More and more enterprises (company) have become aware of the fact that they have to take into consideration dealing with the impacts of their activities on the environment. This is why the creation of an efficient and functional system for environmental management becomes a priority. Such a system would serve to minimize the impact upon the environment. At present, the Romanian information society faces a number of essential problems, which are characterized by a good level of training of specialists in the field. Given that the economic development gap at the level of economic development regions at the level of the regions' development, we consider that an important issue is the provision of regional information through digitization, and only so we can lay the foundations for the construction of society and the knowledge economy. Respectively, we will be able to ensure regional development if we can build networks. Another current issue for Romania is the severe digital skills gap. In order to fully develop the digital economy and digital society, Romania needs to implement educational programs for the development of citizens' digital skills, including all social groups in Romanian society. The high priority pillar in the process of modernization of the Moldovan economy is the process of the green economy building. In determining financial policy, managers must take into consideration interests of all stakeholders, given the political, social, financial and monetary context of the firm, but also the technical and technological one. In addition, the educational, environmental and scientific context must be considered when establishing the financial policy, as it also influences the latter. Therefore, within financial policy, managers must identify and adopt those financial decisions that can positively influence the future development of the firm. In the current conditions of economic evolution, Romanian fiscal policy is built according to EU guidelines, and connected to the fiscal policies of EU countries, both indirect taxes and social security contributions. The global financial crisis particularly affected public finances in the euro area and EU. The current sharp deterioration in public finances is caused by revenue shortfalls and increased pressure on costs, and discretionary fiscal stimulus. Sustainable development was proposed as a socio-economic model by which it is possible to avoid environmental degradation in order to secure a future in that processes converge toward human wellbeing in all countries of the world. After twenty years this model is reexamined from the perspective of its results for the preparation of the Rio+20 Conference to be held in Brazil in June 2012. Envisaging and improved understanding of decisional issues we propose an analytic approach regarding global environmental governance. This pursues to evaluate the reasons that support the need of reform in the system of global environmental governance using facts, opinions, and perspectives reported, expressed and described by organizations and prominent personalities. Increased difficulties for developing countries to access international assistance for sustainable development, perpetuation of serious environmental problems, deepening of social and economic disparities are strong premises, but this is also true for one of the counter arguments: geo-politic and geo-economic interferences that could slow down progress even if the global environmental governance system is reformed. The central bank is the highest monetary authority within each monetary system. This is why the concern for the responsibilities, objectives and functions of central banks is present in the general economy field, as well as in those of finance, currency or financial exchange relations. Therefore, a contrasted analysis between the Eurosystem, the Federal Reserve and the Bank of Japan is of general interest for the users. The paper presents a comparison between the three systems. The status and objective differences are presented with a reference to the historical circumstances that have generated national characteristics. In the past years, due to the fact that all the three authorities have made directional changes towards independence and transparency, and because the economies of these areas are mainly convergent, a diminution of the differences between the three monetary authorities can be observed.
