Les études sur la sécurité privée ont maintes fois souligné la visibilité grandissante de cette industrie dans l’espace public. Ce phénomène s’inscrit dans un mouvement plus large de privatisation de la sécurité, constatable notamment dans l’accroissement conséquent de l’industrie au cours des dernières décennies. Or, ce processus de privatisation n’est pas seulement imputable à l’action du secteur privé. En effet, par ses activités de commercialisation, la police participe elle aussi du phénomène, mais ce fait intéresse plus rarement les chercheurs. Dans ce contexte, il y a lieu de se demander si c’est la sécurité privée qui ressemblerait de plus en plus à la police ou si c’est la police qui occuperait plus régulièrement le territoire traditionnellement dévolu à l’industrie. Il apparaît ainsi que la privatisation de la sécurité soit constituée de deux dynamiques convergentes qui brouillent encore les frontières entre secteurs privé et public, tout en exacerbant la compétition entre les deux.

- Abstract
In this chapter, the term ‘intelligence’ is progressively integrated into the dominant conceptualizations that traditional forensic science laboratories implement in serving justice systems. Forensic intelligence thus expands the narrower scope of forensic science. The latter’s frame of reference eventually changes when its contribution to security studies and proactive styles of policing is envisaged. A generic forensic intelligence process is presented, which provides forensic science with a global framework demonstrating the possible collaboration between many new professions and forensic scientists who are interested in crime intelligence.

It is no more a question of debate that the security industry has expanded in a dramatic way these last years. This phenomenon has led academics to address the ensuing shifts in the governance of this collective good - security - with a specific look at the threatened centrality of the state. While the problematic has been understood in several different ways, they seem all to agree on one thing: the role of the police (in the transformation of the governance of security) is a passive one and/or is not to be taken in account. Even if it could be argued that the police have been slow to do something, it is however wrong to believe that there was no significant reaction from the public police to the growth of the security industry. And it is in fact the central argument of this paper to acknowledge the existence of this reaction and to discuss it.We had then two main objectives:- To describe the shape of the reaction of the public police relatively to the growth of the security industry. - To discuss the consequences of this reaction on the providers of security's scene and the governance of security.To reach these objectives, we have drawn from examples found in the literature and more specifically on two specific contexts, the Montreal municipal police in Canada and the United Kingdom situation.The reaction of the police has mainly been an increase in their commercial activities, the selling and renting of products and services to private interests. Among the several kind of commercialisation of public police services found throughout the world, two of its latest expressions - the accreditation process and the delegation of powers - are at the core of the police's reaction to the growth of the private security industry.Two probable consequences were then discussed: the weakening the centrality of the state in the provision of security and the increase of the public-private distinction's blurring. Moreover, the creation of new security actors - through accreditation and/or powers' delegation - could possibly have a paradoxical effect. The growth of private security industry has raised several concerns about democratic issues. One of them depicts the expansion of powers and means of private security guards to a point where they are characterized as a "new parapolice". Without denying the relevance of such questioning and the existence of such practices (even if they are still confined to some specific locations), this paper will focus on the opposite process: the police's strategies to compete with the private industry in the security market. Drawing from a large literature review concerning recent police practices, we will first list the strategies the police has chosen to "invade" the traditional playing field of the private security, such as contract-bound services with private individuals. Then, we will more specifically investigate the emergence of a new category of less-trained, less expensive police auxiliaries that directly compete with security guards. We'll see how the police is changing and how these changes are the mark of a broader shift in the strategy to confront the "private security threat". 34. Airport Security: A Different Kind of Alliance.

International airports are probably the most densely populated institutional spaces in terms of security providers. Local police forces, immigration and customs authorities, regulatory agencies, airline security and many other players provide many layers of security to passengers, their cargo and the local community. Since the 9/11 terrorist attacks, the coherence and effectiveness of these arrangements has been deemed problematic, especially to respond to the challenges posed by dark (terrorist and organized crime) networks. Based on empirical quantitative and qualitative data collected at an international Canadian airport, this paper will examine the organisational structure of airport security: of particular interest will be the variety of objectives sought by security providers, the specific constraints under which they operate and the adverse effects that result from these differences. From the data, we will try to understand why airport security has often been found to be lacking, and what collaborative mechanisms could be mobilized in order to improve the situation. 35. Fighting to Define the Future of Security: When Industrial Security, Public Policing and the State Negotiate a New Regulatory Regime.

The dramatic growth of the industrial security sector over the past twenty years has largely modified the way security is organized, distributed and controlled. These changes asked in turn for accommodation by the state and the police, among other things through the regulatory sphere. For example, the province of Quebec in Canada is in the process of modernizing the private security regulatory framework which had been established in 1962 through Bill 88. This new proposed piece of legislation defines new training requirements for private security practitioners and formally discusses the relationships between private security and the police. Drawing from submissions (white papers) made to the parliamentary committee reviewing the Bill by a substantial number of private security industry actors (as well as by police unions and business associations), and from transcripts of the hearings held in Parliament over the past 12 months, we will show how this Bill is seen by the private security sector as an opportunity to earn the legitimacy it currently lacks. Our data also shows that the state continue to keep a unique position in the field of security. 36. Securing the City through Networks: A Case Study.

For the past twenty years, the mechanisms that ensure the production of security on behalf of communities and corporations have been shown to involve a broad range of actors, that extend far beyond the public police. The growing literature on the pluralization and multilateralization of security, as well as nodal governance, provides a useful theoretical framework to understand the new configuration of public, private and hybrid security actors. One approach that is gaining currency is the notion of networked security, to explain how various actors forge and maintain mutually beneficial partnerships, or exclude competing interests. However, most of the contributions mentioned above rely on scattered factual examples. With a few exceptions, the systematic observation and analysis of the structure and operation of security networks has not yet been undertaken. This paper will address this issue by presenting the results of a research project carried out in a large Canadian city. Using social network analysis tools, we have attempted to identify the various clusters of security that protect citizens, public transport users, students, shoppers, hospitalized patients, corporations, international entities such as consulates, etc We will show how the various spheres of human activity are secured, how they are connected through a complex web of personal and organizational relationships, and the implications of these networks for democratic policing. Through this case study, we hope to better understand the conditions that permit the creation of security in late modern societies, and to provide an ambitious empirical research agenda. Cette thèse propose un regard nouveau sur la relation entre police et politique afin de combler un manque de connaissance sur la tâche la plus « politique » du travail de police : la gestion des foules. Pour ce faire, l’objectif de la recherche vise donc à répondre à une problématique principale que l’on peut synthétiser ainsi : comment la police perçoit-elle les demandes des autorités gouvernementales et dans quelle mesure les policiers adhèrent-ils à leur rôle lors de la gestion des foules ? Pour répondre à cette question centrale, des sous-questionnements ont été formulés visant à comprendre : a) le fonctionnement de la chaine de commandement lors la gestion des foules en Italie, b) en ce qui concerne la chaine de commandement et au niveau du terrain, comment la police interprète son mandat face au maintien de l’ordre public; c) si la police (cadres dirigeants et agents sur le terrain) et les autorités gouvernementales partagent la même vision de la gestion de l’ordre public (ou non); d) et, si les attentes des autorités politique sont satisfaites par la police dans le mandat de la gestion de l’ordre public. Il s'agissait donc, non pas de définir le phénomène analysé, mais de mettre en évidence certaines de ses dimensions, ou plutôt, celles qui apparaissent moins explorées dans la littérature sur le sujet. Afin de répondre à ces questions, ce travail avancera une lecture de la police qui s’éloignera à la fois du critère de l’autonomie et de celui de la filiation de la police au pouvoir étatique (Brodeur, 1984). Selon la perspective interprétative de ce texte, les institutions policières font partie intégrante de la société, participent à ses tentatives d'organisation politique et de gouvernance (Palidda, 2010 ; 2000) et agissent en tant qu’« entrepreneurs moraux », en accord et de concert avec les institutions politiques (Becker, 1966). Du point de vue méthodologique, cette étude s’appuie sur 14 entrevues individuelles avec des membres des forces de police italiennes et des politiciens, 189 transcriptions de témoignages de policiers et politiciens dans le cadre du procès contre les manifestants No Tav, ainsi que sur 77 articles de presse. Traitant du rapport entre police et pouvoir politique qui semble être présent lors du policing protest, cette recherche a pour but ultime de comprendre comment la police résout les multiples tensions qui parcourent sa profession et qui sont particulièrement prégnantes dans le cadre de mobilisations citoyennes d’envergure, entre maintien de l’ordre et respect de la liberté d’expression ; mais aussi entre une police au service des citoyens et une police politique. En d’autres termes, cette étude essaye de mettre en lumière la complexité et les interconnexions du rôle de la police face à la gestion des foules, et en rapport à la politique. Le fil rouge que ce texte fera progressivement apparaître est celui du lien privilégié II que le pouvoir politique instaure avec l’institution policière ainsi que le processus à l’origine de cette interaction. Pour ce faire, l’étude partira d'une analyse des différentes fonctions au sein de la chaîne de commandement de la police et en poursuivant la recherche de points de connexion avec l’univers politique – non seulement à l'intérieur des institutions policières, mais aussi à l'extérieur dans le cadre politique de référence où le lien entre police et politique trouve un terrain fertile, se nourrit et vienne se concrétiser –, axera l'analyse sur les aspects critiques que ce rapport amène au niveau opérationnel de la police. On constate que les exigences du pouvoir politique ont une influence directe dans les choix technico-opérationnels de la police, bien supérieure à ce que l’on aurait imaginé au départ. Cette étude dévoile une image relativement méconnue d’une police italienne qui doit se confronter aux enjeux des autorités gouvernementales afin de mener son mandat de maintien de l’ordre public. Autrement dit, la prétendue indépendance et la professionnalisation de la police italienne se révèlent inachevées et constituent un point sensible, surtout lorsqu'il s'agit d'analyser le fonctionnement du maintien de l'ordre public. Il s'ensuit que l'image de la police comme un organisme professionnel, indépendant et maître de ses propres choix opérationnels, doit être remise en cause, du moins en ce qui concerne le cas italien en question., In order to fill a lack of knowledge about the most “political” task of police work: policing protest, this thesis proposes a new perspective on the relationship between police and politics. In order to do so, the objective of the research is to answer a main problem that can be summarized as follows: how do the police perceive the demands of governmental authorities and to what extent do police officers adhere to their role during policing protest? To answer this central question, sub-questions have been formulated to understand : a) the functioning of the chain of command during policing protest in Italy; b) with regard to the chain of command and at the field level, how the police interpret their mandate in relation to the management of public order; c) whether the police (both management and field agents) and government authorities share the same vision of public order management (or not); d) and, if expectations of the political authorities are met by the police in the mandate of public order activities. The aim was therefore not to define the phenomenon being analysed, but to highlight some of its dimensions, or rather, those that appear less explored in the literature on the subject. In order to answer these questions, this work will put forward a reading of the police which will move away from both the criterion of autonomy and that of the police's filiation to State power (Brodeur, 1984). According to the interpretative perspective of this text, police institutions are an integral part of society, participate in its attempts at political organization and governance (Palidda, 2010; 2000) and act as “moral entrepreneurs”, in agreement and in concert with political institutions (Becker, 1966). From a methodological point of view, this study is based on 14 face-to-face interviews with members of the Italian police force and politicians, 189 transcripts of testimonies of police officers and politicians in the trial against the No Tav demonstrators, as well as 77 press articles. Discussing the relationship between the police and political power that seems to be present during policing protests, the ultimate goal of this research is to understand how the police resolve the multiple tensions that run through their profession and which are particularly prevalent in the context of large-scale citizen mobilizations, between policing and respect for freedom of expression; but also between a police force at the service of citizens and a political police force. In other words, this study attempts to highlight the complexity and interconnections of the role of the police facing policing protest, and in relation to politics. The common thread that this text will gradually reveal is the privileged link that the political power establishes with the police institution and the process at the origin of this interaction. In order to do so, the study will start from an analysis of the different functions within the police IV chain of command and by continuing the search for points of connection with the political universe - not only within the police institutions, but also outside in the political frame of reference where the link between police and politics finds fertile ground, is nourished and comes to fruition -, the analysis will focus on the critical aspects that this relationship brings to the operational level of the police. It can be seen that the demands of political power have a direct influence on the technical-operational choices of the police, much more than one would have imagined at the outset. This study reveals a relatively unknown image of an Italian police force which must face the challenges of government authorities in order to carry out its mandate of maintaining public order. In other words, the alleged independence and professionalization of the Italian police is unfinished business and is a sensitive issue, especially when it comes to analysing the functioning of policing protest. It follows that the image of the police as a professional body, independent and in control of its own operational choices, must be called into question, at least as far as the Italian case in question is concerned.

Ce mémoire a pour objectif de comprendre l’expérience des policiers qui ont vécu la conciliation à la suite d’une plainte en déontologie policière au Québec. Plus spécifiquement, de comprendre comment le sentiment de justice se construit lors de l’expérience de la conciliation en plus de décrire les impacts et les perceptions des policiers relativement à la conciliation. Pour atteindre cet objectif, 16 entrevues semi-dirigées ont été réalisées auprès de policiers ayant vécu la conciliation. Les participants étaient rencontrés dans les bureaux policiers. Par la suite, les entrevues furent retranscrites et les données obtenues ont été traitées à l’aide du programme QDA Miner. Ces données ont été analysées selon le processus proposé par l’analyse thématique. Les résultats ont permis de comprendre les événements qui ont amené les plaignants à porter plainte contre les policiers et de constater que les policiers justifiaient ces événements de différentes manières. Aussi, les perceptions de la conciliation et de la déontologie policière au sens plus large s’expliquent par la théorie de la justice organisationnelle. De même, lorsque les policiers vivent une expérience qu’ils définissent comme juste et qu’ils ont l’impression que le processus de contrôle est équitable, que la sanction est justifiée et que les interactions ont été respectueuse, ils sont plus satisfaits et auront une meilleure perception sur l’instance qui les contrôle. Finalement, les résultats suggèrent que ceux qui ont vu leur plainte se rendre plus loin dans le processus, en audience, ou qui ont été proches d’un collègue qui a vécu cette situation sont plus susceptibles d’avoir des impacts que ceux qui ont uniquement vécu la conciliation., This thesis has for goal a better understanding of what is the experience of a police officer who has gone through a conciliation process following a complaint to the Quebec’s police ethics committee. More specifically, to understand how the feeling of justice is built through the conciliation process as well as describing the impacts and perceptions police officers have regarding the overall process. To achieve our objective, 16 semi-structured interviews were realized with police officers who went through conciliation. The participants were met and interviewed in police offices. All interviews were recorded, then transcribed and the data obtained was exploited using the QDA Miner program. The data was analyzed using the process proposed in the theme analysis. The results allowed a comprehension of the events that led the plaintiffs to deposit a complaint against the officers and note that the officers justified the events in different manners. On a larger scope, the perceptions of the conciliation and of the police ethics can be explained by organizational justice. When police officers live an experience that they define as just and that they are under the impression that the process is fair, the sanction is justified and the interactions have been respectful, then they feel more satisfied and will have a favorable perception of the instance that controls it. Finally, the results suggest that those who have seen their complaint go far into the process, in audience, or have seen their colleague live that kind of situation are more susceptible to have an impact than those who have only experienced the conciliation.

39. Police et manifestantes : une étude qualitative sur l'expérience des femmes en action de protestation

Les études sur la gestion policière des foules protestataires ont identifié certaines variables déterminantes dans le choix des stratégies déployées auprès des groupes : l’idéologie politique et les caractéristiques identitaires des personnes manifestantes, comme la classe sociale d’appartenance ou la « race ». Toutefois, un vide empirique existe autour de l’effet du genre alors que cette variable distingue le vécu des femmes dans d’autres cadres d’intervention policière. La présente étude a donc pour objectif de comprendre les expériences des femmes militantes dans leurs interactions avec la police en contexte d’action de protestation. Afin d’évaluer si le genre vient influencer leurs rapports avec les forces de l’ordre, dix-neuf entretiens semi-dirigés ont été menés auprès de femmes militantes ayant vécu de nombreux échanges conflictuels avec la police. Les résultats démontrent que le genre a une influence dans la construction de leur expérience militante. Les interactions genrées ont pris la forme de propos et attitudes sexistes, paternalistes, machistes ou encore de gestes sexualisés dans les contacts individualisés avec la police; nous éclairant sur la présence du pouvoir discrétionnaire policier lors des interventions en gestion de foule. Ensuite, lorsqu’il a été question de comprendre ce qui influençait le choix de l’intervention auprès d’un groupe militant, il est plus difficile d’affirmer que le genre est un facteur prédictif. Il caractérise tout de même une partie des interactions vécues par les femmes, soit lorsqu’elles se rassemblaient autour d’enjeux féministes et/ou en non-mixité. Ces interactions nous permettent d’avancer que la police contrôle les désordres sociaux, mais protège également l’ordre social genré. Elles nous poussent également à réfléchir sur l’utilisation de la violence par les femmes militantes comme moyen d’action. Finalement, les interactions conflictuelles auront eu des effets considérables sur la mobilisation de ces femmes, menant à la cristallisation de certaines idéologies et perceptions quant à l’institution policière. Ce mémoire, qui s’inscrit dans une perspective féministe, poursuit un objectif plus large de compréhension des rapports de genre qui construisent la vie des femmes., Studies on policing protest have identified key variables relative to strategies employed on groups, namely political ideology and identity of protesters. However, empirical data on gender is scarce even if this variable distinguishes women's experiences in other forms of police intervention. The purpose of this study is therefore to understand the experiences of women activists in their interaction with the police in the context of collective actions. In order to assess whether gender influences their relations with the police, nineteen semi-structured interviews were conducted with women activists who experienced numerous conflictual exchanges with the police. The analysis of the interviews has demonstrated that gender is important in the construction of their experience. Gendered interactions took place both at an individual level as well as when police intervened on protest groups. Sexist, paternalistic, machismo and sexualized comments and attitudes shape rapports between individuals, and shed light on the presence of the discretionary power of police officers during crowd management interventions. When trying to understand what motivates the choice of a particular intervention directed towards a militant group, it is difficult to consider gender as a predictive factor. However, it caracterizes part of women’s interactions when gathering around feminist or non-mixt issues. These interactions allow us to argue that the police controls social disorders, but also protects the gendered social order. This brings us to reflect on women's recourse of violence as a form of civil disobedience. Finally, the conflicting interactions have had considerable effects on the mobilization of these activists, leading to the crystallization of certain ideologies and perceptions about the police institution. This study follows a feminist perspective that pursues a broader goal of understanding the gender relations that build women's lives.

In this chapter, the term ‘intelligence’ is progressively integrated into the dominant conceptualizations that traditional forensic science laboratories implement in serving justice systems. Forensic intelligence thus expands the narrower scope of forensic science. The latter’s frame of reference eventually changes when its contribution to security studies and proactive styles of policing is envisaged. A generic forensic intelligence process is presented, which provides forensic science with a global framework demonstrating the possible collaboration between many new professions and forensic scientists who are interested in crime intelligence.

Ce mémoire de maîtrise porte sur la gestion des risques informationnels dans l’entreprise privée. Plus précisément, nous avons cherché à comprendre, à partir de l’expérience et du point de vue des gestionnaires de la sécurité, comment s’élaborait une prise de décisions relativement à la protection des actifs informationnels d’une entreprise, de l’identification des risques à la mise en place de mesures visant à les réduire. Pour ce faire, nous devions dégager les éléments du contexte organisationnel qui contribuent à façonner les décisions du gestionnaire de la sécurité en cette matière en considérant deux principales dimensions : la dynamique relationnelle à l’œuvre de même que les enjeux, les contraintes et les opportunités susceptibles d’influence la prise de décisions. Nous voulions également connaitre le rôle et les responsabilités du gestionnaire de la sécurité au sein de ce processus décisionnel et préciser, le cas échéant, sa participation au modèle de gouvernance de gestion des risques. Pour rendre compte de la complexité de ce processus, il semblait approprié de concevoir un cadre théorique combinant deux approches: l’approche multidimensionnelle du risque et l’approche de la transaction sociale. Si la première considère que la définition du risque doit être contextualiser, l’autre admet que la dynamique relationnelle n’est pas le simple fait de jeux entres acteurs stratégiques. L’analyse en fonction de ses deux approches a révélé que la gestion des risques informationnels dans une entreprise est largement tributaire des caractéristiques personnelles du gestionnaire de la sécurité. Certes, le contexte organisationnel et la multiplication des enjeux sécuritaires exercent une influence considérable sur le processus décisionnel mais l’expérience, les connaissances et les capacités communicationnelles du gestionnaire contribuent directement à la réussite de chaque phase du processus de gestion des risques informationnels., This master is about the informational risk mitigation within the private sector. More precisely, we have tried to understand, from the experience and the point of view of the security managers, how was the decision making process elaborated with regards to the protection of the informational assets. In order to achieve this, we had to take the elements, which are influencing the decisions taken by the security managers with regards to this subject matter, out of its organizational context and consider two main dimensions: the relational dynamics at play and the issues, constraints, and opportunities likely to influence the decision making. We wanted to know as well, what were the roles and responsibilities of the security managers with in the decision making process and determine their participation in the security governance model. To expose the level of complexity of this process, we thought it would be appropriate to create a theoretical frame work combining two different approaches: the multidimensional approach and the social transaction approach. If the first one considers that the risk definition needs to be put in a context, the second one admits that the relationship dynamics are not just a simple power game between strategic actors. The analysis of the two approaches has revealed that the informational risk mitigation in the private sector is largely tributary to the personal characteristics of the security managers. More so, the organisational context and the rising numbers of security treats are considerably influencing the decision process, but the experience, the knowledge and the communication skills of the security managers are directly contributing to the success of each phase in the informational risk mitigation process.
