We, the participants in the Fourth CODESRIA Conference on Electronic Publishing titled Open Access Movement and the Future of Africa’s Knowledge Economy and the United Nations Educational, Scientific and Cultural Organisation (UNESCO), and the Latin American Social Sciences Council (CLACSO), recognising the dare need to raise the global value attached to research information from the Global South, observing the poor access to scholarly outputs from the South and identifying the critical potentials of research information sharing and exchange in the overall wellbeing of our people, are convinced that Open access to scholarly research information is required to redress the historically rooted deficit of Africa and the Global South in the global knowledge domain. We met in Dakar Senegal during March 29 to April 1 2016 to give Global South accent to the open access movement and set standards that would guide the practice of open access publishing in the regions. We thus hereby adopt the Dakar Declaration on Open Access Movement Africa and in the Global South on this 1st day of April, 2016.

Personal protective equipment (PPE) such as safety foot wares, gloves, face masks and respirators, face shields, and gowns are used both in health care and community settings to contain the spread of infectious diseases during microbial outbreaks. Filtering device including face masks and respirators are important components of PPE to prevent the bio-aerosol and droplet mediated transmission of a disease. In case of respiratory pathogens, droplets originate from an infected person sneezing and coughing and aerosols are formed by exhalation and desiccation of larger droplets. The filtering efficiency of a filtering device depends on nature of the filter, size and nature of particles, user preference, and environmental conditions. The breathability, facial fitness, and contamination from used mask and respirator are important factors to be considered in designing a filtering device. This review discusses on current development in materials used for filtering device, effectiveness of face mask and respirator, emerging technologies for better filtering device, and finally provide a general guideline for proper use and future prospective of face mask and respirator.

Communication through peer-reviewed journals is essential to record progress in sciences. Researchers publish their scholarly works for others to build upon as they would have done on previously published works. This science communication process is transforming with the advent of web technologies and the read-write web is helping all the disciplines to have crosstalk and connect through the Resource Description Framework (RDF) and Linked Open Data (LOD), etc. The scholarship, which is being generated should be both human and machine readable and should be Artificial Intelligence (AI) ready. While the international publishing houses are using various technologies to ensure worldwide readership, the research organizations and scholarly societies are yet to catch-up with the new technologies. On the above backdrop, this paper will introduce the Journal Article Tag Suite (JATS), which is an XML format developed by the National Information Standards Organization (NISO) for the Indian Scholarly Journals being published by key scientific organizations and Scholarly Societies of India., The conference has been cancelled due to the Advisory received on Corona virus situation
