6. Bridging the user equilibrium and the system optimum in static traffic assignment: how the cooperation among drivers can solve the congestion problem in city networks

Abstract

Solving the road congestion problem is one of the most pressing issues in moderncities since it causes time wasting, pollution, higher industrial costs and huge roadmaintenance costs. Advances in ITS technologies and the advent of autonomousvehicles are changing mobility dramatically. They enable the implementation of acoordination mechanism, called coordinated traffic assignment, among the sat-navdevices aiming at assigning paths to drivers to eliminate congestion and to re-duce the total travel time in traffic networks. Among possible congestion avoidance methods, coordinated traffic assignment is a valuable choice since it does not involvehuge investments to expand the road network. Traffic assignments are traditionally devoted to two main perspectives on which the well-known Wardropian principlesare inspired: the user equilibrium and the system optimum. User equilibrium is a user-driven traffic assignment in which each user chooses the most convenientpath selfishly. It guarantees that fairness among users is respected since, whenthe equilibrium is reached, all users sharing the same origin and destination willexperience the same travel time. The main drawback in a user equilibrium is thatthe system total travel time is not minimized and, hence, the so-called Price ofAnarchy is paid. On the other hand, the system optimum is an efficient system-wide traffic assignment in which drivers are routed on the network in such a waythe total travel time is minimized but users might experience travel times that arehigher than the other users travelling from the same origin to the same destina-tion affecting the compliance. Thus, drawbacks in implementing one of the two assignments can be overcome by hybridizing the two approaches aiming at bridging users' fairness to system-wide efficiency. Computational results show that, even considering paths that are not longer than the 1% with respect to the shortest path for each pedestrian, the congestion phenomena are reduced of more than the 50%

Abstract

The advances in information and communication technology are changing theway people move. Companies that offer demand-responsive transportation serviceshave the opportunity to reduce their costs and increase their revenues throughcollaboration, while at the same time reducing the environmental impact of theiroperations. We consider the case of companies, offering a shared taxi service, thatare involved in horizontal collaboration and present mixed integer programmingmodels for the optimization of their routes that embed constraints aimed at bal-ancing the workload exchange. These constraints bound the imbalance in terms oftraveled time and/or served customers to be less than thresholds agreed in advanceby the companies. We also present a heuristic algorithm and show the benefits ofthe collaboration.

Abstract

Antisynthetase syndrome (ASSD) is a rare clinical condition that is characterized by the occurrence of a classic clinical triad, encompassing myositis, arthritis, and interstitial lung disease (ILD), along with specific autoantibodies that are addressed to different aminoacyl tRNA synthetases (ARS). Until now, it has been unknown whether the presence of a different ARS might affect the clinical presentation, evolution, and outcome of ASSD. In this study, we retrospectively recorded the time of onset, characteristics, clustering of triad findings, and survival of 828 ASSD patients (593 anti-Jo1, 95 anti-PL7, 84 anti-PL12, 38 anti-EJ, and 18 anti-OJ), referring to AENEAS (American and European NEtwork of Antisynthetase Syndrome) collaborative group's cohort. Comparisons were performed first between all ARS cases and then, in the case of significance, while using anti-Jo1 positive patients as the reference group. The characteristics of triad findings were similar and the onset mainly began with a single triad finding in all groups despite some differences in overall prevalence. The "ex-novo" occurrence of triad findings was only reduced in the anti-PL12-positive cohort, however, it occurred in a clinically relevant percentage of patients (30%). Moreover, survival was not influenced by the underlying anti-aminoacyl tRNA synthetase antibodies' positivity, which confirmed that antisynthetase syndrome is a heterogeneous condition and that antibody specificity only partially influences the clinical presentation and evolution of this condition. ispartof: JOURNAL OF CLINICAL MEDICINE vol:8 issue:11 ispartof: location:Switzerland status: published

Abstract

Antisynthetase syndrome (ASSD) is a rare clinical condition that is characterized by the occurrence of a classic clinical triad, encompassing myositis, arthritis, and interstitial lung disease (ILD), along with specific autoantibodies that are addressed to different aminoacyl tRNA synthetases (ARS). Until now, it has been unknown whether the presence of a different ARS might affect the clinical presentation, evolution, and outcome of ASSD. In this study, we retrospectively recorded the time of onset, characteristics, clustering of triad findings, and survival of 828 ASSD patients (593 anti-Jo1, 95 anti-PL7, 84 anti-PL12, 38 anti-EJ, and 18 anti-OJ), referring to AENEAS (American and European NEtwork of Antisynthetase Syndrome) collaborative group's cohort. Comparisons were performed first between all ARS cases and then, in the case of significance, while using anti-Jo1 positive patients as the reference group. The characteristics of triad findings were similar and the onset mainly began with a single triad finding in all groups despite some differences in overall prevalence. The "ex-novo" occurrence of triad findings was only reduced in the anti-PL12-positive cohort, however, it occurred in a clinically relevant percentage of patients (30%). Moreover, survival was not influenced by the underlying anti-aminoacyl tRNA synthetase antibodies' positivity, which confirmed that antisynthetase syndrome is a heterogeneous condition and that antibody specificity only partially influences the clinical presentation and evolution of this condition.

Abstract

Solving the road congestion problem is one of the major issues in modern cities since it causes time wasting, pollution, higher industrial costs and huge road maintenance costs. Among possible congestion avoidance methods, traffic assignment is a valuable choice since it does not involve huge investments to expand the road network. Traffic assignments are traditionally devoted to two main perspectives on which the well-known Wardropian principles are inspired : the user equilibrium (user's perspective) and the system optimum (system perspective). User equilibrium is a user-driven traffic assignment in which each user chooses the most convenient path selfishly. It guarantees that fairness among users is respected since, when the equilibrium is reached, all users sharing the same origin and destination will experience the same travel time. The main drawback in a user equilibrium is that the system total travel time is not minimized. On the other hand, the system optimum is a system-wide traffic assignment in which drivers are routed on the network in such a way the total travel time is minimized but users might experience travel times that are higher than the other users travelling from the same origin to the same destination. Thus, there are drawbacks in using one of the two assignments that can be partially overcome by applying users' fairness considerations while minimizing a system-oriented objective. In the last decade, few attempts have been done to present a users' needs and system efficiency trade-off traffic assignment with non-linear programming techniques. In this thesis linear programming models for a fair and efficient traffic assignment in congested road networks are presented.

Abstract

Governments' financial constraints, on one side, and the need of support by private firmsin facing the globalised competition and the actual economic crisis, on the other one, ask forthe revision and rationalization of industrial public policies. Now, more than ever, it is importantto highlight priorities and potential synergies among different objectives of public subsidies.From this point of view, looking for the relationship between innovation and internationalizationsubsidies and their combined impact on economic well-being and labour productivity,this paper estimates the effect of the main funds for innovation and internationalization at regionallevel. The analysis, regarding grants allocated between 1999 and 2006, suggests that theinteraction of innovation and internationalization policies positively affect regional economicperformance. Thus, a well-coordinated design of these policies is needed.

Abstract

This paper investigates empirically determinants of regional growth. The scant literature that exists indicates that a region's economic growth depends to a large extent on several features of the regions themselves, which evolve slowly over time. Our results contribute to this set of literature, accounting also for policy variables, which have been by far neglected. Indeed, due to numerous market failures, measures to promote innovation and internationalization have been prominent in government policies in the last decade. This follows because, there is a consensus among academics, policy makers and practitioners that innovation and internationalization has become increasingly important for the growth of regions and countries. The effect of such ad hoc policy measures by home governments to promote innovation and internationalization has scarcely been studied, and existing studies addressing this issue have mainly a national focus. Despite the clear theoretical justification for the public support, policy makers ask for robust empirical evidence on these matters. This paper contributes to this end. The novelty of the study is in the emphasis on the impact of public policy tools (for innovation and internationalization), and on the coordination between them, upon regional growth. The study is conducted for the 20 Italian regions over the period 1998 to 2008. It tests not only the importance of regional characteristics but also the effects of public policy measures upon the regional economic growth. We focus in specific in the role of innovation and internationalization policy related measures. The results reveal the importance of regional characteristics and also of policy measures. The empirical findings are in line with the theoretical hypotheses: public incentives are key for promoting growth, and they have to be seen in the broader context of the determinants of regional growth. The paper also derives conclusions regarding the interrelationship between policies for innovation and for internationalization. Moreover, the allocation of incentives does not seem to help counterbalance the regional asymmetry, and the global processes and challenges are likely to strengthen the gap between regions.
