Complex social environments change traditional human resource management policies and practices, affecting customary interactions between organizations and employees. The aim of this article is to propose a model for an organizational career development system based on the principles of complex adaptive systems (CAS) grounded in an analysis of the issues and challenges arising for individuals and organizations in complex environments. This model can then be applied in businesses and public sector organizations. The methods of scientific literature analysis, synthesis and theoretical modeling are used in this article. Currently, it is more reasonable to understand careers and their management not purely from the organizational and structural perspectives, but as dynamic processes where employees expand their career potential in the form of knowledge, skills and behaviors through various learning experiences provided by the organization, and organizations use these intangible assets as adaptive and creative potential in a complex environment. Individuals can no longer rely on traditional principles of career development based on rationality and planning that used to work in stable environments. For individuals, it is necessary to engage in a continuous meaning-making process by enhancing working experiences and strengthening career potential, which primarily involves investing in personal career capital through learning activities. Intellectual, creative, and adaptive resources accumulated in the careers of individuals compose an important part of the human capital of organizations. This then becomes the essential source of competitive advantage, especially in knowledge-based spheres. As a result, the career development models of organizations change from traditional, stable, universal and hierarchical to dynamic, flexible, individualized processes that increase the career potential of employees and provide organic structures which satisfy the diversity of individual and organizational career needs. Financial market failures lead to deadweight (welfare) loss for society. Assessment of the deadweight loss started with the so-called Harberger Triangles, where Harberger offered a clear and persuasive derivation of the triangle method of analysing the deadweight loss and applied the method to estimate deadweight losses due to income taxes in the United States. Hertog further put the deadweight loss into the model with government intervention to assess the optimal level of welfare loss control. This concept is central to regulatory economics. Harberger’s approach is based on the deviation of market equilibrium measured in terms of price and quantity. When analysing imperfect competition as one of the market failures, authors have identified in the literature variables for “price” and “quantity”. The research presents the approach how calculating the deadweight loss arising from the imperfect competition using the following variables: “price” – interest rates (loans), “quantity” – exposure of loans on banks’ balance sheets. The outcome of the research is integral for the assessment of the deadweight loss arising from imperfect competition. Deadweight loss calculations for selected countries show results corresponding to the expectation to be lower than 12% - the maximum value is 4,6% for Latvia, which experienced the most significant increase in the banking market concentration from the sample. The aim of this study was to investigate the safety and performance of CPM® fillers with lidocaine in the clinical setting. In an open-label, prospective, postmarketing study, 108 patients from seven sites in Germany and Denmark were treated with one or more lidocaine-containing CPM® fillers. Performance was assessed using the Merz Aesthetics Scales® (MAS). Pain was rated on an 11-point visual analog scale. Patients’ and physicians’ satisfaction as well as adverse events were recorded. Improvements of ≥1-point on MAS immediately after and 17 days posttreatment were observed in ~90% of patients compared with baseline. All investigators assessed ejection force, product positioning, and performance as similar or superior to the respective nonlidocaine products. Overall, 94% of investigators were satisfied with the esthetic outcomes and were willing to continue using the products. Objective: Hyaluronic acid (HA) volumizer injection into subcutaneous and deep tissue layers is increasingly used for nonsurgical volume loss correction. Information on optimal techniques, safety, and medium- to long-term satisfaction is limited. This study evaluated cohesive polydensified matrix® HA volumizer CPM-26 (Modélis® Shape or Belotero® Volume) across different indications. Design: This study was a retrospective chart review and included a patient questionnaire given at six months posttreatment and during long-term assessment (mean: 3.2 years). Setting: This study was conducted in a Belgian single-site plastic surgery practice. Participants: Consecutive patients (n=110, aged 19-74 years, 81% female) receiving single/ multiple injections with CPM-26 between 2010 and 2016 were included. Measurements: Procedural details and safety outcomes, patient estimates of satisfaction and adverse events, and Global Aesthetic Improvement Scale (GAIS) score were considered. Results: Participants received 601 injections over 189 sessions. The most common sites for volumizing injection were the lateral midface, deep prejowl sulcus, and anterior midface. In six participants, the injection site was the penis (8, 1.3%). Questionnaire data were provided by 81 patients. At six months, 94.9 percent (74/78) were satisfied with outcomes, while, at long-term assessment (mean: 3.2 years), 74.9 percent (54/73) were satisfied. Conclusion: Deep CPM-26 injection improved appearance and was reported as beneficial by two-thirds of patients at long-term assessment. Aim of research is to make the model of implementation of creative society policy, showing the empirical process of public policy in Lithuania. The main method of research is a long-term (longitudinal) analysis of documents (performed in 2011-2015). Results are the model of implementation of creative society policy (the model shows how this policy can be formed and implemented in a separate country). Moreover, the following directions (determined during the preparation of the state development strategy) of formation of this policy in Lithuania were revealed: active society; solidary society; learning society. Furthermore, the following directions of implementation of this policy (through the state development strategy) in Lithuania were revealed: “quick wins” (commitment of the Government to take 10 important actions every year); systemic implementation of this strategy (through the system of strategic planning documents; as well, it is essential to have the proper institution, with the necessary powers to control the preparation and implementation of strategies in all levels); direct involvement of communities and non-governmental organizations. The development of management systems is assigned one of the leading roles. When solving the problems of regulating the technological parameters, various problems arise. One of such problems is the adjustment of control loops. For some control objects, one-time adjustment of the controller parameters can be made, and then it is periodically refined as necessary. In other objects, the changes occur very quickly, but in a certain range. In the latter case, you should first estimate the range of changes. Then find universal robust settings that will ensure the stability and quality of the stabilization system. Some of such objects are air heat exchangers. The article presents the results of the determination of the heat exchanger dynamics. The limits of the variation of the parameters of the dynamic models are determined. This paper analyses waste management policy development applying circular economy model and study its possibilities in Lithuania. The first part of this paper is dedicated to waste management policy concept, its dynamic analysis, circular economy model influence on waste management and waste management tools ident ification. The part of research analyses formation of waste management policy using circle economy in Lithuania. Used qualitative research based analysis of formed Lithuanian waste management policy using circle economy model. Project has found that currently formed waste management policy using circle economy or not targeted and systematic corrections are needed in order to achieve ambitious goals of the model. Identification of corrections and their practical appliance in policy formation would probably not only lead to the achievement of circle economy goals in Lithuania, but also would contribute to the targeted waste management policy formation on national, regional and local levels. Straipsnyje pristatyta masinių atvirų internetinių kursų tarptautinė patirtis bei pirmieji žingsniai Lietuvoje. KTU dėstytojai 2014 m. rudenį teikė pirmąjį Lietuvoje masinį atvirą internetinį kursą lietuvių kalba, kuris sulaukė labai didelio susidomėjimo ir dalyvių aktyvumo (2009 kurso dalyviai). Straipsnyje pristatomas tyrimas, kuriame analizuojama kurso kūrimo ir teikimo sėkmės ir nesėkmės, išreiškiama kursų dalyvių nuomonė apie esminius kurso etapus. Kaip jau žinome, didelį populiarumą šiuo metu turi masiniai atviri internetiniai kursai (liet. MAIK, angl. MOOC) ir tai paskatino informacinės visuomenės diskusijas apie prasidėjusią aukštojo mokslo revoliuciją. Kyla problema – kaip užtikrinti masinių atvirų kursų kūrimo ir teikimo kokybę, kokie yra esminiai kurso elementai, lemiantys kokybišką MAIK kūrimą ir teikimą. Skatinamas atvirų švietimo išteklių naudojimas švietime, o tai reiškia, kad naudojami atviro kodo įrankiai ir priemonės, įvairūs atviri informacijos šaltiniai bei registruojami visi norintys juose dalyvauti. Sėkmingam mokymo procesui užtikrinti visgi reikalinga tinkamai parengta kurso struktūra, mokymosi objektai, tinkamai parinktos priemonės mokymo procesui kokybiškai organizuoti. Tyrimo tikslas – pristatyti rezultatus bei išanalizuoti pirmojo lietuviško masinio internetinio kurso „Informacinės technologijos“ dalyvių (respondentų) pateiktus duomenis apie mokomųjų objektų kūrimą, teikimą ir mokomųjų objektų naudojimo efektyvumą kursuose.

Straipsnio tikslas – patikslinti lingvistinio modeliavimo sąvoką, eksplikuoti jos loginius pagrindus ir išnagrinėti kai kuriuos lingvistinės realybės klausimus. Kritikuojama teorijos, kaip konceptualinės sakinių klasės, samprata: teorija turi būti interpretuojama turinio srityje; ši interpretacija, jei kiekviena jos formulė teisinga, vadinama teorijos modeliu. Ontologinis modelis yra pats tiriamasis objektas – natūralioji kalba. Modelio terminas lingvistikoje vartojamas dviem reikšmėmis – kaip teorija ir kaip schema. Lingvistinio modeliavimo sąvoka reiškia eksplicitinę teorijos formuluotę ir pasekminę šios teorijos realizaciją abstrakčiu, arba ontologiniu modeliu. Tais atvejais, kai teorija neformuluojama eksplicitiškai arba panaudojama nesąmoningai, visi schematiniai dariniai yra paprastas empiriškai stebimų kalbos savybių aprašymas ir negali būti priskiriami modeliavimui. Straipsnio pabaigoje pateikiami transformacinių (generatyvinių) taisyklių du tipai. Generatyvinės taisyklės, nieko nesakydamos apie konkretų realizacijos būdą, yra objektyvaus kalbos tyrimo, jos sintaksės ir semantikos instrumentas.

Straipsnyje nagrinėjama teorijų palyginamumo problema. Teigiama, kad teorijų palyginimui reikalinga žinoti, kas yra mokslinė teorija ir turėti lyginimo kriterijus. Pateikiami minėti kriterijai: empirinis turinys, abstraktumo laipsnis, paprastumas, tikslumas ir kita. Apžvelgiami loginio pozityvizmo ir postpozityvizmo mokslo filosofijos atstovų sukurti mokslo teorijų modeliai. Žemesnis abstraktumo laipsnis būdingas konkrečioms mokslinėms sąvokoms, kategorijoms, kurios sujungtos į konkrečią mokslinę teoriją. Empirinių mokslų teorijose dar galima išskirti formalų aparatą bei jo interpretaciją, nurodančią, kokią objektyvaus pasaulio sritį teorija aprašo. Mokslinių faktų kiekis nėra vienintelis mokslinių teorijų lyginimo kriterijus, mokslinės teorijos turi savo empirinius duomenis. Mokslinių teorijų lyginimo kriterijus privalo būti kompleksiškas. Teorijos, aprašančios tą pačią realaus pasaulio sritį, yra lengviau palyginamos, nes dalis elementų praktiškai sutampa. Lyginimo procedūra beveik visada eina nuo bendriausių filosofinių arba metafizinių principų prie konkretesnių teorijos elementų. Jeigu teorijų viršutinis lygmuo sutampa, jas visada galima palyginti vienu ar kitu aspektu.

Straipsnyje analizuojama, ką reikėtų laikyti pažinimo proceso teiginiu ir kokia yra tiesos kriterijaus taikymo gnoseologinė specifika. Teigiama, kad pažinimo proceso aiškinamasis objektas yra tikrovė kaip įvairiai funkcionuojanti visuma. Tiesa gnoseologine prasme reiškia teorinio aiškinimo turinio atitikimą aiškinamojo objekto pobūdžiui. Praktika yra traktuojama kaip istorinio pobūdžio mokslo tikroviškumo kriterijus, kuris tik santykinai tepritaikomas konkrečių teorijų turinio objektyvumui patikrinti. Žmonių veiklos tikslingumas yra tiesiogiai susijęs su teoriniu tikrovės modeliavimu jos pažinimo procese. Gretinimo su tikrove gnoseologinis vienetas yra ją modeliuojanti teorija. Iš principo jai pritaikomas tiesos kriterijus, jos modeliuojamųjų procesų ir tikrovės kaip visumos santykinio pažinimo atžvilgiu. Atskiriems teiginiams tiesos kriterijus gali būti tiesiogiai taikomas tik žmonių veiklos orientacinėje sferoje. Gnoseologiniu atžvilgiu atskiri pažinimo proceso teiginiai savarankiškos prasmės neturi.
