This paper explores the intersection of public administration and its administrative state, transnational and global policy, and international sports governance. We start by exploring autonomy and self-governance in international sport before sharing the structures, legal personalities, and nature of transnational private law interaction with international sport. The implications are illustrated through three examples. The first is the legal-policy interactions of the FIFA World Cup 2022 with Qatar. The second are new interactions of human rights with future World Cups and future Olympics. The third is the role of the Court of Arbitration for Sport and the World Anti-Doping Agency. This leads to three implications for administrative scholarship: lex sportiva implications for public administration, a stretching of the autonomy and self-governance concepts, and expanding the evaluation stage of a policy cycle to include the governance legacies of mega sports events. This paper engages the U.S.-focused social equity literature and its ahistorical understanding of its pre-1968 intellectual histories. We use racial contract theory to highlight the epistemological necessity of a disciplinary reconsideration. We suggest that intellectual histories bound to an exclusively academic voice negate a fuller understanding of lived realities. By engaging the work of a Jamaican-born activist like Marcus Garvey and his significant inroads into 1910s and 1920s America, we create an updated historical understanding of social equity that challenges the disciplinary script. The United States' racial history infrequently defines the representativeness of bureaucracies outside of the United States. This article explores how selective historical memories and insufficiently critical concept importations limit disciplinary understandings. We articulate how policy transfer assumptions, narrow administrative histories, methodological Whiteness, and incomplete considerations of non‐West administration alter our understanding of what is or is not representative bureaucracy. We encourage scholars to recall how concepts like representative bureaucracy may lack exact comparability outside the West and to be open to its potential alteration by contextual circumstances. The implications for further exploration of the representative bureaucracy concept and the challenges for pedagogy are also discussed. Evidence for Practice: West‐derived hegemonic understandings of the public administration discipline limit the development of public administration practice and scholarship outside the West.Insufficient historical and comparative circumspection is a frequent output of West‐based scholars seeking to implement their concepts in non‐West administrations.The discipline and practice of public administration may increase its global dialogues by conversing with non‐West actors and recognizing the limitations of Western data and theories.Like many administrative concepts, the representative bureaucracy concept as developed in the West may not operate similarly in other contexts. International organization (IO) study is dominated by scholars focusing on IOs with legally binding Charters or Articles of Agreement. Informal IO creation with independent agency impetus from a powerful IO-creating OECD state may enable non-OECD states to create or empower their own independent agencies to participate in such informal IOs. It is unclear whether the regulatory state's rise in non-OECD states will also lead to further informal IO creation at the regional and subregional level, or whether powerful OECD states and their domestic constituencies will dictate future informal IO creation. Illegal, unreported and unregulated (IUU) fishing is a crime with global reach. The links between IUU fishing and other transnational crimes are well established. With its focus on Jamaica and its territorial waters, this article evaluates the intersection of policy design and its instruments (legal-regulatory tools, economic and financial tools, and information tools) with Jamaica's attempts to curb IUUfishing. The article finds that while progress is occurring, more can be done. This includes signing key international treaties, improving data collection and analysis, deepening information exchanges, and encouraging sustained political will. [ABSTRACT FROM AUTHOR]

The emergent global administrative order includes more than 800 international and regional organizations. Just as the rise of the modern state placed greater importance on the study of public administration, the growth of multistate organizations, their agendas, and personnel require research that draws upon contemporary and classical public administrative thought. This article employs multiple lenses to explore the utility of public administrative theory and empirically based knowledge in analyzing the behavior of international and regional organizations. Specifically, while remaining cognizant of differences between international organizations and sovereign states, we consider the utility of the politics–administration dichotomy, representative bureaucracy, individual and employee due process and other rights, and broader questions of accountability in understanding the administrative life and influence of international organizations in global governance. This paper explores the possibility of a partnership between foreign aid donors and South Pacific NGOs. This partnership focus emerged out of the 2011 Busan Outcome Document. Drawing on 51 interviews of donors and Pacific-created NGOs in four countries (Fiji, Samoa, Solomon Islands, and Vanuatu), this paper finds limited donor–NGO partnership. Reasons include insufficient donor interest in a partnership, capacity and accountability concerns for Pacific NGOs, and scarce core funding. While global agreements to encourage partnership are important components of development effectiveness discussions, donor–NGO partnership is not yet possible within the Pacific context.
