Scientometric indicators are nowadays an almost mandatory element in assessing the scientific activity of a scientist or an academic organization, and scientometric methods are actively used in various studies in the field of science studies, including bibliometric studies. The article analyses the three largest citation systems. The Belarusian publications on agriculture selected from Web of Science, Scopus and RSCI scientometric databases for the period 1991-2021 have been studied in detail. Articles were analyzed by subject, publishing organizations, authors, year of publication, types of publications, and other parameters. Based on the results obtained, it was concluded that the number of publications and the number of their citations is growing every year. This indicates the growing publication activity of the authors. However, Belarusian authors prefer to publish in Russian-language editions that are not included articlein foreign information resources. This indicates the need for their further promotion in the world information systems. At the same time, the reflection of publications with the participation of Belarusian authors in international information resources undoubtedly has a positive effect on the status of national science in the system of global scientific communications.

The article is devoted to the implementation of the "Software complex for multithreaded processing of scientific information for user services of Belarus Agricultural Library ". The new system allows to keep records of users, store and correct their requests, send selected information in the form of a bibliographic list, send completed full texts of documents, monitor the required information in some resources in a semi-automatic mode, etc. The software package consists of user and administrative blocks. The administrative block includes several main modules: accounts (users, specialists, organizations), requests (thematic, for delivery, deliveries), monitoring (sources of bibliographic descriptions, monitoring of bibliographic descriptions) and statistics (organization / users, quantitative, specialist / requests, organization / inquiries, supplies). The introduction of this system will be the largest update of the remote user services of Belarus Agricultural Library over the past ten years.

The article presents the system for the development of information literacy for different groups of users of the scientific library and librarians (using the example of training activities held in Belarus Agricultural Library). The main informational skills and abilities that students, graduate students, scientists and specialists should possess are listed. The characteristics of seminars and presentations on the development of information literacy are given, with a description of the practical and theoretical parts. The influence of the level of information competence of users on the quality of scientific research is emphasized. The role of information literacy in the formation of professional consciousness of library specialists is shown. The advantages of the remote form of holding events in modern conditions are revealed. The necessity of constantly increasing the level of information skills in scientific libraries is substantiated.

This study uses a laser patterning setup to write defect structures into a conjugated polymer microcavity. We show that the defect enhances optical confinement and reduces the lasing threshold.

Besides a library's own collection, there is also an increasing use of web-based scientific information resources in library research and development services. The ever-increasing volume of such information, its fragmented location (in various databases, information retrieval systems, etc.) actualize the interest in automating processes when dealing with such scientific resources. The paper presents the functions of a software package for infometric diagnostics of the publication flow to serve users of the Belarus Agricultural Library (BelAL), which is being developed at the United Institute of Informatics Problems of the National Academy of Sciences of Belarus and BelAL. The software package is designed to automate the information servicing of BelAL users in terms of search, delivery and analytical processing of scientific Internet publications on agriculture.

Features of preparing reference lists for scientific publications of international level are discussed. International standards for creating bibliographical references are listed. The main styles of making references are presented: Harvard Style recommended by the British Standards Institute and the Modern Language Association; APA Style developed by the American Psychological Association. The general rules for bibliographic references in Harvard Style and APA Style are listed.

Being one of the most important tools of the national economy, foreign direct investment provides means for production expansion, creating employment opportunities and jobs, accelerating structural changes, improving the country’s financial standing in foreign relations, increasing its foreign exchange reserves, reducing budget holdbacks, and improving its credit rating. In Russia, foreign investments are primarily made through capital contributions by registered foreign residents. According to official reports, in the total annual capital inflows into the Russian Federation, 10 to 12% are attributable to foreign direct investment, 1 to 2% - to indirect investment, and up to 80% - to other investments. The current state of the world economy is characterized by many challenges: from increased competition and a new round of trade wars between major economic powers to a shift in emphasis in approaches to assessing the effectiveness of economic entities from exclusively financial to mainly non-financial, including environmental and social aspects. The corresponding economic conditions, coupled with significant political and economic pressure from a number of countries, sharply raise the issue of developing new approaches to determining the effectiveness of their own activities. Determining the effectiveness of business entities is necessary in order to ensure timely and adequate assessment of their business model from the perspective of key stakeholders and to develop an effective strategy for long-term sustainable functioning in the new business environment. This issue is particularly relevant for those economic entities that implement their activities, including through foreign representative offices. Determining the effectiveness of business entities ' representative offices abroad and evaluating their strategic performance, in addition to differences in approaches to accounting and public reporting, is also complicated by the specifics of the legal status of representative offices of economic entities, as well as the processes of legal regulation of their activities in different countries.

Vertically aligned monolayers of metallic nanorods have a wide range of applications as metamaterials or in surface enhanced Raman spectroscopy. However the fabrication of such structures using current top-down methods or through assembly on solid substrates is either difficult to scale up or have limited possibilities for further modification after assembly. The aim of this paper is to use the adsorption kinetics of cylindrical nanorods at a liquid interface as a novel route for assembling vertically aligned nanorod arrays that overcomes these problems. Specifically, we model the adsorption kinetics of the particle using Langevin dynamics coupled to a finite element model, accurately capturing the deformation of the liquid meniscus and particle friction coefficients during adsorption. We find that the final orientation of the cylindrical nanorod is determined by their initial attack angle when they contact the liquid interface, and that the range of attack angles leading to the end-on state is maximised when nanorods approach the liquid interface from the bulk phase that is more energetically favorable. In the absence of an external field, only a fraction of adsorbing nanorods end up in the end-on state (≲40% even for nanorods approaching from the energetically favourable phase). However, by pre-aligning the metallic nanorods with experimentally achievable electric fields, this fraction can be effectively increased to 100%. Using nanophotonic calculations, we also demonstrate that the resultant vertically aligned structures can be used as epsilon-near-zero and hyperbolic metamaterials. Our kinetic assembly method is applicable to nanorods with a range of diameters, aspect ratios and materials and therefore represents a versatile, low-cost and powerful platform for fabricating vertically aligned nanorods for metamaterial applications.

Metallic or dielectric nano-objects change the photon local density of states of closely placed emitters, particularly when plasmon or Mie resonances are present. Depending on the shape and material of these nano-objects, they may induce either a decrease or an increase in decay rates of the excited states of the emitter. In this work, we consider the reduction of the probability of optical transitions in emitters near high-refractive index dielectric (silicon and zinc selenide) nanoparticles. We tune the spectral positions of magnetic and electric modes of nanocylinders to obtain the largest overlap of the valleys in the total decay rate spectra for differently oriented dipoles and, in this way, find the highest inhibition of about 80% for randomly oriented emitters. The spectral positions of these valleys are easy to control since the wavelengths of the modes depend on the height and diameter of nanocylinders. The inhibition value is robust to the distance between the emitter and the nanoparticle in the range of nearly 50 nm, which is crucially important for the applications, such as selective optical transition engineering and photovoltaics.

The plasmon resonances (modes) of a metal nanostructure can be defined as a dipole, a quadrupole, or high-order modes depending on the surface charge distribution induced by the incident field. In a non-symmetrical environment or clusters, the modes can hybridize and exhibit different behavior and properties. In this work, we study experimentally and numerically the substrate-induced hybridization of plasmonic modes of a silver nanocylinder. The applications of plasmonic nanoparticles such as refractive index sensing and enhanced spectroscopies often rely on the sustained mode spectral position and specific spatial near-field distribution. However, we show that the implementation of such plasmonic nanoparticles in a sensing system can result in a change of the modes nature, its hybridization or dehybridization. These changes are not clearly pronounced in the far-field spectra and then may result in unexpected modifications of the sensor behavior. We show that the hybridization between the dipolar and quadrupolar modes of the plasmonic nanoparticle on the substrate results from quadrupolar mode excitation due to the superposition of the reflected and incoming light and, then, depends on the reflection of the substrate. The existence of the hybridized modes strongly depends on the surrounding environment of nanoparticles, and after the deposition of the nanometric polymer layer on top of the nanoparticle the hybridized modes vanish and are replaced by uncoupled multipolar resonances., 18 pages, 6 figures

International audience; In order to selectively analyze active thin layers close to surface in power devices structures, Raman scattering is necessary with UV excitation. However, the Raman spectra of GaN are usually affected by the direct bandgap photoluminescence of the material, which interferes with the Raman measurements and decreases the quality and resolution of the Raman spectra. In this work, we demonstrate experimentally that nanostructured aluminum films deposed on GaN epitaxial layers decrease the influence of the photoluminescence on the resonant Raman spectra and increase its overall spatial resolution under UV illumination.

The purpose of this study is to develop models to predict the level of innovative development of countries, as well as to identify the most significant factors influencing innovative development. The scientific novelty consists in applying a systematic, integrated approach to the selection of statistically significant factors that are drivers of innovative development, with the subsequent construction of econometric models and their testing. When developing models, both resources (“input parameters†) and results (“output parameters†) were taken into account, which also allows evaluating the effectiveness of innovative development and developing scenario forecasts taking into account the existing possibilities and limitations, optimizing innovative development strategies. The main methods of research and approaches were used: statistical summary and grouping of information, trend analysis, regression and correlation analysis, testing of statistical hypotheses, factor analysis. The procedure for detecting multicollinearity was performed using the VIF test (Variance Inflation Factor, incremental regression method). In determining the set of explanatory variables (the choice of "short" or "long" regression), the following criteria were used: Akaike criterion and Bayesian Schwarz information criterion. To estimate the parameters of econometric models, the Least Squares Method was used with a preliminary check of the fulfillment of all conditions of the Gauss-Markov theorem. In addition, various tests for checking the constructed models and their parameters for significance, adequacy were applied: Durbin-Watson test, Sved-Eisenhart series method and Breush-Godfrey test, Helvig agreement test, Shapiro-Wilk test, Goldfeld-Quandt test and Spearman's rank correlation test. To determine the influence of explanatory factors on the explained factor, the average elasticity coefficients were calculated on the basis of linear regression as the best model based on the results of all tests. Data and Empirical Analysis: The main components included in the calculation of the Global Innovation Index (GII) were selected for the study. Statistical data on them are published annually, which allows us to estimate the country’s place in international innovation development. The study identified four multiple econometric models: one linear and three non-linear. The value of the Global Innovation Index was chosen as an explained factor, and the indicators for the main groups in accordance with the GII structure were chosen as explanatory factors. To achieve this goal, the following work was carried out, as reflected in this article: 1) an econometric analysis was performed based on a sample of 30 countries based on the 2018 Global Innovation Index report; 2) multiple regression models were built - linear, polynomial, hyperbolic and power; 3) with the use of special tests, a check for heteroscedasticity and autocorrelation of random residues was implemented; 4) the parameters and the obtained regressions were estimated for statistical significance and adequacy. According to the results of the study, the model that best approximates the initial data was chosen. Using this regression, one can form scenario forecasts of the country's innovative development, for example, by predicting the values of individual factors using various modern methods of macroeconomic planning and forecasting. The principle is the expediency of the most optimal combination of resources for innovative development in order to ensure the maximum effect on the "output". JEL classifications: C01, C02, C12, O31.
