Abstract

Despite major advances in artificial intelligence (AI) for medicine and healthcare, the deployment and adoption of AI technologies remain limited in real-world clinical practice. In recent years, concerns have been raised about the technical, clinical, ethical and legal risks associated with medical AI. To increase real world adoption, it is essential that medical AI tools are trusted and accepted by patients, clinicians, health organisations and authorities. This work describes the FUTURE-AI guideline as the first international consensus framework for guiding the development and deployment of trustworthy AI tools in healthcare. The FUTURE-AI consortium was founded in 2021 and currently comprises 118 inter-disciplinary experts from 51 countries representing all continents, including AI scientists, clinicians, ethicists, and social scientists. Over a two-year period, the consortium defined guiding principles and best practices for trustworthy AI through an iterative process comprising an in-depth literature review, a modified Delphi survey, and online consensus meetings. The FUTURE-AI framework was established based on 6 guiding principles for trustworthy AI in healthcare, i.e. Fairness, Universality, Traceability, Usability, Robustness and Explainability. Through consensus, a set of 28 best practices were defined, addressing technical, clinical, legal and socio-ethical dimensions. The recommendations cover the entire lifecycle of medical AI, from design, development and validation to regulation, deployment, and monitoring. FUTURE-AI is a risk-informed, assumption-free guideline which provides a structured approach for constructing medical AI tools that will be trusted, deployed and adopted in real-world practice. Researchers are encouraged to take the recommendations into account in proof-of-concept stages to facilitate future translation towards clinical practice of medical AI.

Abstract

This report presents the results of the conceptual and empirical work conducted as part of the JRC research on “Exploring Digital Government Transformation: understanding public sector innovation in a data-driven society” conducted within the framework of the “European Location Interoperability Solutions for eGovernment (ELISE)" Action of the ISA2 Programme on Interoperability solutions for public administrations, businesses and citizens, coordinated by DIGIT. Building on the systematisation of the state of the art carried out in the previous phase of the research, the report presents an original conceptual framework for assessing the impacts of Digital Government transformation in the EU and discusses the results of case studies carried out using an experimental or quasi-experimental approach to test and validate it, carried out in different policy areas in various EU countries. The report concludes outlining the final proposal of DigiGov F 2.0, which defines the dimensions and elements of analysis for assessing the effects that can be generated by digital innovation in the public sector and the impacts they have at social, economic and political levels in different policy-cycle phases and governance contexts., JRC.B.6-Digital Economy

Abstract

Social welfare is riddled with ingrained problems that have already defeated all standard approaches, and reform calls for counterintuitive action. Digital Social Innovation (DSI) is primarily about promoting grassroots initiatives to address localized societal problems, and is not normally talked about in relation to welfare reform, but perhaps social innovation initiatives, with their localized and case-based approach, could help to solve the enormous structural problems faced by our welfare democracies today. This book addresses the potential and implications of DSI for the reform of the European welfare state. The 14 papers collected here focus on key issues, such as the nature of social innovation and its effects; scaling up to address structural problems and make systemic change; new social risks and challenges; the role of digital thinking and emerging technologies; public governance approaches; tolerance of institutions; integrating innovation in the welfare system; and the empowerment of marginalized citizens. These topics are examined from an integrated and multi-disciplinary perspective, taking into consideration not only current EU debate on policy trends for social protection, but also the nature of digital transformation and its effects on social change. The book also highlights barriers to adoption, as well as the potential limitations and failures of this emerging approach. Digital social innovation is an emerging discipline that deserves more attention from policy makers and more resources from government. Drawing on welfare studies, political science, sociology, psychology, law and computer science, this book will be of interest to researchers, practitioners and policy makers alike.

42. AI Watch - Artificial Intelligence in public services: Overview of the use and impact of AI in public services in the EU

Abstract

This report is published in the context of AI Watch, the European Commission knowledge service to monitor the development, uptake and impact of Artificial Intelligence (AI) for Europe, launched in December 2018 as part of the Coordinated Plan on the Development and Use of AI Made in Europe. The report presents the results of the mapping of the use of AI in support of public services in the EU. The analysis serves to contribute landscaping the current state of the art in the field, and provide a preliminary overview of Member States efforts to integrate AI in their government operations and adopt AI-enabled innovations in the public sector. From the analysis it emerges that the interest on the use of AI within governments to support redesigning governance processes and policy-making mechanisms, as well as to improve public services delivery and engagement with citizens is growing. Governments across the EU are exploring the potential of AI use to improve policy design and evaluation, while reorganising the internal management of public administrations at all levels. Indeed, when used in a responsible way, the combination of new, large data sources with advanced machine learning algorithms could radically improve the operating methods of the public sector, thus paving the way to pro-active public service delivery models and relieving resource constrained organisations from mundane and repetitive tasks., JRC.B.6-Digital Economy

Abstract

Part 1: General E-Democracy and E-Participation; International audience; In recent years, a plethora of new possibilities for interactive urban planning emerged, fuelled by the rise of smart cities. This paper studies the potential of urban media for reshaping the role of citizens in urban planning. Both the historical role that citizens have played in the development of neighbourhoods and the process of urban planning are presented from a literature review. Furthermore, present visions on urban planning and citizen participation in smart cities are reviewed. Lessons learned from this literature study, are confronted with six main trends in urban media from expert interviews. As a result, we deliver an overview that helps urban planners in neighbourhoods in order to profit from advantages of urban media while avoiding their risks. We found that the development of urban media could have both positive and negative effects with regard to citizen participation in urban planning in neighbourhoods.

Abstract

There is great interest to use artificial intelligence (AI) technologies to improve government processes and public services. However, the adoption of technologies has often been challenging for public administrations. In this article, the adoption of AI in governmental organizations has been researched as a form of information and communication technologies (ICT)–enabled governance innovation in the public sector. Based on findings from three cases of AI adoption in public sector organizations, this article shows strong similarities between the antecedents identified in previous academic literature and the factors contributing to the use of AI in government. The adoption of AI in government does not solely rely on having high-quality data but is facilitated by numerous environmental, organizational, and other factors that are strictly intertwined among each other. To address the specific nature of AI in government and the complexity of its adoption in the public sector, we thus propose a framework to provide a comprehensive overview of the key factors contributing to the successful adoption of AI systems, going beyond the narrow focus on data, processing power, and algorithm development often highlighted in the mainstream AI literature and policy discourse.
