We have constructed and operated the Survey for Transient Astronomical Radio Emission (STARE) to detect transient astronomical radio emission at 611 MHz originating from the sky over the northeastern United States. The system is sensitive to transient events on timescales of 0.125 s to a few minutes, with a typical zenith flux density detection threshold of approximately 27 kJy. During 18 months of around-the-clock observing with three geographically separated instruments, we detected a total of 4,318,486 radio bursts. 99.9% of these events were rejected as locally generated interference, determined by requiring the simultaneous observation of an event at all three sites for it to be identified as having an astronomical origin. The remaining 3,898 events have been found to be associated with 99 solar radio bursts. These results demonstrate the remarkably effective RFI rejection achieved by a coincidence technique using precision timing (such as GPS clocks) at geographically separated sites. The non-detection of extra-solar bursting or flaring radio sources has improved the flux density sensitivity and timescale sensitivity limits set by several similar experiments in the 1970s. We discuss the consequences of these limits for the immediate solar neighborhood and the discovery of previously unknown classes of sources. High precision VLA flux density measurements for the lensed images of 0218+357 yield a time delay of 10.1(+1.5-1.6)days (95% confidence). This is consistent with independent measurements carried out at the same epoch (Biggs et al. 1999), lending confidence in the robustness of the time delay measurement. However, since both measurements make use of the same features in the light curves, it is possible that the effects of unmodelled processes, such as scintillation or microlensing, are biasing both time delay measurements in the same way. Our time delay estimates result in confidence intervals that are somewhat larger than those of Biggs et al., probably because we adopt a more general model of the source variability, allowing for constant and variable components. When considered in relation to the lens mass model of Biggs et al., our best-fit time delay implies a Hubble constant of H_o = 71(+17-23) km/s-Mpc for Omega_o=1 and lambda_o=0 (95% confidence; filled beam). This confidence interval for H_o does not reflect systematic error, which may be substantial, due to uncertainty in the position of the lens galaxy. We also measure the flux ratio of the variable components of 0218+357, a measurement of a small region that should more closely represent the true lens magnification ratio. We find ratios of 3.2(+0.3-0.4) (95% confidence; 8 GHz) and 4.3(+0.5-0.8) (15 GHz). Unlike the reported flux ratios on scales of 0.1", these ratios are not strongly significantly different. We investigate the significance of apparent differences in the variability properties of the two images of the background active galactic nucleus. We conclude that the differences are not significant, and that time series much longer than our 100-day time series will be required to investigate propagation effects in this way., Comment: 33 pages, 9 figures. We have searched the rising portion of type I X-ray bursts observed from the Rapid Burster with the Rossi X-ray Timing Explorer for the presence of periodicities. The 95 per cent confidence upper limit on the average root-mean-square variation of near coherent pulsations with a width of <1 Hz (in 60--2048 Hz) during the first second of the bursts is <8.8 per cent. We have identified a likely radio counterpart to the low-mass X-ray binary MXB 1730-335 (the Rapid Burster). The counterpart has shown 8.4 GHz radio on/off behavior correlated with the X-ray on/off behavior as observed by the RXTE/ASM during six VLA observations. The probability of an unrelated, randomly varying background source duplicating this behavior is 1-3% depending on the correlation time scale. The location of the radio source is RA 17h 33m 24.61s; Dec -33d 23' 19.8" (J2000), +/- 0.1". We do not detect 8.4 GHz radio emission coincident with type II (accretion-driven) X-ray bursts. The ratio of radio to X-ray emission during such bursts is constrained to be below the ratio observed during X-ray persistent emission at the 2.9-sigma level. Synchrotron bubble models of the radio emission can provide a reasonable fit to the full data set, collected over several outbursts, assuming that the radio evolution is the same from outburst to outburst, but given the physical constraints the emission is more likely to be due to ~hour-long radio flares such as have been observed from the X-ray binary GRS 1915+105., Comment: 28 pages, 4 figures; accepted for publication in ApJ (no changes)

We describe the evolutionary progression of an outburst of the Rapid Burster. Four outbursts have been observed with the Rossi X-Ray Timing Explorer between February 1996 and May 1998, and our observations are consistent with a standard evolution over the course of each. An outburst can be divided into two distinct phases: Phase I is dominated by type I bursts, with a strong persistent emission component; it lasts for 15-20 days. Phase II is characterized by type II bursts, which occur in a variety of patterns. The light curves of time-averaged luminosity for the outbursts show some evidence for reflares, similar to those seen in soft X-ray transients. The average recurrence time for Rapid Burster outbursts during this period has been 218 days, in contrast with an average ~180 day recurrence period observed during 1976-1983., Comment: 12 pages, 9 figures included with psfig. The Survey for Transient Astronomical Radio Emission (STARE) is a wide-field monitor for transient radio emission at 611 MHz on timescales of fractions of a second to minutes. Consisting of multiple geographically separated total-power radiometers which measure the sky power every 0.125 sec, STARE has been in operation since March 1996. In its first seventeen months of operation, STARE collected data before, during, and after 173 gamma-ray bursts. Seven candidate astronomical radio bursts were detected within +/-1hr of a GRB, consistent with the rate of chance coincidences expected from the local radio interference rates. The STARE data are therefore consistent with an absence of radio counterparts appearing within +/-1hr of GRBs, with 5sigma detection limits ranging from tens to hundreds of kJy. The strengths of STARE relative to other radio counterpart detection efforts are its large solid-angle and temporal coverage. These result in a large number of GRBs occuring in the STARE field of view, allowing studies that are statistical in nature. The four-image gravitational lens system MG0414+0534 was observed with the VLA at 1.4, 5, 8, 15, and 22 GHz. The 15 and 22 GHz images reveal structure in the components which is consistent with that seen at other wavelengths. There was no detection of other extended emission, nor were there detections of the lensing galaxy or the "component x" seen in optical images. Detections of polarized emission show that the fractional polarized intensity is <~ 1%. The Haystack 37-meter telescope was used in a pilot project in May 1995 to observe GRB error boxes at 23~GHz. Seven BATSE error boxes and two IPN arcs were scanned by driving the beam of the telescope rapidly across their area. For the BATSE error boxes, the radio observations took place two to eighteen days after the BATSE detection, and several boxes were observed more than once. Total power data were recorded continuously as the telescope was driven at a rate of 0.2~degrees/second, yielding Nyquist sampling of the beam with an integration time of 50~milliseconds, corresponding to a theoretical rms sensitivity of 0.5~Jy. Under conditions of good weather, this sensitivity was achieved. In a preliminary analysis of the data we detect only two sources, 3C273 and 0552+398, both catalogued sources that are known to be variable at 23~GHz. Neither had a flux density that was unusally high or low at the time of our observations., Comment: 5 pages, 1 postscript figure. Charge control tests were carried out on a ground based, Marine Corps helicopter to determine if control of the electric fields acting on the engine exhaust gases could be used to reduce the electrification of the helicopter when it operated in a dusty atmosphere. The test aircraft was flown to a dusty, unpaved area and was then isolated electrically from the earth. When the helicopter engines were operated at ground idle with the rotor locked, the isolated aircraft charged positively, as had been observed previously. However, when the rotor brake was released and the turning rotor created a downdraft that raised dust clouds, the aircraft always became charged more positively, to potentials ranging form +30 to +45 kV. The dust clouds raised by the rotor downwash invariably carried negative space charges with concentrations of up to -100 nC/cu m and caused surface electric fields with strengths of up to 10 kV/m immediately down wind of the aircraft. The natural charging of the helicopter operating in these dust clouds was successfully opposed by control of the electric fields acting on the hot, electrically conductive exhaust gases. The control was achieved by placing electrostatic shield around the exhausts.

Flights made by the Special Purpose Test Vehicle for Atmospheric Research (SPTVAR) airplane during a second deployment to Florida during the summer of 1989 are discussed. The findings based on the data gathered are presented. The progress made during the second year of the project is discussed. The summer 1989 study was carried out with the support and guidance of Col. John Madura, Commander of Detachment 11, 2nd Weather Squadron, USAF, at Patrick Air Force Base (PAFB) and Cape Canaveral Air Force Station. The project goals were to develop and demonstrate techniques for measuring the electric field aloft and locating regions of charge during flight within and near clouds; to characterize the electric conditions that are presently identified as a threat to space launch vehicles; and to study the correlation between the electric field aloft and that at Kennedy Space Center's ground-based electric field mill array for a variety of electrified clouds.

During the fall of 1988, a Schweizer airplane equipped to measure electric field and other meteorological parameters flew over Kennedy Space Center (KSC) in a program to study clouds defined in the existing launch restriction criteria. A case study is presented of a single flight over KSC on November 4, 1988. This flight was chosen for two reasons: (1) the clouds were weakly electrified, and no lightning was reported during the flight; and (2) electric field mills in the surface array at KSC indicated field strengths greater than 3 kV/m, yet the aircraft flying directly over them at an altitude of 3.4 km above sea level measured field strengths of less than 1.6 kV/m. A weather summary, sounding description, record of cloud types, and an account of electric field measurements are included.

The space-vehicle launch commit criteria for weather and atmospheric electrical conditions in us at Cape Canaveral Air Force Station and Kennedy Space Center (KSC) have been made restrictive because of the past difficulties that have arisen when space vehicles have triggered lightning discharge after their launch during cloudy weather. With the present ground-base instrumentation and our limited knowledge of cloud electrification process over this region of Florida, it has not been possible to provide a quantitative index of safe launching conditions. During the fall of 1988, a Schweizer 845 airplane equipped to measure electric field and other meteorological parameters flew over KSC in a program to study clouds defined in the existing launch restriction criteria. All aspects of this program are addressed including planning, method, and results. A case study on the November 4, 1988 flight is also presented.
