Claddings made of nickel-base alloys or stainless steel are frequently used in the oil, chemical, and power generation industries to protect low-alloy steels from corrosion. Arc weld overlays, which are commonly deposited, often exhibit microstructures near the fusion line that are susceptible to cracking. Due to its very localized and controlled heat input, electron beam welding has the potential to produce claddings with a more resistant microstructure. In this study, multi-layer nickel-base alloy and stainless steel claddings were fabricated by wire-feed electron beam additive manufacturing. Dilution was high because of the specific wire melting technique. It was found that the degree of dilution had a considerable influence on the precipitation of secondary phases, which, however, did not impair the integrity of the claddings. The influence of dilution on the formation of precipitates could be rationalized with thermodynamic calculations. In the nickel-base alloy claddings, the fusion line was sharp without any interfacial martensite. Only a few potentially detrimental type-II grain boundaries were found. Instead, epitaxial solidification was prevalent. This was attributed to metastable melting that was caused by high heating rates. Thus, electron beam-based manufacturing could produce claddings that are more resistant to disbonding than standard arc weld overlays.

Real time online monitoring of chemical processes can be carried out by a number of analytical techniques, including optical and vibrational spectroscopies, nuclear magnetic resonance (NMR) spectroscopy and mass spectrometry (MS). As each technique has unique advantages and challenges, combinations are an attractive option. The combination of a 500-MHz 1 H NMR and a small footprint mass spectrometer to monitor a batch reaction at process concentration was investigated. The mass spectrometer was coupled into the flow path of an online reaction monitoring NMR. Reaction mixture was pumped from a 100-ml vessel to an NMR flow tube before returning to the vessel. Small aliquots were diverted into a sampling make-up flow using an active flow splitter and passed to the mass spectrometer. Advantages of the combination were observed. 1 H NMR was ideal for quantitation of high level components, whereas MS showed a greater capability for detecting those at low level. In preliminary experiments MS produced a limited linear relationship with concentration (0.02% to 2% relative concentration, 0.01 mg/ml-1.25 mg/ml), because of signal saturation at the higher concentrations. NMR was unable to detect components below 0.1% relative to concentration maximum. Optimisation of sample transfer to the MS extended the linearity to 10% relative to the concentration maximum. Therefore, the combination of online NMR and MS allows both qualitative and quantitative analysis of reaction components over the full process range. AquaticHealth.net is an open-source aquatic biosecurity intelligence gathering and analysis application. The system collects information in much the same way as other similar systems (e.g. HealthMap, BioCaster). However, the information collected undergoes minimal automated analysis, and analysis is largely left to AquaticHealth.net's users. The result is an automated system of intelligence gathering, combined with a manual system of intelligence analysis. This approach relies on a large number of users, and so AquaticHealth.net relies on an open-intelligence analysis method: any user can publish their own analyses for all to see and analyse further. By combining automated data collection and human analysis, AquaticHealth.net will provide fast and accurate forecasts, accompanied with nuanced explanations. These methods can be applied to other areas of biosecurity and disease surveillance.

Three web-based biosecurity intelligence systems - BioCaster, EpiSPIDER and HealthMap--are compared with respect to their ability to gather and analyse information relevant to public health. Reports from each system for the period 2-30 August 2010 were studied. The systems were compared to the volume of information that they acquired, their overlaps in this information, their timeliness, their sources, their focus on different languages and their focus on different geographical regions. Main results were as follows: EpiSPIDER obtains the most information and does so mainly through Twitter; no significant difference in systems' timeliness was found; there is a relatively small overlap between the systems (10-20%); the systems have significant differences in their ability to acquire information relevant to different countries, which may be due to the sources they use and the languages they focus on.

Biosecurity Australia is responsible for assessing and providing policy advice on the sanitary (animal health) and phytosanitary (plant health) risks arising from imports of people, animals and plants, and other goods and materials entering Australia. Biosecurity Australia meets this responsibility by undertaking import risk analyses (IRAs) to establish policy and by conducting reviews of existing policy as necessary. If Biosecurity Australia assesses the risk of a proposed import as acceptable (with or without risk management measures), it makes a recommendation to the Director of Animal and Plant Quarantine, who makes a determination. The Australian Quarantine and Inspection Service (AQIS) implements this policy determination, by issuing an import permit and ensuring that any recommended risk management measures are undertaken.

Avian influenza (AI) or ?bird flu? is a highly contagious viral infection of birds. Some AI viruses, called ?highly pathogenic avian influenza? (HPAI) viruses, can cause sudden high mortality (up to 100%) in domestic fowl (chickens). AI viruses are classified into subtypes on the basis of haemagglutinin (H) and neuraminidase (N) projections on their surface. There are 16 H and nine N types and, to date, all outbreaks of HPAI have been caused by H5 or H7 viruses.
