From a defeated nation that adopted a pacifist constitution and demilitarization, Japan has been provoked by unwelcomed external events to ensure its security. Japan has been expanding its military roles in the post-Cold War period. This book analyses the shift in Japan's security policy by examining the collective ideas of political parties and the effect of an international norm. Starting with the analysis of the collective ideas held by political parties, this book delves into factors overlooked in existing literature, including the effects of domestic and international norms, as well as how an international norm is localised when a conflicting domestic norm already exists. The argument held throughout is that these factors play a primary role in framing Japan's security policy. This book assesses EU-Japan security relations, examining how they have developed in individual security sectors and how they could be affected by international developments. The conclusions of the Economic Partnership Agreement and the Strategic Partnership Agreement in 2017 demonstrate the steady growth in EU-Japan political relations. With the rise of China, Japan and many East Asian countries are caught between maximizing profit from economic ties with her, and strengthening alliances with the United States to prevent China from overpowering them. Liberals and realists thus debate over the likelihood of either security tensions easing up or economic interdependence getting reduced eventually. In 1998 and in 2006, North Korea conducted ballistic missile tests that landed dangerously close to Japan. North Korea's contemporary relations with Japan have been fraught with tension. For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan's energy security challenges and evaluate Tokyo's energy policy options. Since the early 1990s, there has been an emphasis in international relations theory on the shift from a Cold War rationality of ‘threat', to a post-Cold War rationality of ‘risk'. However, in Risk and Securitization in Japan, 1945-1960, Piers R. Williamson argues that this assumption of a shift in rationality stems from a fundamental failure to distinguish between the concepts of threat and risk. By clarifying the concepts of threat and risk, this book challenges the prevailing hypothesis of a shift from threat to risk with the end of the Cold War, and in doing so presents a new explanatory model of risk that can be applied to Japan and elsewhere. In turn, it proposes that a full comprehension of the concept of risk can generate new understandings of political processes that would otherwise remain obscured. Frank Kowalski served as the Chief of Staff of the American military advisory group that helped establish the National Police Reserve, the predecessor to the Japan Self-Defense Forces during its first two years of existence. His work provides a detailed account of the manning, logistics, and personalities involved in standing up—on short notice—of a force of approximately 75,000, while sharing insights about the diplomatic, political, legal, and constitutional challenges his headquarters and his Japanese counterparts faced in rearming Japan in the wake of the sudden outbreak of the Korean War. Since the end of the Cold War, there has been a significant change in Japanese security policy, as Japan's security identity has shifted from a peace state, to an international state. In this book, Bhubhindar Singh argues that from the 1990s onwards, the Japanese security policymaking elite recognized that its earlier approach to security policy which was influenced by the peace-state security identity was no longer appropriate. Rather, as a member of the international community, Japan had to carve out a responsible role in regional and international security affairs, which required greater emphasis on the role of the military in Japan's security policy. To explore the change in Japan's security identity and its associated security behaviour, this book contrasts the three areas that define and shape Japanese security policy: Japan's conception (or definition) of national security; the country's contribution, in military terms, to regional and international affairs; and the changes to the security policy regime responsible for the security policy formulation. Further, it seeks to challenge the dominant realist interpretation of Japanese security policy by adopting an identity-based approach and showing how whilst realist accounts correctly capture the trajectory of Japanese post-Cold War security policy, they fail to explain the underlying causes of the change in Japanese security behaviour in the post-Cold War period.This book is an important addition to the current literature on Japanese security policy, and will be of great use to students and scholars interested in Japanese and Asian politics, as well as security studies and international relations more broadly.

This book examines Japan's changing pacifism and its implications for Japan's security identity from 1945 to the present. To examine the shift in Japanese pacifism, this research employs the concept of ‘negative pacifism'(Article 9 of the Japanese Constitution) and ‘positive pacifism'(the Preamble of the Constitution) as an analytical framework. To analyse multiple factors which facilitated the shift in Japan's pacifism, this study applies ‘analytical eclecticism'and integrates the analytical framework (negative-positive pacifism) with orthodox international relations theories and approaches. In an application of analytical eclecticism, the author proposes four theoretical models of Japan's security identity: (a) ‘pacifist state'(classical liberalism/negative pacifism); (b) ‘UN peacekeeper'(neo-liberalism/positive pacifism); (c) ‘normal state'(classical realism/domestic pressure); and (d) ‘US ally'(neo-realism/external-structural pressure). In addition to the four basic models above, this book attempts to reveal Japan's ‘core security identity'as a ‘global pacifist state'.

China was defeated during the first Sino-Japanese war and Japan was defeated during World War II including the second Sino-Japanese war. Since then, the relationship between China and Japan has varied between good and bad. The so-called pacifist clause of the Japanese Constitution (Article 9) binds the Japanese people forever to renounce war as a sovereign right of the nation and the threat or use of force as a means of settling international disputes. Beyond Pacifism argues that Japan must either repeal Article 9, or face a future in which Japan might be compelled to surrender sovereign authority in order to appease one or more of its immediate neighbors. If Japan cannot free itself of the constraints of its constitutional pacifism and choose to become a normal nation, willing and able to defend itself and its interests, it must endure what former Prime Minister Koizumi describes as the peace of slaves.Since 1952 Japan has followed the path of reinterpreting Article 9 in order to work around its pacifist strictures. Many Japanese party leaders—including prime ministers Abe and Koizumi—have called for Article 9 to be revised by the addition of a clause authorizing the use of force for the purpose of self-defense against aggression directed against the Japanese nation. Most foreign commentators and scholars urge Tokyo to continue to work around Article 9 without amendment.
