Bigdata is a potential instrument to transform traditional governance into smart governance. There are a long debate and discussion on the application of big data for the transformation of traditional public administration to modern and smart public administration in the academician, researchers, and policymakers. This study aims to explore the suitability and applicability of big data for smart governance of public agencies. A systematic review of literature and metaanalysis method is employed with various levels of scales and indicators. Literature survey shows that a number of models have been developed to explain smart governance but systematic research on the suitability and applicability of big data for smart governance of public agencies is still lacking. This article argues that the application of big data for smart governance in the public sector can increase the efficiency of the public agencies fastest public service delivery, enhancing transparency, reducing public hassle and helping to the become a smart agency. This paper further argues that implementation of big data for smart governance has a significant role in timely, error-free, appropriate and costeffective service delivery to citizens which leads to the sustainable economic development of a country. The findings suggest that every public-sector agency should be brought under smart governance which should be a fully promoted under big data technologies for easy access, transparent and accountable, and hassle-free public agencies

A photonic crystal based MOEMS pressure sensor design is presented in this work. The key design element is a circular diaphragm made of silicon (Si), integrated with a hexagonal ring resonator in the middle. The novelty of the work is the arrangement of the holes in the Si diaphragm in triangular orientation and optimization of sensitivity for pressure sensing. The pressure is applied at the center of the diaphragm which resulted in deformation, stress, and strain. The minimum observable deformation is 1.0073 nm and is at 6.3 µPa. The corresponding change in the refractive index is calculated for the stress applied. The resonant wavelength obtained for without load is 1.598 µm. The shift in the resonant wavelength for different loads are observed and tabulated. The modeling tool used to extract the mechanical parameters is ANSYS multiphysics. For 2D modeling and simulation of the ring resonator structure, MEEP is used for the implementation of FDTD. The Q-factor observed is 12,245 and sensitivity reported as 316.15 nm/RIU respectively.

Media access is one of the most significant aspects of the media scenario due to the rapidly changing nature of the today's media. Digital inequality as a concept defines the unequal distribution of ICT and the increasing gap in the knowledge that is produced by the information that is spread through internet.But,the lack of access to traditional media such as newspapers and television is studied less due to the accepted fact of everyone having access to it. During the course of data collection for the research,it was noted by the researcher that many people did not want to participate in the survey stating the lack of access to newspaper or lack of interest in newspapers.In order to validate the information received; this research was conducted to understand the access and the use of different media in Sikkim, a total of 150 respondents were asked about their media access and habits.The results show that most people do read newspapers but only occasionally and that people prefer social media and internet more compared to traditional media.

Fake news has been a problem ever since the internet boomed. The very network that allows us to know what is happening globally is the perfect breeding ground for malicious and fake news. Combating this fake news is important because the world's view is shaped by information. People not only make important decisions based on information but also form their own opinions. If this information is false it can have devastating consequences. Verifying each news one by one by a human being is completely unfeasible. This paper attempts to expedite the process of identification of fake news by proposing a system that can reliably classify fake news. Machine Learning algorithms such as Naive Bayes, Passive Aggressive Classifier and Deep Neural Networks have being used on eight different datasets acquired from various sources. The paper also includes the analysis and results of each model. The arduous task of detection of fake news can be made trivial with the usage of the right models with the right tools.

Human eye is one of the most complex organs in human body. Eyes, the integral part of Visual system receives signals and brain computes the obtained visual details. The brain helps in detection and interpretation of information in the visible light. This Complex process includes reception of light, binocular perception, estimation of distance and categorization of objects. Any anomaly in such process causes Blindness or Visually Impairment. According to WHO survey approximately 1.3 billion people live with some form of vision impairment. The need for visual aid is essential to enhance visual ability for visually impaired. In this paper a detailed review of different types of advance techniques to enhance vision is discussed.

An attempt is made in this paper is to analyse the tribal children education for sustainable development. The theme of the education and training of disadvantaged groups is high on the agenda in many countries, because it is related to a much wider phenomenon: growing deprivation and social exclusion. This situation is not only disturbing, it is also a paradox in that the increase of poverty and exclusion often goes hand in hand with economic growth. This worrying observation implies that an increase in wealth is not a sufficient remedy, but must be accompanied by job creation and the redistribution of revenues. It is evident that a scarcity of jobs or employment opportunities is often at the heart of the problem of deprivation and social exclusion. However, non-access to educational and training programmes is also a critical factor. In fact, low levels of schooling, or even the total absence of schooling, often contribute to a precarious integration into the job market.

A field experiment was conducted during Kharif 2006 on a vertisol to study the effect of potassium and sulphur on yield and yield parameters of onion and chilli intercrops grown with four levels of potassium (0, 50, 75 and 100 kg K2O ha-1) and three levels of sulphur (0, 15 and 30 kg S ha-1). Yield and yield attributes of onion and chilli increased with the individual application of 100 kg K2O ha-1 and 30 kg S ha-1. The combined application of 100 K2O and 30 kg S ha-1 recorded the maximum yield of both onion (19.52 t ha-1) and chilli (3.90 q ha-1) and also onion equivalent yield (23.42 t ha-1) of the intercropping system

Universal interconnection networks are prime performance tailback for high performance SoCs (Systems-on-Chip). Since shrinking the size of the ICs (Integrated Circuits) is the main aim, NoC (Network-on-Chip), being a segmental and mountable design tactic is a propitious substitute to outmoded bus-mode architectures. NoC combined with 3D-Routers and label switching technique can guarantee low power consumption, QoS along with less latency. In the proposed work, 3D NoCs are proven to be more advantageous by achieving 39.9% reduction in Area, 1.7% reduction

Nanoparticles have addressed many challenges in science and technology and wood science research is one such field that has benefitted from application of metal nanoparticles. The metal nanoparticles that are commercially available for wood protection are synthesised by physical and chemical methods which produces toxic by-products and are expensive. The current study deals with a new approach for utilization of metal nanoparticle for wood protection in an ecofriendly and cost effective way. Metal nanoparticles were synthesised using plant extracts that are known to have wood preservative properties. The synergistic effects of the intrinsic property of plant extracts along with the biocidal property of metal nanoparticles were utilized. Copper oxide nanoparticles were synthesised using leaf extracts of Neem (Azadirachta indica), Pongamia (Pongamia pinnata), Lantana (Lantana camara) and extract of orange peel (Citrus reticulata). The effectiveness of the synthesised plant extract and copper oxide nanoparticle formulation is tested against wood decay fungi using agar mixed with the test substance. Graveyard test is employed to assess the effect of the copper oxide nanoparticle formulation against termites. Preliminary results are promising and studies are progressing to develop a stable and environmentally benign wood preservative formulation of metal nanoparticles and plant extracts.

From the past decade the expansion of highways are slow when compared to the growth of transportation, traffic blockage becoming a central transportation issue in a metropolitan cities. Modeling of growth trend and improvement in forecasting techniques for transport population has always been and will continue to be of first importance for any major infrastructure development initiatives in the transportation engineering sector. Although many traditional, as well as some advanced methods, are in vogue for this process of estimation, there has been a continuous quest for improving the accuracy of different methods. A citywide traffic pattern is used in transportation and metropolitan planning. Traditional approaches for the estimation of traffic flow may heavily depend on the road-based sensor, and nowadays the traffic forecasting is done by using data mining techniques, machine learning, artificial intelligence, neural networks, cloud computing. Even social networks also play the vital role in predicting the traffic. Big-data-driven traffic flow prediction systems are accessible when the big data concept emerged into the field. In this area, the robustness of prediction performance depends on accuracy and timeliness. In this paper, we have studied various research works, and we are analyzed the different methods and techniques which are used to forecasting the traffic flow estimation.

Aquaponics refers to the integration of hydroponics with aquaculture. The growth performance of comet goldfish against a plant of coriander, types of leafy vegetable and water plant were evaluated in recirculation of this aquaponics system towards temperature, light and fish waste effectively. The fish were feed with commercial pelleted feeds containing 30% crude protein which can provide almost all nutrients required for the plant growth. Auto feeder place major role in this system used to maintain the growth and survival rates. Filter systems used to remove the amount of waste materials and breakdown products from the water. The set point will be the desired water level, the monitored temperature in fish tank, the monitored temperature at plant area and the desired amount of food. While Arduino function as a brain that used to receive the information from the sensor and come out with an instruction in term of response as the feedback. Then the action will be based on the actuator that was reacted towards the act received.

This paper presents the Nano cavity Implementation of the biosensors in the detection of melanoma cancer tissue. The key challenge in the work is to provide the accuracy for the biosensors and the results are obtained. The developed design shows a path advancing field of medical aspects with the development of Nano plasmon technologies. The Surface Plasmon Resonance (SPR) technology is used, the concept depends on the refractive index of the selected slab layer. The refractive index material of the normal cancer by comparing it with the refractive index of the melanoma cancer tissue in order to know the tissue is cancerous are non-cancerous. Sensitivity for different sensor design is investigated. The overall highest sensitivity obtained is 300 nm/RIU for 1550 nm of wavelength.

Visual signal processing in human beings occurs in the occipital lobe of the brain. The signals that are generated in the brain are universal for all the human beings and they are called Visual Evoked Potential (VEP). Generally, the visually impaired people lose sight because of severe damage to only the eyes natural photo sensors, but the occipital lobe will still be functioning. In this paper, a technique of artificially generating VEP is proposed to enhance the visual ability of the subject. The system uses the electrical photoreceptors to capture image, process the image, to detect and recognize the subject or object. This voltage is further processed and can transmit wirelessly to a BIOMEMS implanted into occipital lobe of the patient's brain. The proposed BIOMEMS consists of array of electrodes that generate the neuron potential which is similar to VEP of normal people.
