Abstract Bridges are vital assets of transport infrastructure, systems, and communities. Damage characterization is critical in ensuring safety and planning adaptation measures. Nondestructive methods offer an efficient means towards assessing the condition of bridges, without causing harm or disruption to transport services, and these can deploy measurable evidence of bridge deterioration, e.g., deflections due to tendon loss. This paper presents an enhanced input-doubling technique and the Artificial Neural Network (ANN)-based cascade ensemble method for bridge damage state identification and is exclusively relying on small datasets, that are common in structural assessments. A new data augmentation scheme rooted in the principles of linearizing response surfaces is introduced, which significantly boosts the efficiency of intelligent data analysis when faced with limited volumes of data. Furthermore, improvements to a two-step ANN-based ensemble method, designed for solving the stated task, are presented. By adding the improved input-doubling methods as simple predictors in the first part of the cascade ensemble and optimizing it, we significantly boost accuracy (7%, 0.5%, and 8% based on R2 in predicting tendon losses for three critical zones that were defined across the deck of a real deteriorated prestressed balanced cantilever bridge). This improvement is strong evidence of the accuracy of the proposed method for the task at hand that is proven to be more accurate than other methods available in the international literature.

The objectives of this research were to analyze anthocyanins in blue honeysuckle (Lonicera caerulea L.), bilberry (Vaccinium vitis-idaea L), and cranberry (Vaccinium macrocarpon Ait.), using HPLC-ESI-QTOF-MS2, Fourteen, fifteen, and eight anthocyanins were identified in blue honeysuckle, bilberry, and cranberry, respectively. Cyanidin-3-glucoside (C3G) and peonidin-3-glucoside were detected in all three types of berries, with blue honeysuckle showing the highest C3G content at 5686.28 mg/100 g DW. Total phenolic content (TPC) and total flavonoid content (TFC), along with ABTS, DPPH, and FRAP assays, were measured. Blue honeysuckle exhibited the highest levels of TPC and TFC. The SOD, POD, and CAT activities in blue honeysuckle were 1761.17 U/g, 45,525.65 U/g, and 1043.24 U/g, respectively, which were significantly superior to those in bilberry and cranberry. The antioxidant mechanisms of these enzymes were investigated by molecular docking, C3G showed a higher affinity for POD, confirming the effectiveness of C3G as an antioxidant.

В стаття аналізується поняття форс-мажор передбачене у статті 14-1 Закону України «Про торгово-промислові палати в Україні» № 671/97-ВР від 2 грудня 1997 року, у якій визначено перелік обставин, що підпадають під поняття «форс-мажорних обставин». Цей перелік є достатньо широким, проте не є вичерпним. Разом з цим, такого переліку форс-мажорних обставин не існувало до 2 вересня 2014 року, і цей перелік з’явився у зв’язку з антитерористичною операцією на сході України після набрання чинності Закону України «Про тимчасові заходи на період проведення антитерористичної операції» № 1669-VII від 2 вересня 2014 року. Наголошено, що у Цивільному кодексі України не передбачено тлумачення такого поняття як «непереборна сила» чи «форс-мажорні обставини». У Господарському кодексі України на противагу Цивільному кодексові зазначено, що не є надзвичайними та невідворотними обставинами. Порівнюючи застосування поняття форс-мажор за українським правом та правом Великої Британії зазначено, що в законодавстві Великої Британії не передбачено поняття «форс-мажор», оскільки форс-мажорні обставини мають бути передбачені контрактом. Визначено, що судові органи Великої Британії оперують таким поняттям як «фрустрація», а судові органи Сполучених Штатів Америки – поняттям «комерційна недоцільність», які за своєю суттю наближені до доктрини форс-мажорних обставин, хоча і містять деякі відмінності. А саме: доктрина форс-мажорних обставин стосується відповідальності за невиконання чи неналежне виконання, і зазвичай є чітко визначеною у законодавстві, як і доктрина комерційної недоцільності у Сполучених Штатах Америки. У той же час, доктрина «фрустрації» чітко не передбачена законодавством Англії. Окрім цього, такі доктрини також стосуються різних наслідків: доктрина форс-мажорних обставин може бути застосована тоді, коли йдеться мова про звільнення від відповідальності за невиконання чи неналежне виконання зобов’язання, тоді як доктрина фрустрації та доктрина комерційної недоцільності радше стосуються невиконання зобов’язання в цілому, і навіть між цими двома доктринами існують певні відмінності, про що було зазначено судом у справі The Aluminum Co. of America (ALCOA) v. Essex Group Inc. Доктрина фрустрації може бути застосована тоді, коли, якби сторони знали про зміну обставин та їхній вплив на відповідне зобов’язання, вони б не стали стороною такого зобов’язання. У свою ж чергу, доктрина комерційної недоцільності більше належить саме до комерційної складової зобов’язання, і стосується невигідних (у фінансовому плані) наслідків для однієї зі сторін.

Feather mites (Acariformes, Astigmata) are a large group of species in which mites of the genus Proctophyllodes Robin, 1868. Analgoidea are among the most common parasites of passerines. These mites are permanent obligate ectoparasites localized on the flight feathers, greater wing coverts, and on the tail. Most species of feather mites are characterized by high host specificity. The taxonomy and fauna of feather mites of the genus Proctophyllodes, and their morphological identification characters in different countries of the world are still a matter of research. The aim of our work was to describe the morphological features and metric parameters of feather mites of the species P. musicus Vitzthum, 1922, isolated from the common blackbird Turdus merula Linnaeus, 1758 in Ukraine. 32 parameters are determined in males and females of P. musicus mites, which characterize both their general structure of the body and sexual dimorphism. The structure and sizes of the body, gnathosoma, idiosoma, prodorsal and hysteronotal shields, epimerites I, setae cp and c3, and the distance between setae of the scapula se–se and si–si are described. In males, the sizes of adanal sucker discs, epigastric shields, genital arch, setae ps2, h3, h2, the distance between setae 4a–4a, g–g, ps3–ps3, ps1–ps1 are additionally described and determined. Lamellae in males are wide, tongue-shaped, do not overlap. The aedeagus is short, slightly extending beyond the posterior margin of the genital arch. In female mites, the dimensions of the lobar shield, terminal appendages, and terminal recess are additionally described and determined, taking into account the location of setae ps1, h2, the dimensions of setae cp, c3, h3, h2, the distance between setae h1–h1, the distance between hysteronotal and lobar shields. The mite eggs were measured in the body of the female and on the feathers of the birds. The scientific data obtained in this study expand the already existing data on morphological and metric characters of feather mites of the species P. musicus (Proctophyllodidae) isolated from the common blackbird.

ABSTRACTSoftware Effort Estimation (SEE) is a foremost concern of software companies in order to successfully develop and deliver software products within a defined budget and time. Many software companies fail to deliver the product on time, either due to problems of over-estimation or under-estimation. In order to aid the decision-making process of the analyst and experts, the paper proposed a multi-step dynamic ensemble selection (MS-DES) approach. The DES works in two steps; I) in order to select the suitable models from the pool of models, which are anticipated to perform best when generating a prediction. II) to predict the labeled discretized effort more accurately. The paper utilized four software effort datasets discretized into labeled effort ranges. The performance of the proposed model is evaluated based on the K nearest neighbor oracle (KNORA) canonical approach to DES and in order to reduce the complexity, filter feature selection techniques are applied to extract the relevant feature set. The proposed feature selection-based MS-DES model outplayed the individual models in predicting labeled effort in terms of confusion metrics parameters with an accuracy of more than 90% with all datasets and the results are validated using the ROC curve.

18. Pain in non-communicative older adults beyond dementia: a narrative review

Aging is associated with an increased risk of developing pain, especially in the presence of concurrent chronic clinical conditions. Similarly, multimorbidity can affect the perception and ability of older adults to appropriately respond to and communicate pain, and there is a clinical heterogeneity in the processing of painful sensations in different neurological conditions. The present narrative review is aimed at assessing the prevalent diseases associated with poor communication and pain in older adults, together with the available diagnostic instruments for the clinical assessment of pain in such a vulnerable population. Dementia was the most described pathology identified in the current literature associated with poor communication in older adults affected by pain, along with Parkinson’s disease and stroke. Notably, a common pattern of pain behaviors in these neurological disorders also emerged, indicating potential similarities in the clinical presentation and appropriate diagnostic workout. At the same time, there are many differences in the way patients express their pain according to their main neurological pathology. In addition to this, although a plethora of observation-based tools for pain in patients with dementia have been developed, there is no gold standard, and the clinical utility of such measurements is still largely unaddressed. Meanwhile, there is substantially no standardized observation-based tool for pain in non-communicative patients with Parkinson’s disease, and only a few for stroke. Overall, the present narrative review provides an update on the prevalent diseases beyond dementia associated with a communicative disability and a painful condition in older adults.

Summary: Background: Mucositis is a common and highly impactful side effect of conventional and emerging cancer therapy and thus the subject of intense investigation. Although common practice, mucositis assessment is heterogeneously adopted and poorly guided, impacting evidence synthesis and translation. The Multinational Association of Supportive Care in Cancer (MASCC) Mucositis Study Group (MSG) therefore aimed to establish expert recommendations for how existing mucositis assessment tools should be used, in clinical care and trials contexts, to improve the consistency of mucositis assessment. Methods: This study was conducted over two stages (January 2022–July 2023). The first phase involved a survey to MASCC-MSG members (January 2022–May 2022), capturing current practices, challenges and preferences. These then informed the second phase, in which a set of initial recommendations were prepared and refined using the Delphi method (February 2023–May 2023). Consensus was defined as agreement on a parameter by >80% of respondents. Findings: Seventy-two MASCC-MSG members completed the first phase of the study (37 females, 34 males, mainly oral care specialists). High variability was noted in the use of mucositis assessment tools, with a high reliance on clinician assessment compared to patient reported outcome measures (PROMs, 47% vs 3%, 37% used a combination). The World Health Organization (WHO) and Common Terminology Criteria for Adverse Events (CTCAE) scales were most commonly used to assess mucositis across multiple settings. Initial recommendations were reviewed by experienced MSG members and following two rounds of Delphi survey consensus was achieved in 91 of 100 recommendations. For example, in patients receiving chemotherapy, the recommended tool for clinician assessment in clinical practice is WHO for oral mucositis (89.5% consensus), and WHO or CTCAE for gastrointestinal mucositis (85.7% consensus). The recommended PROM in clinical trials is OMD/WQ for oral mucositis (93.3% consensus), and PRO-CTCAE for gastrointestinal mucositis (83.3% consensus). Interpretation: These new recommendations provide much needed guidance on mucositis assessment and may be applied in both clinical practice and research to streamline comparison and synthesis of global data sets, thus accelerating translation of new knowledge into clinical practice. В статті проведено юридичну оцінку наслідків завдання шкоди майновим інтересам України внаслідок російської агресії, проаналізовано проблемні питання фінансових та майнових втрат, яких зазнала Україна, починаючи з 2014 року і понині. Проаналізовано на конкретних прикладах проблеми націоналізації державної, комунальної та приватної власності на окупованих та анексованих рф територіях України, зокрема націоналізації майна міжнародного дитячого центру «Артек», ПАТ «Укртелеком», компанії «Київстар» тощо, досліджено питання конфіскації майна українських церковних громад. Розглянуто спірні моменти щодо перереєстрації українських юридичних осіб (бюджетних та благодійних організацій). Зосереджено увагу також на проблемах фінансової системи України, яка через російську агресію зазнала значних втрат. Зокрема проаналізовано особливості діяльності банків на окупованих росією територіях України, які зазнали значних збитків. Зазначено, що протягом 2014 року відбувалося масове закриття рахунків і зняття депозитів клієнтами на окупованих територіях, що призвело до скорочення ресурсної бази банківської системи країни на 8,5 млрд доларів. Водночас банки втратили контроль над активами на окупованих територіях. Важливим є питання створення у 2014 році вільної економічної зони на тимчасово окупованій частині території України. Прийняття відповідного Закону України про створення вільної економічної зони «Крим» та про особливості економічної діяльності на тимчасово окупованій території України від 12 серпня 2014 року не сприйняли фахівці, кримськотатарський народ, і суспільство в цілому. Зрештою Закон визнали таким, що втратив чинність у 2021 році. Також звернено увагу на деякі аспекти оподаткування нерухомого майна, розташованого на тимчасово окупованих територіях, особливо на випадки, коли громадяни України через окупацію певних територій не можуть користуватися своїм майном або користування ним є небезпечним для життя.

The topic of human rights in the aspect of relations between the state and addicted patients (and in general relations in the sphere of circulation of drugs) remains scantily explored for modern Ukraine, which actualizes further scientific research. The purpose of the article is to determine the authors’ vision of compliance with international human rights standards of the legal anti-drug prohibitions established by the state. To achieve this goal, using the historical-legal, comparative, dialectical, systemic, hermeneutic, sociological methods and legal method of cognition, national and foreign legislation was critically analyzed, international experience in implementing various models of anti-drug policy was studied, and proposals for the draft of a new Criminal Code of Ukraine were formulated. The authors pay special attention to the problems of protecting the rights of drug addicts, legal liability in the field of drug trafficking, legalization of drugs for non-medical needs and compulsory treatment of drug addicts. El tema de los derechos humanos en el aspecto de las relaciones entre el Estado y los pacientes adictos (y en general las relaciones en la esfera de la circulación de drogas) sigue siendo escasamente explorado en la Ucrania moderna, lo que actualiza una mayor investigación científica. El objetivo del artículo es determinar la visión de los autores sobre el cumplimiento de las normas internacionales de derechos humanos de las prohibiciones legales antidroga establecidas por el Estado. Para lograr este objetivo, utilizando los métodos histórico-jurídico, comparativo, dialéctico, sistémico, hermenéutico, sociológico y el método jurídico de cognición, se han analizado críticamente la legislación nacional y extranjera, se ha estudiado la experiencia internacional en la aplicación de diversos modelos de política antidroga y se han formulado propuestas para el proyecto de un nuevo Código Penal de Ucrania. Los autores prestan especial atención a los problemas de la protección de los derechos de los drogodependientes, la responsabilidad jurídica en el ámbito del tráfico de drogas, la legalización de las drogas para necesidades no médicas y el tratamiento obligatorio de los drogodependientes.

A new method for positioning mini-implants in orthodontic patients with tooth position anomalies (ICD-10 K07.3) using a navigation surgical template is proposed. The template is used to position a mini-implant precisely based on the visualization results of cone beam computed tomography (CBCT), which facilitates safe and dynamic orthodontic tooth movements. CBCT visualization during the initial placement of mini-implants in the most stable position has significantly reduced the risks of premature loss of stability. Proper placement, in turn, leads to the successful completion of treatment using cortical bone support

The fabrication process of reduced graphene oxide depends on many factors (e.g., graphite precursor, methods of oxidation, reduction, and exfoliation) which have a significant influence on the properties of this material. Therefore, their selection is not easy due to the large number of possible combinations of these factors. To overcome this problem, we proposed to use a multivariate analysis of variance method of finding associations between the qualitative type of independent variables and the quantitative type of dependent variable. Using ANOVA, we showed that the combination (interaction) of these variables is more important than the individual influence of the variables on the fabricated rGO. Knowing how the particular variables and their combinations affect the properties of rGO, it is easier to plan the fabrication process of this material. In this paper, we analyzed the number of oxide layers and designated the most promising oxides in terms of sensor gas application. Independently, we fabricated chemiresistor sensors and studied their response to NO2 in the analyzed atmosphere. We were able to combine the experimental results with statistical analysis indicating which oxidation methods and which graphite precursors will provide the best sensitivity.

In this paper, the effect of Yb dopant on the optical and photoelectric properties of CsPbCl3:Yb single crystals is studied. The position of the main energy level of Yb3+ ions relative to the energy band was determined. Two channels of electron photoionization into the conduction band were identified, which are photo-stimulated transition of valence electrons and transition of electrons from the ground level of the Yb3+ dopant ion. The crucial role of Yb2+ ions in the manifestation of the quantum cutting effect was shown. A non-uniform distribution of ytterbium dopant in the CsPbCl3:Yb single crystal volume was revealed. It was established that the absolute quantum yield of ytterbium luminescence in CsPbCl3:Yb single crystals in the near-infrared region at Yb concentration of 2 mol.% reaches 86%.

Abstract Cataract surgery can cause dry eye symptoms. One of the many factors compromising the ocular surface is the use of benzalkonium chloride (BAC)-preserved topical eye drops administered during the postoperative period. In this open-label, prospective, randomized, comparative clinical trial, 40 patients not previously affected by dry eye disease were assigned to receive either preservative-free (PFD) or preserved (PD) dexamethasone 0.1% eye drops for two weeks after a standard phacoemulsification procedure. Fluorescein break-up time, ocular surface staining score, Schirmer test, Ocular Surface Disease Index and anterior chamber (AC) cells were evaluated at baseline prior to the surgery and 2 weeks after surgery. No statistically significant differences in baseline assessments were observed between groups. At week 2, a significant increase in corneal staining scores (p = 0.003) and foreign body sensation (p = 0.04) was observed for the PD group only. The conjunctival staining score was significantly higher in both groups. The mean AC cell grading was higher in the PFD group than in the PD group (0.28 ± 0.30 and 0.07 ± 0.18, respectively; p = 0.013). Preservative-free dexamethasone eye drops after cataract surgery caused milder dry eye symptoms as compared with preserved dexamethasone. The AC inflammation control comparison may require a larger study group. Trial registration: ClinicalTrials.gov identifier NCT05753787, 03/03/2023.

However, the considerable time and computational resources needed for training ML models pose significant challenges, especially within cascade schemes, due to the iterative nature of training algorithms, the complexity of feature extraction and transformation processes, and the large sizes of the datasets involved. This paper proposes a modification to the existing ML-based cascade scheme for analyzing large biomedical datasets by incorporating principal component analysis (PCA) at each level of the cascade. We selected the number of principal components to replace the initial inputs so that it ensured 95% variance retention. Furthermore, we enhanced the training and application algorithms and demonstrated the effectiveness of the modified cascade scheme through comparative analysis, which showcased a significant reduction in training time while improving the generalization properties of the method and the accuracy of the large data analysis. The improved enhanced generalization properties of the scheme stemmed from the reduction in nonsignificant independent attributes in the dataset, which further enhanced its performance in intelligent large data analysis.

- Abstract
The purpose of this study was to test the model of diagnostic assessment of the level of formedness of the competency of pedagogical staff to use teaching technologies when applied in the settings of formal and non-formal education and to see whether the model creates opportunities for designing a strategy for professional lifelong development of teaching staff. A convergent (computer-oriented and traditional) methodology was used in this study including: the methodology for examination of the motivation drivers of professional activity (K. Zamfir); "Square of Values" methodology by O. Murzina; methodology of self-assessment of vocational and pedagogical motivation, Bass's questionnaire on orientations entitled "Personality orientations", Henning's methodology called "Structure of Interests", Criteria Cognitive Aptitude Test. It has been proved that the majority of teaching staff demonstrated the imitative and reproductive level of formedness of the professional competency consistent with all criteria. It seems that educators strive for self-improvement and self-development in using teaching technology in formal and non-formal education settings. This study results can be well used either to develop the structure and content of the professional development or post-graduation programs for the teaching personnel at the instructional institutions or to assess of the level of formedness of the professional competence of pedagogical staff to use teaching technologies in the settings of formal and non-formal education. The study attempts for the first time ever to assess professionalism-related competency in using teaching technology in formal and non-formal education settings and to specify the value orientations, motives, needs, spectrum of knowledge, skills, and abilities comprising the level of proficiency in this area as it is viewed through the needs of the labour market.
