17. Eddy currents in accelerator magnets

Abstract

This paper covers the main eddy current effects in accelerator magnets - field modification (time delay and field quality) and resistive power losses. In the first part, starting from the Maxwell equations, a basic understanding of the processes is given and explained with examples of simple geometry and time behaviour. Useful formulas are derived for an analytic estimate of the size of the effects. In the second part the effects in real magnets are analysed and described in comparison with numerical and measured results. 19. Reaching a Conclusion--Procedures and Processes of Judgement Formation in School Inspection Teams

Abstract

School inspections have become an important instrument of quality assurance and quality development in many European countries. So far, the focus of empirical research on school inspections has been on the acceptance of the procedure among the school-internal actors, its influence for internal quality development and its effects on student performance. On the contrary, this paper focuses on a different aspect: the evaluation work of school inspectors. It addresses the question of how the inspectors reach their assessments within a team. To answer this question, the article describes the official procedures of the evaluation work of inspectors in Germany (Lower Saxony), England and Sweden, systematically regarding the evaluation framework (1), the inspection teams (2), the approach during the evaluative work (3), and the feedback of the results (4). In addition, current research results on evaluation work of inspectors in these three state inspection systems are presented. A recent study of the authors is reported in more detail. The data stems from qualitative interviews with 28 school inspectors from Lower Saxony. They show that inspectors try to reach a unanimous assessment within their teams. In this process, three methods of reaching a "consensus" can be identified: the evaluative-positioning, the evaluative-thought-experimental and the descriptive-evaluative method. The article ends by presenting a new approach to school inspection which might serve as an opportunity to reflect about whether the aspiration to arrive at a consensus within inspection teams is still desirable.

Abstract

Machine-type communication (MTC) is a key component in 5G and beyond wireless networks, enabling important applications oriented to the industry. In such environments, the limited lifetime of battery-powered solutions becomes a relevant reliability issue. In this paper, we consider a sensor node powered wirelessly by a dedicated multi-antenna power beacon (PB). The harvested energy is directly used by the sensor to power its transceiver and send information to a destination node without storing it in a battery, which would demand non-negligible charging time and potentially compromise the MTC operation. Also, we leverage a packet replication mechanism during information transmission from the sensor to the destination in order to improve the system reliability. We derive the incident power statistics and the outage probability assuming Rician fading channels and only average channel state information at the PB. Then, we define an optimization problem aiming to minimize the energy required by the PB by properly tuning the number of replicated packets and the harvesting time. Results show the existence of an optimal harvesting time as well as an optimal number of replications for a given number of PB antennas, enabling batteryless MTC applications.

Abstract

In diesem Kapitel werden die bildungspolitischen Entscheidungen der vierten Regierung Merkel in den Jahren 2018 bis 2021 untersucht. Auch wenn der Bildungsföderalismus deutscher Prägung eigentlich wenig grundsätzliche Veränderungen erwarten lässt, ist die zentrale These dieses Artikels, dass sich in den letzten Jahren ein langjähriger Trend des inkrementellen Wandels mit langfristig transformativer Wirkung fortgesetzt hat. Im Bereich der Hochschulpolitik haben speziell die Verstetigung der Exzellenzstrategie und die Verabschiedung des „Zukunftsvertrags“ zur Hochschulfinanzierung das Potenzial, die Kompetenzverteilung zwischen Bund und Ländern, insbesondere bei der Finanzierung der Hochschulen, nachhaltig zu verändern. Im Bereich der beruflichen Bildung könnte die Allianz für Aus- und Weiterbildung zu einem inklusiveren Modell des Korporatismus führen, dass neben den klassischen Sozialpartnern auch andere Akteure in berufsbildungspolitische Prozesse einbindet. Auch bei der Schulbildung deuten sich Verschiebungen an: Selbst wenn hier die Etablierung eines Nationalen Bildungsrats weitestgehend gescheitert ist, stellt die Einrichtung des „Digitalpakts Schule“ und die dafür umgesetzte Grundgesetzänderung eine potenziell folgenreiche faktische Lockerung des Kooperationsverbots dar. Diese sich andeutende Trendumkehr in der Kooperation von Bund und Ländern in der Schulpolitik könnte sich zudem durch die Umsetzung des Rechtsanspruchs auf Ganztagsbetreuung in Schulen weiter verfestigen. published

Abstract

This book provides an analysis of how inspection teams evaluate schools – especially how they decide on assigning scores. It shows how the governance of schools through evaluation is enacted pragmatically. With its focus on the practice of evaluation by a group of external experts, it contributes to the expanding interdisciplinary field devoted to studying phenomena of the ‘evaluation society'spanning from assessment research to programme evaluation, from the psychology of decision-making to the sociology of valuation and evaluation. Additionally, it argues that official inspection systems frame the inspection process, but cannot fully determine scoring practice. The implementation of official scoring guidelines is characterized by irreducible uncertainty requiring professional discretion for its resolution. Inspection teams thus must employ a flexible and pragmatic approach to finalize their scoring task. By drawing on empirical data from six observed inspection teams from two German states, it provides profound insights into how real evaluation decisions were made. This book is valuable to anyone seeking to understand evaluation in education – in particular scholars, policy-makers and educators in the field of school evaluation and accountability.
