Abstract

Almanya’da önemli oranda Müslüman nüfus yaşamakta ve Kelimeler sayıları da yıllar geçtikçe artmaktadır. Söz konusu Müslümanların çoğunluğunu 1961 yılında imzalanan iş gücü antlaşması çerçevesinde Türkiye’den Almanya’ya çalışmaya gidenler ve onların nesilleri oluşturmaktadır. Son on yılda buna Suriye iç savaşı neticesinde Almanya’ya göç eden kalabalık bir nüfus eklenmiştir. Almanya’daki Müslümanlar geçen altmış yıl içerisinde din, kültür ve kimliklerini muhafaza etmek için kurumsallaşmış ve toplumda görünürlük ve etkinlikleri artmıştır. Özellikle 2000’li yıllardan itibaren küresel düzeyde İslam ve Müslümanlar bağlamında yaşanan gelişmeler sonrasında Almanya da ülkede yaşayan Müslüman nüfus ile ilgili politikalar geliştirmeye başlamıştır. Önceleri göçmenler ya da yabancıların ülkeye uyumu ile başlayan tartışmalar, sonraları entegrasyon, asimilasyon, radikalleşmenin önlenmesi gibi öncelikle olumsuz çağrışımları olan başlıklar ile devam etmiştir. Bu konular esasen Almanya’da İslam politikasının da öncelikli gündemidir. Bu makalede Almanya’nın İslam Politikası, bunun kurumsal yansıması olan Alman İslam Konferansı üzerinden betimleyici yöntemle ele alınmakta; işlenen konular, yaptırılan araştırmalar, tavsiyeler, ortaya çıkan uygulama ve projeler incelenmektedir. Konferansın en geniş kesimini Türk kökenli toplumun oluşturduğu Almanya’daki Müslümanlar üzerindeki etkileri üzerinde durularak, işleyişindeki sorunlara rağmen uzun vadeli fırsatlar sunan bir platform olduğu değerlendirilmektedir.
