Using the optical interaction potential between an electron and a helium atom, we have calculated the momentum-transfer cross-section, collision frequency, and energy transfer rate during elastic electron–helium scattering, focusing on energies up to the ionization threshold of helium (24.6 eV). The interaction potential includes static, polarization, and exchange contributions, accurately representing the scattering process in this range. The optical potential method is well-suited for this analysis, as it effectively reduces the complexity of multiparticle interactions while maintaining the essential physics of elastic scattering. The calculated collision frequency as a function of energy exhibits a distinct maximum near 5 eV, consistent with experimental observations, which has not been captured in earlier theoretical studies. The energy transfer rate, derived using the effective collision frequency, demonstrates efficient energy exchange at low electron energies, with a gradual decline as the energy approaches the ionization threshold. These findings offer critical insights into plasma processes in the diverter region of tokamaks, where helium atoms play a significant role, and contribute to modeling energy transport properties such as electron mobility and temperature equilibrium. The results can serve as a valuable reference for plasma simulations and fusion research applications.

Genetic variation within Toxoplasma gondii can have both clinical and epidemiological significance, while the genotypes circulating in many parts of the world, including the Nordic country Denmark, are still unknown. We genetically characterized T. gondii strains that had been detected in human clinical samples in Denmark in 2011–2016. Samples that had tested positive for T. gondii DNA and had a quantification cycle value <33 were included in this study and subjected to direct genetic characterization of T. gondii based on length-polymorphism of 15 microsatellite markers. A total of 23 DNA samples from 22 individual patients were analyzed. The results were consistent with genotype II with 15/15 markers amplified from seven samples from the central nervous system (CNS) including two samples from one patient, four ocular samples, and one unspecified sample; with genotype III with 15/15 markers amplified from two ocular samples; with genotype Africa 1 with 15/15 markers amplified from one amniotic fluid sample and from one CNS-sample; with atypical genotype with 15/15 markers amplified from one CNS-sample and with 11/15 markers amplified from one CNS-sample; and with HG12-like genotype with 9/15 markers amplified from one CNS-sample. Genotype II, which is endemic in Europe, was predominant, but more than a third of the successfully genotyped strains were non-type-II. This paper analyzes the political and constitutional confrontation of Kosovo and Croatia with the COVID-19 pandemic. The similarities of the constitutional provisions governing emergency situations and possible restrictions on human freedoms and rights in both countries, alongside hybrid parliamentary systems with strong presidents, have produced the same approaches, respectively similar in political and constitutional terms as well as in the academic and professional aspect. Therefore, this paper is focused more on government responses to the situation, including divergences between presidents and governments, as well as constitutional court approaches and respective academic opinions on the subject axis: extraordinary measures within the ordinary or extraordinary legal order with a formal declaration of a “State of Emergency”. Both countries set out for the first model, contenting themselves with amending legal frameworks without a formal declaration of a state of emergency. How and why, it happened is explained in the second and third parts of the paper, resulting in conclusions and recommendations.

The purpose of this paper is to analyze the importance of open public administration and several aspects referring to transparency as a crucial principle of administrative procedure and administrative law as well as how transparency and accountability impact the value of democracy, citizens’ trust and rule of law. Transparency is a fundamental requirement for the reliability and integrity of public institutions in order to promote public trust and public support. Transparency in public administration guarantees legal assurance and increases the level of legitimacy in decision making process. The principle of transparency has a direct impact on the accountability of administration toward the citizens, while citizens are able to get all the information regarding the work of public administration and also are allowed to get involved in the process of decision-making. The transparency in public administration has a great impact in the process of public administration reform and promotes the level of efficiency, effectiveness and responsiveness, as main components of the concept of good administration.

BACKGROUND: The standard procedure for routine environmental sampling for the prevention of invasive aspergillosis outbreaks is culturing of Aspergillus fumigatus after impaction of air. Time to results is usually 7 days. A preliminary study was carried out to compare the time to results and sensitivity of culturing and quantitative polymerase chain reaction (QPCR) in the detection of airborne A fumigatus. METHODS: Fungal DNA was extracted from 43 samples of impacted low-melt agar by a 3-step extraction method and amplified by QPCR. Identification was made using a specific A fumigatus probe. RESULTS: With QPCR, 19 of the 43 samples were positive for A fumigatus; with culturing, 7 of these 19 samples were positive, and 12 were negative. The cycle threshold (Ct) values for the 12 culture-negative samples were between 39 and 43 cycles, and the Ct values for 6 of the 7 culture-positive samples were <38 cycles, suggesting that the amount of DNA detected by QPCR was higher in the presence of viable conidia. CONCLUSION: QPCR detection of airborne A fumigatus in impacted low-melt agar significantly reduces the period of time between sample collection and results (48 hours), suggesting that this new approach can be beneficial for routine environmental sampling. Lithium salts are efficiently used for treatment of psychiatric disorders. However, prolonged treatment frequently involves adverse side effects. In this study, effects of lithium carbonate administration on some biochemical parameters were studied in male mice. Lithium carbonate (20, 40, or 80 mg/kg body weight corresponding to 3.77, 7.54, or 15.08 mg Li element/kg body weight, respectively) was injected daily for 14 or 28 days. The following parameters were recorded: drinking water consumption, body weight, lithium and testosterone serum concentrations, activities of catalase (CAT), superoxide-dismutase (SOD), and glutathione-peroxidase (GPX), and level of lipid peroxidation (expressed as TBARS) in liver was performed. Lithium treatment, especially at the highest dose for 28 days, was found to induce weight gain and polydipsia and a significant decrease of plasma testosterone level. Lipid peroxidation level and activities of SOD and GPX were increased in liver, which suggests a perturbation of the antioxidative status. Our results indicate that subchronic exposure to lithium, which induces weight gain and polydipsia under our experimental conditions, also damages the male reproductive system and triggers an oxidative stress in the liver. Sludge extracts from three water treatment plants, corresponding either to the readily water-soluble fraction or to the heavy metal content found in the solid fraction were tested separately or in combination on human cultured cells for their ability to affect the growth rate and/or to trigger a synthesis of the stress-related hsp72 and metallothionein proteins. When given separately, the soluble extract or the metal mixture corresponding to the solid fraction of sludge failed to exert significant effects on cell growth rate and expression level of the stress proteins. However, when given in combination, they were found to exert a strong synergistic effect, as they impaired cell growth and induced a significant overexpression of both hsp72 and metallothionein. This result points out the complex molecular interactions in actual environmental samples when acting on biological structures. It underscores the need for biological tests to complement chemical analyses in environment monitoring. [Copyright &y& Elsevier]
