We analyse the evolution of competition and efficiency of the banking sector in South Africa using firm-level data for the period 1999-2008. We adopt a three-step estimation approach. First, we measure efficiency using the data envelopment analysis (DEA) methodology. Second, we use the Panzar-Rosse approach to derive the H-statistic for competitive conditions in banking. In the third stage, we take into account the role of managerial ability in competition by re-estimating the Panzar-Rosse model, with the DEA efficiency scores as an explanatory variable. Overall, the results show that although average efficiency was trending upwards over the period, the number of efficient banks was falling. Also, it is found that for the period 1999-2008, the structure of the South African banking industry was characterized by monopolistic competition. The objective of this paper is to examine the factors that determine the inflow of foreign direct investment (FDI) to SADC member states, which is critical for introducing widespread technological change, complementing domestic investment, improving the agility and competitiveness of firms, and providing access to skills and global markets. Since the end of apartheid in 1994, FDI flows to SADC have improved significantly increasing from an annual average of only $660 million in 1985–95 to about $5.9 billion in 2000–04. A number of countries in the region have taken additional steps to reform their policy stance in order to boost prospects for increased FDI inflows, while South Africa has now become an important growth pole for attracting foreign investment to the region. However, despite the economic and institutional reforms, especially by some of the low-income countries in the region, the flow of FDI to SADC member states remains low and concentrated in few countries and sectors. The paper identifies a number of factors constraining FDI inflows, including the small size of the regional economy, persistent macroeconomic uncertainty in some important economies, high administrative barriers, inadequate physical infrastructure, weak financial systems, and growing perception of corruption. The paper argues that SADC member states need to strengthen efforts to enhance policy frameworks, both individually and collectively, in order to make the region attractive for foreign investors. More progress is required on improving the efficiency of institutions, macroeconomic policy co-ordination and harmonization, opening up to trade, strengthening energy, transport and telecommunications infrastructure, putting more resources in developing local skills, reducing bureaucratic red tape and curbing corruption. Importantly, SADC member states should avoid heated competition or “bidding wars” for FDI, where countries seek to outbid each other in offering fiscal and financial subsidies to attract foreign investors. Competition for FDI between neighbouring countries is not only wasteful and costly, but may also weaken regional co-operation and integration. This paper reviews the expanding financial turmoil that has been triggered by the Asian crisis. It examines the factors behind the crisis, its impact on African countries and the main lessons and policy implications for African countries. The onset of the Asian crisis seems to have taken everybody by surprise because the Asian countries that were hit by the crisis had been among the most successful in sustaining high rates of economic growth, keeping high saving and investment rates and improving the quality of life of their citizens. However, the emerging consensus is that the Asian crisis is a hybrid of structural and policy distortions (macro- and micro-economic) in the affected economies. The impact of the crisis on African countries was mainly transmitted through declines in export prices and volumes. The low demand for primary commodities induced by the crisis and the large depreciation of Asian currencies appear to have played major roles in depressing commodity prices. With only a few exceptions, the commodities that suffered large price declines are those for which Asia constitutes an important market (e.g. oil) and/or those mostly supplied by Asian countries (e.g. copper, timber and rubber). Africa's oil-exporting countries, which experienced large deterioration in their terms of trade, were the most affected. For the continent as a whole, export proceeds declined by 9.5 per cent between 1997 and 1998. This was the product of a 7 per cent decline in export prices and a 2.5 per cent decline in the volume of exports. The paper estimates that the crisis has caused the growth rate in the region to slide down by 1.2 percentage points, which indicates a loss of US $6.2 billion using aggregate GDP for 1997 as the base.
