Cilj rada je predložiti određene dorade u domaćem pravnom režimu za nautički turizam radi podizanja njegove konkurentnosti. Pomorskopravni odnosi su specifični zbog međunarodnog karaktera plovidbe i konkurencije pravnih režima više država u uređenju pravnih odnosa koji proističu iz plovidbe. Zato, sugerira autor, za ocjenu da li je neka država pomorska nije odlučna dužina ili razvedenost njene obale, već da li njena vlada razumije specifične odnose vezane za pomorstvo i da li ih uređuje na način koji omogućuje razvoj pomorske privrede. Europska unija je prepoznala specifičnost pomorstva i dopustila svojim članicama da urede porezni sustav za brodarstvo drugačije od općeg poreznog sustava. Sada bi, drži autor, poseban sustav za uređenje nautičkog turizma trebalo kreirati i za jahte, u kojem niz odnosa – vezanih za tu djelatnost – treba urediti drugačije od općih odredbi. Sve to u cilju podizanja konkurentnosti hrvatskog nautičkog turizma, koji se bori na tržištu Sredozemlja s drugim, posebice za velike jahte, vrlo atraktivnim destinacijama. U radu se obrađuju administrativne procedure; kabotaža u uvjetima članstva u Europskoj uniji; porez na dodanu vrijednost na najamninu jahti; boravak posade jahti u Hrvatskoj; porezi na dohodak i doprinosi članova posade jahte; porez po tonaži i privremeni uvoz jahti. Posebice se razmatra članstvo Hrvatske u Europskoj uniji koje donosi prilike, ali i nameće ograničenja za standardne mjere protekcionizma i intervencionizma koje su povijesno koristile zemlje u razvoju da dostignu one razvijene. Ovaj je rad dio prijedloga većeg zahvata u zakonodavstvo za izmjenu određenog broja zakonskih rješenja primjenjivih na nautički turizam, koja nisu logična ili optimalna za tu gospodarsku granu.

The paper aims at examining the issues related to the legal status of crew members of pleasure craft and vessels used in nautical tourism from an Italian perspective. Firstly, the definition of crew and its composition on pleasure craft and vessels is examined. Additionally, the legal regime of crew members together with the crew on-board documentation, is discussed. Furthermore, the main similarities and dissimilarities of the crew regime according to the type of pleasure craft and vessel and their use, as well as, the on-board services, is dealt with. Finally, the issue related to the legal classification of ‘’guests’’, undertaking complementary on-board services of pleasure craft and vessels is considered.

4. The reform of the Italian Yachting Code

The purpose of this paper is to address the legislative reform of the recreational boating legislation currently pending in Italy (Law 167/2015, which has delegated the power to reform the Yachting Code to the Italian Government) with a specific focus on the relationship between the Yachting Code and the Navigation Code. The issue will be addressed through an analysis of the history of the relationship between the rules governing recreational boating and the general navigation legislation in Italy. Starting with an analysis of the first few rules of the Navigation Code devoted to recreational boating, which had been regulated together with the forms of operation of the ship for economic purposes, the discussion will then review the contents of Law 50/1971 (s.c. ‘’piccolo codice della nautica da diporto’’), which led to the first division between recreational boating and general navigation legislation. Law 172/2003 – a piece of legislation which was intended to reorganize and boost recreational boating and nautical tourism – will also be mentioned, considering the legislator’s attempt to make the rules governing recreational boating fully autonomous from the general maritime legislation. Law 171/2005 (s.c. ‘’codice della nautica da diporto’’) will then be briefly reviewed, with particular emphasis on the legislator’s choice to recognize that recreational boating rules have a special nature in relation to general navigation legislation, but are not fully autonomous from it. The paper will finally focus on the choice made by the legislator through Law 167/2015 – an act which delegates the Government to reform the Yacting Code – which confirms the approach chosen by the ‘’codice della nautica da diporto’’, and on the consequences of such choice on legal institutions such as the shipowner’s limitation of liability.

Posljednjih nekoliko godina sve se češće koristi pojam održiv razvoj, posebice po pitanju očuvanja okoliša kada su u pitanju turističke aktivnosti. Hrvatska je poznata po svojim prirodnim ljepotama, bogatoj kulturnoj baštini i povijesti te svake godine broji sve veći broj posjetitelja. Time se javlja problem zaštite okoliša zbog masovnog turizma koji je sve više izražen tijekom nekoliko ljetnih mjeseci. Dovedeno je u pitanje odbacivanje otpada, prevelik kapacitet posjetitelja (koje ne može izdržati postojeća infrastruktura) te negativni utjecaji koji dolaze s turizmom. Nautički turizam od izrazite je važnosti i sve mu više raste popularnost u Hrvatskoj (koja ima mnogo preduvjeta) te je idealan prostor za razvoj nautičkog turizma. Spomenuti uvelike pridonosi gospodarskom rastu Hrvatske kao i njenoj svjetskoj prepoznatljivosti poželjnih destinacija. Održivi razvoj se pokušava postignuti u kombinaciji s nautičkim turizmom uz naglasak na pomno planiranu izgradnju kapaciteta nautičkog turizma (poput luka i marina). Potrebno je očuvati prirodu (postojeće resurse sačuvati za buduće generacije), dok se u isto vrijeme gleda na ekonomsku korist. Tijekom ovog rada istraživani su načini kojima se može osigurati održivi razvoj (u kombinaciji s kapacitetima nautičkog turizma), kako za postojeću generaciju, tako i za naraštaje koji dolaze u budućnosti. Pomnije se analiziraju statistički podaci prikupljeni od strane Ministarstva turizma te Ministarstva prometa i pomorstva kako bi se došlo do istinitih zaključaka. Isti idu u prilog Hrvatskoj koja pridonosi održivom razvoju nautičkog turizma, pokazuju kako je napredovala kroz godine, te što još može poduzeti kako bi pridonijela očuvanju resursa koje posjeduje. In the last few years, the concept of sustainable development has been used more and more often, especially in terms of environmental protection when it comes to tourism activities. Croatia is known for its natural beauty, rich cultural heritage and history, and every year there is an increasing number of visitors. This raises the problem of environmental protection, which is called into question due to mass tourism, which is increasingly pronounced during the summer months, calling into question waste disposal, the excessive capacity of visitors that the existing infrastructure cannot withstand, and the negative impacts that come with tourism. Nautical tourism is extremely important and is growing in popularity in Croatia, which has many conditions and is an ideal area for the development of nautical tourism, which greatly contributes to economic growth, as well as the recognition of Croatia globally as a desirable destination. The sustainable development that is being tried to be achieved in combination with nautical tourism is trying to draw attention to the carefully planned construction of nautical tourism capacities, such as ports and marinas, to preserve nature while at the same time achieving economic benefits, preserving existing resources for future generations. During this work, the ways in which sustainable development can be ensured both for the existing generation and for the generations that will come in the future, in combination with the capacities of nautical tourism, are explored. Statistical data collected by the Ministry of Tourism and the Ministry of Transport and Maritime Affairs are analyzed in more detail in order to reach conclusions about how Croatia contributes to the sustainable development of nautical tourism, how it has progressed over the years, and what more it can do to contribute to the preservation of the resources it possesses.

8. The Stakeholders of Nautical Tourism Process in Destination Network: Topological Positions and Management Participation.

A tourist destination most often represents a complex and fragmented system of various stakeholders with interrelated interests that operate on a more or less network principle. Managing and synchronizing to all important destination stakeholders is a very important prerequisite for delivering a quality and competitive tourist product. It is also a very important balance between stakeholder participation in tourism activities / processes and involvement in key destination management decision making. An additional complexity in system synchronization is contributed by sub-network groups grouped around a specific and dominant tourist concept, in this case, nautical activities and processes in the destination. In this respect, it was important to investigate their topological position in relation to other destination stakeholders in order to assess the potential of their common influence on the central actors of destination management, i.e., key destination decision making. For this purpose, a total destination network analysis was performed and a separate analysis of the nautical stakeholder sub-network based on the mathematical graph of the social network and a correlation analysis of the obtained results / parameters of each of them with the level of their participation in key destination management decisions. The results of the analysis have shown that, unlike the general destination network, in the case of nautical sub-networks there is no statistically significant correlation between the topological position (potential of influence) and the level of participation in the most important destination management decisions. Specifically, their topological position is considerably more salient in relation to their participation in destination management decision-making, indicating their specific passivity in this regard and requiring new institutional and organizational solutions by central management structures. Croatia is one of the major Mediterranean destinations for nautical tourism owing to its countless attractions, indented coastline, numerous islands, climatic and other advantages. An important factor for achieving a full development potential is the availability of infra- and supra-structure, which is reflected through investments in new marinas, anchorages and other facilities. The article analyses accommodation capacities of ports for nautical tourism in Croatia. The authors give an overview of the current situation with an emphasis on the County of Primorje-Gorski Kotar. The purpose of this article is to analyse the growing need for accommodation capacities in nautical tourism ports and to point to the importance of building new marinas and berths, especially for boats long between 12 and 15 meters. Nautika u Hrvatskoj jedna je od perjanica hrvatskog turizma. U prilog tome ide podatak da se trenutno u Hrvatskoj nalazi više od 40% svjetskog čartera. Samim time sve je veća potražnja za skiperima gdje svoj angažman pronalazi veliki dio kineziologa. Međutim, osnovni problem nalazi se u tome što većina skipera danas služi kako bi prevezla brod i goste od točke A do točke B. Upravo širina znanja kineziologa, koja su stekli tijekom studiranja, omogućuju da se izdvoje od ostale populacije skipera. Škola jedrenja, tjelovježba, škola plivanja, osnove preživljavanja samo su jedan mali dio ponude koju mogu ponuditi kineziolozi te postati konkurentniji na skiperskom tržištu rada. Cilj rada je predstaviti dodatne sportske, rekreativne i edukacijske aktivnosti koje kineziolog može provoditi tijekom rada na radnom mjestu skiper. Nautical tourism is one of the key parts of Croatian tourism. The fact that 40% of all the world charter companies are situated in Croatia proves that. Since the need for skippers is growing, a lot of kinesiologists are choosing being a skipper as their career. The main problem here is not using their full potential in that career - they are just transporting the ship, with or without guests, from point A to point B. The extensive knowledge that kinesiologists gain during their studies gives them an opportunity to separate themselves from other skippers. Training in sailing, fitness, swimming, basics of survival are just a small part of what they can offer and how they can become more competitive on the skipper labor market. The goal of this thesis is to present additional sports, recreational and educational activities that a kinesiologist can perform while working as a skipper.

U ovom radu definirani su osnovni pojmovi luke, otoka, te općenito važnost pomorskog prometa između kopna i otoka. Morske luke ključan su podsustav pomorskog i prometnog sustava i kao takve pridonose razvoju različitih djelatnosti svake države. Potrebna su konstantna ulaganja u njihov razvitak kako bi mogle prihvatiti čim veći broj ljudi, bilo putnika turista ili stanovništva. Luke i pomorski promet osobito su važni za otočne države poput Republike Hrvatske jer su brojni otoci povezani s kopnom isključivo morskim putem. Veliki utjecaj na pomorski promet i otoke ima i turistička potražnja koja je često veća na otocima nego u priobalnom području. S obzirom da turizam ima značajnu ulogu u hrvatskom gospodarstvu, frekventni pomorski prijevoz jedan je od osnovnih preduvjeta za njegov neometani razvoj. Uz turizam, posebna pažnja se posvećuje i nautičkom turizmu, koji postaje sve zastupljeniji na hrvatskim otocima. Luke nautičkog turizma privlače sve veći broj posjetitelja visoke platežne moći, čija potrošnja doprinosi razvoju otoka., In this paper, the basic concepts of port, island, and the general importance of maritime traffic between the mainland and islands are defined. Seaports are a key subsystem of the maritime and transport system and as such contribute to the development of various activities of each country. Constant investments are needed in their development so that they can accommodate as many people as possible, whether tourists or residents. Ports and maritime transport are particularly important for island states such as the Republic of Croatia, as numerous islands are connectes to the mainland exclusively by sea. Tourism demand, which is often higher on the islands than in the coastal area, also has a major impact on maritime traffic and the islands. Given that tourism plays a significant role in the Croatian economy, frequent maritime transport is one of the basic prerequisites for its smooth development. In addition to tourism, special attention is paid to nautical tourism, which is becoming more and more common on the Croatian islands. Nautical tourism ports attract an increasing number of high-paying visitors, whose consumption contributes to the island's development.

Nautical tourism has become an increasingly popular way of respite, and for a country possessed of nautical capacities it represents a very important factor in the development of tourism in general. Strategy for the development of nautical tourism for the period 2009-2019 has predicted a special nautical capacity growth for the Ličko-senjska County, which is not particularly abundant in nautical capacities. In accordance with the respective spatial plans, also containing decisions adopted in respect of future development of nautical tourism, there were five proposed locations taken in account in this paper for the selection of a suitable location in the Ličko-senjska County. Using the multi-criteria analysis and the VISUAL PROMETHEE software program, location 1-Novalja was selected as the most suitable one. The contribution of this work is primarily reflected upon the analysis of previous research works and the adoption of possible measures for further development of nautical tourism in the Ličko-senjska County. This article is dedicated to presenting nautical tourism in Slovenia. The basic purpose is to evaluate the extent of nautical tourism, since data on this type of tourism in Slovenia are lacking. Slovenia has three marinas, a few moorings and a passenger terminal. Despite its small coastal strip (46 km), all forms of nautical tourism are represented. This article consists of theoretical and analytical work. The theoretical part presents a number of basic definitions relating to nautical tourism and cruises. This work will also present the development of this form of tourism in Slovenia to date. Slovenia's first marina was built in 1979 in Portoro, while cruise tourism in Slovenia began later, in 2005. Due to its diversity in a small area, Slovenia is an ideal starting point for (maritime) excursions. In the analytical part, numerical traffic data for the period 2005 to 2015 from marinas and the Port of Koper have been collated and analysed. This work is based on data collected by the marinas themselves, since the official nautical traffic statistics are not recorded. The main results of our analysis indicate that nautical tourism in Slovenia has experienced a large decline since 2005. The exception is cruise tourism, which has shown strong growth. U radu se analiziraju razni učinci koje nautički turizam ima na okoliš diljem svijeta, ali s naglaskom na Jadransko more i Republiku Hrvatsku. Iako je utjecaj na gospodarstvo ponajprije pozitivan, utjecaj nautičkog turizma na okoliš je uglavnom negativan. Utjecaji nastaju kao posljedica plovidbe nautičkih plovila ili pak kao posljedica izgradnje i rada luka nautičkog turizma u kojima su ta plovila smještena. Za vrijeme plovidbe dolazi do raznih negativnih utjecaja poput tekućeg, krutog i plinovitog otpada, ali i drugih utjecaja poput emitiranja svjetlosti, topline te fizičkog uznemiravanja okoliša. Sve to prvenstveno utječe na biotičke čimbenike okoliša, ali utječe i na abiotičke. Luke nautičkog turizma, a prvenstveno marine, također imaju niz negativnih učinaka na okoliš. Stoga se donosi čitav niz mjera na domicilnoj i međunarodnoj razini kako bi se zaštitilo okoliš u najvećoj mogućoj mjeri te kako bi se postigao održivi razvoj nautičkog turizma. The paper analyses the various impacts that nautical tourism has on the environment around the world, but with an emphasis on the Adriatic Sea and the Republic of Croatia. Although the impact on the economy is primarily positive, the impact of nautical tourism on the environment is mostly negative. Impacts arise as a result of the navigation of nautical vessels or as a consequence of the construction and operation of nautical tourism ports in which these vessels are located. During navigation, there are various negative impacts such as liquid, solid and gaseous waste, but also other impacts such as light, heat and physical disturbance of the environment. All of this primarily affects biotic environmental factors, but it also affects abiotic ones. Nautical tourism ports, and primarily marinas, also have a number of negative effects on the environment. Therefore, a number of measures are adopted at the domicile and international level in order to protect the environment as much as possible and to achieve the sustainable development of nautical tourism.

Najnovija zbivanja na svjetskom turističkom tržištu upućuju na zaključak da se Hrvatska turistički brzo stabilizira i postaje sve poželjnija turistička destinacija. Njezin daljnji turistički razvitak doći će do punog izražaja ako se nametne na turističkom tržištu kao nova i nadasve prepoznatljiva turistička marka. Nautički turizam danas je najkonkurentniji hrvatski turistički proizvod, a Hrvatska spada u zemlje s najpovoljnijim uvjetima za njegov razvitak. Nedostatak odgovarajuće marketing strategije u dosadašnjem razvitku nautičkog turizma ima za posljedicu ne selektivnost u razvoju i slabu nautičko-turističku potrošnju. Marketing strategijom treba najprije precizirati ciljna tržišta i potrošačke skupine, a potom, putem marketing-mix-a kreirati takav nautičko-turistički proizvod koji će biti tržišno konkurentan i ekonomski isplativ. Primjena koncepcije suvremenog marketinga nužna je pretpostavka razvoja i uključivanja našeg nautičkog turizma u globalne nautičko-turističke tijekove.

Završni rad naslova ''Strateška marketinška orijentacija i razvoj nautičkog turizma: primjer D-Marin Dalmacija'' je prikaz teorijske i praktičke primjene marketinga u nautičkom turizmu. Nakon teorijske obrade općeg pojma nautičkog turizma, marketinga u nautičkom turizmu, te strategije i razvoja nautičkog turizma u Hrvatskoj, prikazao se razvoj nautičkog turizma na primjeru D-Marin Dalmacija. Vidljivo je kako je promatrana marina iznimno važna za Sukošan i okolicu, jer ne samo šta dodatno proširuje ponudu, nego i zapošljava značajan dio lokalnog stanovništva, dijelom u samoj marini, a dijelom u ugostiteljskim i ostalim objektima unutar marine. D-Marin Dalmacija je tijekom 2020. godine prodana novom vlasniku, te se očekuju nova ulaganja u unaprjeđenju ponude i kvaliteti usluge. Marketing marine služi kako bi se usluge koje ona nudi bolje plasirala potrošačima, ali i kako bi se učinkovito koordiniralo sa posrednicima i ostalim vanjskim suradnicima. Marketinški spletom u nautičkom turizmu se nastoje ostvariti konkurentske prednosti, ali i minimalizirati nedostatci i prijetnje u poslovanju marine D-Marin Dalmacija. The undergraduate final project entitled "Strategic marketing orientation and development of nautical tourism: the example of D-Marin Dalmatia" is a presentation of the theoretical and practical application of marketing in nautical tourism. After the theoretical treatment of the general concept of nautical tourism, marketing in nautical tourism, and the strategy and development of nautical tourism in Croatia, the development of nautical tourism was presented on the example of D-Marin Dalmatia. It is obvious that the observed marina is extremely important for Sukošan and its surroundings, because it not only further expands the offer, but also employs a significant part of the local population, partly in the marina itself, and partly in catering and other facilities within the marina. D-Marin Dalmacija was sold to a new owner in 2020, and new investments are expected in improving the offer and quality of service. The marina's marketing serves to better services it offers to consumers, but also to coordinate effectively with intermediaries and other external collaborators. The marketing mix in nautical tourism seeks to achieve competitive advantages, but also to minimize the shortcomings and threats in the business of the marina D-Marin Dalmacija.

Nautical tourism has a very important role in the development of economic activities of a particular country and is considered an important factor for the development of tourism in general. This is a distinctive form of tourism, distinguishable from other forms of tourism by its many special features, in particular by the maritime domain management model. The purpose of this paper is to show the importance of nautical tourism for the Croatian economy, which is reflected in the financial and other results this type of tourism has been accomplishing. In this paper, the authors analyzed the current state of nautical tourism in Croatia and pointed out the advantages and possible consequences of the construction of new marinas in Croatia. In order to determine the advantages and disadvantages of nautical tourism in Croatia in relation to the environment and the possibilities for further development, the Tomas Nautical Yachting 2012 research is presented. The contribution of this work is primarily reflected in the analysis of previous research works and in the adoption of possible measures for further development of nautical tourism in Croatia. The special aim of the paper is shown in the SWOT analysis and in the presentation of outcomes using a SWOT matrix. [ABSTRACT FROM AUTHOR]

Nautical tourism is a growing sector that records excellent tourist results even in this uncertain time of the pandemic covid 19. According to the statistical data, an increasing number of people use the tourist offer of nautical tourism and cruising. Modern tourists need more than just accommodation and food. They are looking for a more sophisticated tourist offer and they find it in destinations that offer a diverse touristic product. Sea voyages or cruises record a constant growth and resource development. With a nautical charter, the focus on the peak season is slightly smaller than is the case with the overall tourist traffic, while at the same time the share of pre- season and post-season is higher. In this way, the negative consequences of the seasonality of tourism are mitigated. Today in the time of the pandemic, this is an ideal type of vacation because it is less massive, with limited capacities and fluctuations.

24. Restrukturiranje cruising industrije kroz doba COVID-19 pandemije

Jedna od većih ali i najbolje organiziranih industrija turizma je morski cruising. Flote velikih svjetskih cruisera, koje plove svim svjetskim morima, pružaju turistima posebno zadovoljstvo i bogati doživljaj. Svojim ponudama cruise kompanije su omogućile rast broja turista i time je ostvaren visoki stupanj zadovoljstva. Cruiser kompanije posluju sezonalno i time izbjegavaju negativne efekte vremenskih uvjeta, godišnjih doba i sl. Onog trenutka kada je rast industrije bio u punom zamahu i činio se nezaustavljiv, a kompanije naručivale nove brodove kao na traci, globalna pandemija COVID-19 je poremetila takve povoljne rezultate i negativno utjecala na čitavu cruise industriju. Utjecaj COVID-19 bio je bez presedana, te dok je jedan dio manjih kompanija doveo čak i do potpunog bankrota i rasprodaje flote, ostale kompanije a naročito najveće korporacije su se borile svim raspoloživim znanjima i sredstvima kako bi prebrodile ovaj nezapamćeno težak period. Stotine tisuća direktno zaposlenih, a još više indirektno, našli su se u situaciji kada je sve odjednom stalo, tako i njihovi radni zadaci, a situacija nije obećavala brzi povratak. Multiplikativni učinak koji ova industrija ima u pozitivnom smislu svakim gostom koji kroči na cruiser, tako se nažalost pokazalo i u negativnom smislu domino efekta. Brodovi su prestali sa svojim aktivnostima od polovice ožujka 2020. godine te su službeno nastavili, ali sa znatno smanjenim načinom i kapacitetom tek od polovice srpnja 2021.

Analizirajući problematiku malih i srednjih poduzeća u Europskoj uniji može se uočiti bitna razlika u dinamici razvoja i stupnju razvijenosti ekonomija Unije. Unutar te analize uočljive su dvije gospodarske grupe među kojima je velika razlika u razvijenosti i dinamici razvoja malih i srednjih poduzeća. Prvu grupu nalazimo u razvijenim ekonomijama Unije, a drugu grupu u ekonomijama koje je u posljednjih tridesetak godina obilježio period tranzicije od većeg utjecaja države na poslovanje malih i srednjih poduzeća prema sve manjem utjecaju. Pritom se postavlja pitanje što je razlog bitnih razlika u razvijenosti i dinamici razvoja malih i srednjih poduzeća među razvijenim ekonomijama Europske unije, kao što je primjerice Njemačka, i ekonomijau tranziciji, kao što su primjerice Hrvatska, Poljska, Portugal i drugi. Sagledavajući problem tih razlika kroz ranija istraživanja došlo se do zaključka da je dobar prediktor razvoja sustava malih i srednjih poduzeća meta okvir poduzetničkog razvoja koji dugoročno postavlja država, a koji se u ekonomski razvijenijima zemljama Unije razvija izvan političkih struktura. S druge strane sustav razvoja okvira za razvoj malog i srednjeg poduzetništva je u drugom dijelu zemalja Unije u većoj mjeri pod utjecajem političkih procesa. Iz perspektive te distinkcije istraživanje je usmjereno k prepoznavanju strukture sustava i modela koji se odnose na poduzetništvo u segmentu malih i srednjih poduzeća. Kako bi se postigla svrha ovog istraživanja, istražit će se modeli Hrvatske i Portugala kao dvaju usporedivih modela razvoja malih i srednjih poduzeća postavljenih na načelu tranzicije, čemu će se sučeliti razvijeni sustav na primjeru Njemačke. Kao okvir za navedene sporedbe koristimo studije slučaja okvira za poslovanje marina u sklopu ponude nautičkom turizma.

Pandemija koronavirusa pojavila se prvi put u prosincu 2019. godine u Wuhanu (Kina), a do kraja siječnja proširila se i na ostale dijelove svijeta. Ova pandemija imala je velike posljedice na svjetsko i domaće gospodarstvo. S obzirom kako se virus COVID-19 prenosi socijalnim kontaktom, od sredine ožujka uvedene su represivne epidemiološke mjere od kojih se ističe zatvaranje državnih granica i zatvaranje ugostiteljskih objekata. Uslijed takvih državnih odluka i svjetski i domaći turizma doživio je značaj pad. S obzirom da turizam i Hrvatskoj čini 14% ukupnog BDP Hrvatska se našla pred specifičnom situacijom. U diplomskom radu analiziran je utjecaj pandemije koronavirusa na svjetsko i domaće gospodarstvo, a poseban naglasak je stavljen na strateški razvoj nautičkog turizma u Hrvatskoj. Naime, nautički turizam u Hrvatskoj posljednjih dvadesetak godina izuzetno značajan kada je u pitanju ostvarivanje broja noćenja i proširenje ponude nautičkih usluga na obali Republike Hrvatske. Temeljem toga, provedeno je istraživanje na uzorku od 56 ispitanika glede perspektive oporavka nautičkog turizma u Hrvatskoj. Rezultati ovog istraživanja, ali i istraživanja brojnih stručnjaka, ukazuju na to kako je nautički turizma ima najbolje šanse za oporavak u odnosu na ostale grane turizma. The coronavirus pandemic first appeared in December 2019 in Wuhan (China), and by the end of January it had spread to other parts of the world. This pandemic had major consequences for the world and domestic economy. As the COVID-19 virus is transmitted through social contact, repressive epidemiological measures have been introduced since mid- March, highlighting the closure of state borders and the closure of restaurants. Due to such government decisions, both world and domestic tourism experienced a significant decline. Given that tourism accounts for 14% of total GDP in Croatia, Croatia is facing a specific situation. The thesis analyzes the impact of the coronavirus pandemic on the world and domestic economy, and special emphasis is placed on the strategic development of nautical tourism in Croatia. Considering that nautical tourism in Croatia has been extremely important in the last twenty years when it comes to the number of overnight stays and tourist arrivals, in the same case a survey was conducted on a sample of 56 respondents regarding the prospects for recovery of nautical tourism in Croatia. The results of this research, but also the research of numerous experts, indicate that nautical tourism has the best chance of recovery compared to other branches of tourism.

This paper deals with nautical tourism, one of the most important drivers of economic development in the world, and describes changes occurring in the marine environment under the influence of nautical tourism and ports as a result of the circulation of yachts and boats. Development of nautical tourism brings along increased numbers of vessels and moorings and newly constructed nautical ports, thus increasing the possibility of pollution of the sea and the coastline. Nautical ports are one of the largest users of marine waters and coastline and in pursuing their efficient development they should strive toward the promotion of environmental protection. The paper defines most common pollutions resulting from yachts and boats in nautical ports and proposes measures to overcome their negative impact upon the port water area. [ABSTRACT FROM AUTHOR]

The study deals with nautical tourism as a specific form of modern tourism trends and one of the most expanding forms of tourist recreation, as a function of destination development. The authors have elaborated the issue of the development of nautical tourism and destination as the mutually conditioned phenomena. The methods applied comprise: analyses, generalizations, argumentations and compilations. Nautical tourism attracts great attention, both around the world and in Croatia and is therefore considered one of the most significant economic activities of importance to the field of tourism. This type of tourism is featured by the fact that it belongs to the elite tourism and produces extraordinarily significant economic effects with high profitability, which are particularly expressed through numerous multiplicative effects. One of its features is its huge effect upon the development of the destination it is drifted to, and the feature is particularly evident in the demand for the development of activities concerned with the improvement of quality of services and products offered by particular destination to boats and boaters. Effects of nautical tourism upon destination can be also particularly felt where economical, social and, finally, environmental sustainability are concerned. The conclusions show that the development of nautical tourism encourages the development of destination, in the same manner as the development of destination affects the quality of services offered by nautical tourism. U završnom radu opisuju se nautičke luke, osobito marine, zatim stanje na tržištu, odnosno trendovi u ovom sektoru te budući izazovi. Nautički sektor ima promet od oko 28 milijardi eura, a 2014. godine je pružio zaposlenje najmanje 200 000 ljudi. Najbitnije grupe unutar nautičkog turizma su nautičke luke, posebice marine, zatim charter i krstarenje. Razvoj luka nautičkog turizma je strogo povezan s infrastrukturom nautičkih luka. Da bi nautički sektor opstao, mora raditi na poboljšanju pružanja kvalitetnih usluga i raznovrsnoj i kreativnoj ponudi. S ciljem ostvarivanja održivog razvoja Hrvatske, razvijena je Strategija pomorskog razvitka i integralne pomorske politike RH za razdoblje od 2014.-2020., koja se bavi raznim pitanjima poboljšanja nautičkog turizma. Nautički sektor je u usponu i nema mnogo teških problema koji pogađaju sektor, ali treba pronaći mjesta poboljšanju usluga. U Hrvatskoj postoje i mnoge aktualne nautičke aktivnosti, poput ronjenja, kiteboardinga, kajakiranja, kanuiranja ili jedrenja na dasci. Hrvatska je poželjna nautička destinacija koja iz godine u godinu privlači sve bogatiju klijentelu koja je sprema potrošiti mnogo resursa radi osobne zabave. U budućnosti je potrebno raditi na većim ulaganjima u inovacije, upotrebu novih materijala, nove proizvodne tehnike, nove tehnologije, a sve veća potražnja na tržištu nautičkog turizma ide u tom smjeru. The paper describes nautical ports, especially marinas, the market opportunities (the trends) in this sector and future challenges. The nautical sector has a turnover of about €28 billion, and in 2014 it provided employment to at least 200 000 people. The most important groups within nautical tourism are nautical ports, especially marinas, then charter and cruising. The development of nautical ports is strictly related with their infrastructure. In order for the nautical sector to sustain, it must work on improvement of the provision of quality services and a diverse and creative offer. One of the goals of achieving sustainable development of Croatia, the Maritime Development and Integral Maritime Policy Strategy of the Republic of Croatia for the Period 2014 - 2020 has been developed. This document deals with various issues of improving nautical tourism. The nautical sector is on the rise and there are not many rough problems affecting the sector, but places need to be found to improve services. There are many current nautical activities in Croatia, such as diving, kiteboarding, kayaking, canoeing or windsurfing. Croatia is a desirable nautical destination that attracts an increasingly rich clientele from year to year, which is ready to spend a lot of resources for personal demands. In the future, it is necessary to invest more in innovation, the use of new materials, new production techniques, new technologies, and as it seems, the growing demand in the nautical tourism market is going in that direction.

Cilj ovog diplomskog rada bio je istražiti i utvrditi poslovne mogućnosti kineziologa koji su diplomirali na smjeru Jedrenje i povezati rast nautičkog i sportskog turizma sa zanimanjima koja se nude u tom području. Putem anketnog upitnika utvrđeno je da se 81,5% ispitanika nakon završetka usmjerenja nastavilo baviti jedrenjem i uspjelo pronaći posao u struci. Provedeno je istraživanje u obliku intervjua, u kojem su sudjelovali diplomirani kineziolozi. Podatak da gotovo u svakom dijelu zanimanja vezanog uz jedrenje nedostaje educiranih ljudi i stručnog kadra ukazuje da su mogućnosti za zapošljavanje nakon završetka izbornog smjera Jedrenje velike. The aim of this thesis was to explore and determine the business opportunities of kinesiologists who graduated in Sailing and to connect the growth of nautical and sports tourism with the occupations offered in the field. The survey found that 81.5% of respondents continued sailing after completing the orientation and successfully found a job in the profession. The research in the form of an interview, in which graduate kinesiologists participated, was proven. The fact that in almost every part of the profession related to sailing there is a lack of educated people and professional staff indicates that employment opportunities after the completion of the elective course Sailing are great.

Ovaj završni rad proučava problematiku razvoja nautičkog turizma Istočnog djela Jadrana u kontekstu nautičke ponude i potražnje, odnosno stanja nautičke infrastrukture. U prvom dijelu rada objašnjeni su ciljevi, metode i sastav rada, kao i definiranje problema istraživanja. Nadalje, u drugom dijelu se određuje definicija nautičkog turizma gdje su također pojašnjeni i rasčlanjeni oblici nautičkog turizma. Treći dio, odnosno poglavlje obrađuje geografski potencijal hrvatskog te crnogorskog i albanskog dijela Jadrana, odnosno opisane su komparativne prednosti koje ovaj dio Jadrana posjeduje, a koje su neophodne za razvoj turizma. Nakon kratkog pregleda osnovnih geografskih obilježja, u četvrtom poglavlju se rad temelji na osnovnoj problematici ovog završnog rada, a to jest stanju nautičke infrastrukture istočnog dijela Jadrana. Nautička infrastruktura, odnosno broj raspoloživih vezova, luka nautičkog turizma, broj marina, te omjer stalnih i tranzitnih vezova su prikazani i interpretirani za svaku od 6 priobalnih hrvatskih županija, na temelju čega su utvrđeni nautički trendovi koji se pojavljuju na ovom dijelu Jadrana u posljednjih 10 godina. Nadalje, južni dio istočnog dijela Jadrana, odnosno Crna Gora i Albanija su prikazane kroz broj plovila koja su uplovila u teritorijalno im more te kroz stanje nautičke infrastrukture, odnosno kroz broj marina i luka. Zahvaljujući TOMAS istraživanjima i podatcima sa Državnog zavoda za statistiku, utvrđena su određena obilježja koja su zajednička turistima-nautičarima koji uplovljavaju u hrvatsko more, uz pomoć čega su utvrđeni trendovi u posljednjih 10 godina, poput povećanja potražnje za duljim vezovima, povećani udio jedrilica u odnosu na jahte s motornim pogonom, te je konačno povećana i potražnja za dodatnim sadržajima u marini. This final paper studies the development of nautical tourism in the Eastern part of the Adriatic in the context of nautical supply and demand, ie the state of nautical infrastructure. The first part of the paper explains the goals, methods and composition of the paper, as well as the definition of research problems. Furthermore, the second part defines the definition of nautical tourism where the forms of nautical tourism are also explained and dissected. The third part, ie the chapter deals with the geographical potential of the Croatian and Montenegrin and Albanian part of the Adriatic, ie describes the comparative advantages that this part of the Adriatic has, which are necessary for the development of tourism. After a brief overview of the basic geographical features, in the fourth chapter the paper is based on the basic issues of this final paper, namely the state of the nautical infrastructure of the eastern part of the Adriatic. Nautical infrastructure, ie the number of available berths, nautical tourism ports, number of marinas, and the ratio of permanent and transit berths are shown and interpreted for each of the 6 coastal Croatian counties, based on which nautical trends emerging in this part of the Adriatic in the last 10 year. Furthermore, the southern part of the eastern part of the Adriatic, ie Montenegro and Albania, are shown through the number of vessels that entered their territorial sea and through the state of nautical infrastructure, ie through the number of marinas and ports. Thanks to TOMAS research and data from the Central Bureau of Statistics, certain characteristics common to tourists-sailors entering the Croatian sea have been identified, which has identified trends in the last 10 years, such as increasing demand for longer berths, increased share of sailboats in relation on motor-powered yachts, and the demand for additional facilities in the marina has finally increased. On the other hand, there is an increase in the number of marinas and, accordingly, the share of transit and permanent berths in nautical tourism ports has increased. The last part of the paper is the conclusion.

Temeljna svrha rada je definirati i prikazati ponudu nautičkog turizma u 4 zemlje Južnog Jadrana : Republici Hrvatskoj, Albaniji, Grčkoj i Crnoj Gori , te potom dobivene podatke usporediti. U tu svrhu, prvo će se općenito definirati nautički turizam, njegove djelatnosti te prikazati njegov utjecaj u svijetu kroz najzanimljivije i najspecifičnije primjere. Potom, detaljno će se opisati osnovna obilježja svake zemlje, njena povijest nautičkog turizma, te prikazati svi relevantni podaci o kvalitativnoj i kvantitativnoj razini ponude nautičkog turizma te zemlje. Konačno, u zaključku će se ti podaci sumirati i usporediti, čime će se dobiti slika o sličnostima i razlikama ponude nautičkog turizma u ove četiri jako slične susjedne zemlje. Radom se zaključilo da te zemlje dijele geografsku blizinu, bogatstvo u prirodnoj i kulturnoj baštini, turizam im je glavni gospodarski pokretač te su relativno davno prepoznate kao turističke destinacije. Grčka i Hrvatska su najrazvijenije i najposjećenije, Albanija je na dnu liste, ali je i dalje jako perspektivna, sa velikim potencijalom , dok Crna Gora ima najrazvijeniju razinu ponude, barem po stupnju razvijenosti i luksuznosti marina. Ipak, sve zemlje su relativno uspješne u nautičkom turizmu, te aktivno rade na poboljšanju nautičkog turizma, grade nove luke, nadograđuju stare, otvaraju nove linije i sl. The main purpose of this work is to define and portray nautical tourism supply of 4 Southern Adriatic countries : Croatia, Albania, Greece and Montenegro, and lastly, compare the gathered dana. Firstly, nautical tourism and its activities will be broadly defined, where its impact in world will be shown, with the most interesting and specific examples. Then, the main features of each country, its nautical tourism history and all relevant qualitative and quantitative data on nautical tourism supply of each country will be shown. Lastly, in conclusion, those dana will be summed up and compared, which will give a clear picture about all simmilarities and differences between all four of these very simmilar neigboring countries.The work showed that those countries share geographical vicinity and cultural and natural richness, the fact that tourism is their main economical initiator, and that they were all recognised as tourist destinations rather long time ago. Greece and Croatia are most developed and most visited of the four. Albania is on the bottom of the list, but it still is very perspective, with great potential, while Montenegro has the highest level of supply development, at least when it comes to level of marina developement and luxury. Still, all countries are relatively succesful in nautical tourism, and are actively working on its development, by building new ports, upgrading the old ones, opening new boat lines etc.

Hrvatska ekonomije uveliko ovisi o turizmu, što dokazuje činjenica da se većinski dio BDP-a odnosi na prihode turizma. Nautički turizam jedan je on oblika turizma čiji subjekti troše znatno više novca, u odnosu na ostale oblike, otprilike 40 posto više. No i dalje se nautički turizam nije prepoznao kao jedna od važnijih grana turizma u Hrvatskoj, odnosno i dalje je podcjenjen. Nakon definiranog problema istraživanja može se definirati predmet istraživanja, odnosno utjecaj COVID-19 na nautički turizam, koji ima posljedicu utjecaja na ekonomiju RH. Cilj ovog rada je prikazati koliko je nautički turizam bitan za hrvatsku ekonomiju te je li uspio spasiti sezonu, odnosno gospodarsvo RH. Poznato je da nautički turizam čini 10,3% prihoda u ukupnom BDP-u države, što nije malo. Zbog pandemije COVID-19 sezona je bila upitna. Nautički turizam se pokazao kao jedna od grana koja je imala najviše šansi za brzi oporavak i to je dokazala time što je ostvarila gotovo 75% prihoda od prošle godine. Najmanje izražen pad prometa bio je u segmentu nautičkog čartera. Možemo zaključiti da je nautički turizam iznimno kvalitetan oblik turizma koji može pridonjeti i više nego li do sada, samo je potrebno mnogo ulaganja od strane države, te klasifikacija u djelatnost turizma. Hrvatska ima prednost u prirodnim ljepotama, pejzažnoj slikovitosti i ekološkoj očuvanosti što su važna obilježja za razvoj i budućnost nautičkog turizma ali nije dovoljno. Kvaliteta ponude hrvatskih marina ne može se usporediti s ponudom marina u ostalim europskim zemaljama. Croatian economy is highly depending on tourism, which is proven by the fact that the majority of GDP is refering to tourism revenues. Nautical tourism is a form of tourism whose subjects spend significantly more money in regard to its other forms, approximately 40 percent more. However, nautical tourism is still not recognised as one of the important forms of Croatian tourism, that is, it is still being undervalued. After defining the problem of research, it is possible to define the subject of research, in other words the impact of COVID-19 on nautical tourism, which consequently affects Croatian economy. The goal of this study is to illustrate the importance of nautical tourism and whether it has managed to save the season and the Croatian economy. It is well known that nautical tourism makes 10,3 % of the income in the country's total GDP, which makes a significant amount. Due to the COVID-19 pandemic, the season was put in question. Nautical tourism was considered a form with the highest chances of recovery and it has finally been proven by realizing almost 75% of the last year's income. The nautical charter sector marks the minimal drop in the number of deals. Hence it is deducible that the nautical tourism is a form of tourism with extreme quality, capable of contributing even more. Nonetheless, great investments are required, so as the classification as a sector of tourism. Croatia has advantages in its natural treasures, its gorgeous landscapes, but also in ecological preservation, all-together being important features for the development, as well as the future of the nautical tourism. Per contra, it is not enough because the quality of the offer Croatian marines are giving is incomparable to other European countries.

Stoga se u radu ukazuje na značenje nautičkog turizma i njegova ključna obilježja te konkurentnost Hrvatske u odnosu na druge zemlje na Mediteranu i u svijetu. Tržišni trendovi opisani u radu ukazuju na porast interesa nautičara za razvijenim i sigurnim destinacijama i marinama, destinacijama s očuvanim prirodnim ljepotama, dobrim omjerom kvalitete i cijene te ekološkom osvješčenošću. Razvoj nautičkog turizma treba biti u skladu s održivim razvojem kako bi prirodni resursi, koji ističu Hrvatsku i čine ju konkurentom zemljom, ostali i budućim generacijama u nasljeđe. This paper deals with the environmental and market trends in nautical tourism. In the Republic of Croatia, nautical tourism is beginning its development and has become one of the most successful branches of tourism in the last 20 years, but its full potential is yet to be expected. Thus, the paper points out the importance of nautical tourism and its main characteristics, as well as Croatia's competitiveness in comparison with other countries in the Mediterranean area and the world. The market trends described in the paper suggest that there is a growing interest among boaters in developed and safe destinations and marinas, destinations with beautiful and unspoiled nature, good value for money, and environmental awareness. The development of nautical tourism should be in line with sustainable development so that the natural resources that make Croatia a competitive country remain a heritage for future generations.

Jedan od elemenata turizma koji je u stalnom porastu je nautički turizam. Takva vrsta turizma uključuje boravak turista na čarter plovilima. Čarter je jedna od važnih usluga u nautičkom turizmu koja se sastoji od iznajmljivanja plovnih objekata s posadom ili bez posade, s pružanjem ili bez pružanja usluge smještaja, radi odmora, rekreacije i krstarenja turista i nautičara. Plovni objekt čiji je naziv određen prema Pomorskom zakoniku kao brodica ili jahta s namjenom korištenja za charter djelatnost jest čarter plovilo. Važno je upoznati se s plovilom i svom brodskom opremom, a posebice palubnom opremom kako bi se u potpunosti moglo upravljati i koristiti te sigurno voditi navigaciju, sa što manje mogućih briga. Također je bitno razumjeti kako koristiti i održavati najvažniju palubnu opremu. One of the elements of tourism that is constantly increasing is nautical tourism. That kind of tourism involves staying on charter boats. Charter is one of the important services in nautical tourism which consists of renting vessels with or without crew, with or without providing accommodation services, for rest, recreation and cruise of tourists and boaters. A charter vessel is a craft that is defined by the Maritime Code as a boat or yacht and is used for firmer activities. It is important to acquainted with the vessel and their ship's equipment, especially deck equipment so it could be fully operated and safely utilized with navigation, with as little care as possible. It is also essential to understand how to use and maintain the most important deck equipment.

Pomorstvo je imalo vrlo veliku ulogu u razvoju čovječanstva kakvoga danas poznajemo, takvu vrlo važnu ulogu ima i nautički turizam u sklopu razvoja svjetskog turizma i gospodarstva određene zemlje. Za razvoj nautičkog turizma potreban je izlaz na moru, rijeci ili jezeru, povoljni klimatski uvjeti i razvijena prometna i pomorska infrastruktura zajedno s prihvatnim kapacitetom. Iako iziskuje ispunjenje zahtjevnih preduvjeta, danas je nautički turizam jedan on najperspektivnijih selektivnih oblika turizma. Nautički turizam i njegov razvoj imaju ograničenja i mogu snositi posljedice ako se istome ne upravlja na održiv način s ciljem zaštite okoliša i pejsaža. Nautički turizam Republike Hrvatske kroz godine intenzivno se razvijao, do najvećih promjena prateći globalne trendove, mora tek doći, no one će biti u zakašnjenju nekoliko godina ovisno o trajanju pandemije covid-19. Turisti postaju sve zahtjevniji, ponuda mora biti krojena po mjeri turista kako bi se želje i očekivanja istih ispunile, formiranje dodatne ponude putem suradnje selektivnih oblika turizma, neophodno je za razvoj nautičkog turizma. Edukacija zaposlenika u nautičkom turizmu omogućava podizanje razine kvalitete ponuđenih usluga, istim se povećava i zadovoljstvo turista koji šire dobar glas o turističkoj lokaciji. Nautički turizam može oživjeti lokacije koje nemaju razvijeno gospodarstvo, omogućava otvaranje novih radnih mjesta, širi dobar glas o lokaciji i unapređuje živote lokalnog stanovništva. Maritime affairs had an important role in the evolution of mankind, similarly important is nautical tourism as a part of the ongoing development of world tourism and state economies. For nautical tourism to exist and grow there are certain preconditions needed such as access to the sea, river or lake, favourable climatic conditions, a well-developed transport and maritime infrastructure and lastly eligible capacity. Regardless the nautical tourism today is one of the most promising selective form of tourism. Nautical tourism and the development of it have limitations and are subject to consequences in case they aren't being managed in a sustainable way aimed at protecting the enviroment and surronding landscapes. Nautical tourism of Croatia has been intensely growing while following the world trends. However, the biggest changes are yet to come, especially considering the impact the current pandemic covid-19 will have and certainly slow down the further development. The clientele, tourists, are becoming more demanding and the supply must be tailor made to fulfill all expectations. The formulation of supply through cooperation of different branches of tourism is essential for the growth and further development of nautical tourism. Employee education allows for raising the level of quality of offered services, while it also helps raise the guest's satisfaction who then serve as messengers building the good reputation of the tourist destination. It is possible to revive sites and locations through nautical tourism, especially those which don't have a well-developed economy, since it allows new jobs to open and also improves the quality of life of local population.

U ovom diplomskom radu provedeno je istraživanje o razvoju turizma na širem biogradskom području. Naime, Biograd na moru se posljednjih desetljeća istakao kao važno turističko odredište i središte istoimene rivijere. Kao i u prošlosti, danas mu gravitiraju okolna naselja, odnosno četiri administrativne jedinice, a to su općine Pakoštane, Sveti Filip i Jakov, Pašman te Tkon. Iako je u bivšoj SFR Jugoslaviji ovo područje bilo objedinjeno u jednu općinu te danas sačinjava mikroregiju, područje nije bilo istraženo u znanstvenim radovima te je stoga bilo jako interesantno za provođenje istraživanja. Također, turizam je postao jedna od glavnih gospodarskih grana ovog, donedavno poljoprivrednog, područja. Razvoj je potaknut ne samo zbog prirodnih čimbenika, već i društveno-gospodarskog razvoja. S jedne strane, šire biogradsko područje je dio srednjeg hrvatskog primorja, s blagom sredozemnom klimom, krševitim reljefom, povoljnim hidrografskim karakteristikama te upečatljivom vegetacijom. Sve su to izuzetno atraktivni motivi za dolazak turista. S druge strane, područje je doživjelo razvoj uslužnih djelatnosti zahvaljujući rastu broja stanovnika, prometnom povezivanju i urbanoj izgradnji. Sredinom prošlog stoljeća intenzivno se krenulo s izgradnjom prvih hotela, kampova i marina te se tako ovo područje razvilo u turističku destinaciju ljetnog, kupališnog turizma. Prema službenim statistikama, broj turističkih dolazaka i noćenja je bio gotovo u stalnom porastu od Domovinskog rata. Tako je ovo područje, koje čini tek 11% površine Zadarske županije, 2018. godine brojilo gotovo 24% turističkih dolazaka u županiji. Ono što su bile negativne strane su sezonalnost i masovnost, tj. velik broj turista tijekom nekoliko ljetnih mjeseci, dok je ostatak godine smještaj većinom prazan. Kao protuteža glavnom motivu, odnosno kupanju, suncu i moru, u posljednje vrijeme javljaju se neki održiviji oblici turizma, kao primjerice kulturni turizam, ekoturizam i sportsko-rekreacijski turizam. Provedeno je anketno ispitivanje kojim se htio pokazati stupanj zadovoljstva turista na širem biogradskom području. Ono što se anketom pokazalo je da su turisti na ovom području uglavnom strani turisti srednje platežne moći, koje tu dolaze cestovnim prometom, a najčešće odsjedaju u privatnom smještaju. Glavni motiv dolaska je kupanje, a više ih zanimaju prirodne ljepote nego kulturne manifestacije. Iako su većinom bili jako zadovoljni svim aspektima svoga ljetovanja na širem biogradskom području, smatrali su da je ponuda zabavnih i sportskih sadržaja, noćni život te broj kulturnih manifestacija na lošoj razini. To je upravo ono na čemu će turističke zajednice morati poraditi u budućnosti kako bi turizam šireg biogradskog područja bio konkurentan na tržištu, a s druge strane, održiv. This thesis research was conducted on the development of tourism in the wider Biograd area. In recent decades Biograd has stood out as an important tourist destination and the center of the eponymous Riviera. As in the past, today it serves as the hub for local settlements, ie four administrative units, namely the municipalities of Pakoštane, Sveti Filip i Jakov, Pašman and Tkon. Although this area was united into one municipality in the former SFR Yugoslavia and today still forms a microregion, the area has not been researched in scientific papers and was therefore very interesting for conducting research. Also, tourism has become one of the main economic branches of this, until recently agricultural, area. The development is driven not only by natural factors but also by socio-economic development. On one hand, the wider Biograd area is part of the central Croatian coast, with a mild Mediterranean climate, karst relief, favorable hydrographic characteristics and striking vegetation, all significantly attractive motives for tourists arrivals. On the other hand, the area has experienced the development of service industries as a result of population growth, transport connections and urban construction. In the middle of the last century, the construction of the first hotels, camps and marinas began intensively, and this area developed into a tourist destination for summer tourism. According to the official statistics, the number of tourist arrivals and overnight stays has been almost steadily increasing since the Homeland War. Thus, this area, which makes up only 11% of Zadar County, in 2018 accounted for almost 24% of tourist arrivals in the county. The negative sides were seasonality and mass, ie a large number of tourists during the few summer months, while the rest of the year accommodations are mostly empty. As a counterbalance to the main motive, ie swimming, sun and sea, some more sustainable forms of tourism have recently appeared, such as cultural tourism, ecotourism and sports - recreational tourism. A survey was conducted to show the level of satisfaction of tourists in the wider Biograd area. What the survey showed was that tourists in this area are mostly foreign tourists of medium purchasing power, who come here by road, and most often stay in private accommodation. The main motive for coming is swimming, and they are more interested in natural beauty than cultural events. Although most of them were very satisfied with all aspects of their vacation in the wider Biograd area, they thought that the offer of entertainment and sports facilities, nightlife and the number of cultural events were at a poor level. This is exactly what the tourist boards will have to work on in the future in order for the tourism of the wider Biograd area to be both competitive on the market, and sustainable.

The Croatian part of the Adriatic Sea with an indented coastline is very attractive for leisure crafts sailing. Although leisure crafts are often sailing in the warmer part of the year when the meteorological conditions are favourable, a considerable number of the crafts are involved in accidents at sea. Analysing the types and causes of these accidents, it is possible to find out why some accidents happen, and based on the obtained results and conclusions made, it is possible to propose some measures to prevent accidents at sea or reduce their consequences. In order to reach adequate conclusions on the possible causes of the accidents, the database of marine accidents, led by the Maritime Rescue and Coordinating center, have been analysed. Leisure crafts are taken out of the database as a special category and are analysed based on the type of the crafts, number of the crafts, number of the accidents and time and place of the accident. The study deals with nautical tourism as a specific form of modern tourism trends and one of the most expanding forms of tourist recreation, as a function of destination development. The authors have elaborated the issue of the development of nautical tourism and destination as the mutually conditioned phenomena. The methods applied comprise: analyses, generalizations, argumentations and compilations. Nautical tourism attracts great attention, both around the world and in Croatia and is therefore considered one of the most significant economic activities of importance to the field of tourism. This type of tourism is featured by the fact that it belongs to the elite tourism and produces extraordinarily significant economic effects with high profitability, which are particularly expressed through numerous multiplicative effects. One of its features is its huge effect upon the development of the destination it is drifted to, and the feature is particularly evident in the demand for the development of activities concerned with the improvement of quality of services and products offered by particular destination to boats and boaters. Effects of nautical tourism upon destination can be also particularly felt where economical, social and, finally, environmental sustainability are concerned. The conclusions show that the development of nautical tourism encourages the development of destination, in the same manner as the development of destination affects the quality of services offered by nautical tourism. This paper deals with nautical tourism, one of the most important drivers of economic development in the world, and describes changes occurring in the marine environment under the influence of nautical tourism and ports as a result of the circulation of yachts and boats. Development of nautical tourism brings along increased numbers of vessels and moorings and newly constructed nautical ports, thus increasing the possibility of pollution of the sea and the coastline. Nautical ports are one of the largest users of marine waters and coastline and in pursuing their efficient development they should strive toward the promotion of environmental protection. The paper defines most common pollutions resulting from yachts and boats in nautical ports and proposes measures to overcome their negative impact upon the port water area. [ABSTRACT FROM AUTHOR]

There is a number of guidelines aimed at facilitating the development of tourism in different areas referring to nautical tourism, especially related to our coastal region. These guidelines are enabling a relatively even development of seven levels: EU level, national, regional, local, big corporation and small and medium enterprise level. The development concept model of Marina Frapa Rogoznica is based on continuous qualitative improvement of all segments of the offer based on original and innovative solutions in order to satisfy increasingly demanding needs of nautical tourists at the dynamic market affected by the recession. Marina has to remain active in creating the future by anticipating and making changes in order to achieve competitiveness and development. Plans are being made for construction of the nautical city of Marina Resort Frapa, involving a range of diversified forms of entertainment, active holidays, animation and leisure. Simultaneously it is necessary to innovate promotion and interaction with the micro destination offer in order to provide a unique experience for nautical tourists and permanent orientation towards sustainable development. This paper presents a quantitative and qualitative analysis of Marina Frapa on the basis of which goals are set and development strategies defined to obtain multiplication of profits. The purpose of this paper is to address the legislative reform of the recreational boating legislation currently pending in Italy (Law 167/2015, which has delegated the power to reform the Yachting Code to the Italian Government) with a specific focus on the relationship between the Yachting Code and the Navigation Code. The issue will be addressed through an analysis of the history of the relationship between the rules governing recreational boating and the general navigation legislation in Italy. Starting with an analysis of the first few rules of the Navigation Code devoted to recreational boating, which had been regulated together with the forms of operation of the ship for economic purposes, the discussion will then review the contents of Law 50/1971 (s.c. ‘’piccolo codice della nautica da diporto’’), which led to the first division between recreational boating and general navigation legislation. Law 172/2003 – a piece of legislation which was intended to reorganize and boost recreational boating and nautical tourism – will also be mentioned, considering the legislator’s attempt to make the rules governing recreational boating fully autonomous from the general maritime legislation. Law 171/2005 (s.c. ‘’codice della nautica da diporto’’) will then be briefly reviewed, with particular emphasis on the legislator’s choice to recognize that recreational boating rules have a special nature in relation to general navigation legislation, but are not fully autonomous from it. The paper will finally focus on the choice made by the legislator through Law 167/2015 – an act which delegates the Government to reform the Yacting Code – which confirms the approach chosen by the ‘’codice della nautica da diporto’’, and on the consequences of such choice on legal institutions such as the shipowner’s limitation of liability., Svrha ovog članka jest dati pregled reforme zakonodavstva koje uređuje rekreacijsku plovidbu, a koji je u tijeku u Italiji (Zakon 167/2015, kojim se ovlaštenje za reformu Zakona o rekreacijskoj plovidbi delegira talijanskoj Vladi), s posebnim osvrtom na odnos između Zakona o rekreacijskog plovidbi i Pomorskog zakonika. Predmetu se pristupa kroz povijesnu analizu odnosa između pravnih pravila koja uređuju rekreacijsku plovidbu te pravila općeg pomorskog prava u Italiji. Počevši od analize najranijih nekoliko pravila Pomorskog zakonika posvećenih rekreacijskoj plovidbi, koja je tada bila uređena u sklopu zajedničkog općeg pomorskog prava za trgovačke brodove, rasprava se nastavlja kroz pregled sadržaja Zakona 50/1971 (tzv. ‘’mali zakon o rekreacijskoj plovidbi’’), koji je doveo do prvog razdvajanja zakonodavstva o rekreacijskoj plovidbi i općeg pomorskog zakonodavstva. Zakon 172/2003 – propis kojim se namjeravalo reorganizirati i poduprijeti razvoj rekreacijske plovidbe i nautičkog turizma – također će se spomenuti u ovom kontekstu, s obzirom na zakonodavčev pokušaj da pravila o rekreacijskoj plovidbi učini potpuno autonomnima u odnosu na opće pomorsko zakonodavstvo. Zakon 171/2005 (tzv. ‘’zakon o rekreacijskoj plovidbi’’) kratko će se analizirati, s posebnim naglaskom na zakonodavčevo uvažavanje posebne prirode pravila koja uređuju rekreacijsku plovidbu u odnosu na opće pomorskopravne propise, premda ona nisu posve autonomna u tom zajedničkom pravnom okviru. Konačno, usredotočit ćemo se na zakonsko rješenje usvojeno Zakonom 167/2015 – a to je propis kojim se Vladi delegira reforma Zakona o rekreacijskoj plovidbi – koji potvrđuje pristup usvojen Zakonom o rekreacijskoj plovidbi iz 2005., te na reperkusije koje takav pristup ima na pravne institute poput ograničenja odgovornosti brodara.

Tourism is today one of the most important economic activities and nautical tourism as a selective form of tourism has a special significance for the development of Croatia. It is expressed with constant revenue growth and physical index of accomplished tasks as well as with socio-economic results in the milieu. Croatia has a well-indented coast and attractive insular area. All these natural potentials contribute to extraordinary possibilities for further development of nautical tourism. Nautical tourism on Croatian rivers isn't developed and it still isn't recognised as the economic potential. Systematic approach to the development is missing and as a result it is manifested only in several recreational forms. The authors define and analyse the issues that halt the development of nautical tourism on Croatian rivers. Geophysical and natural characteristics of Croatian rivers, navigability along their waterways as well as possibilities to use these rivers in order to develop nautical tourism are examined. Authors devote special attention to direct and indirect benefits of nautical tourism in areas where it could be developed but they also pay attention to the benefits for the whole country. Nautical tourism is progressing at high rates of development which have, since its appearance, always been positive. Quite often, nautical tourism is identified only with the sea and the coast of the Mediterranean, but that is wrong. Quite on the contrary, nautical tourism is present and highly developed also on the Baltic sea, the Atlantic ocean and on most rivers, lakes and canals in Europe. Its even further development should be managed in the good interest of the general populace. Each national economy is trying to mold a national model of good practice. In nautical tourism two basic models or development concepts are noticeable. One of them focuses on the site as resource, and the other on activities that deploy to the coast. Both of these two models of development have its advantages and disadvantages. What are the differences? What are the advantages, and what are the disadvantages? What is the genesis of these models? Maritime ports are an integral part of the large towns, their most attractive, and at the same time, their most profitable area. The development of ports in Croatia and in the Mediterranean has proceeded alongside the development of maritime towns. Their age parallels the age of the towns. Throughout history, town ports have changed their economic role and profile adapting to the needs of the market and towns. The development of nautical tourism has placed great pressure on the old ports changing their existing profile. Over the centuries, town ports of large and medium-size towns have performed the function of maritime traffic, transportation of persons and cargo, and trade. For nautical tourism to achieve good development results and a consistently high development rate, it is necessary to change the classical profile of town ports by transforming them from maritime ports into ports for nautical tourism.
