The years 2007 to 2011 were years in the active formation of alcohol politics and its changes in the creation of legislation. Therefore, this article is aimed at analysing the policy changes in the field of the Lithuanian Public Health Coalition during the period under analysis. The concept of the advocative coalition model was invoked in order to conceptualise the study. A qualitative survey was chosen as a methodological basis, in compliance with the documents analysed. The results of the study reveal that in 2006 and 2007, the structuring of the public health coalition in the field of alcohol policy began, and finalised at the end of 2011. After gathering together, the Pubic Health Coalition finally took shape in the field of alcohol policy in 2011 and 2012. In 2011, a broad coalition was formed, leading to a major conflict between the Public Health Coalition and a coalition of the alcohol industry. The latter sought to liberalise alcohol advertising, and succeeded in achieving this aim at the end of 2011. Nonetheless, the Public Health Coalition achieved its aims by strengthening and mobilising a broad coalition, and employing scientific evidence to support its position, thus achieving its strategic goals in alcohol policy. 4. THE EXPERIENCE OF NGOS THAT REPRESENT THE INTERESTS OF THE DISABLED IN COOPERATING WITH LOCAL GOVERNMENT INSTITUTIONS.

This article examines the experiences of NGOs that represent the interests of the disabled in cooperating with municipal institutions. Applying qualitative research methods (interviews and content analysis), the forms of NGO cooperation with local government institutions were revealed as the most important avenue of financial support for NGO projects. The results of this study showed that NGOs face challenges – first among which is power inequality, where local authorities have little experience of working with people with disabilities. Factors that strengthen the successful cooperation of NGOs with municipal institutions were also identified. Based on the results of the qualitative study, it was found that successful cooperation is related to the commitment of the NGOs themselves, contributing to the stronger and more active well-being of people with disabilities as well as mutual support and trust. Pasaulyje vyraujantys ekonominiai, socialiniai ir politiniai neramumai, šių dienų kontekste, nevyriausybinių organizacijų veiklai suteikia daugiau svarbos bei sulaukia vis daugiau susidomėjimo, paramos. Tačiau, nors šios organizacijos veikia visuomenės labui, jas taip pat supa labai daug suinteresuotų šalių, kurios nori ar net reikalauja gauti atgalinį ryšį – informaciją / įrodymus – apie vykdomą veiklą. Atsižvelgiant į NVO veikimo galimybių priklausomumą nuo suinteresuotųjų šalių, šis sektorius susiduria su atskaitomybės ir skaidrumo užtikrinimo problema. Atskaitomybė ir skaidrumas šio tyrimo kontekste suprantami, kaip reikalavimų visuma, apimanti informacijos apie finansavimo panaudojimo efektyvumą ir tikslingumą atskleidimą. Dėl to kyla klausimas, kaip turėtų būti tobulinami atskaitomybės užtikrinimo procesai, kurie padėtų pasiekti didesnį skaidrumą, tačiau neribotų NVO veiklos galimybių ir pagrindinių funkcijų įgyvendinimo efektyvumo dėl (perteklinės) biurokratijos ir kontrolės?, The current global economic, social, and political unrest has brought increased importance and attention to the activities of non-governmental organizations (NGOs), which operate for the benefit of society. However, while these organizations work for the public good, they also face a multitude of stakeholders who are interested or even demand feedback – information / evidence – on their activities. Given that the performance of NGOs depends on their stakeholders, this sector faces a problem of ensuring accountability and transparency. In the context of this study, accountability and transparency are understood as a set of requirements that cover the disclosure of information about the efficiency and effectiveness of funding use.

7. SUBJEKTAI, DALYVAUJANTYS LIETUVOS TEISĖJŲ PROFESINĖS ETIKOS VERTINIME.

- Abstract
The article presents the variety and activity characteristics of subjects involved in evaluating the professional ethics of judges, in the context of society welfare development. The issues of professional ethics of judges are highlighted through a wide range of subjects evaluating these questions. Whereas the evaluation object - knowledge of ethics, personal characteristics, behavior, motivation, and behavioral compliance with ethical standards - is changing and expanding with regard to the features of procedures (examinations, taking of the examinations, continuous performance evaluation, application of disciplinary liability etc.). The analysis shows that there is a connection between globalization and individualization in solving the ethical issues of judges, ethical procedures are standardized and the prestige of judicial profession is actively fostered. The analysis of legislature documents showed that the issues of professional ethics of judges are relevant in all stages of judge's career. The article typologically distinguishes, depending on the evaluation object and procedures, the four main groups of assessors: 1) the public; 2) legal community and non-governmental organizations as evaluators of prestige of the profession of judge, activity of judges and behavior of judges; 3) the Commisions: the Examination Commission of Candidates to Judicial Office and the Selection Commission of Candidates to Judicial Office, as well as the Permanent Commission for the Assessment of Activities of Judges such as: personal characteristics, behavior and motivation; 4) judicial self-government - the Judicial Ethics and Discipline Commission, Judicial Court of Honour as well as the Supreme Court of Lithuania - as the institutions which have final word in dealing with disciplinary matters of judges. Participation of these subjects in the evaluation of different stages of judicial ethics ensures the core of the professional value of judges' activities. The requirements for profession of judge in professional ethics are consistently consolidated in all processes and correlate with each other. The evaluation of society (as the evaluator of professional ethics of judge, in the context of the confidence in courts) is informal and subjective. For detailed and reasoned evaluation the complex instruments are necessary - the opinions which are consolidated, based on several criteria and derived from different sources, concerning the court activities and behavior of the judge. The evaluation of legal community can become the formal criteria of professional ethics of judge. Non-governmental organizations could represent judges at the Judicial Court of Honour, furthermore they could actively participate in evaluating issues of professional ethics. Whereas in the complex evaluation of commissions activities when evaluating the pretender (judge) we must take into account not only the quantitative activity indicators - number of cases, the nature of work, length of service, but also qualitative indicators - personal characteristics, behavior, motivation. The activity results of institutions solving the issues concerning the disciplinary responsibility of judges indicate the effectiveness of applied disciplinary measures, conditioned by training, education and self-development issues. The participation of the Supreme Court of the Republic of Lithuania in the system of evaluating professional ethics of judges is under doubt due to fact that this function is not naturally attributed to the court per se. Therefore, it is proposed to eliminate the Supreme Court from the circle of bodies competent to evaluate professional ethics of judges. Furthermore, it is advised that Judge Ethics and Disciplinary Commission might impose the disciplinary sanctions and the decisions made by Judge Ethics and Disciplinary Commission if appealed were brought for review to the Judicial Court of Honour. Nevyriausybinės organizacijos yra demokratinės visuomenės išraiška. Nepaisant to kartais viešasis sektorius įžvelgia jose konkurenciją savo atliekamoms funkcijoms bei grėsmę valstybės saugumui, todėl įveda veiklos ribojimus. Dažniausiai šis reiškinys išryškėja į autoritarizmą linkusiose valstybėse. Pastaraisiais metais Rusijos Federacijoje yra stebimas nevyriausybinių organizacijų (NVO) kontrolės stiprėjimas, ypač jis akivaizdus NVO, kurios dirba politikos sferoje ir/ar yra finansuojamos užsienio šaltinių lėšomis. Šiame straipsnyje analizuojami viešojo sektoriaus ribojimai NVO veiklai Rusijoje. Tyrimo rezultatai atskleidė, kad NVO veikla yra ribojama keletu aspektų: teisės burtis į asociacijas, žodžio ir susirinkimų laisvės bei finansinių ribojimų. 2012 m. ir 2015 m. priimtos įstatymų pataisos, kurios įvedė „užsienio agento“ ir „nepageidaujamų organizacijų“ sąvokas, yra labiausiai NVO veiklą Rusijoje ribojantys teisiniai veiksniai. Tyrimas atliktas remiantis dokumentų analizės bei pusiau struktūruoto interviu metodu su Rusijos NVO atstovais., Non-governmental organizations (NGOs) are an important part of a democratic civil society. However, despite the positive role of NGOs, activities of NGOs and their interference into the state’s issues are often understood by state authorities as a threat and therefore legal barriers to the activities of NGOs are determined. In this article restrictions imposed on NGOs and their application in the Russian Federation are analyzed. In recent years, NGOs operating in Russia, especially those working in the political sphere and/or financed by foreign sources, have seen increased control. The research revealed that major groups of legal restrictions aimed at NGOs working in Russia are as follows: restrictions of freedom of association, freedom of speech and assemble, and financial restrictions. Adopted in 2012 and 2015 respectively, the “Foreign Agent” and “Undesirable organizations” laws are the most considerable challenges for the functioning of NGOs in Russia. This research was conducted based on document analysis and semi-structured interviews with Russian NGOs.

This study analyses participation of non-government organizations of one of the social groups - people with disability - in public governance and investigates possibilities, forms and methods of participation in public government of Klaipėda city municipality. Conception of participation in public government and problems of participation in public government of Lithuanian non-government organizations of people with disability are discussed in this article. Data of study performed in Klaipėda city municipality in 2016 are presented. The results showed that participation in public government of non-government organizations of people with disability in Klaipėda city municipality was low. - Abstract
Seeking to ensure the necessary social welfare services for the families and their individual members in the modern societies, a special attention has been made on a social partnership of governmental agencies and communities and non-governmental organizations. Although non-governmental organizations are becoming an important actor in the field, filling gaps left by the state in ensuring family welfare, most of the responsibility and the expectations of the lay publics still rests with the State, its institutions and bodies. This article aims to analyze the ways in which the social partnership of the non-governmental organizations and local government takes place, and what are the most effective cooperation models for ensuring the well-being of the families. The empirical results show that the nongovernmental sector uses a broader concept of social services than the public sector. The data show that most non-governmental organizations and public institutions are complementary in providing social services for families. They often use different measures however these measures are aimed at solving the same problems. [ABSTRACT FROM AUTHOR]

Šio straipsnio tikslas – remiantis sociologijos teorijomis išnagrinėti nevyriausybinių organizacijų veiklos socialinės gerovės srityje teorines prielaidas. Straipsnyje aptariamas nevyriausybinių organizacijų vaidmuo socialinės gerovės srityje, pateikiant šių organizacijų supratimo ir jų vaidmens aiškinimo, interpretavimo užtikrinant socialinę gerovę trijų teorinių prieigų – struktūrinio funkcionalizmo, socialinio konflikto ir P. Bourdieu lauko teorijų – kontekstą. Struktūrinio funkcionalizmo ir konflikto teorijų pasirinkimą lėmė tai, kad į tyrimo objektą žvelgiama pasitelkus makroperspektyvą, o P. Bourdieu lauko teorija leidžia sujungti tiek makrolygmens, tiek ir mikrolygmens tyrimus. Struktūrinio funkcionalizmo teorija pasirinkta todėl, kad leidžia žvelgti į visuomenę tarsi makroperspektyvos kontekste, sustruktūruojant visų jos dalių funkcijas ir disfunkcijas į simbolinius rėmus ir taip atskleidžiant tarsi dvi visuomenės puses: tobulą ir siektiną bei netobulą ir problematišką. Toks kraštutinumų vaizdas leidžia išryškinti trūkumus ir struktūruotai identifikuoti tam tikras visuomenės ydas, siekiant patenkinti ir atkurti tvarkos poreikį joje. Konflikto teorija pasirinkta kaip atsvara funkcionalizmui ir šios paradigmos aukštinamai tvarkai paneigti, siekiui į tą patį objektą – nevyriausybines organizacijas – pažvelgti ne per tvarkos, o per kaitos, pokyčių ir jiems darančių įtaką konfliktų prizmę. P. Bourdieu lauko teorija leidžia fiksuoti lauko struktūrą, veikėjus, jų daromą įtaką, pokyčius socialiniame lauke. Struktūrinis funkcionalizmas – pozityvių kraštutinumų paradigma, kuriai šiuolaikinė visuomenė yra pernelyg dinamiška, per stipriai individualizuota. Socialinio konflikto paradigma leidžia struktūriškai identifikuoti konkuruojančias puses ir intuityviai daryti prielaidas dėl konkurencijos priežasčių, t. y. nustatyti, dėl kokios galios ir kokio autoriteto yra konkuruojama. Tačiau pastaroji paradigma negali paaiškinti gana sudėtingos šiuolaikinės visuomenės, greitai kintančių jos poreikių, vertybių, požiūrių. Socialinės gerovės lauke susikertantys visų trijų visuomenės sektorių – valstybės, rinkos, trečiojo sektoriaus – interesai dėl galios įgijimo yra nuolatinis procesas, kuriam vystantis, priklausomai nuo įvairių kapitalų – socialinio, ekonominio, kultūrinio – pasiskirstymo, gali keistis agentai, jų galia, vaidmuo ir net vieta, iš kur agentai veikia socialinę piliečių gerovę, keisdami savo padėtį iš dominuojančiųjų į dominuojamuosius ar atvirkščiai.

Mokslinėje literatūroje minimas vis didėjantis nevyriausybinių organizacijų (NVO) įsitraukimas į užsienio politiką, tad ir didėjantis NVO potencialas ją paveikti. Šiame straipsnyje vystomojo bendradarbiavimo politika traktuojama kaip empirinis šalies užsienio politikos rodiklis ir juo remiantis nagrinėjama lietuviškų vadinamųjų vystymosi NVO (NVVO) įtaka dvišalei Lietuvos vystomojo bendradarbiavimo politikai. Laikantis mechanistinio požiūrio į socialinius mokslus, straipsnyje atskleidžiama, kad NVVO įtaka matoma tais atvejais, kai: a) NVVO turi išteklių, kuriais gali padėti sprendimų priėmėjams įgyvendinti politiką; b) NVVO elgiasi strategiškai; c) kyla grėsmė, kad sprendimų priėmėjų galimybės naudotis NVVO turimais ištekliais bus apribotos. Nors kiti NVVO ištekliai nėra pakankami įtakai sukurti, jie padeda sustiprinti ilgalaikius tarpusavio bendradarbiavimo santykius su sprendimų priėmėjais, o tai – būtina NVVO įtakos reiškinio sąlyga. Straipsnyje daroma išvada, kad potenciali lietuviškų NVVO įtaka yra ribota, ją varžo menka NVVO išteklių paklausa ir nepalankios institucinės sąlygos. Tačiau straipsnyje taip pat pažymėta, kad menkas dėmesys tam tikram politiniam klausimui ir koncentruotai NVVO sutelkti vertingi ištekliai didina NVVO įtakos politikai tikimybę. The literature indicates an ever-growing involvement of non-governmental organisations (NGOs) in foreign policy and hence an increasing potential for them to exert influence over it. Approaching foreign aid policy as a suitable empirical indicator of a country’s foreign policy, this paper examines the case of Lithuanian development NGOs’ (NGDOs’) influence over bilateral foreign aid policy. Based on the mechanistic approach to social science, this paper demonstrates that NGDO influence is observed when an NGDO has resources to assist decision-makers in policy implementation; when it behaves strategically; and when decision-makers’ access to these resources is threatened. Although other NGDO’s resources are insufficient to result in the NGDO being able to exercise influence, they help to strengthen the long-term collaborative relationship with decisionmakers, which is necessary for the micro-phenomenon of NGDO influence to occur. The paper concludes that the potential influence of Lithuanian NGDOs is limited, constrained by the scant demand for NGDOs’ resources and the unconducive institutional setting. But the paper identifies low issue salience and a focused concentration of valuable resources within Lithuanian NGDOs as factors which increase the likelihood of NGDO influence.

14. Klimato kaitos aspektai lietuviškame internete: ką galima sužinoti iš bendros statistinės informacijos.

- Abstract
Climate change (CC) is one of the major topics discussed all over the world. Moreover, the internet is the main source of information on this topic. The main goal of this research is to assess the quantity and the quality of information about climate change presented on internet using data of internet search engines and environmentrelated organizations' websites. The obtained results could be used for filling the gaps of information and for planning information optimization possibilities in future for governmental institutions. Statistical information of the phrase ‘climate change’ on different internet search engines was used for the research. The top10 results of request ‘climate change’ (using Google, Bing and Yahoo internet search engines) were analysed in six different periods from 4 February 2015 to 20 September 2016 (Table 1). Further, quantitative and qualitative assessment of the top10 positions of search results was based on six questions: who, where, when, why, how, and how much (Table 2). Wikipedia topic ‘climate change’ (in Lithuanian) was analysed in greater detail. The Lithuanian internet pages of the Ministry of Environment (AM), Environmental Protection Agency (AAA), Lithuanian Hydrometeorological Service (LHMT), Environmental NGOs Coalition (AK), and European Environmental Agency (EEA) were highlighted for analysis of basic information and news flow about climate change. Moreover, news flow on the Facebook page ‘Klimato kaita (climate change)' from September 2013 to December 2015 was analysed. Only more than half of Google top10 search results were new (Fig. 1a), while Bing and Yahoo more often contained refreshed information about CC because of presents of internet news portals (delfi.lt, 7broliaimiegantys. wordpress.com, facebook.com/klimatokaita). Most of the top10 search results delivered wide range information (at least with links) about CC (Fig. 1b). 48% of Google top10 search results (Fig. 1c) were occupied by governmental websites (AM, AAA, LHMT, ES, EEA), while for Yahoo search the dominating category was ‘other' (videos, images), and for Bing ‘social nets' (7broliaimiegantys, facebook). The number of websites providing only information about CC were almost equal to the number of websites which had educational purposes (Fig. 1d). The adaptive type of material was prevailing on top10 search results (Fig. 1e); however, the tendency of growing originality was significant. The top10 search results on Bing and Yahoo were orientated to global information coverage, while a large segmentation of geographical coverage scales on Google search results were noticeable (Fig. 1f). The social network (Wikipedia, Facebook, YouTube) occupied more than 50% of top3 positions of search (Fig. 2). Comprehensive analysis of statistical information revealed that the most visited and observable source of internet-based information was Wikipedia (Table 3); also, popular links were Google images and EEA website. Only Wikipedia internet website was providing information with phrase ‘climate change’ in every Baltic Sea Region language (Fig. 3), but the amount and views of information differed a lot. The fluctuation of the number of views in Wikipedia depended on political activity - it was increasing before the UN Climate Change Conference COP15 meeting in Copenhagen and the presidency of Lithuania of EU Council in 2013 and refreshment of information and decreasing from 2012 when the webpage was not supplemented with new facts (Fig. 4a). Also, intra-annual changes very much depended on people holidays time (Fig. 4b). Moreover, the research showed the existing gaps in information and possible ways for improvement by providing better quality and novelty through internet sources. The refreshment of information about CC on the main webpages (AAA, AK, AM, EEA and LHMT) was not constant (Table 4). The main topic was CC politics and mitigation; adaptation to CC was presented only in EEA webpage. 44-74% of CC news were published during the last four years (2012-2015) (Fig. 5). Yearly dynamics of the number of news strongly depended on political situation: stagnation during economic crisis and different priorities of the Ministry of Environment (including building renovation, dumping grounds, fishery, etc.) and rapid increase before Lithuanian presidency of EU Council. Seasonal fluctuation of news (Fig. 6a) had the same tendencies as Wikipedia views (Fig. 4b). AM, AAA and LHMT together produced 12.4 news per year, i.e. only one news per month (Fig. 6b). The news feed on Facebook CC platform supported by AK (coalition of environmental NGOs) was not stable as well (Fig. 7): the main activities in November-December 2013 and 2015 were related to AK participation in the UN Climate Change Conference COP19 and COP21 events. The paper is focused on the discussion about the role of nongovernmental organizations during the decisionmaking process in local governance and what factors influence it. To achieve this, the following steps have been made: first, the concept of nongovernmental organizations and their relationship with civil society was analyzed, then possible variations of relationship between nongovernmental organizations and their impact to the public sector was described. In the last part of the paper, the stages of the decision-making and implementation process in the municipality were analyzed and theoretical aspects of enabling NGOs were discussed. The analyses showed that the decisionmaking and implementation processes depend on the understanding of the need to cooperate, the ability of both subjects to work together, their relationship with citizens and other interest groups. Such analysis is relevant because since the much-needed civic initiatives in the field of family welfare are missing, NGOs involvement in implementation of family policies has not been studied enough. Šiuo metu NVO sektorius susiduria su informacijos atskleidimo problema, kuri dar kitaip vadinama skaidrumo ir atskaitomybės problema, daranti neigiamą poveikį NVO sektoriaus patikimumui. Skaidrumas socialiniame kontekste reiškia atvirumą, bendravimą ir atskaitomybę. Kadangi NVO yra suformuotos, kad tarnautų suinteresuotųjų šalių gerovei, o ne organizacijos vadovų naudai, organizacijos privalo pateikti visuomenei įrodymus, kad jų vykdoma veikla atitinka organizacijų vertybes. Nors NVO sektorius sparčiai auga, NVO informacijos atskleidimo lygis nekinta, o suinteresuotųjų šalių pasitikėjimas mažėja. Dėl to kyla klausimas ar NVO informacijos atskleidimas gali paveikti suinteresuotųjų šalių pasitikėjimą, kuris yra labai svarbus organizacijų sėkmei. Tad šio baigiamojo projekto tikslas - ištirti NVO sektoriaus atskleidžiamos informacijos lygį Lietuvoje ir atskleidžiamos informacijos poveikį suinteresuotųjų šalių pasitikėjimui. Pirmiausiai tyrime buvo atskleista NVO atskleidžiamos informacijos poveikio suinteresuotųjų šalių pasitikėjimui problematika. Tuomet teoriškai pagrįstas NVO atskleidžiamos informacijos poveikis suinteresuotųjų šalių pasitikėjimui. Išanalizavus mokslinę literatūrą, buvo sukurta NVO atskleidžiamos informacijos poveikio suinteresuotųjų šalių pasitikėjimui Lietuvoje tyrimo metodologija. Galiausiai atliktas NVO atskleidžiamos informacijos poveikio suinteresuotųjų šalių pasitikėjimui Lietuvoje tyrimas ir pateiktos rekomendacijos organizacijoms siekiančioms pagerinti suinteresuotųjų šalių pasitikėjimą jomis. Atlikto tyrimo rezultatai atskleidė, kad NVO atskleidžiamos informacijos lygis Lietuvoje yra žemas. Suinteresuotųjų šalių informacijos atskleidimo poreikiai nėra patenkinami. Daugelis suinteresuotųjų šalių jaučia NVO informacijos trūkumą ir nėra užtikrintos NVO sektoriaus patikimumu Lietuvoje. Atlikta NVO atskleidžiamos informacijos poveikio suinteresuotųjų šalių pasitikėjimui statistinė analizė atskleidė, kad egzistuoja reikšmingas ryšys tarp NVO atskleidžiamos informacijos ir suinteresuotųjų šalių pasitikėjimo. Aukštesnis NVO atskleidžiamos informacijos lygis teigiamai veikia suinteresuotųjų šalių pasitikėjimą. Tiek finansinės, tiek ne finansinės informacijos atskleidimas gali ne tik reikšmingai pagerinti suinteresuotųjų šalių pasitikėjimą NVO sektoriumi, bet taip pat prisidėti prie organizacijos sėkmingumo. Tad NVO informacijos atskleidimas laikomas efektyvia priemone organizacijos veiklos tęstinumo užtikrinti. Tyrimo rezultatai ir rekomendacijos gali būti naudingi NVO, kurios siekia pagerinti savo informacijos atskleidimo politiką arba padidinti suinteresuotųjų šalių pasitikėjimą jomis., Currently, the non-governmental (NGO) sector is facing a information disclosure problem, also known as the problem of transparency and accountability, which has a negative impact on the credibility of the NGO sector. Transparency in the social context, means openness, communication and accountability. As NGOs are formed to serve the well-being of stakeholders rather than the leaders of the organization, organizations must provide the public with evidence that their activities are in line with the values of the organizations. Although the NGO sector is growing rapidly, the level of NGO information disclosure is not changing, while stakeholder trust is declining. This raises the question of whether the information disclosure of NGOs could affect stakeholder trust, which is critical to the success of organizations. Therefore, the aim of the master thesis is to determine the level of NGOs information disclosure in Lithuania and the impact of the information disclosure on the trust of stakeholders. Firstly, the study revealed the issues of the impact of NGOs information disclosure on stakeholder trust. Then, the impact of the NGOs information disclosure on stakeholder trust was theoretically substantiated. After analyzing the scientific literature, a research methodology on the impact of information NGOs information disclosure on the trust of stakeholders in Lithuania was developed. Finally, a research of the level of NGOs information disclosure in Lithuania and the impact of the information disclosure on the trust of stakeholders was conducted. The results of the study revealed that the level of NGOs disclosures in Lithuania is low, and the NGOs disclosures needs of stakeholders are not met. Many stakeholders feel the lack of NGOs disclosures, also stakeholders are not assured of the credibility of the NGO sector in Lithuania. Finally, a statistical analysis of the impact of NGO disclosures on stakeholder trust revealed that there is a significant relationship between NGO disclosures and stakeholder trust. Higher levels of NGOs disclosures have a positive effect on stakeholder trust. Disclosure of both financial and non-financial information can not only significantly improve stakeholder confidence in the NGO sector, but also contribute to the success of the organization. Therefore, the NGOs disclosures are considered to be an effective means of ensuring the continuity of the organization's activities. The findings and recommendations may be useful for NGOs seeking to improve their information disclosures policies or increase stakeholder trust in them.

The regulation of non-governmental organizations performance in Lithuania has not been fully formed yet. Although several methods for the estimation of the efficiency of non-governmental organizations activity exist, such estimation is not a widely spread phenomenon and very often depends on the intentions and consciousness of the members of the said organizations. In this article, the main concepts and criteria of efficiency of non-governmental organizations are analysed, which may be identified as the specific elements of the activity of this entire sector. The first part of the article is focused on the concept of non-governmental organizations and their exclusivity comparing to private and public sectors. In the second part, analysis of the main aspects of non-governmental organizations performance estimation is presented, which leads to the identification of the main indicators of effectiveness called external connections and mutual cooperation. The analysis of prostitution and trafficking in human beings phenomena as a psychosocial human rights problem is presented is this article. Although, at the junction of the centuries, these phenomena obtained a global significance, the most effective tool for its stabilisation is the effort of local communities. The analysis of such efforts over the last two decades comprises a content of this work. The system that could provide an adequate support to prostituted women is only developing and is somewhat behind. Therefore, it is desirable to identify the weak areas of the developing system and formulate actual priorities as soon as possible, bearing in mind that the state-funded resources and societal attention directed at solving these problems will continually be lacking. Nowadays, non-governmental organisations are one of the main contributors to development and growth processes in all countries. This article analyses the main concepts of non-governmental organisations, their activities and role in Lithuania. The article is based on the analysis of scientific literature and empirical studies. The first part of the article analyses the concept of nongovernmental organisations and the external factors that most influence their development. In this part, not only evolution of non-governmental organisations is analysed, but also the strategies of development-oriented NGOs. The second part analyses the role of non-governmental organisations, their functions and activities. The third part is organised according to the data of the Information and Support Centre of NGOs and the studies of structural cooperation between NGOs and local government. Theoretical analysis of interaction between different levels -- e-participation, public sphere and non-governmental organisations is presented in this article. According to this analysis, this article presents the estimated expressions of NGO e-participation in Lithuania. The aim of this article is to analyse theoretical approaches which involve the conception of e-participation and implementation of NGO activities using e-participation. The object of this article indicates expressions of e-participation of non-governmental organisations. Three main theoretical approaches are emphasised in the article: postmodernism, critical theory and social constructivism. According to these theories, common factors are noted, namely social, political and communicative, which influence the expressions of NGO e-participation and relate the main theoretical approaches. In the present article opportunities of schoolchildren's attitude towards human trafficking in non-governmental organizations, as a factor, encouraging youth citizenship, is being analyzed. The relevance of human trafficking among young people, the lack of proper attitude towards human trafficking are revealed, and the role of nongovernmental organizations in civil education while adjusting schoolchildren's attitude towards human trafficking is highlighted. The results of quantitative research are presented in the article, which reveal the attitude of 15-16 years schoolchildren towards human trafficking. On the basis of accomplished and provided research results, an assumption, stating that in order to encourage schoolchildren's civil activity in non-governmental organizations pedagogical adjustment of attitude towards human trafficking is necessary, is made. This is the second part of meta-analysis on the interrelation between NGOs and democracy in Baltic States. The relation is monitored by integrating the regression technique to find out which factors have contributed most to the development of democracy. The assessment by integrating the model of traffic light has been applied to determine the effectiveness of factors and the level of their development in the context of democracy. The results of the research show that third sector does impact democracy in the Baltic States, secondly that in all three countries the ways in which NGOs influence democracy differ, thirdly as well as the level of influence towards democracy differs. Socialinis kapitalas – sąvoka, plačiai ir įvairiai vartojama šiandienos socialiniuose moksluose. Į mokslo terminiją ją įtraukė prancūzų filosofas ir sociologas Pierre'as Bourdieu, o ypač išpopuliarino amerikiečių politologas Robertas Putnamas. Šių mokslininkų taikomi analizės vienetai, keliami klausimai ir daromos išvados yra tiesiog radikaliai skirtingos. Ir nors iš jų studijų išplaukiančios rekomendacijos nėra tarp savęs nesuderinamos, – jos papildo ir sustiprina viena kitą, – vis dėlto jos apima skirtingus prioritetus, priskiria nevienodą svarbą įvairiems socialinio gyvenimo reiškiniams. Tekste pristatomos abi teorijos ir jų pagrindu interpretuojami tyrimo “Kauno socialinis kapitalas” duomenys (2003). Išryškinama, kad nėra didelės tikimybės, jog socialinis kapitalas, aptinkamas dalyvavimo visuomeninėje veikloje ir nevyriausybinėse organizacijose dėka, gali kokiu nors reikšmingu ir automatišku (stebuklingu) būdu – nesikeičiant galios santykiams ir nedidėjant bendrai daugumos gyventojų materialinei gerovei – didinti pilietiškumą ar bendruomenės raidą. Aktyvus ir atsakingas vietos valdžios (savivaldos) vaidmuo yra vienas iš svertų, kurie gali paspartinti ir pagerinti pilietinės visuomenės (nevyriausybinių organizacijų) raidą. Sociologinis tyrimas rodo, kad socialinis kapitalas konstruktyviai turėtų būti suvokiamas kaip priklausomas kintamasis dydis, kurį gali teigiamai veikti “geras valdymas”.

The article deals with five attributes of the NGO-municipal relations: institutionalization, intensity, functionality, mutual trust and resource dependence. A theoretical model of NGO-local government relations was formed on the basis of those characteristics. The model is based on normative assumption that institutionalized, intensive, functional, based on mutual trust and in terms of resource independent NGO-municipal relations sustain local democracy. The survey conducted in municipalities of Vilnius city and Ukmerg district revealed that interaction between municipalities and NGO' s is limited by those major obstacles which is possible to distinguish into three major problem groups: • Intolerant attitude of municipal representatives towards NGO; • The lack of activity of NGO' s and citizens in general; • Different attitudes towards cooperation among representatives of municipalities and NGO's which negatively affects functionality of interaction. The identified problem groups have proximate relationship, where the first problem group (the attitude of municipal representatives) has an impact on the third one (functionality of cooperation) and the second problem group (NGO activity), as research results suggest, may have impact on the first and third problem groups. The research identified differences of interaction between municipalities and NGO' s in Vilnius city and Ukmergė district, it was revealed that NGO' s are more independent and forms of their activities are more varied in Vilnius than in Ukmergė district. Some problems that cause obstacles to the NGO-municipal interface are closely related to the work specifics of non-governmental and municipal organizations as well as civic culture, social psychology and mentality of the inhabitants of Lithuania. Baigiamajame magistro projekte aptariamas nevyriausybinių organizacijų vaidmuo teikiant socialines paslaugas senyvo amžiaus žmonėms Lietuvoje. Gyventojų senėjimas – viena svarbiausių šio laikmečio problemų visose Europos šalyse, turinti įtaką šalies ekonomikai, socialinei politikai, sveikatos apsaugos sistemai ir kitoms visuomenės gyvenimo sritims, ir įpareigojanti plėsti socialinių paslaugų lauką kokybine ir kiekybine prasme (Aleksienė, 2013). Socialinių paslaugų tikslas – gerinti senyvo amžiaus gyvenimo kokybę, sudarant sąlygas kuo ilgiau gyventi savo namuose ir savarankiškai tvarkyti savo buitį. Į socialinių paslaugų teikimą įtraukiami įvairūs paslaugų teikėjai – viešasis sektorius, nevyriausybinės organizacijos, privačios įstaigos, savanoriai ir neformalios globos teikėjai (Kaminskienė, 2011). Nevyriausybinės organizacijos įvardinamos kaip ne valstybinės, ne pelno siekiančios ir nepriklausomos organizacijos, kurios kuriasi ir veikia skatinamos iniciatyvos ,,iš apačios“ ir iš arti mato socialines problemas, jų priežastis ir galimus sprendimo būdus. NVO sėkmingai veikia nuolat kintančioje aplinkoje, yra lanksčios ir geba greitai reaguoti į senyvo amžiaus žmogaus socialinius poreikius. Nevyriausybinis sektorius atlieka tas funkcijas, kurias dėl laiko stokos, žmogiškųjų išteklių trūkumo ar kitokių priežasčių, negali tinkamai atlikti viešas ar privatus sektorius (Žalimienė, Rimšaitė, 2007). Šio darbo tyrimo objektu buvo pasirinktos nevyriausybinės organizacijos, teikiančios socialines paslaugas senyvo amžiaus žmonėms Lietuvoje. Todėl baigiamajame projekte buvo analizuojamas nevyriausybinių organizacijų vaidmuo teikiant socialines paslaugas senyvo amžiaus žmonėms Lietuvoje. Darbo tikslui pasiekti buvo iškeliami trys uždaviniai, kuriais siekiama: 1) pristatyti socialinių paslaugų sampratą, tipus bei nevyriausybinių organizacijų galimybes teikti socialines paslaugas senyvo amžiaus žmonėms; 2) suformuluoti nevyriausybinių organizacijų vaidmens socialinių paslaugų teikime senyvo amžiaus žmonėms tyrimo metodologiją bei 3) įvertinti nevyriausybinių organizacijų vaidmenį ir perspektyvas teikiant socialines paslaugas senyvo amžiaus žmonėms Lietuvoje ir pateikti rekomendacijas šio vaidmens stiprinimui. Darbą sudarė: įvadas, 3 pagrindinės dalys, išvados bei rekomendacijos. Pirmoje dalyje, kurioje analizuojama teorija, nagrinėjama socialinių paslaugų ir NVO samprata, taip pat pateikiamos socialinių paslaugų teikimo problemos senyvo amžiaus žmonėms. Aptariami pagrindiniai nevyriausybinių organizacijų socialinių paslaugų organizavimo ypatumai bei teisinis nevyriausybinių organizacijų reglamentavimas, pristatomi senyvo amžiaus žmogaus apibrėžimai bei visuomenės senėjimo demografiniai rodikliai. Tiriamoji dalis skiriama socialinių paslaugų teikimo organizavimo nevyriausybinėse organizacijose metodologijai suformuoti. Šioje dalyje pristatomi trys tyrimo metodai: antrinė duomenų analizė, žiniasklaidos turinio analizė, naudojant ,,MAXQDA“ programą bei pusiau struktūruotas interviu. Interviu dalyvavo trys socialinių paslaugų gavėjai, trys paslaugų teikėjai iš nevyriausybinių organizacijų ir trys paslaugų teikėjai iš viešojo sektoriaus. Tyrimo rezultatai parodė, kad nevyriausybinių organizacijų vaidmuo teikiant socialines paslaugas senyvo amžiaus žmonėms vis didėja, nes viešojo sektoriaus teikiamos paslaugos nepatenkina gyventojų poreikių. Norint, jog nevyriausybinių organizacijų, teikiančių socialines paslaugas, skaičius augtų, parengtos rekomendacijos, kuriose siūloma tobulinti teisinę bazę, įvesti Lietuvoje vieną telefono numerį, kuriuo paskambinęs senyvo amžiaus žmogus gautų visą informaciją, bei būtų aktyviau skatinama savanorystė., The final master's project discusses the Role of non-governmental organizations in provision of Social Services for Elderly People in Lithuania. The aging of the population is one of the most important problems of all times in all European countries, influencing its economy, social policy, health care system and other spheres of society and obliging to expand the field of social services in qualitative and quantitative terms (Aleksienė, 2013). The purpose of social services is to improve the quality of life of the elderly by enabling them to live in their own home for as long as possible and to manage their household independently. The provision of social services involves a variety of providers - the public sector, non-governmental organizations, private institutions, volunteers and informal care providers (Kaminskienė, 2011). Non-governmental organizations are identified as non-governmental, not-for-profit and independent organizations that create and operate bottom-up incentive initiatives and have a close look at social issues, their causes and possible solutions. NGOs are successful in an ever-changing environment, are flexible and responsive to the social needs of the elderly. The non-governmental sector performs functions that due to lack of time, lack of human resources or other reasons, cannot be properly performed by the public or private sector (Žalimienė, Rimsaite, 2007). Non-governmental organizations that provide social services for the elderly in Lithuania were selected as the research object of this work. Therefore, the final project analyzes the role of non-governmental organizations in providing social services to the elderly in Lithuania. To achieve the aim of the thesis three tasks were set up which aim to : 1) introduce the concept of social services, their types and opportunities of non-governmental organizations to provide social services to the elderly; 2) to formulate a methodology for investigating the role of non-governmental organizations in the provision of social services to the elderly; and 3) to evaluate the perspectives of non-governmental organizations in the provision of social services and to make recommendations for strengthening this role. Structure: introduction, 3 main sections, conclusions and recommendations. In the first section, which analyzes the theory, examines the concept of social services and NGOs, and presents the problems of providing social services to the elderly. The main features of NGO social services organization and legal regulation of NGOs are discussed, definitions of elderly people and demographic indicators of aging population are presented. The research section is devoted to the development of methodology for the organization of social service provision in non-governmental organizations and presents three research methods using quantitative research methodology with secondary data analysis, qualitative research – content analysis using MAXQDA program, and a semi – structured personal interviews. The interviews involved three users of social services, three service providers from non-governmental organizations and three service providers from the public sector. The results of the study showed that the role of non-governmental organizations in the provision of social services to the elderly is growing, as public services do not meet the needs of the population. In order for non-governmental organizations providing social services to grow, recommendations are being made to improve the legal framework, to introduce a single telephone number for elderly people in Lithuania, and to encourage volunteering.

The article examines how nongovernmental organizations (NGOs) working with children from poor and socially excluded families operate in the neoliberal environment. The case of non-governmental school-age childcare centres (SACCs) in Lithuania was analysed. SACCs provide social services to children from poor and socially excluded families. The study is based on 62 qualitative interviews with experts working in non-governmental SACCs. Results indicate that financial support from ministry and municipalities enables SACCs to survive. From the perspective of SACCs it has been observed that government uses new public management tools in a modern fashion to transfer the responsibility onto the shoulders of non-governmental SACCs, while the government reduces its contribution to symbolic financial support and the request for accountability. The current government–NGOs relationship, based on neoliberal ideology and new public managements tools, has negative consequences and does not ensure social services for socially excluded target groups, especially in a country with a sizable welfare gap.

Šiame straipsnyje, remiantis kokybinių interviu su rusų nevyriausybinių organizacijų lyderiais ir atstovais Vilniuje, Klaipėdoje ir Kaune, duomenimis, analizuojami socialinio teisingumo aspektai etninių mažumų pilietinėje veikloje. Straipsnyje remiamasi Nancy Fraser (1996; 2007) socialinio teisingumo apibrėžimu, kuris išskiria tris jo dimensijas – ekonominę, kultūrinę ir politinę, siejamas su resursų perskirstymu, pripažinimo politika ir politiniu atstovavimu. Diskutuojama, kiek rusų savanoriškų organizacijų įsikūrimo motyvai, tikslai ir vykdoma veikla siejasi su šiomis dimensijomis. Tyrimo rezultatai parodo, kad savanoriškų rusų organizacijų veikla nukreipta į kultūrines veiklas ir kultūrinius aspektus, siejamus su etninių grupių pripažinimo politika. LIP-031/2016)., The article presents empirical data from qualitative interviews with leaders and representatives of Russian ethnic group nongovernmental organizations conducted inthe cities of Vilnius, Klaipėda and Kaunas in 2016–2017. The analysis of aspects of social justice in civic participation of the Russian ethnic minority group is presented in the article. The author applies the definition of Nancy Fraser (1996, 2007), who distinguishes three dimensions of social justice: economic, cultural and political, associated with redistribution, recognition policy and political representation. It is discussed if and how the motives, goals and activities of the Russian nongovernmental organizations are linked or related to these mentioned dimensions. The study revealed that the field of activity of the Russian nongovernmental organizations mainly focuses on cultural activities and cultural aspects related to the policy of recognition of ethnic groups. The empirical data is collected in the framework of the research project which addresses the experiences of social and historical justice by different generations of Lithuanians and Lithuanian Russians. The research project is funded by the Research Council of Lithuania and conducted by a group of researchers from the Lithuanian Social Research Centre (the number of this project is LIP-031/2016).

Šis straipsnis yra platesnio tyrimo dalis. Straipsnyje analizuojami subjektų, vertinančių teisėjų profesinę etiką, įvairovė ir veiklos ypatumai. Teisėjų profesinės etikos aktualijos išryškinamos per platų šiuos klausimus vertinančių subjektų ratą, o vertinimo objektas – žinios apie etiką, asmeninės savybės, elgesys, motyvacija, elgesio atitiktis profesinės etikos normoms – kinta atsižvelgiant į atliekamų procedūrų (egzaminų laikymo, atrankos, nuolatinio veiklos vertinimo, drausminės atsakomybės taikymo ir pan.) ypatumus. Straipsnyje tipologiškai, atsižvelgiant į vertinimo objektą ir procedūras, išskiriamos keturios pagrindinės vertintojų grupės, sudarančios vertinimo sistemą: pirma – visuomenė; antra – teisininkų bendruomenė ir nevyriausybinės organizacijos, kaip teisėjų profesijos prestižo, jų veiklos ir elgesio vertintojos; trečia – komisijos: pretendentų į teisėjus egzaminų ir atrankos komisijos, taip pat nuolatinė teisėjų veiklos vertinimo komisija kaip teisėjų asmeninių savybių, elgesio ir motyvacijos pagrindinės vertintojos; ketvirta – teismų savivaldos – Teisėjų etikos ir drausmės komisija ir Teisėjų garbės teismas, taip pat Lietuvos Aukščiausiasis Teismas – kaip galutinai teisėjų drausminės atsakomybės klausimus sprendžiančios institucijos. Atlikta analizė rodo, kad teisėjų etikos klausimų sprendimų tendencijose ryški sąveika tarp globalizacijos ir individualizacijos sprendžiant teisėjų etikos klausimus, etikos procedūrų standartizavimas ir teisėjų profesijos prestižo puoselėjimas. Teisės aktų ir dokumentų analizės rezultatai parodė, jog teisėjų profesinės etikos klausimai reikšmingi visuose teisėjo karjeros etapuose, todėl būtinas teisėjų etikos vertinimo sistemos konceptualizavimas. The article presents the variety and activity characteristics of subjects involved in evaluating the professional ethics of judges, in the context of society welfare development. The issues of professional ethics of judges are highlighted through a wide range of subjects evaluating these questions. Whereas the evaluation object – knowledge of ethics, personal characteristics, behavior, motivation, and behavioral compliance with ethical standards – is changing and expanding with regard to the features of procedures (examinations, taking of the examinations, continuous performance evaluation, application of disciplinary liability etc.). The analysis shows that there is a connection between globalization and individualization in solving the ethical issues of judges, ethical procedures are standardized and the prestige of judicial profession is actively fostered. The analysis of legislature documents showed that the issues of professional ethics of judges are relevant in all stages of judge‘s career. The article typologically distinguishes, depending on the evaluation object and procedures, the four main groups of assessors: 1) the public; 2) legal community and non-governmental organizations as evaluators of prestige of the profession of judge, activity of judges and behavior of judges; 3) the Commisions: the Examination Commission of Candidates to Judicial Office and the Selection Commission of Candidates to Judicial Office, as well as the Permanent Commission for the Assessment of Activities of Judges such as: personal characteristics, behavior and motivation; 4) judicial self-government – the Judicial Ethics and Discipline Commission, Judicial Court of Honour as well as the Supreme Court of Lithuania – as the institutions which have final word in dealing with disciplinary matters of judges. Participation of these subjects in the evaluation of different stages of judicial ethics ensures the core of the professional value of judges‘ activities. The requirements for profession of judge in professional ethics are consistently consolidated in all processes and correlate with each other. The evaluation of society (as the evaluator of professional ethics of judge, in the context of the confidence in courts) is informal and subjective. For detailed and reasoned evaluation the complex instruments are necessary – the opinions which are consolidated, based on several criteria and derived from different sources, concerning the court activities and behavior of the judge. The evaluation of legal community can become the formal criteria of professional ethics of judge. Non-governmental organizations could represent judges at the Judicial Court of Honour, furthermore they could actively participate in evaluating issues of professional ethics. Whereas in the complex evaluation of commissions activities when evaluating the pretender (judge) we must take into account not only the quantitative activity indicators – number of cases, the nature of work, length of service, but also qualitative indicators – personal characteristics, behavior, motivation. The activity results of institutions solving the issues concerning the disciplinary responsibility of judges indicate the effectiveness of applied disciplinary measures, conditioned by training, education and self-development issues. The participation of the Supreme Court of the Republic of Lithuania in the system of evaluating professional ethics of judges is under doubt due to fact that this function is not naturally attributed to the court per se. Therefore, it is proposed to eliminate the Supreme Court from the circle of bodies competent to evaluate professional ethics of judges. Furthermore, it is advised that Judge Ethics and Disciplinary Commission might impose the disciplinary sanctions and the decisions made by Judge Ethics and Disciplinary Commission if appealed were brought for review to the Judicial Court of Honour.

Straipsnyje analizuojamas asmenų su negalia lygių galimybių ir pažeistų teisių atkūrimo proceso dalyvių – diskriminaciją patyrusio asmens, nevyriausybinių neįgaliųjų organizacijų ir Lygių galimybių kontrolieriaus – vaidmuo ir veiklos poveikis sprendžiant konkrečius diskriminacijos dėl negalios atvejus. Straipsnyje asmens ir institucijų poveikis vertinamas 2016 m. sausio – 2017 m. balandžio mėnesiais LGKT gautų skundų dėl galimos diskriminacijos negalios pagrindu bei interviu su NVO ir LGKT atstovais duomenų kontekste. Tyrimo rezultatai atskleidė asmenų su negalia aktyvumo dalyvaujant pažeistų teisių gynimo procese sąsajas su lytimi ir amžiumi bei darbine patirtimi nevyriausybinių organizacijų veikloje ar lygių galimybių užtikrinimo srityje. Tyrimas parodė tiek kolektyvinį, tiek individualų NVO ir LGKT veiklos poveikį, pasireiškiantį pokyčiais įstatyminėje bazėje, valstybės ir savivaldybių institucijų ir įstaigų veikloje bei prekių ir paslaugų teikėjų veikloje., The present paper aims to evaluate persons‘ with disabilities, nongovernmental organisations‘ (NGO) and Office‘s of the Equal Opportunities Ombudsperson role and activities‘ impact in solving specific cases of discrimination. In this paper the impact of person and organisation is analysed in the context of Office of the Equal Opportunities Ombudsperson received complains of possible discrimination because of disability during January 2016 – April 2017 and data of interviews with NGO and Office of the Equal Opportunities Ombudsperson representatives. The activity of people who faced discrimination because of their disability is seen as an important condition in seeking to reinstate violated rights. The role of the person with disability in reinstating violated rights includes identifying discriminating conditions and violated rights, understanding competences of organisations protecting equal opportunities and rights (knowing where to ask for help), choosing the best way and strategy for reinstating violated rights, the expression of citizenship of persons with disabilities and their representatives, position of defender of violated rights (characterized by person‘s persistence, complying with one‘s position, related to clear identification of discriminating situation). This research shows that persons with disabilities expression of citizenship in participating in the process of reinstating violated rights, is revealed by observation of implementation of new projects and reconstructions, related to environments adaptation for persons with disabilities, queries and reaction, attention to other people‘s with disabilities who experienced social injustice and to their motivation to protect violated rights, sharing experience of protecting violated rights, using available tools to educate, inform society and representatives of different organisations, by showing personal example. Results of the research show how persons with disabilities level of activity while taking part in the process of defending violated rights is connected to sex, age and experience in NGO work or in the field of equal opportunities. Analysis of the claims presented to the Office of the Equal Opportunities Ombudsperson displays that during the period of research most actively defending their (possibly) violated rights were middle-aged (40-60 years) males with movement disabilities, mostly complaining about buildings and other objects not being adapted to people with disabilities, unequal benefits and other forms of financial injustice. Results of the research revealing achievements of NGO, their competences and focus, allows us to talk about NGO as subjects having power and able to represent persons with disabilities in reinstating their violated rights and possibilities. Individual impact of NGO for discriminated persons manifests by enabling them through consultations, providing information, redirecting to competent organisations and direct representation addressing to discriminating person / organisation, institutions ensuring implementation of equal rights or court. The NGO influence revealed during research to policy makers and legislators discussing and negotiating specific laws and regulations, to governmental and municipal organisations‘ activities and to suppliers of goods and services providing educating work and solving discriminating situations, is also beneficial to all persons with disabilities or separate groups of persons with disabilities. The research shows collective and individual impact of the Office of the Equal Opportunities Ombudsperson in the context of analysed cases of disability discrimination during the research time and collected data from interviews with representatives of NGO and the Office of the Equal Opportunities Ombudsperson. During the analysed period, the Office of the Equal Opportunities Ombudsperson influenced policy makers and legislators (who adapted laws and regulations, based on recommendations of the Office of the Equal Opportunities Ombudsperson), to suppliers of goods and services (who adjusted environment and provided equal opportunities to access of services the same as other persons, based on the Office of the Equal Opportunities Ombudsperson recommendations,), employers (who acknowledged discrimination fact; providing consultations about new Labour Code). The findings of this study indicates that in some cases just opening an investigation by the Office of the Equal Opportunities Ombudsperson and demanding the information about discriminating behaviour or conditions alone is enough as mean of influence. In some cases, individual and / or collective impact of the Office of the Equal Opportunities Ombudsperson is achieved without opening an investigation, only by redirecting a complaint to other relevant organisation(s). An impact assessment of the role and activities of individual and institutions in the context of specific cases of discrimination allows us to identify interactions and cooperation of individual and different institutions seeking to reinstate violated equal opportunities and rights of a person with disabilities. The role and activities of different institutions and individual is revealed by engaging in these stages of reinstating equal opportunities and rights (or some of them): identifying discriminating situation – defining the problem, taking over the solution to the discriminatory problem, solving the discriminatory problem and sharing the results of the solution – publicity. In the context of specific cases, discovered impact of different institutions shows importance of interpersonal, interinstitutional and intersectoral cooperation in seeking reinstate violated opportunities and rights of persons with disabilities. During the investigation period the greatest difficulties, while seeking to reinstate violated opportunities and rights of persons with disabilities, were caused by insufficient cooperation between state and municipal institutions and organisations and the creation of obstacles to solving a discriminatory situation. Problems were also caused by the suppliers of services unwillingness to cooperate and ignoring of appeals made by the Office of the Equal Opportunities Ombudsperson as well as the lack of unity of people with disabilities.

Effectively working third sector is efficient for the development of civil society, which in turn determines the optimized socio-economic development. This article undertakes an analysis of the third sector of two – similar to each other in terms of socio-economic values – Lithuania and Poland. Despite many similarities, these countries still differ not only in the framework of action but also their non-governmental organizations are diverse in terms of their qualitative and quantitative characteristics, as well as challenges, which will they have to met.

Straipsnyje pristatomas kokybinis ekspertų tyrimas, atliktas 2012–2013 metais įgyvendinant projektą „Iššūkiai įgyvendinant Lietuvos psichikos sveikatos politiką“. Tyrimo metu iš psichikos sveikatos politikos „senbuvių“ ir jos kritikų perspektyvos siekiama įvertinti psichikos sveikatos priežiūros sistemos raidą Nepriklausomybės laikotarpiu, ypatingą dėmesį skiriant santykiui tarp sovietmečio praktikų ir bandomų diegti modernių inovacijų. Straipsnio autoriai daro išvadas, kad nevyriausybinių organizacijų iniciatyva diegiamos paslaugos savo pažangumu išsišoka iš bendro stagnatyvaus konteksto ir kelia grėsmę psichikos sveikatos priežiūros sistemos homeostazei. Inertiškumu pasižyminti psichikos sveikatos priežiūros sistema į šiuos iššūkius reaguoja dviem būdais: arba šios paslaugos „numarinamos“ kaip nepasiteisinusios ir grįžtama prie tradicinių paslaugų teikimo būdų, arba integruojamos į įprastas sistemines praktikas ir tik sustiprina iki tol egzistavusią institucinę sąrangą. Tyrimą finansavo Lietuvos mokslo taryba (sutarties Nr. SIN-16/2012). The article presents results of the qualitative experts’ research which was conducted in 2012–2013 within the frame of a project “Challenges of Implementation of Lithuanian Mental Health Policy”. The article analyzes development of the Lithuanian mental health care system from the perspectives of its‘ supporters and critics. Special attention is drawn on the relationship between practices inherited from the Soviet time and modern innovations which are slowly gaining momentum. Authors of the article come to the conclusion that the mental health care system is based on out-dated principles and that it is unable to adequately respond to chronic and newly emerging problems; despite of these obvious failures in the implementation level mental health reform never appears on the political agenda as a serious issue of a strategic level to be discussed. Non-governmental organizations pilot and introduce new mental health services which are distinguished by their innovative nature, and incompatibility with the general stagnating context within the mental health care system. The inert system perceives these innovations as threats to its’ homeostasis and reacts in the traditional direction towards its restoration: a) either new services are financially and institutionally suppressed as unjustified and the system returns to its equilibrium; or (b) new services become integrated into customary systemic practices thus strengthening the former institutional design. Researchers also distinguish between the two types of stakeholders within the mental health care system, who differ significantly in understanding of the status quo and the future of the system. One group is represented by long-term representatives of the system (politicians, officials, directors of institutions), the second group is represented by reformers of the system (members of NGOs, academics, relatives of service users). The first group dominates in the process decision making and implementation whereas role of the second group in the policy making process remains very small.

Nevyriausybinės organizacijos yra vienas iš svarbiausių aktyvios visuomenės bruožų. Nevyriausybinės organizacijos – tai savanoriškos, ne valdžios iniciatyva įkurtos organizacijos, kurios skirtos užtikrinti žmonių (organizacijos narių) poreikius. asmuo turintis negalę gali būti pilnavertis viešosios politikos dalyvis, nes negalia nėra pretekstas išstumti asmenį iš visuomenės. Tačiau pagal nusistovėjusias visuomenės normas, asmenys turintys negalią kelia baimę aplinkiniams. Nevyriausybinės organizacijos teikiančios paslaugas asmenims su negalia, gali padėti atstatyti šių asmenų pasitikėjimą savimi, atnaujinti jų darbinius įgūdžius., Non-governmental organisations are one of the key aspects for a progressive society. Non-governmental organisations are voluntary groups, initiated and created by a non-governmental body, who’s purpose is to ensure people’s (organisation members) needs are addressed. a person with any type of disability should be able to be politically and socially active and disability is not a reason to exclude an individual from the society. However, due to stereotypes and negative public attitude towards people with disability, disabled people face attitudinal barriers with the society. Non - government organisations supporting people with disability aim to help those individuals to regain their self esteem and build and strengthen their skills.

Šiuolaikinėje visuomenėje siekiant patenkinti šeimų ar atskirų jos narių socialinei gerovei užtikrinti būtinų paslaugų ir priemonių poreikį, vis daugiau dėmesio skiriama socialinei partnerystei su bendruomenėmis ir nevyriausybinėmis organizacijomis. Tačiau nepaisant to, jog šioje srityje nevyriausybinės organizacijos iškyla kaip svarbus veikėjas, užpildantis valstybės paliktas spragas šeimų gerovės užtikrinimo srityje, vis dėlto didžiausia atsakomybė ir visuomenės lūkesčiai didinant šeimos gyvenimo kokybę Lietuvoje vis dar tenka valstybei, jos institucijoms bei įstaigoms. Šiame straipsnyje siekiama atskleisti, kokiais būdais vyksta nevyriausybinio ir valstybinio sektoriaus partnerystė ir kokie bendradarbiavimo modeliai yra veiksmingi užtikrinant šeimų gerovę. Empirinio tyrimo rezultatai rodo, kad nevyriausybinis sektorius naudojasi platesne socialinių paslaugų samprata nei valstybinis sektorius. Atsižvelgiama ne tik į visuomenėje egzistuojančius vargingiausių šeimų poreikius, tačiau ir į bendrus reikalavimus, kintančias visuomenės vertybes, bendrąją gerovės sampratą. Seeking to ensure the necessary social welfare services for the families and their individual members in the modern societies, a special attention has been made on a social partnership of governmental agencies and communities and non-governmental organizations. Although non-governmental organizations are becoming an important actor in the field, filling gaps left by the state in ensuring family welfare, most of the responsibility and the expectations of the lay publics still rests with the State, its institutions and bodies. This article aims to analyze the ways in which the social partnership of the non-governmental organizations and local government takes place, and what are the most effective cooperation models for ensuring the well-being of the families. The empirical results show that the non-governmental sector uses a broader concept of social services than the public sector. The data show that most non-governmental organizations and public institutions are complementary in providing social services for families. They often use different measures however these measures are aimed at solving the same problems.

Straipsnyje nagrinėjama vienos iš socialinių grupių – neįgaliųjų – nevyriausybinių organizacijų dalyvavimas viešajame valdyme, tiriamos šių organizacijų dalyvavimo galimybės, formos ir būdai Klaipėdos miesto savivaldybės viešojo valdymo procese. Aptariama dalyvavimo šiame procese koncepcija, nustatomos Lietuvos neįgaliųjų nevyriausybinių organizacijų dalyvavimo problemos. Straipsnyje pateikiami 2016 m. atlikto tyrimo Klaipėdos miesto savivaldybėje rezultatai. Tyrimo rezultatai parodė, kad neįgaliųjų nevyriausybinių organizacijų dalyvavimas Klaipėdos miesto savivaldybėje yra mažas, buvo identifikuoti mažą dalyvavimą lemiantys veiksniai ir nustatytos jį galinčios skatinti priemonės. This study analyses participation of non-government organizations of one of the social groups – people with disability – in public governance and investigates possibilities, forms and methods of participation in public government of Klaipėda city municipality. Conception of participation in public government and problems of participation in public government of Lithuanian non-government organizations of people with disability are discussed in this article. Data of study performed in Klaipėda city municipality in 2016 are presented. The results showed that participation in public government of non-government organizations of people with disability in Klaipėda city municipality was low. Factors which determined low participation and measures which could increase it were identified.

Temos aktualumą lemia tai, kad šiuo metu nevyriausybinių organizacijų įtaka, sprendžiant visuomenėje iškylančias problemas, vis stiprėja. Vis daugiau bendrų interesų turinčios grupės jungiasi į juridinius asmenis, tapdami komanda ir stipria jėga visuomeniniame ir valstybiniame gyvenime. Nevyriausybinės organizacijos kuo toliau tuo labiau „turi drąsos“ aktyviai dalyvauti valstybės politiniame gyvenime, atstovauti savo interesus rajone. Nevyriausybinių organizacijų dalyvavimas valdžios sprendimų priėmime yra vienas iš būdų palaikyti tiesioginius ryšius su visuomene. Nevyriausybinės organizacijos dažnai vadinamos trečiuoju sektoriumi šalia valstybinio ir privataus sektorių. Pilietinė visuomenė turi susiformuoti iš aktyvių piliečių, kurie turi teisę organizuotis: kurti draugijas, bendrijas, kurios išreikštų įvairiausius piliečių interesus ir juos gintų. Vadinasi, nevyriausybinės organizacijos mažina visuomenės susipriešinimą bei didina socialinę integraciją. Nevyriausybinės organizacijos taip pat gali įnešti nemažą indėlį informuodamos visuomenę, formuodamos socialinių paslaugų tinklą, skatindamos vyriausybės veiksmų skaidrumą ir keldamos visuomenės sąmoningumo lygį. Apie abiejų sektorių dalyvavimą daug rašoma, tačiau kaip vyksta bendradarbiavimas tarp savivaldybių ir nevyriausybinių organizacijų konkrečiose Lietuvos savivaldybėse, nėra pakankamai ištirtas. Darbo problema - pasyvus NVO dalyvavimas viešosios politikos formavimo procese Telšių rajono savivaldybėje. Darbo tikslas - išanalizavus jaunimo nevyriausybinių organizacijų dalyvavimo viešosios politikos procese teorinius aspektus, suformuluoti rekomendacijas šiam procesui tobulinti Telšių rajono savivaldybėje. Darbo uždaviniai: apibūdinti nevyriausybinių jaunimo organizacijų dalyvavimą viešojoje politikoje; apžvelgti jaunimo nevyriausybinių organizacijų dalyvavimo savivaldybės viešojoje politikoje teisinį reglamentavimą. aprašyti nevyriausybinių jaunimo organizacijų gerosios praktikos dalyvavimo viešojoje politikoje pavyzdžius. Aprašomi gauti duomenys atlikus struktūrizuotą interviu., The relevance of the topic is determined by the fact that at the moment, the influence of nongovernmental organisations, when solving the problems rising in the society, is becoming stronger. The groups, having more common interests, join the legal entities, becoming a team and strong power in public and national life. Nongovernmental organisations have “more courage” to actively take part in the state’s political life, to represent their interests in the district. The participation of nongovernmental organisations in the governmental decision making is one of the ways to keep direct relations with the society. Nongovernmental organisations are often called the third sector by the national and private sectors. Civil society has to be formed of active citizens who have the right to organise: establish associations, communities which would express various interests of the citizens and would defend them. Then, nongovernmental organisations reduce the society’s confrontation and increases social integration. Nongovernmental organisations can also have a big input in informing the society, forming the network of social services, encouraging the transparency of governmental actions and raising the level of societal consciousness. It is much written about the participation of both sectors, but the process is not sufficiently analysed how the cooperation between the municipalities and nongovernmental organisations takes part in specific municipalities of Lithuania. Problem of the work – passive participation of NGO in the process of public politics formation in Telšiai district municipality. Objective of the work – after analysing the theoretical aspects of the participation of youth nongovernmental organisations in the process of public politics, to formulate the recommendations for the development of this process in Telšiai district municipality. Tasks of the work: to describe the participation of nongovernmental youth organisations in public politics; to review the legal regulation of the participation of youth nongovernmental organisations in the public politics of the municipality; to describe the examples of good practice of participation of nongovernmental youth organisations in public politics; to analyse the participation of youth nongovernmental organisations in the process of public politics in Telšiai district municipality. The following research methods were used in the work: analysis of academic literature; legal act analysis; comparative analysis; document analysis; structured interview. Structure of the work. The project is comprised of three parts. The first part describes the conception, structure and models of nongovernmental organisations. The second part of the project writes about what is the conception and structure of public politics. The third part presents the results of the study. It describes the data received after performing the structured interview.

Nevyriausybinės organizacijos apjungia laisva visuomenės narių valia įkurtas pilietines organizacijas suvienydamos panašių interesų asmenis ar jų grupes. Viešojo ir nevyriausybinio sektorių organizacijos papildo vienas kitą. Nevyriausybinių organizacijų veikla plataus spektro, jos sprendžia problemas tose srityse, kuriose valdžios institucijos yra ne tokios pajėgios. Tuo tarpu viešojo administravimo institucijos teikia ir skirsto išteklius NVO veiklai. Reaguodamos į visuomenines problemas, nevyriausybinės organizacijos yra pasitelkiamos valdžios organizacijų socialinių paslaugų teikime bei tampa prevencinės veiklos partneriais. Ne išimtis – smurto artimoje aplinkoje problema, kuri tapo viena iš valstybės administravimo uždavinių. Šiai problemai spręsti 2011 metais gruodžio 15 d. buvo priimtas Lietuvos Respublikos apsaugos nuo smurto artimoje aplinkoje įstatymas. Reiškinio sprendimui ir prevencijai viešojo ir nevyriausybinio sektorių institucijų bendradarbiavimo procese NVO pasitelkiamos teikiant kompleksinę pagalbą šios problemos tikslinei auditorijai. Kompleksinę pagalbą nuo 2012 metų teikia atrinktos nevyriausybinės organizacijos paskirstytos pagal savivaldybes., The relevance of the research is based on the fact that in the end of the twentieth century and the beginning of the twenty-first century public administration reforms usually aim to attract more involvement of civil society addressing social problems. Public sector institutions employ inter-institutional cooperation mechanisms, in which one of the partners – non-governmental organizations – are perceived as intermediaries between citizens and public administration institutions. Non-governmental organizations (NGOs) operates in a wide range of areas, they solve problems in areas where the public authorities are less mature. Meanwhile, public sector allocates resources to NGOs. No exception is domestic violence problem, which has become one of the public sector tasks. To address this problem, in 2011 Republic of Lithuania adopted anti-domestic violence law, which indicated that in order to implement protection against domestic violence relevant authorities will have to cooperate with NGOs, whom will provide specialized assistance to victims.
