We employ the metaphor of an educational ecosystem to explain how racial inequity in special education manifests in a midsized urban school district via equity expressions and experiences. We focus on two ecosystems operating at the mesol-evel within school districts:1) special education and 2) equity ecosystems. We show how these educational ecosystems converge and diverge when a state education agency (SEA) cites a local education agency (LEA) via federal disability legislation for racial disparities in special education outcomes—commonly referred to as racial disproportionality. Using document analysis and semistructured interview data, we empirically examine how equity and special education ecosystems converge and diverge and discuss the implications for addressing racialized inequities. We highlight that there was limited equity absorption across the two ecosystems and how racism and ableism are implicated in the convergences and divergences between the two systems. We conclude with recommendations for policy and practice.

Our team was awarded a grant by a private organization in partnership with a local research network to examine disparities in the special education referrals and services provided to young children in New York City (NYC). Our convergent mixed-methods study is exploring how the NYC preschool ecology--consisting of "process," "people" and "their positionalities," and "practices"--influences teachers' decisions to refer and include minoritized young children who are at risk for or have developmental delays or disabilities. In this colloquium we: (1) describe key issues in the US and the NYC contexts that led to this design; (2) present the study methodology, including its theoretical underpinnings; and (3) discuss implications for systems change in NYC.

This case study explores the role of adult siblings in bridging and brokering cultural and linguistic gaps in special education on behalf of their sibling with a disability. Focusing on the Le family, the study explores how Eunice Le, an adult sibling, is navigating communication between their Vietnamese-speaking family and the school, and advocating for their brother Kai, a culturally and linguistically diverse (CLD) student with autism. The case is premised on two key provisions within the Individuals with Disabilities Education Act (IDEA) that center on the Individualized Education Program (IEP) team configuration and parent participation. This case reveals the difficulties that arise when schools and families have divergent approaches to supporting students with disabilities and their extended families from racialized and minoritized communities.

We outline a multidimensional ecological systems policy framework to better understand how the Individuals with Disabilities Education Act (IDEA) and patterns of racial disproportionality in special education relate. The framework engages with ideology, power, privilege, and context across the multiple layers of the policy-implementation process and educational ecosystem. It highlights how policy reverberates through the educational ecosystem via interpretation and implementation flows spanning from the exo-, macro-, and meso levels (e.g., federal policy, state education agency (SEA) guidance, local education agency (LEA) officials' actions, educators) to the micro- level (e.g., families and students) and back up. The framework provides critical insights that can inform efforts to reduce racial and ability inequities.

In this article, we examine and explore how the recent US Supreme Court case on affirmative action within higher education will shape and contextualize disproportionate minority representation and its monitoring within a K-12 public school context for students with disabilities. That is, as the litigation and ultimate judicial decision shape how institutions of higher education advance affirmative action policies for the admission of racialized and ethnic minority college students, another unanswered question remains. Namely, how will K-12 public school districts both adhere to federal policy that mandates proportionate racial representation of students with disabilities within special education categories and support teachers and school systems with compliance to federal policy? Using a legal compliance focal point theoretical perspective, this article contextualizes the affirmative action conversation as one that must include guidance to education systems and teachers working to ensure federal compliance and racial equity within special education.
