As countries become increasingly integrated into the global economy, increased trade links with other countries translate into increased access to better or cheaper imports and increased demand for exports. Both can have an impact on consumers, producers and workers through household consumption, household production, and labor incentives. The channels through which increased trade integration can affect labor include: (i) the consumption channel, typically leading to an increase in purchasing power and therefore higher real wages, and (ii) the employment effect due to increased labor demand. The extent of these gains to trade will depend on the incidence of trade policies or trade shocks; in other words, the impact will depend on which products become less expensive, which sectors increase demand for skilled or unskilled labor, and which workers can access these new jobs. This report utilizes a range of methodologies and datasets that implicitly link trade and jobs; by using these complementary analytical approaches, we generate multiple perspectives on Lao PDR’s recent labor market outcomes, and their implications for Lao PDR’s current and future trade competitiveness.

Growth moderated throughout 2015, affected by a slowdown in private consumption and weak export growth. The authorities have generally managed the downturn in commodity prices and the financial market volatility with a reasonable mix of macro policies. Heightened external volatility calls for prudent macro policies and acceleration of structural reforms. The eleventh Malaysia plan stresses the importance of effective migration management to achieve high-income country status by 2020. Immigration continues to play a crucial role in Malaysia’s development. While job growth has recently been concentrated in high-skilled occupations, three quarters of all jobs in Malaysia are still low- and mid-skilled. Econometric modelling suggests that immigrant workers can raise gross domestic product (GDP) and create employment for Malaysians. The current process for sourcing immigrant workers is complex and costly for the migrant. The immigration system can better meet the country’s development objectives if it is aligned with Malaysia’s human resource development strategy. Global experience shows that successful immigration systems recognize the long-term role of immigrant workers in the hosting country’s economic and social objectives if they are: (a) market-driven, with immigration flows aligned with labor market demands; (b) comprehensive, acknowledging the need for immigrants of all types; and (c) balanced, minimizing the negative impacts on Malaysian workers, and protecting immigrant workers from abuse.

Tunisia today represents a paradox: despite political progress since its 2011 revolution, wide economic and social disparities persist, threatening stability. While Tunisia has several social protection and labor programs in place, its ability to respond to increasing social needs is compromised by inefficiency, fragmentation, and inequity. The objective of this note is to evaluate the effectiveness of Tunisia’s main social protection and labor programs and identify options for reform through a systems-based approach. The note accompanies the Tunisia systematic country diagnostic (2015) with evidence on the efficiency and equity of key social protection and labor programs. Importantly, this note contributes new analysis on how to bolster Tunisia’s social protection and labor programs by focusing on three main areas of systems building: (i) financing and sustainability, (ii) institutions and governance, and (iii) service delivery. The note argues that without significantly improving institutional coordination on financing and delivery, Tunisia’s social protection and labor system will be ill equipped to strengthen economic and social inclusion.

The subject of which firms are the key employers—and which of these create or destroy jobs at a faster rate—is eminently important for academics and policy makers. The relative importance of small versus large firms and old versus young firms has in particular been extensively debated and studied. Nevertheless, the results often hinge on the questions that are asked. Moreover, the categorical definitions used to define firm size and age, and the nature and coverage of the data used have important effects. This paper lays out the relevant definitions and metrics that are central to the debate, reviewing the main findings to date on the subject (with particular emphasis on results in developing economies). The paper adds updated results for 117 developing economies using the World Bank’s Enterprise Survey Data, finding that (i) small and medium enterprises and older establishments are the dominant employers in the nonagricultural private sector labor force in developing economies, and (ii) net job creation is negatively correlated with establishment age and, although the effect of size is also negative, its significance is sensitive to the definition and methods used.

Mauritius is a high middle-income country with low levels of poverty and inequality. The headcount poverty level was 6.9 percent in 2012; measured by the international standard of United States (U.S.) $2 per day (PPP), poverty was less than 1 percent. On inequality, Mauritius also fared well compared to its peer middle-income countries. On the negative side, Mauritius’ growth has not been equally shared, despite the general improvement in welfare. The economy’s polarization was associated with a structural transformation from labor-intensive industries to services and knowledge-intensive industries. Inclusiveness remains the main challenge for the current growth pattern. When Mauritius will be able to become a high-income country will depend on its ability to improve the labor force’s skill set, develop infrastructure, and further improve the business environment to attract foreign direct investment (FDI) and generate domestic investment. Reduction in inequality and boost of shared prosperity will require more growth and a more pro-poor pattern of growth. An increase in female labor force participation, reduction of high youth unemployment rates, improving the efficiency of the social protection system will reduce growing skills mismatch facilitating inclusive growth and eradicating poverty in Mauritius.

A rich panel data set from Mexico is used to study the patterns of entry, exit, and growth of microenterprises and to compare these with the findings of the mainstream theoretical and empirical work on firm dynamics. The Mexican self-employment sector is much larger than its counterpart in the United States, which is reflected in higher unconditional rates of entry into the sector. The evidence for Mexico points to the significant presence of well-performing salaried workers among the likely entrants into self-employment, as opposed to the higher incidence of poorer wageworkers among the entrants into the U.S. self-employment sector. Despite these differences, however, the patterns of entry, survival, and growth with respect to age, education, and many other covariates are very similar in Mexico and the United States. These strong similarities suggest that mainstream models of worker decisions and firm behavior are useful guides for policymaking for the developing-country microenterprise sector. Furthermore, they suggest that, as a first approximation, the developing-country microenterprise should probably be viewed as they are in the advanced countries as offering potentially desirable job opportunities to low-productivity workers.

This joint study, by the World Bank and the Turkish Ministry of Development, explores the status and effects of good jobs in Turkey s current economy. After a brief account of economic events, it examines the relationship between growth and employment in Turkey, with a particular regard to the participation of different social groups in the labor market, such as women and youth. It then analyzes where jobs are being created and which activities are the most productive for the Turkish economy, and assesses if jobs have moved to more productive activities in recent years. Finally, the report proceeds to measure the impact of different types of jobs on the welfare of an entire household and on the household s relative position in the overall income distribution.

This paper analyses the employment adjustment of state- and privately-owned companies before and during the global crisis. Using Hungarian data, it finds that the net job creation rate is similar across the two ownership types before the crisis, but during the crisis state-owned companies have a net job creation rate larger by 7 percentage points than private enterprises. The effect is caused both by a larger gross job creation rate and by a drop in job destruction associated with state ownership.

A Work Project, presented as part of the requirements for the Award of a Masters Degree in Economics from the NOVA – School of Business and Economics Facing low participation rates of old workers and an increase in life ex- pectancy, in the last two decades many developed countries have reformed their social security systems to improve their long-term financial sustainability. In Europe, the starting point for the policy maker has been the increase in the statutory retirement age and the gradual phase-out of early retirement schemes. Against the common trend, the Portuguese legislator approved in 1999 an early retirement reform, allowing older workers to exibilize their retirment decision. In this paper I analyze the e¤ects of the 1999 reform on the retirement decision of the workers and the firms' employment adjustment. I find that after the reform workers retire earlier, and that the reform resulted in a job destruction process as firms do not replace old workers with young and prime age ones. I conclude that the reform failed to stimulate young employment and by allowing workers to retire earlier posed risks to the long-term sustainability of the Portuguese social security system.

This technical note highlights some of the work the World Bank has recently conducted in support of the growth agenda outlined in the Europe 2020 strategy. The World Bank is actively supporting the new member states, as well as accession and neighborhood countries, in achieving the Europe 2020 targets of smart, sustainable, and inclusive growth. The engagement consists of policy and program lending in these areas as well as analytical work. This note focuses on highlighting some of the Bank's analytical Europe 2020 work pertaining to raising employment rates and skills levels as well as to spur innovation and technology absorption. The technical note is structured as follows: section one provides the macroeconomic background, and highlights how the economies of the European Union (EU)-10 countries were steadily catching up with those of the EU-15 countries, but then the catching-up was interrupted by the onset of the global financial and economic crisis. Section two focuses on low employment rates in EU-10 countries, particularly among older and less-educated workers, women, and minority groups, in particular Roma, and highlights some key issues in the organization of labor markets and labor market related institutions. Section three focuses more specifically on skills development across the life cycle, with a brief discussion on selected policy areas: (1) expansion of early childhood development programs to universal coverage; (2) adopting ambitious, comprehensive approaches to schooling to support higher levels of generic skills for all; and (3) strengthening access to and efficiency of tertiary education through higher education financing reform and data collection as a basis for system steering. Section four focuses on innovation and technology absorption, highlighting how more and more efficient research and development (R&D) spending will boost economic growth in EU10 countries.
