The peculiarities of the social and economic conditions of Volyn Province during the First World War are considered in the study. The reasons for the development of the agricultural sector of the economy and its impact on the development of industry on the eve of the war are clarified. As a result of the region’s proximity to the theater of operations and the conscription of men into the active army after the start of hostilities in 1914, there was a shortage of employees in the agricultural sector. At the same time, the wages of employees increased. That caused the fact that in Western counties of Volhynia some of the agricultural lands in 1915 remained uncultivated. The key factors that influenced the deterioration of living standards of the region’s population, first of all, the poor, are analyzed in the paper. It is noted that the taking out of food from the region for the needs of the active army and the population of Galicia, which was occupied by Russian troops at the initial stage of the war, led to difficulties with the supply of some towns in the region. It is found out that as a result of the retreat of Russian troops in 1915, not only state institutions, enterprises, and secondary schools were evacuated from Volhynia, but also the local population was forcibly evicted from frontline counties. Such activities of the imperial power led to the impoverishment of a huge number of residents of the region. Particular attention is paid to the reasons for rising essential goods prices and the role of municipalities and zemstvos in their regulation and assistance to refugees. Based on an unbiased study of the documents, it is found that after the liberation of part of West Volhynia counties by the Russian troops, the social and economic situation in them was extremely tense. The vast majority of the rural population lacked not only seeds and livestock but also food. This, in turn, led to growing dissatisfaction with the actions of the imperial power, which was primarily concerned with supplying the army. In that situation, the provincial and county zemstvos made significant efforts to revive the war-torn agricultural sector. However, those plans did not improve the situation in the war-torn counties of Volyn Province and in most cases remained projects due to lack of funding.

Existing national and foreign approaches to the organization of the outsourcing services are studied and analyzed. It is established that the existing approaches carry fragment character and they do not provide the enterprise with the ability to substantially evaluate the necessity and the effectiveness of the outsourcing applying. It is offered to include the following items to the main stages of the outsourcing realization process within the activity of the machinery manufacturing plant: definition of the reasons for outsourcing, search of the partner, conclusion of the agreement, execution of the agreement, project closing. The method for outsourcing involvement efficiency is developed through comparing the relevant expenses of the enterprise, taking into consideration the structure of the conditionally changeable expenses. It is discovered that the current method provides the enterprise with the possibility to take a decision as to the possibility of outsourcing involvement, or execution of the functions independently. Practical recommendations for the enterprises as to the application of the outsourcing or the insourcing depending on the dominating conditionally constant or conditionally changeable expenses in the structure are developed. The approach to the evaluation of the outsourcing efficiency in accordance with the indicators system is established, which foresees the application of the developed key efficiency indicators system with finding of the integral value to take the decision about the efficiency of involvement of the outsourcing services is provided. Practical calculations of the efficiency and the effectiveness of the outsourcing involvement on the machinery building plants are presented.

The purpose of the article is to build a multi-vector structure of integrated governing of environmentally safe nature resources use according to the principles of a circular economy approach. Based on the the method of mode indicators and the method of fuzzy logic, the index of environmental safety of nature management has been determined. The interpretation of the essence of integrated administration of environmentally safe nature management is given. The organizational and economic mechanism and its implementation has been displayed. The mechanism of integral management as a set of appropriate measures is considered. A multi-vectoral structure is built, which provides for the formation of a system of mechanisms with adequate levers and tools. The providing, adaptive, functional, effective-target subsystem is characterized. The indicators of environmental, economic and social efficiency are determined, which are targeted guidelines when implementing integrated management. The requirements of a systematic approach for a comprehensive implementation of integrated management of natural resource potential are taken into account.

The purpose of the article is to show the role of international financial organizations in financing the development of the transportation network of Ukraine. It is shown the necessity of implementation of infrastructure projects for the development of the state economy and increase of its competitiveness. The structure of sources of financing in the development of highways is shown and the gradual reduction of the share of investments at the expense of the State budget and the insignificant role of public and private partnership in the transport sphere are revealed. The cooperation of Ukraine with international financial organizations: the International Bank of Reconstruction and Development, the European Bank of Reconstruction and Development, and the European Investment Bank in the implementation of infrastructure projects have been studied. A retrospective analysis of the available loan agreements was performed. The expected positive consequences of international investment for the transport sector of Ukraine and the economy as a whole have been identified. Information is given on real investment infrastructure projects with the participation of international financial institutions and the financial conditions of their implementation. The shifts in the arrangement of highways of Ukraine at the expense of international investments are listed.

This research focuses on the problem of water supply, and its solution requires scientific and practical approaches in environmental, engineering, economic and other fields. Practical recommendations to create an integrated water use system in Ukraine are based on the delimitation of its target subsystems. Special attention is paid to an integrated approach to water resources management, identification of key issues, clear conceptual modeling, strategy development, and production of ‘useful’ scientific information. It is important to study the role of coordinating government bodies in the field of water space monitoring. In particular, this mechanism involves the development of national program for monitoring the aquatic environment, the formation of budgets of all bodies and institutions; search for additional sources of funding and organizational methods. An important tool for improving the state of water resources is the implementation of international environmental standards and conventions. These strategic decisions are entrusted to the Ministries of Environment and other governing bodies. The use of software products generate significant amounts of data accumulated in various information banks. The main direction of the study is the concentration of information data in one key database. It will provide clear assess to the data aquatic environment and make analytical studies.

This paper focuses on the perceptions of sustainability and environmental protection expressed by the users of social networks (such as Facebook or WhatsApp). Forming the perception of climate change and environmental protection is a part of sustainable education. Social networks and Internet-based technologies might contribute to the process of gaining, processing and exchanging the information on sustainable development and to help to shape the social environmental awareness. Our results demonstrate that people who are familiar with the concept of sustainability consider environmental protection to be very important compared to those who are not familiar with this concept. In addition, it appears that people without any significant knowledge about sustainability are not interested in environmental protection. These outcomes suggest that sustainable education might help people in changing their perspectives and considering environmental protection to be essential for the future.
