What is ninkatsu? Who promotes and governs this “active pursuit of pregnancy?” Trying to answer these questions, this unprecedented publication exhibits how mass media, policymakers, and biomedical science-corporate capitalism govern the individual's reproductive choices in contemporary Japan through gendered discourses of self-improvement, life planning, and biomedical technology. Analyzing a broad range of media, popular science, and government material, it links historical and social processes with an original theoretical framework on self-governance, neoliberalism, and postfeminism. While deeply engaging with Japanese sources, this rich scholarship takes the study of reproductive politics beyond Japan. This book is not only of interest for Japanese studies scholars but more broadly also those curious about neoliberal government strategies, gender, and biomedical capitalism.

Contesting Precarity in Japan details the new forms of workers'protest and opposition that have developed as Japan's economy has transformed over the past three decades and highlights their impact upon the country's policymaking process.Drawing on a new dataset charting protest events from the 1980s to the present, Saori Shibata produces the first systematic study of Japan's new precarious labour movement. It details the movement's rise during Japan's post-bubble economic transformation and highlights the different and innovative forms of dissent that mark the end of the country's famously non-confrontational industrial relations. In doing so, moreover, she shows how this new pattern of industrial and social tension is reflected within the country's macroeconomic policymaking, resulting in a new policy dissensus that has consistently failed to offer policy reforms that would produce a return to economic growth. As a result, Shibata argues that the Japanese model of capitalism has therefore become increasingly disorganized.

Employing original fieldwork, historical analysis, and sociological theory, Sekine and Bonanno probe how Japan's food and agriculture sectors have been shaped by the global push toward privatization and corporate power, known in the social science literature as neoliberalism. They also examine related changes that have occurred after the triple disaster of March 2011 (the earthquake, tsunami, and meltdown of the Fukushima Daiichi nuclear reactor), noting that reconstruction policy has favored deregulation and the reduction of social welfare. Sekine and Bonanno stress the incompatibility of the requirements of neoliberalism with the structural and cultural conditions of Japanese agri-food. Local farmers'and fishermen's emphasis on community collective management of natural resources, they argue, clashes with neoliberalism's focus on individualism and competitiveness. The authors conclude by pointing out the resulting fundamental contradiction: The lack of recognition of this incompatibility allows the continuous implementation of market solutions to problems that originate in these very market mechanisms.

Akihiro Ogawa explores Japan's recent embrace of lifelong learning as a means by which a neoliberal state deals with risk. Lifelong learning has been heavily promoted by Japan's policymakers, and statistics find one-third of Japanese people engaged in some form of these activities. Activities that increase abilities and improve health help manage the insecurity that comes with Japan's new economic order and increased income disparity. Ogawa notes that the state attempts to integrate the divided and polarized Japanese population through a newly imagined collectivity, atarashii kōkyō or the New Public Commons, a concept that attempts to redefine the boundaries of moral responsibility between the state and the individual, with greater emphasis on the virtues of self-regulation. He discusses the history of lifelong learning in Japan, grassroots efforts to create an entrepreneurial self, community schools that also function as centers for problem solving, vocational education, and career education.

Japan and Italy encountered severe economic problems in the early 1990s, and the governments had to deal with those issues effectively under the increasing neoliberal pressures of globalisation. In this context, labour market deregulation was considered an effective tool to cope with those economic problems. However, the forms and degrees of labour market deregulation in the two countries were quite different. This book seeks to explain the differences in labour market deregulation policies between Japan and Italy, despite the fact that the two countries shared a number of similar political, social and labour market (if not cultural) characteristics. Uniquely, it takes a political, rather than economic or sociological perspective to provide a theoretical and empirical analysis of the processes of labour market deregulation in the two countries. The precarious working conditions of an increasing number of non-regular workers has become a prominent social issue in many industrialised countries including Japan and Italy, but the level of the protection for these workers depends on a country's labour market policies, which are affected by the power resources of labour unions and labour policy-making structures. This book provides a useful perspective for understanding the root causes of this phenomenon, such as the diffusion of ‘neoliberal'ideas aimed at promoting labour-market flexibility under globalisation, and demonstrates that there is still room for politics to decide the extent of deregulation and maintain worker protection from management offensives even in an era of globalisation.Labour Market Deregulation in Japan and Italy: Worker Protection under Neoliberal Globalisation will appeal to students and scholars of Japanese politics, Italian politics, political economy and comparative politics.
