Digital technologies and digitalization represent a growing trend across countries in Europe, especially for developed economies and markets. Today, it is commonly acknowledged that an important factor for the SMEs’ competitiveness, growth, and success, is the implementation of digital innovation and new tools. The varied and multidimensional reasons that either help or prevent SMEs from adopting digital tools and innovation, nevertheless, are numerous, and the ability of SMEs in Europe to obtain digital advancement and innovation is examined in this paper in relation to the influence of external factors such as governmental policies. By analysing different governmental policies among the EU, the aim of this paper is to establish a connection between various regulations and the innovation performance of Romanian SMEs.

The purpose of this paper is to highlight the spatial-temporal distribution of hydrological alert messages issued at the national level in the last two years, with a special focus on the accomplished percentage of the forecasted projected information. This paper used information from the database generated within National Institute of Hydrology and Water Management as part of the National Administration of Romanian Waters (NARW), which is the national authority to elaborate and distribute the warnings and alerts for immediate phenomena in Romania. The criteria for validating the hydrological warnings were based on the achievement of the predicted stream defense water levels, reaching precipitation thresholds or the existence/evidence of recorded damages. The actual analysis was carried out on the major hydrographic basins associated with the regional basin administrations. Three particular case studies were also analyzed, which spatially cover three distinct heterogeneously positioned regions, in order to have a better representativeness: the upper part of Someșului Mare river, the Bistrița, Moldova and Suceava rivers in Suceava county and the lower basin of Jiu River with its tributaries, as well as the Danube River on its sector within Iron Gates II Dam and its confluence with the Jiu River.

Against the background of an increasingly restricted mining activity at the national level, due to the high economic costs, the active and conservation mining objectives sporadically register environmental incidents, which affects mainly the aquatic environment. Thus, in the context of excess rainfall, internal erosion processes associated with dikes and structures related to tailings ponds, poor management of the galleries under conservation can lead to the triggering of accidental pollution with mine waters and wastewaters from tailing ponds of the natural hydrographic network. The analysis of these events was done both from the perspective of spatial and temporal distribution, with a focus on the nature of involved polluting substances and the transfer of pollution waves on the local and regional hydrographic network system. The paper used information from the database of the Romanian National Water Administration, obtained as a result of the post-event investigations carried out through the Water Basin Administrations and their associated laboratories for the period 2017-2023.

10. Decellularized Macroalgae as Complex Hydrophilic Structures for Skin Tissue Engineering and Drug Delivery

Due to their indisputable biocompatibility and abundant source, biopolymers are widely used to prepare hydrogels for skin tissue engineering. Among them, cellulose is a great option for this challenging application due to its increased water retention capacity, mechanical strength, versatility and unlimited availability. Since algae are an unexploited source of cellulose, the novelty of this study is the decellularization of two different species, freshly collected from the Black Sea coast, using two different chemical surfactants (sodium dodecyl sulphate and Triton X-100), and characterisation of the resulted complex biopolymeric 3D matrices. The algae nature and decellularization agent significantly influenced the matrices porosity, while the values obtained for the hydration degree included them in hydrogel class. Moreover, their capacity to retain and then controllably release an anti-inflammatory drug, ibuprofen, led us to recommend the obtained structures as drug delivery systems. The decellularized macroalgae hydrogels are bioadhesive and cytocompatible in direct contact with human keratinocytes and represent a great support for cells. Finally, it was noticed that human keratinocytes (HaCaT cell line) adhered and populated the structures during a monitoring period of 14 days.

Cracked and deteriorated asphalt are common problems on our roads, leading to safety concerns and requiring significant resources for rehabilitation and reconstruction. This study investigates bio-fog seals, a promising eco-friendly solution utilizing bio-based rejuvenators. These treatments penetrate aged asphalt, restoring its flexibility and resistance to cracking. We assessed the effectiveness of two bio-fog seal formulations—one containing sub-epoxidized soybean oil (SESO) and the other combining SESO with a biopolymer (BioMag). Applied to real pavement sections, the research evaluated how these bio-seals impacted key performance factors, such as stiffness, permeability, and drying time, and safety factors, including skid resistance and pavement marking visibility. The results indicate the bio-seals did not compromise skid resistance and the reflectivity of the markings, eliminating the need for repainting stripes. Additionally, they successfully reduced pavement stiffness, making the asphalt more flexible and crack-resistant. Remarkably, with rapid setting times, under 30 min, these treatments minimize traffic disruption and do not require a blotter material. Overall, this research demonstrates the potential of bio-fog seals as a sustainable solution for extending pavement lifespan and lowering long-term maintenance costs.

We review the equation of state (EoS) models covering a large range of temperatures, baryon number densities and electron fractions presently available on the \textsc{CompOSE} database. These models are intended to be directly usable within numerical simulations of core-collapse supernovae, binary neutron star mergers and proto-neutron star evolution. We discuss their compliance with existing constraints from astrophysical observations and nuclear data. For a selection of purely nucleonic models in reasonable agreement with the above constraints, after discussing the properties of cold matter, we review thermal properties for thermodynamic conditions relevant for core-collapse supernovae and binary neutron star mergers. We find that the latter are strongly influenced by the density dependence of the nucleon effective mass. The selected bunch of models is used to investigate the EoS dependence of hot star properties, where entropy per baryon and electron fraction profiles are inspired from proto-neutron star evolution. The $\Gamma$-law analytical thermal EoS used in many simulations is found not to describe well these thermal properties of the EoS. However, it may offer a fair description of the structure of hot stars whenever thermal effects on the baryonic part are small, as shown here for proto-neutron stars starting from several seconds after bounce., Comment: 34 pages, 27 figures; contribution to the EPJ A Topical Issue "CompOSE: a repository for Neutron Star Equations of State and Transport Properties"

14. The effectiveness of the tissue engineering in the obtaining of the biological materials from the extracellular matrix

Background: The present work describes the possibility of manufacturing biomaterials from the extracellular matrix for the treatment of the skin wounds. Biomedical collagen-based materials are clinically effective. Collagen is the most abundant and major component of the skin. Porcine collagen is almost similar to the human collagen, it is not immunogenic when used for the therapeutic purposes. Biomaterials can be obtained from the decellularized dermis, being a matrix rich in the collagen and glycoproteins. Material and methods: 3 parallel groups of biomaterials were established and the average value was calculated. To ensure the effectiveness of the decellularization process, the decellularized porcine dermis was compared with the intact sample using qualitative and quantitative criteria. Results: Histologically, the decellularized tissues revealed the presence of fewer cells. As a result, were removed approximately 80.5% of the genetic material from porcine dermal structures, demonstrated by the spectrophotometric quantification of deoxyribonucleic acid. In vitro graft degradation study in 0.01 M phosphate buffer pH 7.4 combined with collagenase, demonstrated a significant (p < 0.05) loss of collagen sponge mass by 100% over one hour in the group II compared to the decellularized dermis in group I which decreased in the weight by 91.3% during 35 hours. Conclusions: Acellular biomaterials are immunologically inert, have hydrophilic and biodegradable properties, thus they can play a key role in the wound care, exerting the transfer of the bioactive molecules and drugs directly into the wound.

A study of a dual rotor radial flux, fractional slot concentrated wound permanent magnet synchronous machine is presented in this paper. The proposed structure is analyzed in two different magnetic polarity configurations of the opposing rotors poles, for performance evaluation. 2D and 3D Finite Element Method simulation results are presented along with experimental validation tests performed on physical prototype under different working conditions, for both considered configurations. The main goal was to achieve a higher power density for the machine. In addition to this, production cost reduction by modularity fabrication techniques, and increasing efficiency through the use of grain-oriented electric steel were considered and studied.

17. In Vitro Biological Evaluation of an Alginate-Based Hydrogel Loaded with Rifampicin for Wound Care

We report a biocompatible hydrogel dressing based on sodium alginate-grafted poly(N-vinylcaprolactam) prepared by encapsulation of Rifampicin as an antimicrobial drug and stabilizing the matrix through the repeated freeze–thawing method. The hydrogel structure and polymer-drug compatibility were confirmed by FTIR, and a series of hydrogen-bond-based interactions between alginate and Rifampicin were identified. A concentration of 0.69% Rifampicin was found in the polymeric matrix using HPLC analysis and spectrophotometric UV–Vis methods. The hydrogel’s morphology was evaluated by scanning electron microscopy, and various sizes and shapes of pores, ranging from almost spherical geometries to irregular ones, with a smooth surface of the pore walls and high interconnectivity in the presence of the drug, were identified. The hydrogels are bioadhesive, and the adhesion strength increased after Rifampicin was encapsulated into the polymeric matrix, which suggests that these compositions are suitable for wound dressings. Antimicrobial activity against S. aureus and MRSA, with an increased effect in the presence of the drug, was also found in the newly prepared hydrogels. In vitro biological evaluation demonstrated the cytocompatibility of the hydrogels and their ability to stimulate cell multiplication and mutual cell communication. The in vitro scratch assay demonstrated the drug-loaded alginate-grafted poly(N-vinylcaprolactam) hydrogel’s ability to stimulate cell migration and wound closure. All of these results suggest that the prepared hydrogels can be used as antimicrobial materials for wound healing and care applications.

Rezumat.Datele prezentate fac parte componentă a reviului de literatură/rezultatele obținute în cadrul proiectului „Program de Stat 2020-2023” cu cifrul 20.80009.8007.04.Hipertensiunea arterială rămâne a fi un factor major de morbiditate și mortalitate cardiovasculară la nivel global. Dificultățile cu care se confruntă clinicienii pentru a obține controlul adecvat al valorilor tensionale la pacienții cu HTA rezistentă au impus la dezvoltarea unor metode alternative de tratament bazat pe dispozitive, unul dintre aceștia fiind desimpatizarea arterelor renale.În lucrare actuală sunt prezentate rezultatele studiului realizat în Departamentul Hipertensiuni arteriale a Institutului de Cardiologie privind evaluarea eficacității și siguranței desimpatizării arterelor renale la pacienții cu HTA rezistentă la doi ani postprocedural.

In recent years, increasing interest has been accorded to polyester-based polymer microstructures, driven by their promising potential as advanced drug delivery systems. This study presents the preparation and characterization of new polymeric microparticles based on poly(ethylene brassylate-co-squaric acid) loaded with norfloxacin, a broad-spectrum antibiotic. Polymacrolactone was synthesised in mild conditions through the emulsion polymerization of bio-based and renewable monomers, ethylene brassylate, and squaric acid. The microparticles were obtained using the precipitation technique and subsequently subjected to comprehensive characterization. The impact of the copolymer/drug ratio on various properties of the new system was systematically evaluated, confirming the structure of the copolymer and the encapsulation of norfloxacin. The microspheres are approximately spherical and predominantly homogeneously distributed. The average hydrodynamic diameter of the microparticles falls between 400 and 2000 nm, a decrease that is observed with the increase in norfloxacin content. All samples showed good encapsulation efficiency and drug loading capacity, with the highest values obtained for microparticles synthesised using an equal ratio of copolymer and drug. In vitro drug release results disclose that norfloxacin molecules are released in a sustained biphasic manner for up to 24 h. Antimicrobial activity was also studied, with samples showing very good activity against E. coli and moderate activity against S. aureus and E. faecalis. In addition, HDFA human fibroblast cell cultures demonstrated the cytocompatibility of the microparticles.

ABSTRACTThe paper describes the creation of a historical reference map of the mid-southern region of Transylvania (nowadays in central Romania) in 1848. This area was shaped by the presence of the Transylvanian Saxons, the ethnic German descendants of the settlers invited here by the kings of Hungary during the High Middle Ages. Transylvania became part of the Habsburg Empire at the end of the seventeenth century and was elevated to the status of a Grand Principality in 1765. The map is primarily based on historical cartographic documents and written publications, but also integrates digital geo-spatial datasets. It was produced at a scale of 1:400 000 and includes the hydrography, the administrative boundaries, the main roads, the postal stations and all the settlements attested in the Transylvanian Saxon administrative subdivisions before the mid-nineteenth century.

28. Applying a Transformative Justice Approach to Encourage the Participation of Black and Latina Girls in Computing

- Abstract
Global protests and civil unrest in 2020 has renewed the world's interest in addressing injustice due to structural racism and oppression toward Black and Latinx people in all aspects of society, including computing. In this article, we argue that to address and repair the harm created by institutions, policies, and practices that have systematically excluded Black and Latina girls from computer science, an intersectional, transformative justice approach must be taken. Leveraging testimonial authority, we share our past 8 years of experience designing, implementing, and studying Digital Youth Divas, a programmatic and systemic approach to encouraging middle school Black and Latina girls to participate in STEM. Specifically, we propose three principles to counter structural racism and oppression embedded in society and computing education: computing education must: (1) address local histories of injustice by engaging community members; (2) counter negative stereotypes perpetuated in computer science by creating inclusive safe spaces and counter-narratives; and (3) build sustainable, computational capacity in communities. To illustrate each principle, we provide specific examples of the harm created by racist policies and systems and their effect on a specific community. We then describe our attempt to create counter structures and the subsequent outcomes for the girls, their families, and the community. This work contributes a framework for STEM and computing educators to integrate transformative justice as a method of repairing the harm that both society and the field of computing has and continues to cause Black and Latinx communities. We charge policy makers, educators, researchers, and community leaders to examine histories of oppression in their communities and to adopt holistic, transformative approaches that counter structural oppression at the individual and system level.

Multiple sclerosis (MS), the most common autoimmune neurological disease of young people, is a significant burden for the patient, significantly decreasing the quality of life. Besides motor deficits, sensory problems, and vision loss, in recent years, neurologists have focused also on the cognitive impairment related to this condition. The early detection of cognitive disturbances is currently an essential part of MS patients’ follow-ups, as any worsening suggests the inefficiency of the applied treatment and the need for a therapeutic switch. In this regard, this review aims to highlight the importance of cognitive screening tests in the periodical evaluation of MS patients. While in the first part, the most frequently used cognitive screening tests in Romania are presented in a detailed manner, in the second part of the article, the clinical impact of these tests is highlighted, based on the results of the most relevant randomized clinical trials published during the last 10 years. Finally, the authors suggest future research directions to improve cognitive screening testing in MS patients after exposing the limitations of currently used screening batteries.

40. Structural and physical characteristics of the dermal decellularized structures evaluation

Introduction: Decellularized biomaterials derived from the biological tissues are ideal for tissue engineering applications because they mimic the biochemical composition of the native tissue. The physical and structural properties of the scaffold are important in the fields of tissue engineering and regenerative medicine. Material and methods: Study material was 20 decellularized dermal grafts. 10 samples were obtained from piglets slaughtered in the slaughterhouse. Other tissues (n=10) were received from the donor from the Human Tissue and Cell Bank of the Republic of Moldova. Extracellular matrices were obtained by decellularization with 0.5% sodium dodecyl sulfate/0.1% EDTA solution. The evaluation of the structural characteristics was carried out by the histological examination with hematoxylin and eosin, scanning electron microscopy and the quantification of the amount of deoxyribonucleic acids. Assessment of the physical characteristics included analysis of extracellular matrix volume porosity, density, and swelling rate. Results: Histological examination revealed fewer cells in decellularized tissues compared to non-decellularized ones. More than 80.5% of nucleic acids were removed from porcine matrix and 82.5% of genetic material – from decellularized human dermal structures. Background: The tissue engineering is the evolving science that combines cells, biomaterials and biochemical factors aimed at restoring, maintaining and substituting different types of tissue. An important role is played by the use of the stem cells in various fields of medicine, including ophthalmology, namely in cases of retinopathies and optic nerve atrophy. Conclusions: Current treatment of the optic nerve atrophy is based on the etiological causes or late complications. Considering the availability of advanced therapies, stem cell therapy offers a new approach in the treatment of the atrophy of the optic nerve. Being easy to harvest and cultivate, mesenchymal stem cells are most commonly used in regenerative medicine, they can be induced to differentiate into cartilage, tendons, adipose tissue and other cell lines. Mesenchymal stem cell harvesting has no ethical issues compared to embryonic stem cell harvesting. The major histocompatibility factor II is not expressed on the surface of mesenchymal stem cells, and this great advantage allows their use in autologous or allogenic form. Mesenchymal stem cells produce growth factors with paracrine action that are thought to activate endogenous repair mechanisms, due to these properties mesenchymal stem cells have been used in several clinical studies in optic nerve disorders where immunomodulatory and neuroprotective properties have been demonstrated. All of the properties mentioned above stand for the clinical use of mesenchymal stem cells in case of optic nerve atrophy.

42. Joint cartilage experimental defect regeneration by hierarchic biphasic combined grafts

Background: The existing surgical techniques used to regenerate articular cartilage fail. Utilisation of hierarchical, biphasic structures obtained from osteochondral tissue, through demineralisation, decellularization, longitudinal perforation and combination with chondroprogenitor cells, presents a high potential in cartilage defects regeneration. Material and methods: The research was performed on 36 rabbits, separated equally in two experimental and one control group. In the experimental groups, the experimental osteochondral defects of 4-4.5 mm in depth, were performed with a 3.7 drill bit at the level of weight bearing surface of the medial femoral condyle. In the 1st group the defects were treated with grafts combined with autologous chondrocytes, and in the 2nd group with grafts combined with autologous mesenchymal stem cells. In the control group, cartilaginous defects were treated by transferring the osteochondral plugs taken from the trochlear groove. The rabbits were removed from the experiment at 6 and 12 weeks. The results were evaluated by Unified Histological Score of Regenerated Cartilage (UHSRC). Results: At 6 weeks, according to UHSRC, the 1st group had 28.33±1.53 points, the 2nd group –27.67±2.08 points and the control group –26.33±1.53 points (p˃0.1; p˃0.2). At 12 weeks the 1st group had 18.68±5 points, the 2nd group –14.89±3.76 points and the control group –17.22 ±4.84 points (p˃0.5; p˃0.2). Conclusions: According to UHSRC, the experimental groups don’t show a significant difference compared to the control group at 6 and 12 weeks, also the quality of regenerated cartilage is poor.

43. Morphological evaluation of the amniotic membrane decellularization

Background: Biological materials derived from decellularized tissues could be a good basis for progress in regenerative medicine while maintaining the main components of the extracellular matrix. A promising scaffold for tissue-engineered is the human amniotic membrane. It is one of the oldest biomaterials used for scaffolds. Material and methods: 3 placentas were obtained through Human Tissue Bank. Under sterile condition human amniotic membrane was collected. The human amniotic membrane was treated with 0.5% of sodium dodecyl sulphate (SDS), 1% Triton for 24 and 5 hours. Amniotic membrane decellularization was also carried out in combination with ultrasound bath for 20 minutes 3 times. For morphological and structure evaluation of human amniotic membrane the scanning electron microscopy of native amniotic membrane and histology of decellularized and native amniotic membrane were performed. Results: The human amniotic membrane decellularization process with 0.5% SDS solution and 1% Triton solution showed that decellularization for 24 hours is too aggressive for human amniotic membrane structure. The decellularization for 5h with 1% Triton solution was incomplete. Conclusions: The method of decellularization with 0.5% SDS solution is more suitable for amniotic membrane decellularization and can be performed in only 5 hours. The use of ultrasound bath did not have a significant effect on the obtained results.

Nowadays the corporate sector is a prominent stakeholder in the sustainability field. Companies across the world are starting to look at more environmentally friendly business practices, largely because of the urgent climate situation and because of the highest demand for these practices from the market. Furthermore, sustainability disclosure, formerly entirely optional, has progressively become required in several nations during the past years, especially in the European Union and among businesses and production sectors. Plus, the Non-Financial Reporting Directive (NFRD), which requires certain major corporations with EU headquarters to provide sustainability data, was adopted by the European Parliament in 2014. Later, additional regulatory actions have been taken, and in 2021 the European Commission has launched a new political agreement on the Corporate Sustainability Reporting Directive (CSRD), to respond to the growing criticism regarding the reporting criteria, while increasing the reporting obligations’ level of detail. The given paper is focused on the analysis of the processes of sustainability of Romanian and European companies, more exactly about the most common CSR practices of companies. This paper aims to provide further implications for policymakers, students and researchers whilst promoting sustainability and being of use to business leaders.

Known as the degenerative disease of the knee with the highest prevalence, knee osteoarthritis (KOA) is characterized by a gradual destructive mechanism that, in severe cases, can provoke the need for total knee substitution. As the disease progresses, various enzymatic, immunological, and inflammatory processes abnormally degrade hyaluronic acid (HA), SF’s main component, and affect the concentrations of specific proteins, with the final results seriously endangering synovial fluid (SF)’s rheological and tribological features and characteristics. No effective treatments have been found to stop the progression of KOA, but the injection of HA-based viscoelastic gels has been considered (alone or combined with physiotherapy (PT)) as an alternative to symptomatic therapies. In order to evaluate the effect of viscosupplementation and PT on the characteristics of SF, SF aspirated from groups treated for KOA (HA Kombihylan® and groups that received Kombihylan® and complex PT) was analyzed and compared from analytical, spectrophotometrical, and rheological perspectives. In the patients treated with PT, the SF extracted 6 weeks after viscosupplementation had a superior elastic modulus (G′) and viscous moduli (G″), as well as a homogeneous distribution of proteins and polysaccharides. The viscosupplementation fluid improved the bioadhesive properties of the SF, and the use of the viscosupplementation fluid in conjunction with PT was found to be favorable for the distribution of macromolecules and phospholipids, contributing to the lubrication process and the treatment of OA-affected joints.

Summary: Genetics have nominated many schizophrenia risk genes and identified convergent signals between schizophrenia and neurodevelopmental disorders. However, functional interpretation of the nominated genes in the relevant brain cell types is often lacking. We executed interaction proteomics for six schizophrenia risk genes that have also been implicated in neurodevelopment in human induced cortical neurons. The resulting protein network is enriched for common variant risk of schizophrenia in Europeans and East Asians, is down-regulated in layer 5/6 cortical neurons of individuals affected by schizophrenia, and can complement fine-mapping and eQTL data to prioritize additional genes in GWAS loci. A sub-network centered on HCN1 is enriched for common variant risk and contains proteins (HCN4 and AKAP11) enriched for rare protein-truncating mutations in individuals with schizophrenia and bipolar disorder. Our findings showcase brain cell-type-specific interactomes as an organizing framework to facilitate interpretation of genetic and transcriptomic data in schizophrenia and its related disorders.

Due to their indisputable biocompatibility and abundant source, biopolymers are widely used to prepare hydrogels for skin tissue engineering. Among them, cellulose is a great option for this challenging application due to its increased water retention capacity, mechanical strength, versatility and unlimited availability. Since algae are an unexploited source of cellulose, the novelty of this study is the decellularization of two different species, freshly collected from the Black Sea coast, using two different chemical surfactants (sodium dodecyl sulphate and Triton X-100), and characterisation of the resulted complex biopolymeric 3D matrices. The algae nature and decellularization agent significantly influenced the matrices porosity, while the values obtained for the hydration degree included them in hydrogel class. Cracked and deteriorated asphalt are common problems on our roads, leading to safety concerns and requiring significant resources for rehabilitation and reconstruction. This study investigates bio-fog seals, a promising eco-friendly solution utilizing bio-based rejuvenators. These treatments penetrate aged asphalt, restoring its flexibility and resistance to cracking. We assessed the effectiveness of two bio-fog seal formulations—one containing sub-epoxidized soybean oil (SESO) and the other combining SESO with a biopolymer (BioMag). Applied to real pavement sections, the research evaluated how these bio-seals impacted key performance factors, such as stiffness, permeability, and drying time, and safety factors, including skid resistance and pavement marking visibility. The results indicate the bio-seals did not compromise skid resistance and the reflectivity of the markings, eliminating the need for repainting stripes. Additionally, they successfully reduced pavement stiffness, making the asphalt more flexible and crack-resistant. Remarkably, with rapid setting times, under 30 min, these treatments minimize traffic disruption and do not require a blotter material. Overall, this research demonstrates the potential of bio-fog seals as a sustainable solution for extending pavement lifespan and lowering long-term maintenance costs. [ABSTRACT FROM AUTHOR]
