipality, date and amounts, rates of interest, amount of principal and interest paid by date, and sometimes remarks. The records were generated pursuant to Laws of 1895, Chapter 394; Laws of 1903, Chapter 147; Laws of 1909, Chapter 21; and the Consolidated Act of 1822.

This series consists of copies of resolutions and declarations of trust from the Secretary of State to the Deputy Comptroller. These documents created or amended trusts with banks throughout the state. Most pertain to banks with large trust companies such as The Buffalo Foundation and the New York Community Trust.

This series consists of fiscal reports submitted by the Office of Mental Hygiene to the Department of Audit and Control for estimated expenses for repairs and purchases for state hospitals and facilities managed by the Office of Mental Hygiene.

In 1950, a survey was conducted of inactive records filed with the Department of Audit and Control with only a 5 per cent sample preserved. Historical records from the sample were inadvertently taken for disposal to Quebec, Canada; about one-third of which were recovered. This series consists of inventory reports; correspondence; articles and other materials documenting this survey and the resulting disposition of those records. Most material pertains to records recovery activities.

This series contains bills, vouchers, and abstracts of expenditures submitted by resident engineers to the Department of Audit and Control. Each abstract lists amount owed by the state for salaries, wages, expenses, material, equipment, and supplies, and provides the geographic district number or the terminal location. Included are original bills and vouchers documenting claims against the State.

This series contains schedules of state-owned taxable lots within the Adirondack Forest Preserve and the Catskill Forest Preserve. Tax figures include school, highway, and special district taxes, and taxes rejected because of erroneous assessments. Individual lots are usually listed under the name of the patent or tract of which they are a part. Entries include lot number, location, acreage, assessed valuation, and tax amount. Entries also often include remarks such as "lumbered," "second growth," "burned," etc.).

This series contains registers of summary data on grade crossing elimination projects from start to finish. Data includes Public Service Commission case number; names of participating municipalities and railroads; bonds issued (with interest rates); location of grade crossing; dates of Public Service Commission orders authorizing work; names of contractors' work covered by contracts, and amounts to be paid; complete record of payments, giving dates, amounts, and purposes; and distribution of costs (railroad, state, and county shares).

The series consists of a statement and supporting documentation by Eugene M. Travis, State Comptroller, in response to charges printed in the Brooklyn Times newspaper that he wasted public funds on eleven purchases of bonds for various state sinking funds. They were apparently used by Travis in his presentation to a committee investigating the charges.

This series consists of a register of checks drawn by the Comptroller for distribution of tax monies to the various counties, or for transfer of tax funds to other banks. Monies came from the state income tax, the bank tax, and the motor fuel tax. Each entry in the register gives date, bank drawn on, payee, check number, amount, and remarks.

This series contains copies of Comptroller consents relating to issuance of bonds by towns and school districts for various improvements. Also included are consents of the Conservation Commission permitting state lands within the Adirondack Forest Preserve to be taxed; petitions and statements of towns or school districts to the Conservation Commission relating to the vote on bonding proposition; and related correspondence.

This series contains information on monies received from county treasurers from mortgage taxes. Information includes monthly amount received; interest on bank deposits; quarterly summaries; disbursements approved by the State Tax Commissioners; quarterly net receipts; amount due the municipality; amount due to the State of New York; amount received by the State of New York and the date; and information on when the receipt was mailed. A few summary sheets, deeds, and correspondence are interfiled at the beginning of the volume.

This series consists of tables showing distribution of monies collected by the Comptroller through the motor vehicle tax, income tax, franchise tax, bank tax, motor fuel tax, beverage licenses and tax. The tables show monthly or quarterly distribution of tax revenues to each county (New York City at end), with sub-totals and grand totals.

This series contains books and sheets of accounts for the construction and operation of the Barge Canal system. Included are accounts for expenditures on canal terminals, 1912-1920, and miscellaneous accounts for expenditures on canal, 1938.

This series consists of a contract between the Olympic Winter Games Committee and Leo A. Malone for the construction of an Olympic bob run and return road on Mt. Van Hoevenberg, near Lake Placid. Included is related correspondence with the Department of Audit and Control, bids, bonds, and other legal and financial documents.

This series consists of texts of speeches given by the comptroller to various state and local agencies and associations on a variety of topics such as tax reform, state spending, fiscal reform, government ethics, economic development, pension funding, state budget deficit, state credit rating, and campaign contribution limitations. The records also contain articles written by the comptroller, copies of newspaper stories covering or quoting speeches, background material for speeches, invitations to deliver speeches, press releases related to speeches, and drafts.

Annual financial reports of fire districts are generated pursuant to Article 3, Section 30 of the General Municipal Law that requires every fire district to make an annual report of its financial condition to the State Comptroller. Such reports are compiled and submitted by the treasurer of each fire district. Each report contains a statement of the financial transactions of the fire district, according to type of funds (such as general, capital, reserve, trust and agency).

This series consists of annual statements of counties relating to the computation of their constitutional tax margins. Each statement contains a breakdown of the current tax including computation of constitutional taxing power, determination of amount not affected by constitutional tax limitation, total taxing power of county tax levies and charges which are subject to the tax limit, and the constitutional tax margins. Some of the statements also contain notes and work sheets.

This series contain annual statements of cities relating to the computation of their constitutional tax margins. Each statement contains a breakdown of the current tax levy including computation of constitutional taxing power, determination of amount not affected by constitutional tax limitation, total taxing power of the city, and the constitutional tax margin.

These debt statements were generated pursuant to Article 2, Section 109 of the Local Finance Law, requiring municipalities, fire districts, and school districts to file a verified statement of its debt before selling bonds. This series consists of annual and supplemental debt statements of municipalities (cities, counties, towns, and villages), fire districts and school districts.

This series consists of annual and supplemental debt statements of housing and urban renewal authorities for the fiscal year 1969. Most of the statements in the series are supplemental statements, although there are a few annual debt statements included. Some of the statements contain letters of transmittal, certificates of the chief financial officer relating to the issuance of urban renewal notes, and other memoranda.

The series consists of annual financial reports of urban renewal agencies generated pursuant to the General Municipal Law requiring that within sixty days after the close of the fiscal year, an agency submit an annual report of its financial condition to the state comptroller. Each report contains a statement of the financial transactions of the agency and lists its assets; liabilities, reserves and capital; receipts; and disbursements. Some of the reports contain letters of transmittal, printed brochures, and other memorandums.

This series consists of certified copies of awards by the Canal Appraisers (through 1883) and by the Board of Claims (1883-1897), and of judgments by the Court of Claims (1897-1953). These awards were made for damages to lands adjacent to state canals. Many such damages were sustained by private persons when their lands were appropriated temporarily or permanently for repairs or enlargement of the Erie Canal, for the so-called $9,000,000 improvement at the turn of the century, and for construction of the Barge Canal system.

This series from the Bureau of Unclaimed Funds consists of correspondence and standardized forms for submitting payments of principal and interest on U.S. Deposit Fund mortgages. The Comptroller was assigned the function of receiving these payments, which would then be deposited in the State Treasury. Each file consists of correspondence recording payments on each loan until the date of its satisfaction.

The series indexes maps of lands sold for unpaid taxes by the comptroller in counties located inside (Volume 1) and outside (Volume 2) the Forest Preserve. The index lists tract; "old" map number; "new" map number; "case 'O'" map numbers; and the town in which the property is located.

This series consists of a duplicate index to patentees for lands located on bounty rights issued during the Revolutionary War. The list gives names of patentees in alphabetical order, with page references to their respective locations in volumes 27, 28, and 29 of "Revolutionary Manuscripts".

The register of State bonds is organized by alphabetically, M-Z only, by city or town of bank holding the bond. Each entry includes name and location of bank; date of maturity, name, and amount of security;; date of bond and rate of interest.. Bonds were issued for many purposes, including highways, bridges, parks, railroad crossing elimination, unemployment relief, etc. Also contains bonds fro Port Authority of New York and other authorities.

This series is an alphabetical index to names of persons acting as commissioners for loaning money; as auctioneers submitting accounts to the State Comptroller; and as mortgagors of state lands. It also lists page references to accounts for counties (i.e., county treasurers).

This series consists of three pages listing contracts with banks allowing an interest on deposit of Canal monies at sixty days for 4.5 or 5% interest. Each entry provides the date of the contract; contract number; the name of the bank; and rate of interest.
