Beginner musicians often struggle to identify specific errors in their performances, such as playing incorrect notes or rhythms. There are two limitations in existing tools for music error detection: (1) Existing approaches rely on automatic alignment; therefore, they are prone to errors caused by small deviations between alignment targets.; (2) There is a lack of sufficient data to train music error detection models, resulting in over-reliance on heuristics. To address (1), we propose a novel transformer model, Polytune, that takes audio inputs and outputs annotated music scores. This model can be trained end-to-end to implicitly align and compare performance audio with music scores through latent space representations. To address (2), we present a novel data generation technique capable of creating large-scale synthetic music error datasets. Our approach achieves a 64.1% average Error Detection F1 score, improving upon prior work by 40 percentage points across 14 instruments. Additionally, compared with existing transcription methods repurposed for music error detection, our model can handle multiple instruments. In this study, we investigate the impact of new LHC inclusive jet and dijet measurements on parton distribution functions (PDFs) that describe the proton structure, with a particular focus on the gluon distribution at large momentum fraction, $x$, and the corresponding partonic luminosities. We assess constraints from these datasets using next-to-next-to-leading-order (NNLO) theoretical predictions, accounting for a range of uncertainties from scale dependence and numerical integration. From the scale choices available for the calculations, our analysis shows that the central predictions for inclusive jet production show a smaller scale dependence than dijet production. We examine the relative constraints on the gluon distribution provided by the inclusive jet and dijet distributions and also explore the phenomenological implications for inclusive $H$, $t\bar{t}$, and $t\bar{t}H$ production at the LHC at 14 TeV., Comment: 37 pages, 20 figures, 8 tables

We present the application of the ACOT and S-ACOT general mass variable flavor number schemes to proton-proton collisions with particular attention to the production of final states with at least one heavy quark. Subtraction and residual heavy-quark parton distribution functions are introduced to facilitate the implementation of this scheme at higher orders in perturbative QCD. We present a methodology to streamline implementation of massive-quark radiative contributions in calculations with a variable number of active partons in proton-proton collisions. The methodology introduces \textit{subtraction} and \textit{residual} heavy-quark parton distribution functions (PDFs) to implement calculations in the Aivazis-Collins-Olness-Tung (ACOT) factorization scheme and its simplified realization in various processes up to the next-to-the-next-to-leading order in the QCD coupling strength. Interpolation tables for bottom-quark subtraction and residual distributions for CT18 NLO and NNLO PDF ensembles are provided in the common LHAPDF6 format. We review recent studies by the CTEQ-TEA group toward the development of a new generation of precision parton distribution functions in the nucleon for advanced studies at the high-luminosity LHC and in other experiments. Gamma-ray bursts (GRBs) are intense, short-lived bursts of gamma-ray radiation observed up to a high redshift ($z \sim 10$) due to their luminosities. Thus, they can serve as cosmological tools to probe the early Universe. However, we need a large sample of high$-z$ GRBs, currently limited due to the difficulty in securing time at the large aperture Telescopes. Thus, it is painstaking to determine quickly whether a GRB is high$z$ or low$-z$, which hampers the possibility of performing rapid follow-up observations. Previous efforts to distinguish between high$-$ and low$-z$ GRBs using GRB properties and machine learning (ML) have resulted in limited sensitivity. In this study, we aim to improve this classification by employing an ensemble ML method on 251 GRBs with measured redshifts and plateaus observed by the Neil Gehrels Swift Observatory. Incorporating the plateau phase with the prompt emission, we have employed an ensemble of classification methods to enhance the sensitivity unprecedentedly. Additionally, we investigate the effectiveness of various classification methods using different redshift thresholds, $z_{threshold}$=$z_t$ at $z_{t}=$ 2.0, 2.5, 3.0, and 3.5. We achieve a sensitivity of 87\% and 89\% with a balanced sampling for both $z_{t}=3.0$ and $z_{t}=3.5$, respectively, representing a 9\% and 11\% increase in the sensitivity over Random Forest used alone. Overall, the best results are at $z_{t} = 3.5$, where the difference between the sensitivity of the training set and the test set is the smallest. In these proceedings, we reiterate and extend the discussion of the Next-to-Leading Order (NLO) QCD analysis of the charged pion Parton Distribution Function (PDF) obtained within the Fant\^omas4QCD framework. The goal of the Fant\^omas analysis is to quantify the dependence on the parametrization form in global QCD analyses, with a first application to the pion PDFs. We highlight the anti-correlation between the experimentally allowed gluon and sea distributions in the pion, as made apparent by the sampling over parametrization forms. This result, for the sea and gluon sector, illustrates the importance of accounting for epistemic uncertainties in data-driven QCD analyses. We explore the role of parametrizations for nonperturbative QCD functions in global analyses, with a specific application to extending a phenomenological analysis of the parton distribution functions (PDFs) in the charged pion realized in the xFitter fitting framework. The parametrization dependence of PDFs in our pion fits substantially enlarges the uncertainties from the experimental sources estimated in the previous analyses. We systematically explore the parametrization dependence by employing a novel technique to automate generation of polynomial parametrizations for PDFs that makes use of B\'ezier curves. This technique is implemented in a C++ module Fant\^omas that is included in the xFitter program. Our analysis reveals that the sea and gluon distributions in the pion are not well disentangled, even when considering measurements in leading-neutron deep inelastic scattering. For example, the pion PDF solutions with a vanishing gluon and large quark sea are still experimentally allowed, which elevates the importance of ongoing lattice and nonperturbative QCD calculations, together with the planned pion scattering experiments, for conclusive studies of the pion structure., Comment: 22 pages, 15 figures

We report on a new framework to parametrize parton distribution functions (PDFs) and other hadronic nonperturbative functions using polynomial functions realized by B\'ezier curves. B\'ezier parameterizations produce a stable fit with a low number of free parameters, while competing in performance with neural networks and offering explicit interpretation. This document presents the initial scientific case for upgrading the Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab (JLab) to 22 GeV. It is the result of a community effort, incorporating insights from a series of workshops conducted between March 2022 and April 2023. With a track record of over 25 years in delivering the world's most intense and precise multi-GeV electron beams, CEBAF's potential for a higher energy upgrade presents a unique opportunity for an innovative nuclear physics program, which seamlessly integrates a rich historical background with a promising future. The proposed physics program encompass a diverse range of investigations centered around the nonperturbative dynamics inherent in hadron structure and the exploration of strongly interacting systems. It builds upon the exceptional capabilities of CEBAF in high-luminosity operations, the availability of existing or planned Hall equipment, and recent advancements in accelerator technology. Parton distribution functions (PDFs) play a central role in calculations for the Large Hadron Collider (LHC). To gain a deeper understanding of the emergence and interplay of constraints on the PDFs in the global QCD analyses, it is important to examine the relative significance and mutual compatibility of the experimental data sets included in the PDF fits. Toward this goal, we discuss the L2 sensitivity, a convenient statistical indicator for exploring the statistical pulls of individual data sets on the best-fit PDFs and identifying tensions between competing data sets. Unlike the Lagrange Multiplier method, the L2 sensitivity can be quickly computed for a range of PDFs and momentum fractions using the published Hessian error sets. We employ the L2 sensitivity as a common metric to study the relative importance of data sets in the recent ATLAS, CTEQ-TEA, MSHT, and reduced PDF4LHC21 PDF analyses at NNLO and approximate N3LO. We illustrate how this method can aid the users of PDFs to identify data sets that are important for a PDF at a given kinematic point, to study quark flavor composition and other detailed features of the PDFs, and to compare the data pulls on the PDFs for various perturbative orders and functional forms. We also address the feasibility of computing the sensitivities using Monte Carlo error PDFs. We outline the physics opportunities provided by the Electron Ion Collider (EIC). These include the study of the parton structure of the nucleon and nuclei, the onset of gluon saturation, the production of jets and heavy flavor, hadron spectroscopy and tests of fundamental symmetries. We review the present status and future challenges in EIC theory that have to be addressed in order to realize this ambitious and impactful physics program, including how to engage a diverse and inclusive workforce. In order to address these many-fold challenges, we propose a coordinated effort involving theory groups with differing expertise is needed. The question of the existence and possible magnitude of nonperturbative (often called "intrinsic") charm in the proton has long confounded attempts to cleanly isolate such a contribution in global analyses of high-energy experiments. In this letter, we show that the available (non)perturbative QCD theory and hadronic data have still not developed to a sufficient level to clearly resolve this problem. We highlight a number of challenging aspects that must be confronted in extracting nonperturbative charm in PDF fits, and in so doing, present an updated next-to-next-to-leading order CT analysis of fitted charm, CT18 FC, which we also compare to recent studies. This report was prepared on behalf of three Energy Frontier Topical Groups of the Snowmass 2021 Community Planning Exercise. It summarizes the status and implications of studies of strong interactions in high-energy experiments and QCD theory. We emphasize the rich landscape and broad impact of these studies in the decade ahead. Hadronic interactions play a central role in the high-luminosity Large Hadron Collider (LHC) physics program, and strong synergies exist between the (HL-)LHC and planned or proposed experiments at the U.S. Electron-Ion Collider, CERN forward physics experiments, high-intensity facilities, and future TeV-range lepton and hadron colliders. Prospects for precision determinations of the strong coupling and a variety of nonperturbative distribution and fragmentation functions are examined. We also review the potential of envisioned tests of new dynamical regimes of QCD in high-energy and high-density scattering processes with nucleon, ion, and photon initial states. The important role of the high-energy heavy-ion program in studies of nuclear structure and the nuclear medium, and its connections with QCD involving nucleons are summarized. We address ongoing and future theoretical advancements in multi-loop QCD computations, lattice QCD, jet substructure, and event generators. This report summarizes the work of the Energy Frontier Topical Group on EW Physics: Heavy flavor and top quark physics (EF03) of the 2021 Community Summer Study (Snowmass). It aims to highlight the physics potential of top-quark studies and heavy-flavor production processes (bottom and charm) at the HL-LHC and possible future hadron and lepton colliders and running scenarios.

We discuss heavy-flavor production at hadron colliders in recent global QCD analyses to determine parton distribution functions (PDFs) in the proton. We discuss heavy-flavor treatments in precision theory predictions at the LHC. In particular, we discuss factorization schemes in presence of heavy flavors in proton-proton collisions, as well as the impact of heavy-flavor production at the LHC on PDFs. In global QCD fits of parton distribution functions (PDFs), a large part of the estimated uncertainty on the PDFs originates from the choices of parametric functional forms and fitting methodology. We argue that these types of uncertainties can be underestimated with common PDF ensembles in high-stake measurements at the Large Hadron Collider and Tevatron. A fruitful approach to quantify these uncertainties is to view them as arising from sampling of allowed PDF solutions in a multidimensional parametric space. This approach applies powerful insights gained in recent statistical studies of large-scale population surveys and quasi-Monte Carlo integration methods. In particular, PDF fits may be affected by the big data paradox, which stipulates that more experimental data do not automatically raise the accuracy of PDFs -- close attention to the data quality and sampling of possible PDF solutions is as essential. To test if the sampling of the PDF uncertainty of an experimental observable is truly representative of all acceptable solutions, we introduce a technique (``a hopscotch scan'') based on a combination of parameter scans and stochastic sampling. With this technique, we show that the PDF uncertainty on key LHC cross sections at 13 TeV obtained with the public NNPDF4.0 fitting code is larger than the nominal uncertainty obtained with the published NNPDF4.0 Monte-Carlo replica sets, when accounting for the likelihood distribution. On the same grounds, the uncertainties on the charm distribution at a large momentum fraction $x$ and gluon PDF at small $x$ are enlarged. In this paper, we present a CT18 PDFs fitted with Leading-Order QCD perturbation theory. The CT18 LO PDFs is obtained within the general CT18 framework, along with two additional treatments being imposed to improve the quality of the fit. We take the $W$-boson charge asymmetry and inclusive single-top production at LHC as examples to illustrate the implication of the CT18 LO PDFs.

An overwhelming number of theoretical predictions for hadron colliders require parton distribution functions (PDFs), which are an important ingredient of theory infrastructure for the next generation of high-energy experiments. This whitepaper summarizes the status and future prospects for determination of high-precision PDFs applicable in a wide range of energies and experiments, in particular in precision tests of the Standard Model and in new physics searches at the high-luminosity Large Hadron Collider and Electron-Ion Collider. We discuss the envisioned advancements in experimental measurements, QCD theory, global analysis methodology, and computing that are necessary to bring unpolarized PDFs in the nucleon to the N2LO and N3LO accuracy in the QCD coupling strength. Special attention is given to the new tasks that emerge in the era of the precision PDF analysis, such as those focusing on the robust control of systematic factors both in experimental measurements and theoretical computations. Various synergies between experimental and theoretical studies of the hadron structure are explored, including opportunities for studying PDFs for nuclear and meson targets, PDFs with electroweak contributions or dependence on the transverse momentum, for incisive comparisons between phenomenological models for the PDFs and computations on discrete lattice, and for cross-fertilization with machine learning/AI approaches. Electron Ion Collider (EIC) is a particle accelerator facility planned for construction at Brookhaven National Laboratory on Long Island, New York by the United States Department of Energy. EIC will provide capabilities of colliding beams of polarized electrons with polarized beams of proton and light ions. EIC will be one of the largest and most sophisticated new accelerator facilities worldwide, and the only new large-scale accelerator facility planned for construction in the United States in the next few decades. The versatility, resolving power and intensity of EIC will present many new opportunities to address some of the crucial and fundamental open scientific questions in particle physics. We provide an overview of the status of Monte-Carlo event generators for high-energy particle physics. Guided by the experimental needs and requirements, we highlight areas of active development, and opportunities for future improvements. Particular emphasis is given to physics models and algorithms that are employed across a variety of experiments. These common themes in event generator development lead to a more comprehensive understanding of physics at the highest energies and intensities, and allow models to be tested against a wealth of data that have been accumulated over the past decades. A cohesive approach to event generator development will allow these models to be further improved and systematic uncertainties to be reduced, directly contributing to future experimental success. Event generators are part of a much larger ecosystem of computational tools. They typically involve a number of unknown model parameters that must be tuned to experimental data, while maintaining the integrity of the underlying physics models. Making both these data, and the analyses with which they have been obtained accessible to future users is an essential aspect of open science and data preservation. Theoretical predictions for particle production cross sections and decays at colliders rely heavily on perturbative Quantum Chromodynamics (QCD) calculations, expressed as an expansion in powers of the strong coupling constant $\alpha_s$. The current $\mathcal{O}(1\%)$ uncertainty of the QCD coupling evaluated at the reference Z boson mass, $\alpha_s(m_Z) = 0.1179 \pm 0.0009$, is one of the limiting factors to more precisely describe multiple processes at current and future colliders. A reduction of this uncertainty is thus a prerequisite to perform precision tests of the Standard Model as well as searches for new physics. This report provides a comprehensive summary of the state-of-the-art, challenges, and prospects in the experimental and theoretical study of the strong coupling. The current $\alpha_s(m_Z)$ world average is derived from a combination of seven categories of observables: (i) lattice QCD, (ii) hadronic $\tau$ decays, (iii) deep-inelastic scattering and parton distribution functions fits, (iv) electroweak boson decays, hadronic final-states in (v) $e^+e^-$, (vi) e-p, and (vii) p-p collisions, and (viii) quarkonia decays and masses. We review the current status of each of these seven $\alpha_s(m_Z)$ extraction methods, discuss novel $\alpha_s$ determinations, and examine the averaging method used to obtain the world-average value. Precision measurements of heavy-flavor hadroproduction at the Large Hadron Collider (LHC) have the ability to probe heavy-flavor parton distribution functions (PDFs) in the proton. Sensitivity of inclusive $B^\pm$ meson production cross section measurements at LHCb 13 TeV to the bottom-quark PDF is illustrated by using theory predictions obtained with a the S-ACOT-MPS general mass variable flavor number (GMVFN) scheme within the QCD factorization formula. This approach can easily be extended to other heavy-flavor production processes, such as $Z$ boson production in association with a bottom- or a charm-jet. The inclusion of such measurements will represent an important improvement for future global QCD analyses that aim at reducing uncertainties of heavy-flavor PDFs, provided that a consistent general mass treatment in $pp$ collisions is used. A precise knowledge of the quark and gluon structure of the proton, encoded by the parton distribution functions (PDFs), is of paramount importance for the interpretation of high-energy processes at present and future lepton-hadron and hadron-hadron colliders. Motivated by recent progress in the PDF determinations carried out by the CT, MSHT, and NNPDF groups, we present an updated combination of global PDF fits: PDF4LHC21. It is based on the Monte Carlo combination of the CT18, MSHT20, and NNPDF3.1 sets followed by either its Hessian reduction or its replica compression. Extensive benchmark studies are carried out in order to disentangle the origin of the differences between the three global PDF sets. In particular, dedicated fits based on almost identical theory settings and input datasets are performed by the three groups, highlighting the role played by the respective fitting methodologies. We compare the new PDF4LHC21 combination with its predecessor, PDF4LHC15, demonstrating their good overall consistency and a modest reduction of PDF uncertainties for key LHC processes such as electroweak gauge boson production and Higgs boson production in gluon fusion. We study the phenomenological implications of PDF4LHC21 for a representative selection of inclusive, fiducial, and differential cross sections at the LHC. High energy collisions at the High-Luminosity Large Hadron Collider (LHC) produce a large number of particles along the beam collision axis, outside of the acceptance of existing LHC experiments. The proposed Forward Physics Facility (FPF), to be located several hundred meters from the ATLAS interaction point and shielded by concrete and rock, will host a suite of experiments to probe Standard Model (SM) processes and search for physics beyond the Standard Model (BSM). In this report, we review the status of the civil engineering plans and the experiments to explore the diverse physics signals that can be uniquely probed in the forward region. FPF experiments will be sensitive to a broad range of BSM physics through searches for new particle scattering or decay signatures and deviations from SM expectations in high statistics analyses with TeV neutrinos in this low-background environment. Focusing on hadron scattering at large partonic momentum fractions $x$, we compare nonperturbative QCD predictions for the asymptotic behavior of DIS structure functions and parton distribution functions (PDFs) to the $x$ and $Q$ dependence of phenomenological PDFs. In the CT18 NNLO global QCD analysis, higher-order radiative contributions and functional mimicry of PDF parametrizations result in about one unit of uncertainty in the effective powers of $(1-x)$ falloff of nucleon PDFs. The Forward Physics Facility (FPF) is a proposal to create a cavern with the space and infrastructure to support a suite of far-forward experiments at the Large Hadron Collider during the High Luminosity era. Located along the beam collision axis and shielded from the interaction point by at least 100 m of concrete and rock, the FPF will house experiments that will detect particles outside the acceptance of the existing large LHC experiments and will observe rare and exotic processes in an extremely low-background environment. In this work, we summarize the current status of plans for the FPF, including recent progress in civil engineering in identifying promising sites for the FPF and the experiments currently envisioned to realize the FPF's physics potential. We then review the many Standard Model and new physics topics that will be advanced by the FPF, including searches for long-lived particles, probes of dark matter and dark sectors, high-statistics studies of TeV neutrinos of all three flavors, aspects of perturbative and non-perturbative QCD, and high-energy astroparticle physics., Comment: revised version, accepted by Physics Reports

We review progress in the global QCD analysis by the CTEQ-TEA group since the publication of CT18 parton distribution functions (PDFs) in the proton. Specifically, we discuss comparisons of CT18 NNLO predictions with the LHC 13 TeV measurements as well as with the FNAL SeaQuest and BNL STAR data on lepton pair production. The specialized CT18X PDFs approximating saturation effects are compared with the CT18sx PDFs obtained using NLL/NLO small-$x$ resummation. Short summaries are presented for the special CT18 parton distributions with fitted charm and with lattice QCD inputs. A recent comparative analysis of the impact of deuteron nuclear effects on the parton distributions by the CTEQ-JLab and CTEQ-TEA groups is summarized., Comment: 16 pages, 7 figures

We review strategies to unveil the primordial large-$x$ structure of the nucleons as well as the pion from hard-scattering experiments. Ideas are presented for learning about the $x\to 1$ limit of nonperturbative QCD dynamics at energy scales of order 1 GeV from collider experiments at much higher scales. The behavior of parton distributions at $x\to 1$ predicted by the quark counting rules and other low-energy theoretical approaches is contrasted with phenomenological PDFs. Polynomial mimicry of PDF parametrizations is one of many factors that influence the apparent power of the $(1-x)$ falloff. In these proceedings, we apply the recently developed S-ACOT-MPS factorization scheme at the next-to-leading order to prompt charm production at hadron colliders. It provides a good agreement with experimental data on charm meson production measured by LHCb at 7 and 13 TeV. Incompleteness in current knowledge of neutrino interactions with nuclear matter imposes a primary limitation in searches for leptonic CP violation carried out at long-baseline neutrino experiments. In this paper, we present a new computation that elevates the theoretical accuracy to next-to-next-to-leading order (NNLO) in QCD for charged-current deeply-inelastic scattering (DIS) processes relevant for ongoing and future neutrino programs. Mass-dependent quark contributions are consistently included across a wide range of momentum transfers in the SACOT-$\chi$ general-mass scheme. When appropriate, we further include N$^3$LO corrections in the zero-mass scheme. We show theoretical predictions for several experiments with neutrinos over a wide range of energies and at the upcoming Electron-Ion Collider. Our prediction reduces perturbative uncertainties to $\sim\!1\%$, sufficient for the high-precision objectives of future charged-current DIS measurements, and provides important theoretical inputs to experimental studies of leptonic mixing and CP violations., Comment: 7 pages, 4 figures; published version

This report describes the physics case, the resulting detector requirements, and the evolving detector concepts for the experimental program at the Electron-Ion Collider (EIC). The EIC will be a powerful new high-luminosity facility in the United States with the capability to collide high-energy electron beams with high-energy proton and ion beams, providing access to those regions in the nucleon and nuclei where their structure is dominated by gluons. Moreover, polarized beams in the EIC will give unprecedented access to the spatial and spin structure of the proton, neutron, and light ions. The studies leading to this document were commissioned and organized by the EIC User Group with the objective of advancing the state and detail of the physics program and developing detector concepts that meet the emerging requirements in preparation for the realization of the EIC. The effort aims to provide the basis for further development of concepts for experimental equipment best suited for the science needs, including the importance of two complementary detectors and interaction regions. This report consists of three volumes. Volume I is an executive summary of our findings and developed concepts. In Volume II we describe studies of a wide range of physics measurements and the emerging requirements on detector acceptance and performance. Volume III discusses general-purpose detector concepts and the underlying technologies to meet the physics requirements. Experimental measurements in deep-inelastic scattering and lepton-pair production on deuterium targets play an important role in the flavor separation of $u$ and $d$ (anti)quarks in global QCD analyses of the parton distribution functions (PDFs) of the nucleon. We investigate the impact of theoretical corrections accounting for the light-nuclear structure of the deuteron upon the fitted $u, d$-quark, gluon, and other PDFs in the CJ15 and CT18 families of next-to-leading order CTEQ global analyses. The investigation is done using the $L_2$ sensitivity statistical method, which provides a common metric to quantify the strength of experimental constraints on various PDFs and ratios of PDFs in the two distinct fitting frameworks. Using the $L_2$ sensitivity and other approaches, we examine the compatibility of deuteron data sets with other fitted experiments under varied implementations of the deuteron corrections. We find that freely-fitted deuteron corrections modify the PDF uncertainty at large momentum fractions and will be relevant for future PDFs affecting electroweak precision measurements., Comment: 28 pages, 13 multi-panel figures, 4 tables; updated to published version with comparisons to NNLO corrections and scale variations

We discuss strategies for comparisons of nonperturbative QCD predictions for parton distribution functions (PDFs) with high-energy experiments in the region of large partonic momentum fractions $x$. Analytic functional forms for PDFs cannot be uniquely determined solely based on discrete experimental measurements because of a mathematical property of mimicry of PDF parametrizations that we prove using a representation based on B\'ezier curves. Predictions of nonperturbative QCD approaches for the $x$ dependence of PDFs instead should be cast in a form that enables decisive comparisons against experimental measurements. Predictions for effective power laws of $(1-x)$ dependence of PDFs may play this role. Expectations for PDFs in a proton based on quark counting rules are compared against the effective power laws of $(1-x)$ dependence satisfied by CT18 next-to-next-to-leading order parton distributions. The Large Hadron electron Collider (LHeC) is designed to move the field of deep inelastic scattering (DIS) to the energy and intensity frontier of particle physics. Exploiting energy recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High Luminosity--Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron-proton and proton-proton operation. This report represents an update of the Conceptual Design Report (CDR) of the LHeC, published in 2012. It comprises new results on parton structure of the proton and heavier nuclei, QCD dynamics, electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics in extending the accessible kinematic range in lepton-nucleus scattering by several orders of magnitude. Due to enhanced luminosity, large energy and the cleanliness of the hadronic final states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, the report represents a detailed updated design of the energy recovery electron linac (ERL) including new lattice, magnet, superconducting radio frequency technology and further components. Challenges of energy recovery are described and the lower energy, high current, 3-turn ERL facility, PERLE at Orsay, is presented which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution and calibration goals which arise from the Higgs and parton density function physics programmes. The strong force which binds hadrons is described by the theory of Quantum Chromodynamics (QCD). Determining the character and manifestations of QCD is one of the most important and challenging outstanding issues necessary for a comprehensive understanding of the structure of hadrons. Within the context of the QCD parton picture, the Parton Distribution Functions (PDFs) have been remarkably successful in describing a wide variety of processes. However, these PDFs have generally been confined to the description of collinear partons within the hadron. New experiments and facilities provide the opportunity to additionally explore the transverse structure of hadrons which is described by Generalized Parton Distributions (GPDs) and Transverse Momentum Dependent Parton Distribution Functions (TMD PDFs). In our previous review, we compared and contrasted the two main approaches used to determine the collinear PDFs: the first based on perturbative QCD factorization theorems, and the second based on lattice QCD calculations. In the present report, we provide an update of recent progress on the collinear PDFs, and also expand the scope to encompass the generalized PDFs (GPDs and TMD PDFs). We review the current state of the various calculations, and consider what new data might be available in the near future. We present the new parton distribution functions (PDFs) from the CTEQ-TEA collaboration, obtained using a wide variety of high-precision Large Hadron Collider (LHC) data, in addition to the combined HERA I+II deep-inelastic scattering data set, along with the data sets present in the CT14 global QCD analysis. New LHC measurements in single-inclusive jet production with the full rapidity coverage, as well as production of Drell-Yan pairs, top-quark pairs, and high-$p_T$ $Z$ bosons, are included to achieve the greatest sensitivity to the PDFs. The parton distributions are determined at NLO and NNLO, with each of these PDFs accompanied by error sets determined using the Hessian method. Fast PDF survey techniques, based on the Hessian representation and the Lagrange Multiplier method, are used to quantify the preference of each data set to quantities such as $\alpha_s(m_Z)$, and the gluon and strange quark distributions. We designate the main resulting PDF set as CT18. The ATLAS 7 TeV precision $W/Z$ data are not included in CT18, due to their tension with other data sets in the global fit. Alternate PDF sets are generated including the ATLAS precision 7 TeV $W/Z$ data (CT18A), a new scale choice for low-$x$ DIS data (CT18X), or all of the above with a slightly higher choice for the charm mass (CT18Z).
