[Background] Bisphenols, and especially bisphenol A, are widely used as components of epoxy resins and polycarbonate. Widespread detection and potential health risks have led to bisphenol A being replaced by other alternatives, including structurally similar bisphenol analogs. Several bisphenol analogs are suspected to have similar adverse health consequences. This study examined the temporal trends in bisphenol exposure among a group of Japanese women from 1993 to 2016, and assessed the associated health risks. [Methods] We used archived single spot urine samples of healthy Japanese women living in the Kyoto area (n = 133) collected in 1993, 2000, 2003, 2009, 2011, and 2016. We measured the concentrations of 10 bisphenols in these samples. [Results] A sharp increase in the detection rates of bisphenol F was observed after 2000. There was a distinct downward trend in urinary bisphenol A concentrations and an upward trend in bisphenol E concentrations after 2009. While the hazard index for all measured bisphenols was below 1 in all subjects, bisphenol F was determined as the most important risk driver after 2000, rather than bisphenol A. [Discussion] Trends of decreasing bisphenol A and increasing bisphenol E exposure especially after 2011, along with no significant change in the sum of all bisphenol analogs in urine, provide clear evidence that bisphenol A has been replaced by other bisphenols in the study population. We found no significant change in the total exposure to bisphenols during the study period. Bisphenol F might become the most important bisphenol in terms of risk, while cumulative risks due to all bisphenol exposure were deemed insignificant. Considering the accumulating evidence indicating adverse effects at lower exposure levels, further studies are warranted to assess exposure and risk from bisphenol A analogs.

Korean Abstract: 아프리카와 대양주 지역(AP: Africa and the Pacific regions)은 높은 시장 잠재력 및 그 전략적 중요성에도 불구하고 그동안 우리나라의 FTA 네트워크에서 배제되어 있었다. AP 지역의 경우 대부분의 국가가 개발도상국으로, 우리나라는 개발협력 차원에서만 해당지역에 접근하였으며, 對AP 지역 경제협력은 개별 국가에 대한 사업 참여나 소규모 투자에 그쳤다. 아프리카와 대양주 지역 국가와의 교역 및 투자 확대가 필요하지만, 이를 위한 무역협정이나 제도는 미흡한 실정이다. 이에 본 연구에서는 아프리카와 태평양 도서국을 대상으로 한 중장기적인 통상협력방안을 모색하고자 하였다. 상대국 대부분이 개발도상국 및 최빈개발도상국인 점을 감안하여, 일방적인 무역특혜를 제공하는 비상호적(nonreciprocal) 무역협정을 도입·확대하는 방안과 상호적(reciprocal) 무역협정을 도입하는 방안을 동시에 고려하였다. 그 결과 대상국의 무역역량강화(capacity building)를 포함한 포괄적인 FTA 체결, 즉 상호적 무역협정 체결을 모색할 필요가 있음을 확인하였다. 다만 그동안 우리나라가 체결한 유형의 FTA는 권역별로 교역공동체가 형성되어 있으며, 자국 경제발전을 위해 수입규제가 만연한 AP 지역 현실에 적합하지 않으므로, 협정 내 개발협력에 관한 별도의 장을 마련하고 ODA 예산활용과 연계한 협력사업을 발굴하는 등의 활용 방안을 추가적으로 제시하였다. 본 보고서 제2장에서는 아프리카 및 태평양 도서국의 경제를 개관하고, 최근 통상환경 변화 분석과 경제전망을 바탕으로 전략적 경제협력대상국을 모색하였다. 아프리카의 경우 아프리카대륙자유무역지대(AfCFTA)가 본격화된다면 아프리카 3대 경제권인 이집트, 남아프리카공화국, 나이지리아를 중심으로 주변국의 수요를 점유하는 교역형태가 형성될 것으로 예상된다. 상대적으로 시장개방에 부정적인 나이지리아보다는 거대한 내수시장을 바탕으로 역내 수출주도형 전략을 모색하고 있는 이집트 및 제조업과 금융 기반을 갖춘 남아프리카공화국이 우리나라의 통상협력 파트너로서 잠재력이 높다고 판단된다. 한편 알제리나 에티오피아는 우리나라와 오랫동안 경제협력을 이어온 파트너 국가로, 우리의 선진적 통상시스템을 활용하여 이들 국가의 통상 소프트 인프라 구축을 지원하는 방안을 고려할 수 있을 것이다. 태평양 도서국의 경우 한국의 주요 ODA 수혜국인 피지, 솔로몬제도, 파푸아뉴기니 등을 중심으로 통상협력 기반을 마련할 필요가 있다. 다만 개별 국가의 경제규모가 작기 때문에 양자적 접근방법보다는 다자 차원의 접근방법이 적절할 것으로 판단된다. 제3장에서는 미국, EU, 중국 등 주요 국가들이 AP 지역 또는 유사한 개발도상국을 대상으로 체결한 비상호적·상호적 무역협정의 특성 및 활용 사례를 조사하였다. 분석결과에 따르면 미국과 EU, 호주, 일본 등은 최빈개발도상국뿐만 아니라 개발도상국에 대해서도 GSP를 통해 무관세특혜를 제공하고 있으며, 이와 더불어 상호적 무역협정인 EPA/FTA 및 TIFA 등을 통해 개발도상국과의 무역·투자 증대를 추구하고 있는 것으로 나타난다. 특히 유럽의 경우 아프리카 각 지역공동체와 포괄적인 형태의 무역협정을 체결 및 진행 중인 것으로 보인다. 반면 중국은 GSP나 FTA보다는 풍부한 재원을 활용하여 인프라 건설 분야에서 AP 지역과의 협력을 강화하고 있는 것으로 나타난다. 현재 우리나라는 최빈개발도상국을 대상으로 무관세 무쿼터(DFQF: Duty-Free Quota-Free) 제도를 시행하고 있으며, 아세안, 베트남, 칠레, 페루, 콜롬비아, 파나마, 코스타리카, 온두라스, 엘살바도르, 니카라과 등의 개발도상국과 FTA를 체결한 바 있다. 우리나라는 2012년부터 최빈개발도상국으로부터 들어오는 수입품의 약 95% 품목에 대해 관세를 면제하고 있으나 수입은 한국의 총수입 중 1%에도 미치지 못하며, 총수입액 중 최빈개발도상국이 차지하는 비중은 감소 추세에 있다. 또한 최빈개발도상국으로부터의 수입은 일부 산업에 집중되는 경향이 있고, 수입액 중 아세안 국가가 차지하는 비중이 상당히 높은 것으로 나타난다. 우리나라가 최빈개발도상국을 대상으로 실시하고 있는 비상호적 무역협정은 교역 및 투자 확대효과가 크지 않은 것으로 나타나며, 해당 제도의 경우 대상이 상품 분야에 국한되어 있다는 점, 공여국의 국내 사정에 따라 수혜 혜택이 변동될 수 있다는 점 등의 한계가 존재한다. 반면 제4장의 실증분석 결과에 따르면 한국의 기체결 FTA는 최빈개발도상국을 대상으로 한 DFQF와 달리 뚜렷한 교역증가효과가 관찰된다. 또한 시장규모가 크지 않고 새로운 시장을 개척해야 하는 우리나라의 입장에서도 장기적인 관점에서 일방적인 시장접근 개선을 주요 내용으로 하는 GSP보다는 통상규범을 포함한 포괄적인 FTA 협정을 추진하는 것이 바람직하다고 하겠다. AP 지역의 성장 가능성이 높은 국가들을 대상으로 상호적 무역협정인 FTA를 추진함으로써, 포괄적이고 지속가능한 경제협력 채널을 마련할 필요가 있다. 한편 특혜무역협정 도입 시 단계적인 FTA 체결 추진전략을 고려해볼 만하다. 미국은 저개발국가들과 무역협상을 논의하기 이전단계에서 무역투자일반협정(TIFA)을 체결하여 대화 채널을 제도적으로 마련하고 있다. 개발잠재력은 높으나 현재 시장개방을 논의할 단계에 이르지 못한 국가와의 통상협력 시 고려할 만한 대안이 될 수 있을 것이다. 또한 아프리카의 경제공동체를 대상으로 다자 FTA 체결을 추진할 필요가 있으며, 이와 동시에 해당 공동체 내 거점국가와 좀더 높은 수준의 양자간 FTA 체결을 추진하는 것을 고려해야 할 것이다. 남아프리카공화국을 포함한 SACU 회원국과 다자간 FTA 체결을 추진하는 한편, 남아프리카공화국과 상대적으로 높은 수준의 양자간 FTA를 추진하는 방안을 생각해볼 수 있다. 또한 이집트를 포함하는 COMESA를 대상으로 다자간 FTA를, 이집트와 양자간 FTA를 추진해볼 수도 있겠다. 또한 최근 노동집약적 제조업을 기반으로 급성장하고 있는 에티오피아, 케냐, 탄자니아 등이 회원국으로 있는 EAC와 낮은 수준의 FTA를 우선 추진하고 개별 국가와 좀더 높은 수준의 FTA를 추진하는 방안이 있다. AP 지역 국가의 경제발전 상황을 고려하여 중장기적으로 시장을 개방하는 한편, 이들 국가의 경제성장을 지원할 수 있는 주요 분야를 중심으로 경제협력 의제를 특혜무역협정에 반영하려는 노력이 필요하다. 한-아세안 FTA나 한-베트남 FTA 경제협력 장(chapter)에 다양한 경제협력 의제를 담는 수준에서 더 나아가 개발협력과 통상협력의 연계성을 제고하려는 노력을 기울여야 할 것이다. FTA 이행상황 검토, 이행 촉진, 향후 협력기회 발굴 과정에 ODA 담당기관의 참여를 독려할 필요가 있으며, FTA 협정 내 개발협력조항을 포함하는 것 외에도 FTA 대상국 선정 및 협상 기본 지침으로 국가협력전략(CPS: Country Partnership Strategy)을 활용하는 등 연계성을 제고하기 위한 노력을 기울여야 할 것이다. 제2~4장의 연구결과를 바탕으로 제5장에서는 AP 지역 대상 구체적인 교역 및 투자 활성화 방안을 제안하였다. △통상협력 촉진을 위한 무역 및 산업 인프라 구축사업 지원 △무역 관련 조정으로 인한 손실보전 지원 △상대국 중점 육성산업과 연계한 우리나라 기업진출 지원 △생산역량 강화 및 기술 분야 협력을 위한 개발 지원사업 △민간기업 교류 확대를 위한 민간주도 협의체 신설 등이 그것이다. AP 지역 대다수의 국가가 개발도상국이므로 통상협력 수요 확대를 위해 이들 국가의 산업 및 통상 인프라 구축을 적극적으로 지원할 필요가 있다. 특히 통상의제와 개발의제의 연계성을 높여 ‘무역을 위한 원조(aid for trade)’의 효율성을 강화해야 한다. 대상 국가의 전략산업을 중심으로 양국의 공동 이익을 추구할 수 있는 분야를 육성하기 위한 투자나 기술협력을 진행해야 할 것이다. 이는 양국 정부간 협의뿐만 아니라 민간기업간 교류를 필요로 하기 때문에, 양국의 정부 및 민간기업 간 협의체계를 두는 것이 중요하다. English Abstract: Africa and the Pacific regions (AP) have been excluded from Korea's FTA network despite their high market potential and strategic importance. Most countries in the AP region are developing countries, and Korea has approached this region only from the perspective of development cooperation, while economic cooperation in the AP region remains limited to corporate participation or small-scale investment in individual countries. Current trade agreements and systems are insufficient to expand trade and investment with Africa and the Pacific Islands. Against this backdrop, this study seeks mid- to long-term trade cooperation measures with nations in Africa and the Pacific Islands. Given that most of these countries are developing and least developed, we consider introducing and expanding non-reciprocal trade agreements that provide unilateral trade benefits, and introducing reciprocal trade agreements. According to the results of this study, it is necessary to establish comprehensive FTAs, i.e. mutual trade agreements, that can strengthen the trade capacity of the partner countries. However, as the FTAs signed by Korea up to now are not suitable for the AP region, where substantial regulations are prevalent for the economic development of each country, we additionally propose a new FTA model and utilization measures for the region. Currently, Korea has granted Duty-Free Quota-Free (DFQF) access to least developed countries, and exempted tariffs on about 95% of imported products from least developed countries since 2012. However, imports from least developed countries still account for less than 1 percent of Korea's total imports. Imports from least developed countries tend to be concentrated in a small number of industries, with ASEAN countries accounting for a significant portion of imports from these countries. The non-reciprocal trade agreements Korea has implemented for least developed countries have been found to lack in their effect toward expanding trade and investment between two countries. They also have certain limitations, such as beneficiary sectors being limited to the product sector, and how beneficiary countries can change depending on the domestic situation of the donor country. On the other hand, the results of the empirical analysis in Chapter 4 show that unlike the DFQF scheme, Korea's FTAs have a significant and positive effect on trade. In conclusion, Korea would benefit from establishing comprehensive and sustainable economic cooperation channels by pursuing a mutual trade agreement, i.e. free trade agreement, with countries with high growth potential in Africa and the Pacific Islands. Meanwhile, it is worth considering a step-by-step strategy when introducing preferential trade agreements with countries in the AP region. The United States institutionalizes dialogue channels by signing a Trade and Investment Framework Agreement (TIFA) before discussing trade negotiations with underdeveloped countries. Using a platform like the TIFA could be an alternative to consider when promoting trade cooperation with countries that have high potential for development but have not reached the stage of discussing market opening. In addition, it is necessary to pursue a multilateral FTA with the African Economic Community, as well as a higher level of bilateral FTA with major countries in the community. ODA agencies should be encouraged to participate in the process of reviewing and implementing FTAs, and to make efforts to enhance the link between trade and development cooperation. One way is to utilize the Country Partnership Strategy (CPS) in the FTA negotiation process. Since the majority of countries in the AP region are developing and least developed countries, it is necessary to support the establishment of industrial and trade infrastructure in these countries to increase the demand for cooperation. In particular, the government should strengthen the efficiency of aid-for-trade by improving the link between trade and development cooperation. Investment or technological cooperation should be carried out in the “infant industries” of AP regions where positive learning spillover is expected, and in conjunction with this, mutual beneficial cooperation should be sought. Since this requires exchanges between private companies as well as consultations between the two governments, it will be important to establish a consultation system between the two governments and private companies.

The growing economic power and geo-strategic significance of the Indo-Pacific have generated active engagement of major powers with the region. Under the New Southern Policy (NSP) unveiled in 2017, Korea has also sought to upgrade its relations with ASEAN and India by boosting economic ties, socio-cultural exchanges and cooperation in the area of peace and security. While an earlier version of the NSP focused on bilateral cooperation with targeted countries, it now looks to collaborate with other players in addressing the needs of ASEAN and India. In particular, as the United States seeks partnerships with its key allies in advancing the Free and Open Indo-Pacific Strategy (FOIP), there has been growing interest in cooperation between the FOIP and the NSP. Initially, the Korean government took an ambiguous stance toward the FOIP, but agreed to work together with the U.S. by building synergies between the NSP and the FOIP. However, given the strategic nature of the FOIP as a counterbalance to China’s Belt and Road Initiative (BRI) and attendant concerns about the FOIP in the region, particularly in ASEAN ‒ the key partner of the NSP ‒, close collaboration with the FOIP poses some challenges for the NSP in terms of addressing regional sensitivity to it. Against this backdrop, by exploring how the FOIP is perceived by NSP-targeted countries and clarifying their cooperation needs, this study provides policy recommendations on how the ROK-U.S. partnership should be advanced in the region.

The article analyses the experience of multilingualism in the South Korean context, focusing on the experiences of North Korean refugees. The research participants (N=2) are originally from North Korea, but now live in South Korea, where they face challenges in their adaptation to the new society, its linguistic landscape and its practices and positions with regard to language issues in society and in education. By combining verbal and visual means of data collection, we aim to analyse the multilingual trajectory of the research participants, their experiences of different languages and language learning and, further, the emotions that are attached to these. Our approach is socio-cognitive in that we seek to show how individual experiences intertwine with and refract the particular societal contexts and their ideologies.
