The Anthropocene signifies the start of a no-analogue trajectory of the Earth system that is fundamentally different from the Holocene. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework-the planetary commons-which differs from the global commons framework by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice.

This deliverable is a synthesis report of the research undertaken in OceanNETs Task 2.2. The report presents an extended governance framework surrounding ocean-based negative emissions technologies (NETs) and recommendations for establishing a comprehensive approach to governing the potential future deployment of ocean-based NETs, including by observing principles of ‘good governance’. The extended governance framework builds on an analysis of eight ocean- based NETs in terms of their impact on the marine environment and related ecosystem services. Building on the analysis of gaps and challenges identified for governing a potential future deployment of NETs at global scale, principles for the ‘good governance’ of ocean-based NETs were developed. Results were derived from desk-based research and a participatory approach of stakeholder consultation and engagement, including through dialogue and scenario workshops organized and hosted by the Research Institute for Sustainability – Helmholtz-Centre Potsdam (RIFS). In a separate policy brief (D2.6), the findings of this report were condensed and tailored to communicate recommendations for action for European and international policy makers tasked with governing potential deployment of ocean-based NETs.

This deliverable provides a summary of a two-day expert workshop conducted in hybrid format. The workshop’s primary objective was aimed towards identifying future opportunities within the global ocean governance regime to strengthen governance of ocean-based NETs in a comprehensive manner. The workshop was organised by the Research Institute for Sustainability – Helmholtz Centre Potsdam (RIFS) as part of the work of Task 2.2 of the OceanNETs project. This deliverable follows a first online workshop (see Deliverable 2.3) that identified challenges within the current governance framework for ocean-based NETs. The second workshop consisted of breakout groups and plenary discussions designed to explore scenarios that reflect on identified governance challenges within the current and potential future global ocean governance regimes. Participants were asked to reflect on the concept of „good governance” and develop responses to the scenarios presented through specific prompts. They were encouraged to actively contribute to discussions that aimed to advance our understanding of the future governance of ocean-based NETs.

Research undertaken in Task 2.2 identified a range of governance challenges to ocean-based NETs related to the global ocean governance framework, e.g., linked to the transboundary nature of the ocean, potential effects of ocean-based NETs on the ocean’s condition and marine ecosystem services, as well as the many unknowns and uncertainties linked to NET-deployment. The fragmented approaches and frameworks in place to govern the global ocean further complicate comprehensive governance of these emerging technologies. This deliverable presents results from a workshop that explored how oceanbased NETs should be governed to best confront these challenges and integrate international climate targets as well as global goals for ocean and biodiversity conservation, in addition to global ambitions towards sustainable development. The workshop is part of research undertaken by Task 2.2 to assess how ocean-based NETs are addressed by the current global ocean governance framework and develop governance scenarios and recommendations to policy makers for a “good governance” of NETs in the ocean.

The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management. This dataset represents a unique source of information for advancing research about monitoring and assessment of the achievement of sustainable development goals that encompasses different types of ABMTs.

Area-Based Management Tools (ABMTs) are spatial instruments for conservation and managing different forms of ocean use. A multitude of ABMTs exists in marine areas within and beyond national jurisdiction, ranging from tools for the regulation of specific human activities (e.g. fisheries, shipping, or mining) to cross-sectoral tools (e.g. such as marine protected areas, MPAs, and marine spatial planning, MSP). By applying expert elicitation and reviewing scientific and grey literature we evaluate the contribution of ABMTs to sustainable development goals (SDGs) as set out under the United Nations 2030 Agenda for Sustainable Development, including for SDG 14 that directly addresses the conservation and sustainable use of oceans, seas, and marine resources. We find that fisheries-related and conservation-related ABMTs, and MSP offer the greatest potential contributions to SDG 14 and to SDGs in general. Moreover, there is high complementarity and synergy among different ABMTs for most SDG 14 targets and other SDGs, with the exception of SDG target 14.6 Prohibit fisheries subsidies and SDG 7 Affordable and clean energy. We find that some ABMTs contribute directly to goal attainment, while others contribute in more nuanced or even unexpected ways. Furthermore, context-specific factors that relate to political and legal factors, enforceability, transparency, governance structure, and inclusivity are crucial for unlocking the full potential of ABMTs of attaining multiple SDGs, as shown through examples. The major challenge to face in the next decade is ensuring durable and equitable outcomes from ABMT implementation by coordinating ABMT initiatives established by different organisations and responsible authorities. It is also critical that outcomes are monitored and evaluated across environmental, social, economic, governance, and health dimensions, with indicators addressing management effectiveness and not only ABMT area coverage.

This guide, designed for teachers and other workers in adult basic education, includes a variety of articles about teaching; counseling, and advocacy approaches; curriculum planning and evaluation, assessment; and program design based on personal experience. All focus on critical thinking as a teaching and learning skill. Article topics include: (1) an overview of the Critical Thinking Project from which the publication emerged; (2) theory of critical thinking as it underlies practice; (3) descriptions of specific curriculum projects, including curricula on beauty, weight, and nutrition, students' real life dramas, oral history and community art, immigration, and Acquired Immune Deficiency Syndrome (AIDS) awareness; (4) the process of analyzing and solving problems; and (5) assessing Spanish literacy. Also included are interviews with a teacher and a student in a program for women, rooted in the black community, that examine critical thinking as an educational priority and how critical thinking is interpreted, taught, learned, and practiced. Climate change is impacting marine ecosystems and their goods and services in diverse ways, which can directly hinder our ability to achieve the Sustainable Development Goals (SDGs), set out under the 2030 Agenda for Sustainable Development. Through expert elicitation and a literature review, we find that most climate change effects have a wide variety of negative consequences across marine ecosystem services, though most studies have highlighted impacts from warming and consequences of marine species. Climate change is expected to negatively influence marine ecosystem services through global stressors—such as ocean warming and acidification—but also by amplifying local and regional stressors such as freshwater runoff and pollution load. Experts indicated that all SDGs would be overwhelmingly negatively affected by these climate impacts on marine ecosystem services, with eliminating hunger being among the most directly negatively affected SDG. Despite these challenges, the SDGs aiming to transform our consumption and production practices and develop clean energy systems are found to be least affected by marine climate impacts. These findings represent a strategic point of entry for countries to achieve sustainable development, given that these two goals are relatively robust to climate impacts and that they are important pre‐requisite for other SDGs. Our results suggest that climate change impacts on marine ecosystems are set to make the SDGs a moving target travelling away from us. Effective and urgent action towards sustainable development, including mitigating and adapting to climate impacts on marine systems are important to achieve the SDGs, but the longer this action stalls the more distant these goals will become.

Darüber hinaus ist es ein wichtiger Verkehrsweg, ein Erholungsraum und ein Quell ästhetischen Vergnügens. Aber das Meer steht unter Stress, denn das alte Prinzip von der „Freiheit der Meere“ hat zu Überfischung, Artenverlust und einer immensen Verschmutzung der Ozeane geführt. Deshalb muss der Umgang mit dem Meer auf nachhaltige und gerechte Grundlagen gestellt werden. Der Meeresatlas 2017 liefert dazu die Daten, Fakten und Zusammenhänge. Er zeigt in zahlreichen Beiträgen und über 50 Grafiken, in welch schlechtem Zustand sich die Weltmeere befinden, warum das so ist und was man tun muss, um die Situation der Ozeane zu verbessern.
