Рассматриваются актуальные проблемы и тенденции развития малых инновационных предприятий (МИП) при вузах Российской Федерации. Раскрываются текущее состояние и структура созданных хозяйственных обществ. Исследуются проблемы, стоящие перед вузами и МИП, которые мешают инновационному развитию наукоемкого бизнеса. На основе проведенного анализа авторами выдвигаются предложения по разви-тию условий для успешного функционирования МИП и стимулирования инновационной деятельности вузов., In article actual problems and tendencies of small innovative companies of Russian's universities are considered. The current condition and structure of small innovative companies reveals. The barriers facing participants of universities and small innovative companies that reduce rates of development of innovative high-tech business are investigated. On the basis of the spent analysis the author brings offers on development of conditions for the successful operation in the Russian universities that, in turn, stimulates small innovative business and will provide economic development of all country.

Предложена методология оценки и структурного анализа университетской публикационной активности с помощью поисковой машины Google Scholar на примере Приграничного белорусско-российско- украинского университетского консорциума. Она основана на испытаниях всего спектра англоязычных названий университетов для семи областей знаний и пятилетних временных интервалов с помощью запросов в вышеуказанной поисковой машине. Построены детализированные, укрупненные и упорядоченные обобщенные публикационные структуры для университетов консорциума. Предложенный методологический инструментарий может быть полезен для проведения вебометрического университетского бенчмаркинга (мониторинга, аудита) на всех уровнях - международном, национальном, региональном, корпоративном (ассоциации университетов), внутриуниверситетском., The methodology of an estimation and a structural analysis university publishing activity by means of search engine Google Scholar is suggested in the work on an example of Border Byelorussian-Russian- Ukrainian university consortium. It is based on tests of all spectrum of English-language names of universities for seven fields of knowledge and five-years time intervals by means of requests in the above mentioned search engine. The detailed, aggregated and ordered generalized publishing structures for consortiums universities were constructed. The offered in the article methodological tools can be useful to realization webometrical university benchmarking (monitoring, audit) at all levels - international, national, regional, corporative (associations of universities), intra-university.

The possibility of using the Google Patents search tool in patentometric analysis based on the world largest innovative companies is substantiated. Of these companies, the dynamics of issued patents for 2-year intervals over a 10-year period (2001-2010) were analyzed; with this method it was possible to classify these companies according to their patent activity. It is shown that along with the very high patent activity (from 1.0 to 1.2 mln patents in 10 years) of the Sony, Samsung Electronics, Intel, Hewlett-Packard, and Siemens companies, 76% of the most innovative companies of the world that are included in the TOP-50 Business Week 2010 have very low patent activities (from 0 to 0.2 mln patents in 10 years). With the help of the Google Scholar search engine, we have studied in detail the aggregated publication structure of the leading universities in the Czech Republic and Germany. We have also classified these structures and identified structural changes in them for German universities. These shifts have been observed in the Free University of Berlin and Humboldt University, and they all occurred within 5 years in the first decade of the 21st century when the major university publication activity moved from the sphere of medical research to the area of social sciences and humanities. The study shows that sharp breakpoints in the graphs of the publication activity dynamics identify the periods when these measures are introduced.
