A combination of instruments (zooplankton nets, optical plankton counter, and acoustic Doppler current profiler) was used to asses the temporal and spatial extent of a dense, deep aggregation of diapausing, C5 Calanus pacificus in the Santa Barbara Basin (SB B) and to determine whether the abundances of C. pacificus and/or other copepods are elevated within the SBB compared to nearby locations. The study found high concentrations of diapausing, C5 C. pacificus built up in the deep waters of the SBB during the summer and into the fall. During the buildup, the deep aggregation moved up from the bottom as the oxygen became depleted in the basin's deep waters. The deep aggregation apparently builds up due to the basin trapping C5s that migrate below the sill depth from water advected over the basin. The C5s are retained within the basin until they swim, or are forced, above the sill depth. The concentrations of diapausing C5s in the deep waters outside the SBB stayed approximately constant during the summer and fall. No other zooplankter was concentrated in the SBB like the C5 C. pacificus were.

This report summarizes findings from five survey data collections carried out by the Walter Reed Army Institute of Research (WRAIR) between 1983 and 1986 for the purpose of evaluating the COHORT Company Replacement Model of the Unit Manning System (formerly the New Manning System). Units surveyed include COHORT combat arms companies from various points in their three-year life cycle and a set of traditional individual replacement (IRS) companies used as scientific controls, often from the same battalions. Number of COHORT companies analyzed ranges from six to nineteen depending on date of data collection. The analysis focuses on the measurement of human dimensions, and cohesion in particular. Across all data collections, results confirm the presence of higher horizontal cohesion in COHORT companies, but do not reveal other positive psychological outcomes unless the COHORT companies are net neutral or positive with respect to IRS controls on assessments of such dimensions as leadership, training, and weapons. This thesis is a study validating the cost effectiveness of the Component Improvement Program for aircraft engines. It determines the costs and benefits derived from the Navy incorporating Power Plant Change 111 which improved the interconnector harness end and mating thermocouple end connector of the T56-A-427 engine. Useful maintenance data pertaining to this component was extracted from the Naval Logistics Data Analysis (NALDA) system. Cost data pertaining to the Power Plant Change was taken from two sources, the Manufacturer's Engineering Program Description (EPD) and the Naval Air System Command's Configuration Change Control Board (CCCB) document. Based on the author's analysis, the improvement to the interconnector harness end and mating thermocouple end connector was cost-effective from both a financial break-even point in that the cost to produce the improvement will be recovered after three years, and from a Net Present Value analysis on this improvement which shows that the U.S. Navy will save more than $400,000 during the expected fifteen-year life cycle of the engine. The Nationwide Emergency Telecommunications Service (NETS) is part of a national-level program to provide survivable telecommunications support for national security leadership in major disasters, including nuclear attack. National Security Decision Directive (NSDD) 201 requires DoD to finance all of the NETS development costs. It also requires the DoD and 22 other Government agencies to finance the implementation and recurring costs of the NETS, based on an allocation method prescribed in NSDD 201. From FY 1982 through FY 1990, DoD financed development costs totaling $94.6 million and $3.3 million of the total $4.8 million for implementation and recurring costs.

A recent study conducted by the National Materials Advisory Board has identified a need for matrix resins that can be prepared at ambient or near ambient room temperatures for on site airfoil repair. The research described herein focuses on this problem through the synthesis of network polymers using donor/acceptor polymerization chemistry. The di and tetrafunctional donors used in this study are based on vinyl ether chemistry, and di and tetrafunctional maleimides are the acceptors. Meeting our first objective required the synthesis of the necessary donor and acceptor monomers, and consequently we examined a variety of synthetic approaches to create these compounds. In the case of donor monomers, we selected a palladium assisted vinyl exchange reaction as the best route. Using this chemistry we successfully prepared 15 monomers based on vinyl ether chemistry. This report focuses on the estimation of the effects of EMP on selected telecommunications assets. The list of critical assets identified in previous reports is refined to reflect the propose NETS network designs. The threat considered for the EMP effects evaluation if the 50 kV/m double exponential description of the early time portion of the high altitude EMP (HEMP) pulse which represents the most significant EMP threat to telecommunications assets. Intermediate time EMP and magnetohydrodynamic EMP (MHD EMP) effects are not explicitly evaluated in this report. This report is also limited to typical installations of the selected assets; although versions of some equipment that have been explicitly hardened against EMP effects exist, these versions are not considered for this analysis.

To be seen is to be hit! To be hit is to be killed! These are truths of modern warfare borne out by an evaluation of weapons capabilities exhibited in the Yom Kippur War. Historical examples of the importance of camouflage abound. A classic case is the concentration of Russian troops into striking positions around Stalingrad. The large distances involved and the many routes over which the Russians could move were points in their favor. But they expanded those advantages through tight mail censorship, artful camouflage of poSitionS and equipment, and stringent radio discipline. To the north of Stalingrad, forests were used to help conceal movement. In the south the Russian commander, by moving only at night and hiding vehicles under piles of branches or grass thatch covers during the day, was able to move his units across the open steppes undetected. The operation was so successful that after the war the German Chief of Operations stated, "We had absolutely no idea of the strength of the Russian forces in this area. Prior to this there had been nothing in the area, and suddenly a thrust of enormous force, of decisive significance....The Russians have not forgotten this lesson. They habitually employ camouflage with a high level of discipline to the present day. A more recent occurrence shows how camouflage may be combined with deception on a large scale for effective results. In the 1973 Mid-East War, the Arab forces made extensive use of camouflage nets. Israeli pilots were able to report hitting nets, but it was not clear what was destroyed: a SAM--or an empty net. In both examples hostilities had already been in progress, but it is even more critical that we be strongly camouflage-conscious before war breaks out to insure that we win the first battle!

A system of stainless steel nets and a platform was developed to aid in rapid deployment of troops down through heavy jungle canopies in Vietnam. Data collection was made on all phases of system operation, from hookup, to laying of the nets on top of the jungle canopy, to final retrieval, during a training phase conducted by the 1st Cavalry Division (Airmobile) and during other non-combat operations.
