14. TOWARDS AN UNDERSTANDING OF THE CHINESE AGRICULTURE TECHNOLOGY DEMONSTRATION CENTRE(S) IN AFRICA

Abstract

This review article focuses on the Chinese built Agriculture Technology Demonstration Centers (ATDCs) in Africa as a model for delivering agriculture aid. The article attempts to answer several questions key among them are; How has the model fared in different contexts? What questions or themes did existing studies miss or partially cover and how can such questions be framed for us to; have a better understanding of the ATDC; or instead develop a framework for studying the ATDC model. The study makes use of a systematic scoping review as the guiding research methodology. The ATDC managed to diffuse agriculture technology to farmers in Africa, increased their incomes, diversified their livelihoods and more importantly provided an alternative model for the delivery of agriculture aid in a context where traditional aid delivery faces sustainability challenges. Conversely, the model faced hurdles such as ensuring the balancing act between aid and commerce which are in essence two polemical activities, limited cooperation from some related bodies in host countries and lack of exposure to the African terrain also resulted in the implementation of inappropriate technologies. In terms of existing studies, the gender question is rarely addressed; similarly, in terms of technology adoption, there has been a binary description of adoption-non-adoption, this bifurcation does not correctly capture ground level realities. Furthermore, existing studies are institutionalistic mainly in nature with much emphasis on how the ATDC is run and not how it impacts on communities that are the supposed beneficiaries. Overall, there is an urgent call to work towards a framework for understanding ATDCs.

15. Inside an enclave: the dynamics of capitalism and rural politics in a post-land reform context.

Abstract

There is no doubt that Zimbabwe's Fast Track Land Reform Program resulted in repeasantization. As several studies point out, it also resulted in accumulation from below by a majority of the resettled peasantry. Our study focuses on an area where counter-agrarian reform is in motion and accumulation from below is constrained. In this location, we argue that repeasantization is severely being contested as indicated by the re-emergence of a dual-mode of production and the subsequent 'virtual' dispossession and proletarianization of the land reform beneficiaries. Our findings shed more light on the dynamics of capitalism and agrarian politics in a context where land reforms are implemented under neoliberalism. In this enclave, peasants after accessing land through the land reform collectivized their land and parceled it to the downsized and nearby capitalist farming system. The capitalist farming system engages in spatio-temporal fix by moving from one rural site to another as it follows the dictates of accumulation. While the possibility of full-scale land dispossession exists, the current state ownership of land and the peasantry's resistance provided some brakes to full-scale land dispossession. At the same time, the state's limited support to land reform beneficiaries fuels this localized land dispossession. The peasantry's exploitation in this enclave ranges from corvee labor to coercion into the mini-land enclosures; these are implemented by village heads, who are local state functionaries. This study also recasts the relevance of the Marxist framework in understanding rural dynamics more specifically; it revisits Karl Kautsky's arguments on the coexistence thesis of the peasantry and capitalist farming and illustrates the Zimbabwean state's ambivalence with regards to the conditions of peasant and capitalist farming. 18. Political Economy of Command Agriculture in Zimbabwe: A State-led Contract Farming Model

Abstract

After the withdrawal of agrarian capital from financing agriculture in the context of a backlash following the implementation radical land redistribution and tenure reforms since 2000, the fiscally constrained Zimbabwean state assumed an enlarged role in funding production, especially of food grains. Various input subsidy programs were initiated by state and donor agencies to plug the challenges faced by farmers in accessing expensive agricultural inputs, such as seeds and fertilizer on the open markets. Notwithstanding these interventions, the country’s national production has been short of domestic demand for grains, among other key food items, and the recurrent deficits have been increasingly met with a ballooning food import bill. Against this background, in 2016, the Zimbabwe government initiated the Special Maize Import Substitution Programme to enhance domestic production and reduce food imports. Commonly referred to as the Targeted Command Agriculture Programme (TCAP), it is akin to a contract-farming scheme enlisting both the peasantries and the new small-scale capitalist farms, with funding support from domestic capital. Contract farming in Zimbabwe has largely been driven by domestic and international agribusiness and focused on export commodities such as cotton, tobacco and horticulture. In this respect, the TCAP represents a relatively novel, if not innovative, approach by the state to finance food production through contract farming geared to serve the home market. This article examines the effectiveness of this state-driven model of financing agriculture, drawing from research conducted in Zvimba district, in Mashonaland West Province.
