The article emphasises that in the context of a full-scale war and economic crisis, protection of Ukraine's leading industries becomes one of the state's priority tasks. Not only the economic independence of the country, but also its defence capability depends on the preservation and development of these industries. The article identifies the leading industries of Ukraine that require priority protection. The main risks and threats to these industries are analysed. A set of priority measures to protect the leading industries has been developed, including financial support, tax and customs benefits, state guarantees, creation of a favourable investment climate, technology modernisation and innovation, and protection of intellectual property. The implementation of the proposed measures will definitely contribute to strengthening the country's economic security and, accordingly, its defence capability. It is emphasised that in the context of globalisation and competition in international markets, it is extremely important to ensure the sustainability and competitiveness of key production sectors, including energy, machine building, and heavy industry. National priorities in this area should include the development and implementation of effective protection strategies, modernisation of the technological base, improvement of product quality, creation of a favourable investment climate and ener gy security. The author suggests that analysis of innovation trends, study of international experience and introduction of advanced technologies are key aspects of development and protection of leading industries. An effective system of intellectual property protection, implementation of effective cybersecurity and information security measures, and support of state programmes for the development of production capacities contribute to strengthening the protection of import ant sectors of the economy. The author concludes that studying and analysing the problems of protecting Ukraine's leading industries and developing national priorities in this regard are important tasks for ensuring the sustainability and competitiveness of the country's economy in the current conditions of geopolitical and economic challenges, as well as for the post-war reconstruc tion of the state. The purpose of the article is to consider current problems of forming a strategy for the development of master’s programs for training business analysts in the context of new national priorities of higher education. To implement it, various scientific approaches and methods were used, including abstraction, analysis, synthesis, comparison and generalization of best practices, which made it possible to formulate modern requirements for the profession of business analyst as a provider of changes in the business environment. The identified factors, trends and staffing needs served as a guide for new approaches to improving the competency-based model of training business analysts, creating a request for the development of a project approach to training, as well as the interdisciplinarity of the business analysis methods used. The article presents the author’s approach to creating a program development strategy, as well as to the formation of a Partnership of interested organizations that are the «carriers» of competencies, regular monitoring of which will serve as a navigator for improving the competency-based model of training young personnel in the future. The approaches, experience and recommendations of the author used can be useful to academic leaders of master’s programs at universities, as well as in improving programs for advanced training and professional development of the youth.

The article addresses the issue of shaping the historical memory of the general public in Kyiv, including both residents and visitors, namely Ukrainians, during the Soviet era and the early years of Ukraine’s independence. The author analyzed the content of guidebooks on Kyiv’s city center, specifically focusing on Volodymyrska Street. The conclusion was drawn that Kyiv’s cultural and local history narratives were dominated by colonial and postcolonial Russian discourse, emphasizing figures and events that reinforced Russian-Communist authority in Ukraine’s capital. This dominance has not yet been fully overcome. The article proposes a significant shift in the narrative concerning the historical significance of Kyiv’s cultural landscape. It suggests reorienting the urban space to highlight events and individuals particularly significant to Ukrainian history and culture. For example, the author argues that building 28 in Volodymyrska Street is still primarily identified as the residence of Viktor Vasnetsov, a proponent of the Russian national style in painting. However, this building also housed the Ukrainian Scientific Society, led by Mykhailo Hrushevsky, which served as a precursor to the Ukrainian Academy of Sciences before the Ukrainian Revolution of 1917–1921. Notably, there is still no commemorative plaque on the building honouring this Society. Volodymyrska Street itself reflects the life of Mykhailo Hrushevsky. It was home to St. Vladimir University, where he studied, the Historical Section of the All-Ukrainian Academy of Sciences (1924–1931), which he chaired, the Ukrainian Club, where he delivered public lectures, and the parliament of the Ukrainian People’s Republic, where he served as chairman. The author’s examination of how current guidebooks depict the buildings on Volodymyrska Street led to the conclusion that a fundamental reevaluation of the socio-cultural priorities in discussions about Kyiv’s historical heritage is necessary. The development of society provides for constant changes in the axiological foundations of legal regulation within the State. The Constitution, on the other hand, acts as a fundamental document that forms the basis of relations between the cells of society, taking into account current values. Based on the study of the world experience in constitutional construction, a conclusion is made about the presence of a general trend in the replenishment of the value catalogue of Constitutions, taking into account the historical experience accumulated by States and national priorities. The article discusses the process of improving the organization of the State power system in the context of constitutional reforms on the example of Russia and others Commonwealth of Independent States (CIS) countries and some European countries in recent years. It concludes that the conditions improving the efficiency and consistency of the entire public administration system in the countries under consideration have unconditionally formed due to ongoing constitutional reforms that have updated the system of social relations. The subject of the study are the constitutional amendments in the countries under study, mainly in the context of changes in the model of functioning and interaction of the higher State authorities. The specifics and process of implementation of the methodology of designing Master's qualification works within the educational program "Decorative Art" at the Kosiv Institute of Applied and Decorative Arts of the Lviv National Academy of Arts, aimed at establishing national priorities in Ukrainian art, were considered. The content of the specified educational program, as well as the methodology for designing Master's qualification works developed within it, which acts as a pedagogical tool for the implementation of educational program tasks, contributes to the successful solution of issues of training special personnel to solve important strategic goals of state importance and scale. In the process of implementing the specified methodology, future specialists examine samples of products of folk arts and crafts and transform this knowledge into practice creating the author's products of decorative and applied art. It has been proven that the systematic implementation of the method contributes to the realization of the author's creative project by Master's students, which is based on a thorough study of the source of creativity, interpretation of prototypes and analogs, knowledge of technology and understanding of the plastic qualities of the material. The created high-quality artistic product with a national foundation often becomes the basis for creating their own artistic brand by Master's students. Brands founded by graduates are proof of the efficiency of the developed methodology. The proposed method of designing Master's qualification works using the traditions of folk heritage as a source base for interpretation in educational processes is an example for further research into implementing national priorities in art. It was concluded that the activities of the Kosiv Institute and, in particular, the educational program "Decorative Art" (Master's level) fully correspond to these fundamental approaches. Moreover, they aim to fulfill the tasks of the revival and development of folk arts for the cultural and economic development of Ukraine. They are a need to popularize special knowledge about the peculiarities and uniqueness of the national Ukrainian culture in society, as well as education of a new generation of artists who are able to create innovative and competitive artistic products based on the traditions of folk art crafts. Introduction. In the current political process in Russia, national projects occupy an important place, working as one of the main tools for the achievement of national goals. The projects are usually made more specific at the regional level of administration and include the strategic goal of regional development, the amount of resources allocated for their achievement, as well as the responsibility of the officials for their use. The article examines the impact of implementing national projects of the “first wave” (from 2006–2010 to 2018) and the first results of the projects of the “second wave” (designed for 2019–2024) on solving the problems of effectiveness growth of public administration of the balanced development of old industrial regions of Southern Russia – Volgograd and Rostov regions. The problems of this study are justified by the expansion of using program-targeted methods in the organizational environment of regional management, what implies the need to assess the compliance of the results achieved during the implementation of projects with the goals of state regional policy. Methodology and methods. The research methodology is based on the provisions of the concept of sustainable development, as well as the system paradigm of G.B. Kleiner devoted to the need for the interconnected development of the object, environment and control subsystems. In the study of the effectiveness of national projects and their impact on the balanced development of old industrial regions of the South of Russia, the effective approach and the comparative analysis method were used. Analysis. The study shows that the degree of involvement of the constituent entities of the Russian Federation in implementing program activities of national projects is determined by the volumes of regional budgets, as well as the priorities facing a region. From the standpoint of sustainability and balance of regional development, there is a disagreement in the processes of modernization changes in the subsystems of the object, environment and management, what leads to the underutilization of the resource potential of the regions in the achievement of national goals. Results. The priorities of goal setting in Volgograd and Rostov regions in the implementation of national projects are studied. The feedbacks of the regional system to the measures mentioned in national projects, as well as limiting factors for the achievement of their objectives are identified. The idea of the coordinated development of the object, environment and management subsystems of a region for the effectiveness growth of public administration of the balanced regional development is substantiated. It is concluded that the administration and management of modern national projects is not so much a managerial task but rather a political one, and therefore their implementation implies the solution of such political goals as carefulness in setting goals and choosing priorities, building effective mechanisms of the interaction between federal and regional authorities, and also with local target population.

The purpose of the article is to give a comparative analysis of the problems and achievements of the implementation of Bologna principles in higher education systems of the republics of Armenia and Belarus. Based on data from 2017–2019, a comparative study of the modernization of higher education systems of the two countries based on expert survey methods (experts are the administration and the teaching staff of universities), focus groups, content analysis of national media, statistics, and student surveys (only in Belarus), the authors identify the achieved successes and reveal unresolved problems in the process of implementing Bologna principles. It is shown that both countries formally ensured an equal access to higher education for their citizens, employment opportunities for graduates, participation of students and teachers in mobility processes; in both countries, a two-stage system of education and a system of transfer points, as well as a new pedagogical paradigm and competency-based approach have been introduced. At the same time, both countries are experiencing significant objective difficulties, associated primarily with insufficient state funding for higher education systems, inconsistencies between different levels of government, bureaucratization and inertia in the practical implementation of new approaches. Therefore, even with the formal implementation of the Bologna principles in Armenia, the national higher education system did not become a full-fledged participant in the European Higher Education Area. As for Belarus, its priorities remain the national principles of education, which define the boundaries of any educational reforms, including Bologna.

Purpose: to study the features of formation and fragility of the functioning of integrated structures of the agrarian sector of the Russian economy. Materials and methods: the methodological research apparatus is based on a comprehensive economic analysis of the financial and economic activities of five backbone integrated formations of the agricultural sector. In order to explain the phenomenon of formation and development of large integrated structures, the data of the annual financial statements of the studied farms were used. Results: the result of the search for alternative forms of inter-farm relations coordination in the agricultural sector of Russian economy was the development of large integrated structures. In the course of the study, their spatial expansion across the territory of Russia was revealed. The economic feasibility of the development of large innovative formations in pig and poultry farming has been substantiated. Particular attention is paid to the mechanism of state support distribution based on market concentration ratios determining the volume of budget allocation for large agribusiness and the Herfindahl-Hirschman index. On the example of the leading backbone agrarian formations, freely adapting to changing economic conditions, the shortcomings of large-format business explaining the phenomenon of their functioning fragility are revealed. In particular, the business capitalization ratio proves the fact of a serious debt load on farms, liquidity ratios demonstrate a low level of their solvency, which in general negatively affects the financial well-being of the largest players in the agricultural market. Conclusions: it is proved that the financial well-being of large integrated formations development is the result of tight belts of farmers, without which it is impossible to obtain credit resources and active government support, which in the mid-run won’t ensure the effective functioning of agricultural production.

In pursuit of continuous economic development, Bangladesh has undertaken long-term plans to boost its productivity in the agriculture, energy, and industrial sectors and to align with the United Nations Sustainable Development Goals (SDGs). Unless these strong interconnections and cross sectoral impacts are recognized, achievement of the future policy goals and national priorities of the concerned ministries regarding food self-sufficiency, cleaner energy sources, and water availability will be compromised. This study focuses on evaluating the impacts of cross-sectoral policy decisions on the interconnected resource systems at a national scale in Bangladesh. A quantitative analysis is performed to identify resource requirements, synergies, and trade-offs related to a set of future strategies. The analysis concludes by showing that land is the most limiting resource for future expansion and that fresh water will become a critical resource if alternative sources of water are not explored, and, that energy generation, if coal and other fossil fuels are favored over alternative energy sources, will significantly add to the total carbon emissions. Given the limitations of land available for agricultural expansion, of renewable water resources, and the challenges in meeting increasing water, energy, and food demands, the strong interdependencies among the interconnected resource systems must be accounted for. Purpose: to study the problem of structural changes in the development of the agricultural sector in Russia within the framework of the national priorities implementation. Materials and methods: the synthetic tools of the study are based on the methods of economic statistics, which helped to analyze the structural dynamics of the country's agricultural sector. The object of the research was the agrarian structure of the Russian agricultural sector. The statistical analysis was carried out in the context of individual categories of farms. Results. The problems of structural changes in the agricultural sector of Russia within the framework of the implementation of national priorities are dealt with. For this, the methodology for calculating structural changes in agriculture and the mining industry, as well as the agricultural sector in the context of certain categories of farms, was used. The analysis is carried out for agricultural organizations, peasant (farmer) households. The problem of structuring the agrarian sector of the Russian economy is considered as a systemic task of state management of the industry, reduced to the formation of optimal proportions between the elements of the agrarian structure and their development. The results of agrarian reforms in agriculture for the period 2006–2019 are presented. A comparative characteristic of the options for organizing large-scale agro-industrial production in Russia and abroad is given. Conclusions. The presented dynamics of structural changes in agriculture on the basis of linear and quadratic coefficients makes it possible to determine the effectiveness of the state agricultural policy in the context of the implementation of national priorities. It has been substantiated that in the mid-term strategic development the intensity of structural changes in agriculture will be determined by the development trends of the small-format sector of the economy, including the one through the system of agricultural cooperation.

The aim of the article is to study the methods for strategizing sustainable development of Poland. The article analyzes the experience, legislative, and methodological support of the strategizing of Poland. A logical scheme is developed for determining and approving the strategic goals and development priorities of the Polish strategies. The general structure is built, and the content of the Development Strategy is determined. It is established that the assessment of the relevance, realization, and influence of the Strategy on the implementation of the strategic goals is a mandatory element in the process of working out the Development Strategy. The relevance of the implementation is substantiated, and the use of Poland’s practice of strategizing in the process of reforming Ukraine’s strategic planning system is proposed.

The article focuses on working out sustainable tourism indicators taking into account national priorities of Ukraine. Among national priorities of tourism in Ukraine the varied and diverse natural healing resources (mineral waters, peloids (medical mud), climate, rump of estuaries and lakes, seawater, ozocerite, bischofite) and resort territories are the leading ones. Assessment of the state of natural healing resources and resort territories is suggested as a national priority among nine mandatory problem areas according to UNWTO recommendations for monitoring in observatories of sustainable tourism.

The world has entered a new phase of development -- the era of digital society. Under the influence of a new round of technological progress, the mechanisms and practices of the world order, as well as equipment and technologies, are changing. The range of innovations today is not limited to one or two industries; changes cover almost everything -- telecommunications, information and communication sectors, nanotechnology, space, bioengineering, robotics, etc. The research aims to study the processes of changing the paradigm of social development under the influence of the formation of a digital society. The article analyzes the concept of "digital society," shows how the tools of the digital economy are used to justify a paradigm shift in social development for the modern generation. The research methodology is based on a systematic and structural-functional approach. Also, methods of sociological survey and statistical processing of information were used. As a result of the analysis, plans to the definition of the digital economy are formulated, the stages of development of digital society are presented, the trajectories of technological changes in the digital era are identified, and problems that inhibit the digitalization process are formulated. The aim of the article is the analysis of the world experience in solving the problem of ensuring security of foreign trade. The subject of the research is a set of theoretical and practical aspects of ensuring security of foreign trade. The object of research is the analysis of the world experience in solving the problem of external economic security. The paper used theoretical methods: analysis and synthesis of scientific literature, comparison, systematization, that allowed generalizing the theoretical material on the issue of research, organize the world experience in solving the problem of external economic security and to justify the possibility of adapting it to Ukraine. Ensuring economic security is a guarantee of the country's independence, the main condition for the stability and efficiency of society, to achieve success. That is why economic security among the most important national priorities. States of the world have come a long way of civilized development of the market economy, building strong federations and Euro-regions, a strong tradition in the field of lawmaking. However, all this is happening against the background of political stability and economic growth - two of the most necessary components to ensure an adequate level of national security and its component - the external economic safety. It is this state of affairs is a guide and a model for sustainable development of the Ukrainian economy and ensure its external economic security. The analysis of world experience in solving the problem of providing security and foreign economic features of the current state of socio-economic security of the leading states, will take into account the positive aspects of their experience in the provision of recommendations to ensure the safety of foreign trade of Ukraine.

The article highlights the directions of strengthening territorial economic security in the Black Sea region. Taking into account the strategic role of this region in the development of sustainable and secure partnership, the author suggests focusing on shaping the future, regarding the principle of coordinated scenarios and actions of the member-states to the Organization of the Black Sea Economic Cooperation. The article stresses that for the countries of the region the geopolitical significance of regional challenges is largely due to the jeopardized (enhancement, accelerated, impetus) dynamics of global and national risks, which fundamentally affect both the current state of affairs and subsequent forecasts. Therefore, cooperation in the joint development of strategic thinking, in forecasting and political planning should focus on allocating the funding and tools for transforming the Black Sea from the confrontation zone into a space for peaceful convergence of civilization values. The author proves that common initiatives of sovereign governments should be oriented towards the protection of national interests. The effectiveness of the application of various methods of resolving military, political, economic and social problems will depend on the pace of institutional change at all levels. Consistent actions aimed at further detente in the region need to be coherent with the relatively low rates of global and national public perception of the need for new joint reforms aimed at realizing the goals of sustainable development in favour of global and regional players. The health of the population is the highest value, therefore, an effectively functioning system of protecting the health of citizens is the most important priority of regional socio-demographic policy and national security. The purpose of the study is to consider the most important priority of socio-demographic policy - capital management of public health in the regions of the Russian Federation. The relevance of the research topic is due to the fact that currently the conditions of the domestic health care system are extremely complex. Health capital management is a key socio-demographic task on a global scale, which ensures well-being both from the perspective of current socio-economic development, which is measured by the efficiency of the use of human capital, and from the point of view of the long-term effect of improving people's lives.

Australia's ecosystems are the basis of our current and future prosperity, and our national well-being. A strong and sustainable Australian ecosystem science enterprise is vital for understanding and securing these ecosystems in the face of current and future challenges. This Plan defines the vision and key directions for a national ecosystem science capability that will enable Australia to understand and effectively manage its ecosystems for decades to come. The Plan's underlying theme is that excellent science supports a range of activities, including public engagement, that enable us to understand and maintain healthy ecosystems. Those healthy ecosystems are the cornerstone of our social and economic well-being. The vision guiding the development of this Plan is that in 20 years' time the status of Australian ecosystems and how they change will be widely reported and understood, and the prosperity and well-being they provide will be secure. To enable this, Australia's national ecosystem science capability will be coordinated, collaborative and connected. The Plan is based on an extensive set of collaboratively generated proposals from national town hall meetings that also form the basis for its implementation. Some directions within the Plan are for the Australian ecosystem science community itself to implement, others will involve the users of ecosystem science and the groups that fund ecosystem science. We identify six equal priority areas for action to achieve our vision: (i) delivering maximum impact for Australia: enhancing relationships between scientists and end-users; (ii) supporting long-term research; (iii) enabling ecosystem surveillance; (iv) making the most of data resources; (v) inspiring a generation: empowering the public with knowledge and opportunities; (vi) facilitating coordination, collaboration and leadership. This shared vision will enable us to consolidate our current successes, overcome remaining barriers and establish the foundations to ensure Australian ecosystem science delivers for the future needs of Australia. A global turn to austerity is the prevailing feature of fiscal policy adopted by different governments around the world. In the second instalment and concluding part to a special issue, this collection of papers examines the empirical challenges (and opportunities) associated with regeneration practice in an era of austerity. It combines analysis, insights and opinions of those negotiating regeneration challenges, dilemmas and choices on a daily basis with those of the critical research community. This enables the collection of works to provide complementary perspectives of how regeneration is presently conceived, how it is practised and how it is lived and experienced. Drawing on a diverse compilation of empirical settings, papers variously examine policy contradictions, practical issues and alternative modes of working; all have some important conceptual implications. There is increasing recognition - among central banks, other financial services regulators, governments, financial institutions, NGOs, educators, and international donors - that the ability to manage one's personal and household finances well is an essential life skill. Financial education can help to give people the knowledge, skills, and confidence to manage their money well. Financial education is likely to be an important component of successful initiatives to promote financial inclusion; and it can contribute to the securing of financial consumer protection. Many developed and developing countries have drawn up, or are drawing up, national strategies on financial education. Generally, this work is being led by the central bank, or by another government agency, and is a collaborative exercise involving a wide range of stakeholders. This paper describes common features of the processes for developing and implementing a national strategy on financial education and summarizes the typical contents of these strategies. This special issue investigates the challenges posed by an era of austerity affecting the activities of those immersed in the regeneration of places. The Great Recession of the 21st century provides a critical juncture, but also significant are contextual factors, political strategies and positions taken by key authors. This special issue brings together a diverse mixture of agents of regeneration, including: those who have led large public-sector organisations; those who have initiated regeneration ventures; those who are steeped in partnership working; those specialising in private-sector consultancy; state and non-state policy makers and policy shapers; community advisers acting in various voluntary, philanthropic and professional capacities; local government officers; policy analysts and commentators; bloggers; researchers; scholars; and those who have had several different careers related to regeneration. Engaging with conceptual issues and practical challenges, this special issue is located in the fertile terrain between policy, implementation and academia. It does not seek to provide any magic formulas for those confronted with the challenges facing regeneration in an era of austerity, but, where possible, pragmatic lessons are identified, new dilemmas are raised and broader implications teased out. We explore what implications the geographical dispersion of foresight participants and their regional idiosyncrasies have for the management of foresight processes. Specifically, we argue that these kinds of multi-stakeholder processes place demands such as scalability, modularity and dependability on the design and deployment of foresight methodologies. We also report a Finnish foresight process to support the development of the Strategic Research Agenda (SRA) of the European Forest-Based Sector Technology Platform. This process was based on the RPM Screening methodology which consisted of the internet-based solicitation and assessment of research themes, identification of promising research themes through Robust Portfolio Modelling (RPM), and several facilitated workshops. Abstract: Agriculture is a very important contributor to the Irish economy. In Ireland, national animal health services have been a government, rather than an industry, responsibility. In 2009, Animal Health Ireland (AHI) was established to provide a partnership approach to national leadership of non-regulatory animal health issues (those not subject to national and/or EU regulation). The objectives of this study were to elicit opinion from experts and farmers about non-regulatory animal health issues facing Irish livestock industries, including prioritisation of animal health issues and identification of opportunities to maximise the effective use of AHI resources. The study was conducted with experts using Policy Delphi methodology over three rounds, and with farmers using a priority identification survey. Non-regulatory bovine diseases/conditions were prioritised by both experts and farmers based on impact and international competitiveness. For each high-priority disease/condition, experts were asked to provide an assessment based on cost, impact, international perception, impediment to international market access and current resource usage effectiveness. Further information was also sought from experts about resource allocation preferences, methods to improve education and coordination, and innovative measures to improve prevention and management. There was close agreement between responses from experts and dairy farmers: each gave highest priority to 3 diseases with a biosecurity risk (subsequently termed ‘biosecure diseases’) (bovine viral diarrhoea [BVD], infectious bovine rhinotracheitis [IBR], paratuberculosis) and 4 diseases/conditions generally without a biosecurity risk (‘non-biosecure diseases/conditions’) (fertility, udder health/milk quality, lameness, calf health). Beef farmers also prioritised parasitic conditions and weanling pneumonia. The adverse impact of biosecure diseases is currently considered relatively minor by experts, but would increase substantially in time. There are already substantial costs to farms and agribusiness from non-biosecure diseases/conditions. Experts preferred an equal allocation of resources between these biosecure and non-biosecure diseases/conditions, with emphasis on adopting/adapting international models, education and awareness-raising. The results from this study provide robust insights about non-regulatory animal health priorities in Ireland, as perceived by experts and farmers, using methodologies that are both transparent and inclusive. They have already been extremely influential in shaping national policy, as a foundation for interdisciplinary (and multi-agency) cooperation, as a contribution to efforts to encourage stakeholder responsibility-taking, and to ongoing development of postgraduate and undergraduate veterinary education in Ireland.
