Damage to critical energy infrastructure as a result of terrorism, criminal activity or natural disaster can have a significant impact at both a national and international level. Reducing the vulnerability of critical infrastructure to protect populations is therefore a high priority for governments worldwide, and high-quality training courses and advanced technologies are imperative in this regard. This book presents edited contributions from the NATO Advanced Training Course (ATC) entitled ‘Critical Energy Infrastructure Protection: Innovative Structures and Materials for Blast and Ballistic Protection', held as a virtual event from 22 - 25 March 2021. The principal aim of the course was to gather specialists from NATO member and partner countries interested in protecting their critical infrastructure against terrorist attacks, and to share research and practical experience in this field. The meeting provided a forum for participants and speakers to disseminate their recent work, and also served to promote the exchange of ideas and international cooperation among scientists and engineers. The focus was on the physical protection of critical infrastructure in the face of certain types of intentional threat or accident, such as explosions, impacts and blast waves, and the experts shared their experience on topics including the mitigation of risks, classification of vulnerabilities, improvement of resilience, advanced protective materials, dynamic testing of materials and structures, simulations, and numerical prediction methods. The book will be of interest to all those whose work involves protecting critical infrastructure from the threat of terrorist attacks.

A ‘Black Swan'event is defined as an event with an exceptional or extraordinary character representing a surprise for the observer; one which has a wide impact and highlights something that has been neglected by observers in understanding what was critical in their system, procedure or unit. This book presents material from the NATO Advanced Research Workshop Black Swans on the Eastern Flank, held in Bucharest, Romania, on 18 and 19 April 2018. The workshop was designed as a response to the need to develop agile situational awareness and analysis capabilities and skills, correlated with horizon-scanning and strategic anticipation initiatives, and was conducted with particular reference to the Balkan and Black Sea regions and in the context of the broader destabilization and destructuring trends of the international security order, the challenges posed by increasing terrorism, the escalating dynamic of cyber-attack and information manipulation, and so called hybrid tactics, together with the broader impact of new technologies on security. Two situations were presented by each participating country to generate an analysis framework for the unexpected and challenging events for each state in the region; the situations likely to become their ‘Black Swans'between 2018-2020. The discussions during this Advanced Research Workshop highlighted the nature of the scenarios, their probability, impact and the means to tackle each situation, and the book aims to provide an instrument to better prepare the systemic prevention and response, and will be essential reading for anyone interested in potential future crises in this vulnerable part of Europe.

At the time of its adoption in October 2000, United Nations Security Council resolution 1325 on Women, Peace and Security (WPS) was hailed as a turning point for women involved in conflicts, peacemaking, peacekeeping and post-conflict reconstruction. Resolution 1325 required all efforts aimed at resolving conflicts and building peace to be inclusive, gender-sensitive and transformative for women. In recent years, National Action Plans (NAPs) on WPS have become one of the most commonly used tools by states to channel, assess and monitor the implementation of resolution 1325 and other UN WPS resolutions. This book presents an edited version of the proceedings of the NATO Advanced Research Workshop (ARW) on ‘National Action Plans on Women, Peace and Security', held in Dublin, Ireland, in May 2016. The workshop brought together representatives from various states, as well as academics, and members of civil society and international organizations, to discuss their experiences with NAPs and to critically reflect on the role of NAPs in supporting the implementation by states of the WPS framework. The aim of this book is to disseminate the key arguments, findings, and recommendations which emerged from the discussions held at the ARW. It includes a summary report which sets out key arguments and recommendations and offers a number of key papers from the ARW, with the intention of contributing to academic and policy debates concerning gender and armed conflict and, more particularly, the WPS framework.

ICT plays a crucial role in the pursuit of modernization in the countries of Slovenia, Croatia, Albania and Bulgaria, which form the South Eastern European (SEE) region., The quest for Euro-Atlantic integration and the undeniable necessity for direct foreign investment have encouraged the SEE countries to invest in the development of cyber technology, and it has become the dominant area for social, economic and political interaction within the region. This has had both positive and negative consequences. This book presents the proceedings of the NATO Advanced Training Course (ATC), held in Ohrid, former Yugoslav Republic of Macedonia, in December 2014. The ATC addressed serious concerns about terrorist use of cyber technology in South Eastern Europe, which not only has the potential to destabilize regional efforts to create a platform for increased development by creating a breeding ground for the training of extremists and the launching of cyber attacks, but also represents a direct and indirect threat to the security and stability of other NATO partner countries. This book presents papers from two NATO conferences: The Advanced Research Workshop “Enhancing Security Sector Governance through Education and Research”, held in June 2009, and the Advanced Study Institute “The Role of Security Sector Governance for the Democratic Transition of the Western Balkans” in June/ July of the same year, both of which took place in Plovdiv, Bulgaria. The focus of both events was on the common challenges faced by the political integration and security sector governance and education of the Balkan, Black Sea and Southern Caucasus areas. With participants from the whole of Europe, North America and the countries from the extended region from the Adriatic to the Caspian Sea, the conferences reunited speakers, experts and students involved in the topic of governance in transition countries. The articles in this book suggest ways for theoretical knowledge and practical experiences to be translated into sustainable practice; bridging expertise, education and practice, and thus addressing key issues in the global approach to security adaptation in the post-Cold War world. Its aim is to inform the next generation of reformers, civil actors and practitioners. The book also marks the 20th anniversary of the Cold War, and represents a chance to assess the progress made in this transitional region since the end of the 1980s. The approach to research in global security from the perspective of the life sciences presents a number of challenges. NATO (North Atlantic Treaty Organisation) and ESF (European Science Foundation), aware of the importance of this endeavor, have commissioned l'Institut Français d'Analyse Stratégique (IFAS) to organize a number of activities aimed at identifying potential areas for research. This book presents the findings of these investigations. Whilst the life sciences will of course continue their traditional activities and research, the intention is to establish an additional'security-oriented sector'for the new generation. Each discipline will contribute knowledge and specific methodologies to achieve an innovative interdisciplinary approach: history, geography, ethnology and psychology will interact with sociology, anthropology, philosophy and many other disciplines. The life sciences, social sciences, humanities and others including theology and the arts can work together under the umbrella of security. Since the end of the Cold War, the predominantly military security focus has been extended to include an interaction between individual and global spheres: the individual dimension (human security) and the'planet'dimension, as well as the related perception of connections between mankind and a fragile environment. This book takes into account the basic principles and the variables which must be considered to enable organizations worldwide, such as the EU (European Union), NATO, ASEAN (Association of South East Asian Nations) and SCO (Shanghai Cooperation Organization) to work together and to define areas of research for all institutes, think tanks and individuals willing to integrate into the extended security research network which is already being built.

The border between Canada and the United States separates political sovereignties, but not the shared themes of cultural, social, and economic history that have unfolded since the 18th century. Transnationalism brings together original works that focus on the shared histories of the United States and Canada that have over two centuries created a distinct North American identity and sensibility. Contributors explore the phenomenon of a North American history and discuss interactions between Canada and the United States from the eighteenth century to the present. Specific themes include the First Nations experience, national and North American identities and culture, social and economic cooperation, and issues of security and defence. Strategizing Resilience and Reducing Vulnerability stems in the main from papers presented at the Third CAMIS Security Management Conference, which was held at Birkbeck College, University of London, in September, 2007. The varied but integrated body of knowledge covers national security, corporate security, intelligence work, and disaster/emergency management and planning. A range of perspectives, disciplines, approaches and styles are evident in the work and many intellectually challenging topics, and issues are included for discussion. The work will be of interest to a wide and diverse audience, indeed, it will appeal to senior managers, security and intelligence experts, law enforcement personnel, disaster and emergency management practitioners, as well as policy makers and their advisors, and academics and university students. The arguments entered into, the conclusions drawn and the recommendations offered, should stimulate interest into the complex and evolving body of security knowledge. The insights produced will add to the theory building process and stimulate a wider interest in the subject. In order to deal effectively with future security challenges, governments will need to devise and implement effective counterterrorism strategies. This means that policy makers will focus attention on the linkages between national security frameworks and security sector reform, and ‘value-based'strategic planning. By understanding and broadening their knowledge of resilience, it should be possible for managers to devise a security architecture that embraces disaster and emergency management policies and practices. As a consequence, the knowledge and expertise acquired will be taken into areas such as security relating to major sporting events and this should ensure that the concept of security is placed in a wider and more strategic context than is the case at present. David Upton is a Director of has organised emergency response exercises in all continents and many industrial sectors. These have covered business continuity issues, industrial emergency response, and top-level crisis management. Clients include government organisations, agencies, utility companies, oil, gas, pharmaceutical, shipping and transportation companies. David is a member of the National Council of the Society of Industrial Emergency Services officers (SIESO), the Emergency Planning Society, and the Institute of Energy. A graduate of Cambridge University, he also studied at London Business School. He was formerly in the British Diplomatic Service, where he served in British Embassies in South Africa, Iran and Australia, and was also a Foreign Office Spokesman dealing with the world's media. The Second Annual Workshop on Privacy and Security, organized by the Center for Interdisciplinary Studies in Information Privacy and Security of the School of C- munication and Information at Rutgers University, was held on May 12, 2008 at the Hyatt Regency, New Brunswick, New Jersey, USA. A few of the papers in this volume were produced through a multi-step process. First, we recorded the talk given by each author at the workshop in May 2008. Next, we transcribed the recording. The authors then produced a draft of their paper from these transcriptions, refining each draft until the final version. Although the papers are not verbatim transcriptions of the talks given, some do retain the informal and conv- sational quality of the presentations. In one instance we have included some material from the question-and-answer period after the talk, since the material covered proved to be relevant and interesting. The majority of authors, however, preferred to include a more formal paper based on the material presented at the workshop.

In the past few years, intelligence and security informatics (ISI) research, which is concerned with the study of the development and use of advanced information te- nologies and systems for national and international security-related applications, has experienced tremendous growth and attracted substantial interest from academic - searchers in related fields as well as practitioners from both government agencies and industry. The ISI community is maturing, and a core set of research methodologies and technical approaches has emerged and is becoming the underpinning of ISI research. The first two meetings (ISI 2003 and ISI 2004) in the ISI symposium and conf- ence series were held in Tucson, Arizona. With sponsorship by the IEEE Intelligent Transportation Systems Society, ISI 2005 was held in Atlanta, Georgia. Building on the momentum of these ISI meetings, we held ISI 2006 in San Diego, California, in May 2006. In addition to the established and emerging ISI technical research topics, ISI 2006 included a track on terrorism informatics, which is a new stream of terrorism research leveraging the latest advances in social science methodologies, and infor- tion technologies and tools.

- Abstract
Section 1 presents interim and final reports on several research projects funded by IAMU. Section 2 presents a broad range of academic papers on the theme of maritime Security and MET. These range from the challenges faced by MET institutions worldwide in incorporating the new topic of maritime security into their syllabi, to the economic costs of the new maritime security regime to the shipping industry and to ports. Other topics are also covered, including the technical means of monitoring the movements of ships, and the social implications for seafarers on board ships. Section 3 includes papers on a variety of current MET issues, such as bridge resource management, quality management in MET, careers at sea, and ship handling and marine engineering simulators.
