The purpose of this research is to improve the analysis of the external anti-corrosive security conditions under multi-factor characteristics of pipeline corrosion and protection. With the analysis of multivariate connection in the set pair theory (SPA), the formula of four-elements connection degree of targeted corrosion and protection is proposed to improve the limitations and disadvantages of existing evaluation methods. It can consider the connection between indicators and reaches the comprehensive quantitative evaluation for the two aspects of pipeline corrosion and protection situation. The security tendency of SPA for the quantitative evaluation of the system is proposed to reasonably describe the system’s dynamic characteristics. With the field excavation comprehensive test data, evaluation results were verified, and it was consistent with the actual situation. This method might be helpful for the reasonable selection of pipeline safety investment. It also provides a basis for making scientific and efficient plans for pipeline maintenance with safety and economic consideration.
