After establishing that the distribution of federal and state aid to cities in New Jersey and New York was stable between 1976 and 1984, the author examines the relationship between socioeconomic conditions and aid receipts. When single years are examined, both federal and state payments are found to be broadly redistributive, especially in New Jersey. However, when change over these years is examined, the greatest federal losses are found for cities with the highest socioeconomic needs. Changes in New Jersey were more responsive to urban distress. Discussion of these differences focuses on dissimilarities in the political compromises that are reached at the state government level.

A rapid and substantial surge of regional growth can result in a highly uneven distribution of development across an urban region's localities. But the benefits of growth for local communities can be more evenly distributed. A growth model combining both infill and footloose components was used to analyse the differential job, tax base and population growth among the 365 contiguous municipalities of nothern New Jersey for a period in the 1980s when the region gained 400 000 jobs but only 150 000 new residents. The growth analysis was followed by an examination of the distribution of six proposed benefit measures. The findings indicate a wider distribution of benefits than of growth per se, strong stability in the distribution of benefits among communities, significant gains for communities that grew most rapidly, and considerable benefits for communities that experienced little or no growth.

The New Jersey Supreme Court ruled in its 1975 and 1983 Mount Laurel decisions that the use of zoning regulations to exclude low-income housing was an unconstitutional abuse of the police power of communities. Municipalities were required to zone some land for lower income housing and make construction of the housing financially viable. The legislature passed a law that allowed municipalities to bargain over the location of court-mandated lower income housing through Regional Contribution Agreements. A study of this behavior revealed that growing suburbs were more affluent municipalities whose obligations were based on a redistribution of poor people, not current residents, putting them in a strong bargaining position in relation to older central cities, less affluent municipalities with concentrations of lower income people and the inability to finance new low-income housing.

Abstract

Many policymakers and business persons are interested not only in the course of the national economy but also in the prospects for their region's economy. Since 1994, the Philadelphia Fed has published monthly indexes of coincident indicators for the states in the Third Federal Reserve District. A natural complement would be a set of leading indexes. In this article, Ted Crone and Kevin Babyak introduce leading indexes for the two largest states in the District - Pennsylvania and New Jersey.
