The Data Encryption Standard (DES) published Federal Information Processing Standards Publication (WHOA PUB 46 on January 15, 1977. The DES specifies a cryptographic algorithm for protecting computer data. WHOA PUB 81 de^n^ four modes of operation for the DES which may be employed in a wide variety of applications. These guidelines are to be applied in conjunction with WHOA PUB 46 and WHOA PUB 81 when implementing and using the Data Encryption Standard They provide information on what encryption is, general guidance on how encryption protects against certain vulnerabilities of computer networks, and specific guidance on the DES mode of operation in data communications applications. When used with the proper administrative procedures and when implemented in accordance with these guidelines, electronic device performing the encryption and decryption operations of the standard can provide a high level of cryptographic protection.

Halons 1301 and 1211 have been identified as chemicals with sufficient ozone depletion potential to warrant limitations on their production and use. Several candidates have been selected as replacements for Halon 1301 and because their behavior is not well understood, their compatibility with the alloys used in the storage and distribution systems is of great concern. The service conditions require long term exposure of these alloys to the replacement agent under high pressures and as a result, these alloys may be susceptible to environmentally assisted failures. Therefore, an evaluation was undertaken to determine the propensity for failure of any of the alloys selected for use as containment vessels by an environmentally assisted fracture mechanism as a result of exposure to the replacement candidates. Data from in-situ slow strain rate tensile tests in the pure agent were used to formulate a ranking of each agent/alloy combination. The results of this ranking indicated that some alloy/agent combinations were less desirable than others, but overall, the potential for failure of the selected alloys by stress corrosion cracking (SCC) is relatively minor under the evaluated conditions. From this it was concluded that a suitable alloy can be selected for any of the replacement agents and that no agent should be eliminated from further evaluation because it promotes SCC in the containment vessel alloys. However, additional testing is required at lower temperatures, with and without the presence of contaminates, before a final conclusion can be made regarding the susceptibility of these alloys to environmentally induced failure in the replacement candidates.

Data modeling techniques have been used extensively in the development of an emerging standard for the exchange of product design and manufacturing information. PDES, Inc., an industry cooperative, is applying resources to accelerate the development and implementation of this emerging standard, the Product Data Exchange Specification (PDES). An objective of PDES, Inc. is to validate the completeness and usability of the specification. This paper describes some strategic and technical issues which directly impact this effort. Experience with actual validation activities identified the need to develop additional requirements documentation. This paper serves as the background for a series of papers which will describe the actual methods and processes used in the requirements specification activity. Three types of results came out of this requirements activity. The form of the project deliverables changed considerably. Insights on conducting requirements activities were identified. New issues on the relationship of this work to portions of the specification were identified.

The Thirteenth Annual Symposium on Optical Materials for High Power Lasers (Boulder Damage Symposium) was held at the National Bureau of Standards in Boulder, Colorado, Nov. 17-18, 1981. The Symposium was held under the auspices of ASTM Committee F-1, Subcommittee on Laser Standards, with the joint sponsorship of NBS, the Defense Advanced Research Project Agency, the Department of Energy, the Office of Naval Research, and the Air Force Office of Scientific Research. Approximately 200 scientists attended the Symposium, including representatives of the United Kingdom, France, Japan, West Germany, the Peoples Republic of China, Sweden, and the USSR. The Symposium was divided into sessions concerning Materials and Measurements, Mirrors and Surfaces, Thin Films, and finally Fundamental Mechanisms. As in previous years, the emphasis of the papers presented at the Symposium was directed toward new frontiers and new developments. Particular emphasis was given to materials for high power apparatus. The wavelength range of prime interest was from 10.6 microns to the uv region. Highlights included surface characterization, thin film-substrate boundaries, and advances in fundamental laser-matter threshold interactions and mechanisms. The scaling of damage thresholds with pulse duration, focal area, and wavelength was discussed in detail. Harold E. Bennett of the Naval Weapons Center, Arthur H. Guenther of the Air Force Weapons Laboratory, David Milam of the Lawrence Livermore National Laboratory, and Brian E. Newnam of the Los Alamos National Laboratory were co-chairmen of the Symposium. A review of the methods and findings associated with solid particle impact erosion of metals and ceramics is presented. Modern theories of particle erosion and critically reviewed experimental observations are brought together and compared. Conclusions regarding the present state of understanding of erosion are given.

A plasma poling technique and its use with polyvinylidene fluoride (PVDF) films is described. Specimens of biaxially drawn (blow extruded) PVDF containing both Form I (Beta) and Form II (alpha) crystals were poled under various conditions in a plasma field while the charging current was monitored to determine the polarization. Subsequently, both piezo- and pyroelectric activity were measured inorder to evaluate their magnitudes with respect to the remnant polarization (that is, the polarization remaining after returning the applied field to zero). The results are shown to be in reasonable quantitative agreement with the predictions of a model of PVDF consisting of a mixture of preferentially aligned crystals in randomized amorphous material.

The ac pyroelectric response of a number of differently poled polyvinylidene fluoride films has been measured while the temperature was varied at a constant rate of about 5 C/min. from room temperature to near the melting temperature. The response first increases with increasing temperature which is attributed to an increase of the thermal expansion coefficient and eventually decreases due to melting and/or loss of electric dipole orientation. The details of the temperature dependence are influenced in a reproducible manner by the poling variables especially the poling temperature. The measurement is therefore proposed as a way of evaluating the effect of processing variables on the thermal stability of the piezo and pyroelectric properties.

The mechanical durability of three tank track rubber compounds, designated as 15TP-14AX 15NAT-25A and 15TP-R were evaluated within the framework of cycle shifted failure envelop (CSFE) model for rupture of carbon black filled rubbers. It was found that, while the CSFE model is imperfect, it serves as a useful framework for evaluating the mechanical durability of the rubber compounds. The three rubber compounds could be ranked for durability in creep and in zero tensile sinusoidal fatigue. The results show that the ranking varies with test conditions, e.g., temperature, test frequency, etc. New results are presented showing violation of the classical failure envelope model. A single pulse shock tube has been used to determine the rates and mechanisms of the initial processes during the decomposition of a number of nitroaromatic compounds at temperatures near 1100 K. For nitrobenzene and p-nitrotoluene, the primary decomposition pathways involve the breaking of the C-NO2 bond and the isomerization of the NO2 group to form the nitrite, followed by rapid cleavage of the weak CO-NO bond. In the case of o-nitrotoluene, although these channels also make contributions, the principal pyrolytic mechanism involve an intermolecular rearrangement leading to the formation and rapid decomposition of anthranil. This represents the first report of such a process occuring purely in the gas phase and thus without the aid of acid, base or photon catalysis. It is clear that the presence of a methyl ortho to the nitro group in nitroaromatic compounds introduces a new element into the decomposition behavior of such compounds. Inasmuch as these are low activation energy processes, we expect that such reactions will be of even more importance in the lower temperature regions where ignition behavior is intimately related to the chemical kinetics. We describe in detail the unique features of single pulse shock tube experiments and the systematic studies which permit unambiguous determination of the reaction mechanisms and the elucidation of high accuracy rate constants and expressions.

The goal of this project was to provide a better understanding of the environmental occurrence (marine and estuarine), fate, and effects of the toxic tributyltin species, an active agent in new ship antifouling coatings. Ultratrace butyltin measurement methodology, interlaboratory measurement comparisons were made, and the measurement methods were applied to studying the environmental occurrence and fate of butyltin species. A new pathway to environmental methylin production was described and area for a number of current and prospective organotin biocides was provided. Collaboration with three Navy laboratories during the course of this research, resulted in 19 publications and 25 scientific presentations.

The Department of Defence has been pursuing, for some time, the concept of a national product certification approval system which should be non-government-sponsored, industry-support, and government-endorsed and used. At the DoD/SAE/ASTM Equal Partner conference in December 1985; at the April 1986 Multinational Military Standardization Seminar, and again at the July 1986, Defense Standardization and Data Management Conference, industry and DoD highlighted the following key elements for a successful system: (1) a certification system which includes informational feedback, (2) a verification system which incorporates audit reviews, (3) sponsorship by nationally recognized private sector organizations with government participation, and (4) a time frame to be provided for harmonious transition from the various programs and systems in use today. The endorsement of the concepts of current product certification systems and acknowledgement of the need for a national product certification approval system appear to be very timely considering the directed implementation of the recommendations of the recommendations of the President's Commission on Defense Management, specifically the recommended use of commercial products.

The research described encompasses five tasks each of which treats, from either an experimental or theoretical base, the measurement or interpretation of the high-temperature thermophysical behavior of model systems which show potential applications to the environmental resistant materials and the spacecraft survivability programs. Measurements have been completed, in a specially designed apparatus using state of the art pyrometery, on the triple point of graphite by a pulse heating method. Calculational algorithms bases have been expanded to calculate direct radiative interactions among many coupled channels and provide the continuum-continuum matrix elements needed to describe photodissociation phenomena. A combined theoretical and experimental program is being pursued to increase the understanding of the relationship of structure and reactivity of graphitic species. The rates and mechanism of ionic polymerization in highly unsaturated organic compounds, structures and thermochemistry of relevant ions, photodissociation of the polymeric ions, and the repair which generate polymeric ions after photodissociation have been studied. Development of apparatus and techniques to study the molecular basis for laser induced vaporization of refractory materials such as graphite continued.

The critical fracture energy and susceptibility to environmentally enhanced fracture were shown to depend on the bonding in single crystals. Fracture energy results agreed with predictions based on force laws. Additions of lithium to basic solutions reduced crack growth rates in silica by over an order of magnitude. KIC and subcritical crack growth in capacitor ceramics were in a function of composition and microstructure. Correlations between strength and dielectric aging rate were obtained for aplphia Z5U capacitor material.

Epoxy and ionic conducting poly(ethylene oxide)-salt complexes form inter-penetrating polymer networks. The co-continuity of the two phases are tested independently using mechanical and electrical measurements. Examination of the network using transmission electron microscopy suggests that the size scale of the phases ranges from 0.1 to 0.5 microns.

Developments on new transducers for high fidelity measurement of normal and tangential displacement are summarized. Improvements in calibration techniques are outlined. The transducer aperture effect is measured and compared to theories. The CW racetrack microtron (RTM) will be utilized as a driver for a free electron laser (FEL) oscillator. The TRM possesses many exceptional properties of value for the FEL: i) CW operation, ii) energy from 20-185 MeV, iii) small energy spread and emittance, iv) excellent energy stability, and v) high average power. The 1-D FEL gain formula predicts that the FEL would oscillate at the fundamental approximately from 0.25 to 10 micrometers when up- grading the peak current to > or = 2A. This paper presents 3-D self consistent numerical results including several realistic effects, such as emittance, betatron oscillations, diffraction and refraction. The results indicate that the design value of the transverse emittance is small enough that it does not degrade the FEL performance for intermediate to long wavelengths, and only slightly degrades the performance at the shortest wavelength under consideration. Due to the good emittance, the current density is high enough that focusing, or guiding, beings to manifest itself for wavelengths > 2.0 micrometers.

The Joint DoD/Industry/NBS Conference on the Computer-aided Acquisition and Logistic Support (CALS) Phase I.1 Core Requirements was held at Gaithersburg, Maryland on 26 April 1988. The latest set of core requirements documents were introduced into the formal coordination process; in addition, presentations at the conference provided information about the status and plans of various government and industry CALS activities. The transformations of Gaussian radiation beams caused by reflection off mirrors is an important issue for FELs operating as oscillators. The reflected radiation from a single incident Gaussian mode will contain other modes due to the finite mirror size, the deflection of the beam and mismatches in the curvature. A method for analytic computation of the reflection matrix is developed by taking the convolution of the source function at the surface of the mirror with the paraxial propagator. The mirror surface that reflects spherical incoming wavefronts into spherical outgoing is found to be a paraboloid. Integral expressions for the reflection coefficients R superscript (mn) subscript (pq) for any incoming mode u(mn) into the outgoing u(pq) are obtained as functions of the deflection angle phi, the reflected beam spot size W(o) and the mirror size. The overall goal of this project is to construct and bring into operation a free-electron laser (FEL) driven by the racetrack microtron (RTM) electron accelerator at NBS. NBS is providing the RTM, radiation shielded laboratory space for the RTM and FEL, and experimental areas. The scope of the project includes: modifying the RTM injector for increased peak current; developing electron beam transport from the RTM to the FEL: developing a wiggler and optical cavity; and developing optical beam transport and diagnostics.
