Depuis l’annonce étatique, au milieu des années 1990, d’un projet d’implantation d’un aéroport, Glo-Djigbé, arrondissement de la Commune d’Abomey-Calavi au Sud-Bénin, est confronté à une situation de pression foncière sans précédent liée aux ventes de terres. Cet article se propose de décrypter, dans un contexte de pluralisme juridique mêlant normes coutumières et règles officielles, les différents codes et logiques marchands. Il questionne, à partir d’éléments empiriques nouveaux, les mutations socio-foncières en cours au regard des prévisions de la théorie évolutionniste des droits sur la terre qui a principalement orienté les politiques foncières en Afrique subsaharienne rurale ces dernières années. La méthodologie de mise en oeuvre a privilégié une approche socio-anthropologique qualitative basée sur l’entretien et l’observation. Les résultats obtenus permettent de nuancer profondément la théorie évolutionniste des droits de propriété qui prévoit l’effritement des systèmes fonciers coutumiers face à la pression démographique et marchande, et prône l’instauration subséquente de politiques de titrisation des terres rurales comme condition nécessaire à l’intensification agricole et au développement rural.Mots-clés : marchandisation foncière ; théorie évolutionniste des droits de propriété ; développement rural ; Bénin ; Afrique de l’Ouest

6. Could Sacredness Contribute To Forest Conservation In African Urban Areas ?

Attention is presently paid to forest conservation because of its potential for the sequestration of carbon. More than rural forest, urban forest is of greater utility because of it can serve as a natural low cost laboratory for pedagogic activities of several schools. Unfortunately those forests are regressing in Benin. The objective of this study is to analyze whether sacredness could help reverse this situation in State forest reserve. It focused on two urban forests : the State forest reserve of Abomey (Abomey District) in the centre of Benin, and the State forest reserve of Kilir (Djougou District) in the northern Benin. The information was collected through a literature review on the administrative status of these forests, a mapping and enumeration of forest species, participant observation of the pressure on the forests, traditional authority interview and focus groups analysis with stakeholders of both forests. The investigation revealed that the size of the two forest decreased drastically, while each of the remaining parts sheltered a sacred space. From respectively a size of 173 ha in 1941 and a size of 50 ha in 1949, 43.4 % of the Abomey forest and 70 % of the Kilir forest are occupied illegally. Sacred spaces were completely preserved through time, suggesting that a sufficient recovery of sacred powers could facilitate the sustainable management of urban State forest reserve.Keywords : Sacredness, Urban Forests, Conservation, Benin.Une importance grandissante est actuellement attribuée aux forêts à cause de leur capacité de séquestration du carbone. Plus que les forêts rurales, les forêts urbaines sont d’une utilité plus grande du fait qu’elles peuvent servir de laboratoire naturel à faible coût pour les activités pédagogiques d’un nombre important d’écoles. Malheureusement ces forêts régressent au Bénin. L’objectif de cette étude est d’analyser si la sacralisation pourrait aider à renverser cette situation au niveau des forêts classées. Elle a porté sur deux forêts urbaines : la forêt classée d’Abomey (Commune d’Abomey), au centre du Bénin et à la forêt classée de Kilir (Commune de Djougou) au nord Bénin. Les informations ont été collectées au moyen de la revue de littérature sur la situation administrative des forêts, la cartographie et le dénombrement des espèces des forêts, l’observation participante de la pression sur les forêts, l’interview des chefs traditionnels et l’analyse de focus groups avec les acteurs concernés par les deux forêts. Les investigations révèlent que la superficie des deux forêts a drastiquement diminué, pendant que les portions restantes comportent chacune un espace sacré. A partir respectivement d’une superficie de 173 ha au classement en 1941 et d’une superficie de 50 ha au classement en 1949, 43,4 % de la forêt d’Abomey et 70 % de la forêt de Kilir sont occupés illégalement. Les espaces sacrés sont intégralement conservés à travers le temps, ce qui suggère qu’une valorisation suffisante des pouvoirs sacrés pourrait faciliter la gestion durable des forêts classées urbaines.Mots clés : Sacralisation, Forêts urbaines, conservation, Bénin.

7. Multi-stakeholder innovation processes in African smallholder farming: key lessons and policy recommendations from Benin, Kenya and South Africa

Within the context of the European-funded JOLISAA FP7 project (JOint Learning in Innovation Systems in African Agriculture), several agricultural innovation experiences focused on smallholders were assessed in Benin, Kenya and South Africa. Fifty-six cases were characterised through review of grey literature and interviews with resource persons according to a common analytical framework inspired by the innovation systems perspective. Of these, 13 were assessed in greater depth through semistructured interviews, focus-group discussions and multistakeholder workshops. The cases cover a wide diversity of experiences in terms of types, domains, scales, timelines, initiators of innovation and stakeholders involved. Findings indicate that innovation triggers and drivers were multiple. For external stakeholders, likelihood of offering a technological fix to an existing problem and availability of funding were key triggers. For local people, access to input and output markets was a powerful trigger and driver. Market types and dynamics varied greatly. Developing functional value chains and accessing (often erratic) markets proved challenging especially for poorer and weakly organised farmers. Over long periods, many determinants of innovation change dynamically and often unpredictably during the process, including motivations of key stakeholders, triggers, drivers and stakeholder arrangements. The direction of innovation evolves, usually moving from a technology entry point to more organisational or institutional innovation. A recurring challenge for making interventions is whether and how these build on local initiatives and knowledge before engaging in innovation development. Another challenge lies in sustaining innovation processes that have been externally initiated and conducted within a protected environment, once the project stops. The conclusion is that innovation has to be seen as a continuously evolving bundle of innovations of various kinds, rather than as a pre-planned and usually narrowly defined intervention. Consequently, open-ended, flexible approaches to innovation development are needed with the potential to engage meaningfully over a long time with local stakeholders, so that they take full charge of the innovation process and direction.

This thesis is part of the wider debate about the role of institutions in agricultural innovation processes. It investigates how institutions shape rice production in inland valleys in Benin. It starts from a scoping study (prior to this research) on smallholder irrigation in Benin, which indicated irrigation water stress as one of the main problems in the rice production chain. The authors explain the water scarcity as the consequence of poor maintenance of the irrigation canals, whereas others think that is a direct manifestation of climate change. It appears that a mono‐technical explanation cannot give a deep enough understanding of the existing water problem, which has various dimensions. The thesis therefore assumes that an institutional perspective would provide a better insight into the barriers that hinder the efficient use of irrigation water in the rice production chain. Chapter 1 introduces the main problems teased out in the book. Between 1976 and 1990, the Benin government initiated numerous interventions to increase local rice production. These different interventions were ineffective because of the many innovation barriers that existed in the rice chain. Therefore, the first research question addressed in this research is: what are the constraints in the local rice value chain and the opportunities for innovation in the research areas? After the 2007 rice crisis, the government introduced a new generation of interventions which prioritised the institutional facilities (e.g., subsidies for seeds and loans for fertiliser, market facilities and so forth) to support the intensification of local rice production. There have been successful outcomes in terms of increased rice yield, rice production and farmers’ income. So, this research is interested in studying the effectiveness of the two generations of interventions in the rice value chain. 12. Political ecology in the oil palm-based cropping system on the Adja plateau in Benin: connecting soil fertility and land tenure

This system is known as the oil palm-based cropping system (OPBCS). It contains two stages: a stage of small oil palms underneath which food crops are grown and a fallow stage with mature oil palm. Landowners grow oil palm mainly for the artisanal production of palm wine and sodabi, rather than for palm oil, for which the region is unsuitable for climatological reasons. The OPBCS has to be analysed not only from a technical and ecological perspective, but also from an institutional one. In the OPBCS there are competing claims between landowners and tenants for land use. Tenants access land under specific customary rules, grow food crops beneath oil palm and extend the cropping period by severely pruning palms because their right to grow food crops terminates when the palms reach a height of 2 m. Landowners claim that extended cropping reduces soil fertility and that long-duration oil palm fallows are necessary for soil fertility regeneration. Tenants state that long-duration fallow maintains land scarcity. In an attempt to remedy the competing claims, a land titling programme was implemented in some villages on the Adja plateau. I analysed the system with a political ecology lens. I demonstrated the implications of the multiple institutions for land access and ownership, and therefore for the competing claims. Land titling initially created land insecurity for tenants, as they were thrown off the land by owners who wanted to demonstrate ownership. Le Ghana et le Bénin dépendent des subventions internationales pour approvisionner en médicaments antipaludiques leurs secteurs publics - et pour une partie le secteur privé ghanéen à partir de 2010. Les acteurs transnationaux construisent des réseaux d'approvisionnement qui entrent en concurrence avec les dispositifs nationaux existants. La multiplication de ces circuits engendre une fragmentation du système d'approvisionnement qui conduit à des dysfonctionnements dans la gestion des médicaments au niveau national. Les acteurs transnationaux cherchent alors à impulser certaines formes d'appropriation auprès des États afin de répondre aux problèmes d'inefficacité des systèmes d'approvisionnement qu'ils ont générés. Le Ghana, disposant d'un important tissu industriel, tente de développer une production locale d'anti-paludiques, alors que le Bénin envisage des moyens pour reprendre le contrôle sur les importations. Cet article interroge le concept d'appropriation des politiques de développement par le prisme des politiques de mise à disposition des antipaludiques au Bénin et au Ghana. En analysant des dispositifs institutionnels nationaux mis en oeuvre par les pays avec le soutien des acteurs transnationaux, cette contribution éclaire les relations de pouvoir et le degré de contrôle qu'exercent les institutions nationales sur la définition et la mise en oeuvre de leur politique, qui restent largement dominées par les acteurs transnationaux.

La réforme de la gestion domaniale et foncière lancée au Mali en 2014 fait suite à la crise qui vient de secouer le pays tout en renouant avec des révisions juridiques quasi-décennales sur ce sujet. La restauration du crédit de l'État est en jeu, mais elle maintient une référence ambiguë au régime qui est précisément tombé en 2012 : à la fois modèle d'expertise à suivre pour que convergent, autour du Cadastre, la nécessaire révision de la gestion publique et la résolution des problèmes fonciers, et exemple repoussoir de spéculation et de prédation dont l'administration malienne est complice. Ce texte interroge les conditions de mise en agenda politique de la réforme durant le mandat ' post-crise '. Si son impulsion et ses financements sont liés à une plus générale circulation de modèles internationaux, il convient de les relier aussi aux contraintes endogènes de légitimation et de traduction de l'action. Trois niveaux d'intervention sont envisagés - format institutionnel, style ministériel, ordinaire bureaucratique -, chacun avec sa ligne de bénéfice politique recherché.

19. Modelling smallholder farmers' preferences for soil fertility management technologies in Benin: A stated preference approach.

- Abstract
The decline of soil fertility is a major constraint which results in lower levels of crop productivity, agricultural development and food security in Sub-Saharan Africa. This study is the first to perform a focalized investigation on the most interesting technological profiles to offer to each category of producers in Benin agricultural development hubs (ADHs) using the stated preference method, more precisely, the improved choice experiment method. The investigation focused on 1047 sampled plots from 962 randomly selected producers in villages of the Smallholder Agricultural Productivity Enhancement Program in Sub-Saharan Africa of the ADHs. An analysis of the experimental choice data with the endogenous attribute attendance and the latent class models was carried out to account for the attribute non-attendance phenomenon and the heterogeneity of the producers' preferences. However, three classes of producer with different socio-economic, demographic, and soil physicochemical characteristics were identified. Thus, the heterogeneity of preferences was correlated with the attributes linked to the cost, sustainability, and frequency of plot maintenance. All producers, regardless of the ADHs, had a strong attachment to accessibility of technologies with short time restoration of soil fertility, and the ability to obtain additional benefits. These latest attributes, added to that relating to cost, tended to have a low probability of rejection in the decision-making process. These results have implications for local decision-makers facing the complex problem of resolving land degradation and local economic development challenges.
