Abstract

This book traces the experience of digital economic transformation in seven developing countries, providing insights for policymakers and practitioners in similar situations as well as lessons for outsiders trying to support government reform efforts more broadly. In one country, the prime minister pushes for the liberalization of digital finance as a central pillar of the country’s national strategy, while the central bank almost makes it a criminal offence. In another, the digital minister tries to scupper the very process to support digital transformation that the president has asked them to co-lead. This book gives a ringside seat on seven developing countries’ tumultuous early steps on the path to a reform of the economy and the government using technology. Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries. But beyond that, it is an exposition of the process of policymaking more generally in the 2020s, and offers a broader insight as to how outsiders can play a sensible role in other reform processes in developing and emerging countries., illustrator

Abstract

The weak capacity for economic research and policy analysis in Africa needs to be addressed to meet the growing demand for more informed and more participatory policy making in the region. The capacity for economic research policy analysis of universities and research institutes is limited and is inaccessible to both government and non-government users. Civic communities, parliaments and NGOs, for their part, have minimal capacity for policy analysis. Some measures are being undertaken to increase the capacity for economic policy analysis and related research, such as professional networks and the establishment of national policy institutes.

Abstract

This article examines the implications for seigniorage revenue of exchange rate and asset market liberalisation. It is argued that liberalisation lowers the average and marginal seigniorage capacity of governments by increasing the elasticity of substitution between base money and other financial assets. Moreover, to the extent that exchange rate liberalisation eliminates goods market rationing, it simultaneously reduces the return to holding precautionary and speculative money balances. The implication is that countries that have relied on seigniorage revenue need to undertake deeper-than-anticipated fiscal adjustment in order to maintain macroeconomic balance following liberalisation programmes. The article uses error-correction estimates of the demand for base money to derive the long-run revenue maximising rate of inflation for the three economies and to assess the revenue implications of the sluggish adjustment of money demand in response to short-term monetary shocks., 1. Abstract

Tanzania has not yet successfully had an IMF standby arrangement that ran its course, although several programmes have been implemented at various points in time. These programmes combined demand restraint and structural adjustment with the help of external resources. While demand restraint measures were actively pursued, structural adjustment measures were inadequate. This was caused partly by shortfalls in external resources to support the programmes and partly by uncertainty surrounding the effects of stabilization measures on growth. Although the prolonged debate with the IMF on stabilization finally culminating in 1986 agreement on a $82 million standby loan has delayed required action, it has also helped generate greater maturity in the internal policy dialogue and created the feeling that a programme of recovery should be essentially Tanzanian - with external resources seen as supportive rather than as a substitute for Tanzania's own effort. The recent reforms, of 1984-86, are having some positive impact and the economy is estimated to have grown by 3.3 per cent in 1986: a similar rate is estimated for 1987. But it is far too early to be sure that this tentative recovery will be sustained. In the view of the author, Dr. Benno Ndulu, an internal consensus on the major causes of the crisis and a generally agreed-upon programme for recovery are the most important conditions for sustained stabilization and adjustment efforts. Action based on conviction can never effectively be substituted by imposed action. Tanzania has learnt much from its previous efforts, unsuccessful though they were. The current gradual recovery and the reforms that have been put in place give some grounds for believing that the lessons have not been forgotten. Tanzania's prospects look better than they have been for several years.
