With the increasing global concern over plastics' environmental and human health impacts, the urgency for effective regulatory measures is evident. The UN Environment Assembly's initiative to establish an international, legally binding instrument via the Intergovernmental Negotiating Committee (INC) on Plastic Pollution marks a significant step toward addressing this issue. However, the vast diversity of plastic types and their myriad applications present a complex challenge in pinpointing the most critical targets for regulation. This study builds on the existing body of literature to outline potential key criteria for identifying Polymers of Concern (PoC). We recommend a dual-focused definition of PoCs considering both (1) the type of the plastics and (2) their domain of applications based on the environmental and human health impacts throughout the polymer's life cycle. Recognizing the current gaps in our understanding of the full spectrum of plastics' impacts across their life cycles, we suggest adopting a precautionary approach that factors in the volume of plastics entering natural ecosystems alongside their life cycle impacts as reported in the literature. We then bring forward existing data on the assessment of some of the main polymer types and applications. We propose that policymakers examine a wide spectrum of strategies including not only bans and phaseouts but also economic incentives, innovation, and the redesign of plastic materials and products to mitigate the adverse impacts of PoCs. We further emphasize the importance of thoroughly assessing the feasibility, costs, and environmental, social and economic implications of alternative materials to avoid “regrettable substitution.” We conclude by identifying existing knowledge gaps and emphasizing the need for further research to refine the proposed criteria for identifying PoCs.

Sub-optimal dietary patterns make major contributions to the Global Burden of Disease and are among the most pressing issues affecting human health. Consequently, they are key to consider when assessing the human health and other environmental impacts of foods and diets within life cycle assessments. The UN Environment Life Cycle Initiative convened a task force on nutrition-related human health impacts as part of the Global Life Cycle Impact Assessment Method (GLAM) project. The health impacts of dietary patterns can be expressed in disability-adjusted life years (DALYs), in line with reporting human health impacts of other impact categories within the life cycle impact assessment (LCIA) framework. The task force held a workshop with nutrition experts to receive guidance in its process to develop a consensus-based impact assessment framework for addressing nutrition-related health impacts in LCIA. The workshop aimed to (1) evaluate the general assessment framework, (2) discuss scientific questions for quantifying human health impacts from nutrition for food items and diets, and (3) provide initial guidance for further development. The proposed framework based on the Global Burden of Disease (GBD) risk ratios was regarded as a good starting point to assess the relative health risks of the general population, provided that the dietary context is considered and several limitations, such as incomplete disease coverage, are acknowledged. The experts advised against a potentially misleading use of adult-derived dietary risk factors for children. To improve global coverage of the GLAM framework, it is important to consider a wider range of dietary patterns. The experts also recommended using a metric complementary to DALYs, such as nutrient adequacy, also considering, e.g., vitamin A and iron, to complement the assessment.

We present a list of Chemicals of Concern (CoCs) in plastic toys. We started from available studies reporting chemical composition of toys to group plastic materials, as well as to gather mass fractions and function of chemicals in these materials. Chemical emissions from plastic toys and subsequent human exposures were then estimated using a series of models and a coupled near-field and far-field exposure assessment framework. Comparing human doses with reference doses shows high Hazard Quotients of up to 387 and cancer risk calculated using cancer slope factors of up to 0.0005. Plasticizers in soft plastic materials show the highest risk, with 31 out of the 126 chemicals identified as CoCs, with sum of Hazard Quotients >1 or child cancer risk >10−6. Our results indicate that a relevant amount of chemicals used in plastic toy materials may pose a non-negligible health risk to children, calling for more refined investigations and more human- and eco-friendly alternatives. The 126 chemicals identified as CoCs were compared with other existing regulatory prioritization lists. While some of our chemicals appear in other lists, we also identified additional priority chemicals that are not yet covered elsewhere and thus require further attention. We finally derive for all considered chemicals the maximum Acceptable Chemical Content (ACC) in the grouped toy plastic materials as powerful green chemistry tool to check whether chemical alternatives could create substantial risks.

Purpose: In recent years, several methods have been developed which propose different freshwater use inventory schemes and impact assessment characterization models considering various cause-effect chain relationships. This work reviewed a multitude of methods and indicators for freshwater use potentially applicable in life cycle assessment (LCA). This review is used as a basis to identify the key elements to build a scientific consensus for operational characterization methods for LCA. Methods: This evaluation builds on the criteria and procedure developed within the International Reference Life Cycle Data System Handbook and has been adapted for the purpose of this project. It therefore includes (1) description of relevant cause-effect chains, (2) definition of criteria to evaluate the existing methods, (3) development of sub-criteria specific to freshwater use, and (4) description and review of existing methods addressing freshwater in LCA. Results and discussion: No single method is available which comprehensively describes all potential impacts derived from freshwater use. However, this review highlights several key findings to design a characterization method encompassing all the impact pathways of the assessment of freshwater use and consumption in life cycle assessment framework as the following: (1) in most of databases and methods, consistent freshwater balances are not reported either because output is not considered or because polluted freshwater is recalculated based on a critical dilution approach; (2) at the midpoint level, most methods are related to water scarcity index and correspond to the methodological choice of an indicator simplified in terms of the number of parameters (scarcity) and freshwater uses (freshwater consumption or freshwater withdrawal) considered. Background, Aim and Scope: Land use by agriculture, forestry, mining, house-building or industry leads to substantial impacts, particularly on biodiversity and on soil quality as a supplier of life support functions. Unfortunately there is no widely accepted assessment method so far for land use impacts. This paper presents an attempt, within the UNEP-SETAC Life Cycle Initiative, to provide a framework for the Life Cycle Impact Assessment (LCIA) of land use. Materials and Methods: This framework builds from previous documents, particularly the SETAC book on LCIA (Lindeijer et al. 2002), developing essential issues such as the reference for occupation impacts; the impact pathways to be included in the analysis; the units of measure in the impact mechanism (land use interventions to impacts); the ways to deal with impacts in the future; and bio-geographical differentiation. Results: The paper describes the selected impact pathways, linking the land use elementary flows (occupation; transformation) and parameters (intensity) registered in the inventory (LCI) to the midpoint impact indicators and to the relevant damage categories (natural environment and natural resources). An impact occurs when the land properties are modified (transformation) and also when the current man-made properties are maintained (occupation). Discussion: The size of impact is the difference between the effect on land quality from the studied case of land use and a suitable reference land use on the same area (dynamic reference situation). The impact depends not only on the type of land use (including coverage and intensity) but is also heavily influenced by the bio-geographical conditions of the area. The time lag between the land use intervention and the impact may be large; thus land use impacts should be calculated over a reasonable time period after the actual land use finishes, at least until a new steady state in land quality is reached. The Planetary Boundaries (PB) framework represents a significant advance in specifying the ecological constraints on human development. However, to enable decision-makers in business and public policy to respect these constraints in strategic planning, the PB framework needs to be developed to generate practical tools. With this objective in mind, we analyse the recent literature and highlight three major scientific and technical challenges in operationalizing the PB approach in decision-making: first, identification of thresholds or boundaries with associated metrics for different geographical scales; second, the need to frame approaches to allocate fair shares in the ‘safe operating space’ bounded by the PBs across the value chain and; third, the need for international bodies to co-ordinate the implementation of the measures needed to respect the Planetary Boundaries. For the first two of these challenges, we consider how they might be addressed for four PBs: climate change, freshwater use, biosphere integrity and chemical pollution and other novel entities. Four key opportunities are identified: (1) development of a common system of metrics that can be applied consistently at and across different scales; (2) setting ‘distance from boundary’ measures that can be applied at different scales; (3) development of global, preferably open-source, databases and models; and (4) advancing understanding of the interactions between the different PBs. Addressing the scientific and technical challenges in operationalizing the planetary boundaries needs be complemented with progress in addressing the equity and ethical issues in allocating the safe operating space between companies and sectors.
