1. Globalization and Privatization of Education in Honduras--Or the Need to Reconsider the Dynamics and Legacy of State Formation

Abstract

While much literature has been produced on globalization, privatization, and the State individually, it has not been common to treat them together, at least not in the field of comparative and international education. There is excellent work that has documented the ways in which globalization and privatization have influenced education reform, but extant scholarship typically has not engaged with theories of the State. In this paper, through the case of Honduras, we explore the aforementioned issues. First, we draw on the approach of Critical International Political Economy (CIPE) to understand the ways that (political-economic) globalization and privatization have affected and manifested in both policymaking and the provision of education. The second half of the paper then turns the gaze back on the Honduran State and draws on State theory literature to consider why globalization and privatization have been able to be so influential in the first place.

Abstract

Aims. We report on ESPRESSO high-resolution transmission spectroscopic observations of two primary transits of the highly-irradiated, ultra-hot Jupiter-size planet WASP-76b. We investigate the presence of several key atomic and molecular features of interest that may reveal the atmospheric properties of the planet. Methods. We extracted two transmission spectra of WASP-76b with R approx 140,000 using a procedure that allowed us to process the full ESPRESSO wavelength range (3800-7880 A) simultaneously. We observed that at a high signal-to-noise ratio, the continuum of ESPRESSO spectra shows wiggles that are likely caused by an interference pattern outside the spectrograph. To search for the planetary features, we visually analysed the extracted transmission spectra and cross-correlated the observations against theoretical spectra of different atomic and molecular species. Results. The following atomic features are detected: Li I, Na I, Mg I, Ca II, Mn I, K I, and Fe I. All are detected with a confidence level between 9.2 sigma (Na I) and 2.8 sigma (Mg I). We did not detect the following species: Ti I, Cr I, Ni I, TiO, VO, and ZrO. We impose the following 1 sigma upper limits on their detectability: 60, 77, 122, 6, 8, and 8 ppm, respectively. Conclusions. We report the detection of Li I on WASP-76b for the first time. In addition, we found the presence of Na I and Fe I as previously reported in the literature. We show that the procedure employed in this work can detect features down to the level of ~ 0.1 % in the transmission spectrum and ~ 10 ppm by means of a cross-correlation method. Abstract

ESPRESSO is the new high-resolution spectrograph of ESO's Very-Large Telescope (VLT). It was designed for ultra-high radial-velocity precision and extreme spectral fidelity with the aim of performing exoplanet research and fundamental astrophysical experiments with unprecedented precision and accuracy. It is able to observe with any of the four Unit Telescopes (UT) of the VLT at a spectral resolving power of 140,000 or 190,000 over the 378.2 to 788.7 nm wavelength range, or with all UTs together, turning the VLT into a 16-m diameter equivalent telescope in terms of collecting area, while still providing a resolving power of 70,000. We provide a general description of the ESPRESSO instrument, report on the actual on-sky performance, and present our Guaranteed-Time Observation (GTO) program with its first results. ESPRESSO was installed on the Paranal Observatory in fall 2017. Commissioning (on-sky testing) was conducted between December 2017 and September 2018. The instrument saw its official start of operations on October 1st, 2018, but improvements to the instrument and re-commissioning runs were conducted until July 2019. The measured overall optical throughput of ESPRESSO at 550 nm and a seeing of 0.65 arcsec exceeds the 10% mark under nominal astro-climatic conditions. We demonstrate a radial-velocity precision of better than 25 cm/s during one night and 50 cm/s over several months. These values being limited by photon noise and stellar jitter show that the performanceis compatible with an instrumental precision of 10 cm/s. No difference has been measured across the UTs neither in throughput nor RV precision. The combination of the large collecting telescope area with the efficiency and the exquisite spectral fidelity of ESPRESSO opens a new parameter space in RV measurements, the study of planetary atmospheres, fundamental constants, stellar characterisation and many other fields., Comment: 26 pages, 28 figures

Abstract

The bright star $\pi$ Men was chosen as the first target for a radial velocity follow-up to test the performance of ESPRESSO, the new high-resolution spectrograph at the ESO's Very-Large Telescope (VLT). The star hosts a multi-planet system (a transiting 4 M$_\oplus$ planet at $\sim$0.07 au, and a sub-stellar companion on a $\sim$2100-day eccentric orbit) which is particularly appealing for a precise multi-technique characterization. With the new ESPRESSO observations, that cover a time span of 200 days, we aim to improve the precision and accuracy of the planet parameters and search for additional low-mass companions. We also take advantage of new photometric transits of $\pi$ Men c observed by TESS over a time span that overlaps with that of the ESPRESSO follow-up campaign. We analyse the enlarged spectroscopic and photometric datasets and compare the results to those in the literature. We further characterize the system by means of absolute astrometry with Hipparcos and Gaia. We used the spectra of ESPRESSO for an independent determination of the stellar fundamental parameters. We present a precise characterization of the planetary system around $\pi$ Men. The ESPRESSO radial velocities alone (with typical uncertainty of 10 cm/s) allow for a precise retrieval of the Doppler signal induced by $\pi$ Men c. The residuals show an RMS of 1.2 m/s, and we can exclude companions with a minimum mass less than $\sim$2 M$_\oplus$ within the orbit of $\pi$ Men c). We improve the ephemeris of $\pi$ Men c using 18 additional TESS transits, and in combination with the astrometric measurements, we determine the inclination of the orbital plane of $\pi$ Men b with high precision ($i_{b}=45.8^{+1.4}_{-1.1}$ deg). This leads to the precise measurement of its absolute mass $m_{b}=14.1^{+0.5}_{-0.4}$ M$_{Jup}$, and shows that the planetary orbital planes are highly misaligned., Comment: Accepted for publication on A&A

Abstract

We characterized the transiting planetary system orbiting the G2V star K2-38 using the new-generation echelle spectrograph ESPRESSO. We carried out a photometric analysis of the available K2 photometric light curve of this star to measure the radius of its two known planets. Using 43 ESPRESSO high-precision radial velocity measurements taken over the course of 8 months along with the 14 previously published HIRES RV measurements, we modeled the orbits of the two planets through a MCMC analysis, significantly improving their mass measurements. Using ESPRESSO spectra, we derived the stellar parameters, $T_{\rm eff}$=5731$\pm$66, $\log g$=4.38$\pm$0.11~dex, and $[Fe/H]$=0.26$\pm$0.05~dex, and thus the mass and radius of K2-38, $M_{\star}$=1.03 $^{+0.04}_{-0.02}$~M$_{\oplus}$ and $R_{\star}$=1.06 $^{+0.09}_{-0.06}$~R$_{\oplus}$. We determine new values for the planetary properties of both planets. We characterize K2-38b as a super-Earth with $R_{\rm P}$=1.54$\pm$0.14~R$_{\rm \oplus}$ and $M_{\rm p}$=7.3$^{+1.1}_{-1.0}$~M$_{\oplus}$, and K2-38c as a sub-Neptune with $R_{\rm P}$=2.29$\pm$0.26~R$_{\rm \oplus}$ and $M_{\rm p}$=8.3$^{+1.3}_{-1.3}$~M$_{\oplus}$. We derived a mean density of $\rho_{\rm p}$=11.0$^{+4.1}_{-2.8}$~g cm$^{-3}$ for K2-38b and $\rho_{\rm p}$=3.8$^{+1.8}_{-1.1}$~g~cm$^{-3}$ for K2-38c, confirming K2-38b as one of the densest planets known to date. The best description for the composition of K2-38b comes from an iron-rich Mercury-like model, while K2-38c is better described by a rocky model with a H2 envelope. The maximum collision stripping boundary shows how giant impacts could be the cause for the high density of K2-38b. The irradiation received by each planet places them on opposite sides of the radius valley. We find evidence of a long-period signal in the radial velocity time-series whose origin could be linked to a 0.25-3~M$_{\rm J}$ planet or stellar activity., Comment: 16 pages, 14 figures

Abstract

We aim to confirm the presence of Proxima b using independent measurements obtained with the new ESPRESSO spectrograph, and refine the planetary parameters taking advantage of its improved precision. We analysed 63 spectroscopic ESPRESSO observations of Proxima taken during 2019. We obtained radial velocity measurements with a typical radial velocity photon noise of 26 cm/s. We ran a joint MCMC analysis on the time series of the radial velocity and full-width half maximum of the cross-correlation function to model the planetary and stellar signals present in the data, applying Gaussian process regression to deal with stellar activity. We confirm the presence of Proxima b independently in the ESPRESSO data. The ESPRESSO data on its own shows Proxima b at a period of 11.218 $\pm$ 0.029 days, with a minimum mass of 1.29 $\pm$ 0.13 Me. In the combined dataset we measure a period of 11.18427 $\pm$ 0.00070 days with a minimum mass of 1.173 $\pm$ 0.086 Me. We find no evidence of stellar activity as a potential cause for the 11.2 days signal. We find some evidence for the presence of a second short-period signal, at 5.15 days with a semi-amplitude of merely 40 cm/s. If caused by a planetary companion, it would correspond to a minimum mass of 0.29 $\pm$ 0.08 Me. We find that the FWHM of the CCF can be used as a proxy for the brightness changes and that its gradient with time can be used to successfully detrend the radial velocity data from part of the influence of stellar activity. The activity-induced radial velocity signal in the ESPRESSO data shows a trend in amplitude towards redder wavelengths. Velocities measured using the red end of the spectrograph are less affected by activity, suggesting that the stellar activity is spot-dominated. The data collected excludes the presence of extra companions with masses above 0.6 Me at periods shorter than 50 days., Comment: 25 pages, 26 figures

Abstract

We describe the main structure and outcomes of the new probabilistic seismic hazard model for Italy, MPS19 [Modello di Pericolosità Sismica, 2019]. Besides to outline the probabilistic framework adopted, the multitude of new data that have been made available after the preparation of the previous MPS04, and the set of earthquake rate and ground motion models used, we give particular emphasis to the main novelties of the modeling and the MPS19 outcomes. Specifically, we (i) introduce a novel approach to estimate and to visualize the epistemic uncertainty over the whole country; (ii) assign weights to each model components (earthquake rate and ground motion models) according to a quantitative testing phase and structured experts’ elicitation sessions; (iii) test (retrospectively) the MPS19 outcomes with the horizontal peak ground acceleration observed in the last decades, and the macroseismic intensities of the last centuries; (iv) introduce a pioneering approach to build MPS19_cluster, which accounts for the effect of earthquakes that have been removed by declustering. Finally, to make the interpretation of MPS19 outcomes easier for a wide range of possible stakeholders, we represent the final result also in terms of probability to exceed 0.15 g in 50 years., peer-reviewed

Abstract

Based on guaranteed time observations collected at the European Southern Observatory under ESO programme 1102.C-0744 by the ESPRESSO Consortium. Aims. We report on ESPRESSO high-resolution transmission spectroscopic observations of two primary transits of the highly irradiated, ultra-hot Jupiter-sized planet, WASP-76b. We investigated the presence of several key atomic and molecular features of interest that may reveal the atmospheric properties of the planet. Methods. We extracted two transmission spectra of WASP-76b with R ≈ 140 000 using a procedure that allowed us to process the full ESPRESSO wavelength range (3800–7880 Å) simultaneously. We observed that at a high signal-to-noise ratio, the continuum of ESPRESSO spectra shows ‘wiggles’, which are likely caused by an interference pattern outside the spectrograph. To search for the planetary features, we visually analysed the extracted transmission spectra and cross-correlated the observations against theoretical spectra of different atomic and molecular species. Results. The following atomic features are detected: Li I, Na I, Mg I, Ca II, Mn I, K I, and Fe I. All are detected with a confidence level between 9.2 σ (Na I) and 2.8 σ (Mg I). We did not detect the following species: Ti I, Cr I, Ni I, TiO, VO, and ZrO. We impose the following 1 σ upper limits on their detectability: 60, 77, 122, 6, 8, and 8 ppm, respectively. Conclusions. We report the detection of Li I on WASP-76b for the first time. In addition, we confirm the presence of Na I and Fe I as previously reported in the literature. We show that the procedure employed in this work can detect features down to the level of ~0.1% in the transmission spectrum and ~10 ppm by means of a cross-correlation method. We discuss the presence of neutral and singly ionised features in the atmosphere of WASP-76b. Abstract

Silicon carbide (SiC) is a compound semiconductor, which is considered as a possible alternative to silicon for particles and photons detection. Its characteristics make it very promising for the next generation of nuclear and particle physics experiments at high beam luminosity. Silicon Carbide detectors for Intense Luminosity Investigations and Applications (SiCILIA) is a project starting as a collaboration between the Italian National Institute of Nuclear Physics (INFN) and IMM-CNR, aiming at the realization of innovative detection systems based on SiC. In this paper, we discuss the main features of silicon carbide as a material and its potential application in the field of particles and photons detectors, the project structure and the strategies used for the prototype realization, and the first results concerning prototype production and their performance.

16. On the Room-Temperature Mechanical Properties of an Ion-Irradiated TiZrNbHfTa Refractory High Entropy Alloy

Abstract

Refractory high-entropy alloys (RHEAs) are potential candidate materials for use in next-generation nuclear reactors due to their excellent mechanical performance at high temperatures. Here, we investigate the microstructure and mechanical properties of the nanocrystalline RHEA TiZrNbHfTa before and after irradiation with He2+ ions to determine radiation-induced property changes. Using nanoindentation and in situ microtensile testing we find only small changes in hardness after irradiation but a significant increase in yield and ultimate tensile strength without loss in ductility. This is associated with radiation hardening and a shift from shear localization failure with smooth fracture surfaces to a fracture morphology consisting of fine dimples and intergranular failure characteristics. Overall, the material shows excellent damage-tolerant properties with good combinations of strength and ductility both prior to and after ion irradiation.

Abstract

Risulta comprovata nell’industria agroalimentare l’efficacia di oli essenziali di agrumi quale tecnologia per esaltare la sapidità di cibi e bevande. Ad oggi, il rinnovato interesse verso gli oli essenziali deriva dalle loro proprietà antibatteriche ed antifungine, che possono trovare ampia applicazione in sistemi hurdle-technology ai fini di prolungare la shelf-life di agroprodotti, specie in cibi minimally-processed e di IV gamma. Infatti, la necessità di ricercare nuove sostanze non di sintesi con proprietà antimicrobiche deriva dai cambiamenti legislativi in campo alimentare, dalla tendenza dei consumatori ad acquistare cibi processati naturalmente e dalla crescente resistenza dei patogeni alimentari ai comuni composti antimicrobici usati nel comparto alimentare. Gli EOs sono sostanze “generalmente riconosciute come sicure” (“generally recognized as safe”, GRAS) dalla U.S. FDA, per cui il loro potenziale utilizzo negli alimenti soddisfa non solo i requisiti legali, le esigenze dell’industria di trasformazione ma anche la richiesta dei consumatori. L’applicazione di tali biotecnologie, però, non può prescindere dalla caratterizzazione preliminare delle proprietà chimiche ed antimicrobiche degli oli essenziali. A tal fine, sono stati estratti gli oli essenziali (EOs) presenti nelle bucce di agrumi appartenenti a tre specie differenti del genere Citrus. Gli EOs sono stati caratterizzati mediante Gas-Cromatografia accoppiata a Spettrometria di Massa (GC-MS) ed identificati per confronto con libreria NIST, nel caso in cui mostravano una similarità maggiore del 90%. Per valutare l’attività antimicrobica, gli EOs sono stati provati in-vitro tramite un saggio di diffusione in pozzetto. A tal fine, gli EOs estratti sono stati testati contro 47 ceppi fungini alterativi e/o patogeni, precedentemente isolati da matrici alimentari. Gli EOs di limone hanno dimostrato possedere in vitro un’attività inibente della crescita fungina nettamente maggiore confrontata con gli oli estratti da mandarino ed arancia. La differente composizione chimica, evidenziata tramite GC/MS, è responsabile della diversa attività antifungina. In particolare, la presenza di idrocarburi monoterpenici ossigenati e sequiterpeni negli EOs con maggiore attività inibente (EO L1 e EO L2), suggerisce che siano proprio queste classi di composti a possedere le proprietà antifungine evidenziate nei test microbiologici.

Abstract

Multi-Object Spectrographs (MOS) are the major instruments for studying primary galaxies and remote and faint objects. Current object selection systems are limited and/or difficult to implement in next generation MOS for space and ground-based telescopes. A promising solution is the use of MOEMS devices such as micromirror arrays, which allow the remote control of the multi-slit configuration in real time. TNG is hosting a novelty project for real-time, on-demand MOS masks based on MOEMS programmable slits. We are developing a 2048×1080 Digital-Micromirror-Device-based (DMD) MOS instrument to be mounted on the Galileo telescope, called BATMAN. It is a two-arm instrument designed for providing in parallel imaging and spectroscopic capabilities. With a field of view of 6.8×3.6 arcmin and a plate scale of 0.2 arcsec per micromirror, this astronomical setup can be used to investigate the formation and evolution of galaxies. The wavelength range is in the visible and the spectral resolution is R=560 for a 1 arcsec object, and the two arms will have 2k × 4k CCD detectors. ROBIN, a BATMAN demonstrator, has been designed, realized and integrated. We plan to have BATMAN first light by mid-2016.

Abstract

Il mandarino denominato “Tardivo di Ciaculli” ha avuto origine e viene prodotto in provincia di Palermo (Sicilia) nei pressi della contrada Ciaculli. Ha un’epoca di maturazione tardiva che si concentra nei mesi da febbraio ad aprile. I frutti sono piccoli e con buccia di medio spessore [1]. In generale gli oli essenziali di mandarino sono particolarmente apprezzati per le loro proprietà chimico-fisiche costituendo un fondamentale ingrediente nell’industria cosmetica e alimentare come esaltatori di sapore in cibi e bevande. Inoltre trovano un impiego sempre maggiore nelle biotecnologie applicate al settore agroalimentare per ottimizzare le proprietà nutrizionali degli alimenti e prolungarne la shelf life [2]. Nel presente lavoro è stata caratterizzata, mediante Gas Cromatografia accoppiata alla Spettrometria di Massa (GC-MS), la componente volatile dell’olio essenziale estratto dalle bucce dei frutti di Mandarino Tardivo di Ciaculli. Il pattern aromatico è stato poi confrontato con quello di un olio di mandarino commerciale. Sono state effettuate inoltre delle prove preliminari dell’attività antimicrobica sulla crescita di ceppi batterici Gram-positivi (Staphylococcus aureus e Listeria monocytogenes) e Gram-negativi (Salmonella enterica e Enterobacter hormaechei), mediante il metodo della “diffusione su disco di carta”. Per quanto riguarda le molecole volatili identificate, i risultati ottenuti presentano una significativa differenza nella classe dei monoterpeni ossigenati, con risaputa attività antimicrobica [4]. L’inibizione è risultata essere maggiore per i batteri Gram-positivi, in particolare per Listeria monocytogenes, rispetto ai Gram-negativi. L’olio essenziale di Mandarino Tardivo di Ciaculli potrebbe quindi rappresentare una buona alternativa all’utilizzo di additivi sintetici in campo alimentare.

Abstract

Gli oli essenziali, estratti dalle piante, sono composti lipofili contenenti una ampia varietà di elementi volatili. Vengono normalmente ottenuti per distillazione o estrazione con solventi. Trovano impiego nella preparazione di cosmetici, per aggiungere sapore ai cibi e alle bevande e per la formulazione di profumi sia personali che per l’ambiente. Gli oli essenziali hanno recentemente trovato impiego nelle biotecnologie applicate al settore agroalimentare. Sono stati, infatti, utilizzati per ottimizzare le proprietà nutrizionali degli alimenti e per prolungarne la shelf life [1,2]. Gli oli essenziali ottenuti da mandarino sono tradizionalmente usati come antidolorifici, sedativi e curativi per patologie dell’apparato circolatorio [3,4]. Le qualità antisettiche, già individuate agli inizi del secolo scorso, stanno oggi conquistando l’interesse dei ricercatori [5]. Lo scopo del presente lavoro è stato quello di testare l’attività antimicrobica di un olio essenziale estratto da mandarino prodotto in Sicilia (zona di Ciaculli, Palermo) come inibitore della crescita di ceppi batterici Gram-positivi (Staphylococcus aureus e Listeria monocytogenes) e Gram-negativi (Salmonella enterica e Enterobacter hormaechei). L’attività antimicrobica, testata con il metodo “paper disc diffusion” [7], è risultata maggiore contro i batteri Gram-positivi; l’attività più evidente, in termini di diametro della zona di inibizione, è stata registrata nei confronti dei ceppi appartenenti alla specie Listeria monocytogenes, in particolare contro gli isolati di origine alimentare L. monocytogenes 180 e 182. Interessante è anche l’inibizione osservata contro alcuni ceppi di Enterobacter hormaechei, sebbene inferiore a quella mostrata contro i batteri Gram-positivi. Analisi di Gas Cromatografia accoppiata alla Spettrometria di Massa (GC-MS) sono state, inoltre, effettuate per caratterizzare e identificare le molecole volatili dell’intero aroma. Molecole quali D-limonene , gamma.-terpinene, alpha.-terpineol e beta.-myrcene, sono risultate essere i maggiori costituenti dell’aroma. A tali molecole è già stata attribuita bibliograficamente attività antibatterica [6]. Gli oli essenziali di mandarino, pertanto, potrebbero rappresentare un’alternativa all’utilizzo di additivi sintetici in campo alimentare.

Abstract

The interest towards the application of essential oils (EOs) is increasing due to the antimicrobial potential to be used as “natural” alternative to the chemical preservation of foods [1]. EOs are aromatic oily liquids produced as secondary metabolites in various plants exerting different biological properties, such as antibacterial, antiviral, antimycotic and insecticidal. EOs are complex mixtures of lipophilic substances and the chemical composition, thereby the biological activities, is influenced by the raw plant material (genotype, part of the plant, harvest time, geographical, ecological conditions and cultural techniques) and extraction method [2].
