Increasing adoption of the welfare state model over the decades has disempowered citizens in India. We need to enable people to make their own choices and define their own destinies. To this end, we have developed an Ontology-based Tantra Social Information Management Framework. Tantra Framework can be used to manage societal information holistically and bring about good governance and social change. This paper describes the Tantra Framework and how it can be applied to enable the Government of India to creatively target the money it spends in the social sector using a novel scheme called Flexible Social Benefit Plan (FSBP)
