This study evaluates how financial resources for the development of the national ecological network in the Netherlands are spent and whether these resources are sufficient to achieve the nature targets. The approach is a combination of database, statistical projection and document analyses, as well as interviews and workshops with provincial governments. From 2013 to 2019 approx. 22% of financial resources for land acquisition for the national ecological network was spent and approx. 42% of the land acquisition target was achieved. Similarly, approx. 33% of the financial resources for conversion to nature (landscape works followed by land management) were spent and approx. 48% of the conversion target was completed. This rate of progress is not sufficient to complete all the nature targets for 2027. Over the period 2013-2019, the costs of land acquisition across the country rose by approx. €6,900/ha/yr and the costs of conversion rose by approx. €6,400/ha/yr. If these costs remain the same as the standard cost, national funding will be sufficient (+1.8 billion euros) to achieve the nature targets; if the costs rise in line with the historical trend, national funding will be insufficient (-870 million euros) to achieve these nature targets. Depending on the expected increase in these costs, some provinces will have sufficient funds to achieve their nature targets, while others will not. The advice by the task force on accelerating the rate of progress towards the nature targets (Taskforce Versnelling) and the provinces, contains measures that facilitate a speeding up of land acquisition and reduce the pressures on land markets. The advice therefore meets the need to increase the rate of land acquisition, but only to a lesser extent meets the need to speed up the conversion of land to nature., Deze studie evalueert waarvoor NNN-middelen worden gebruikt en hoe toereikend deze zijn voor het bereiken van natuurdoelen. De aanpak is een combinatie van database-, statistische projectie- en documentanalyse alsmede interviews en workshops met provincies. Dit ritme is niet voldoende om de natuuropgaven in 2027 te realiseren. Over de periode 2013-2019 namen kosten voor verwerving (~6.900 €/ha/jr.) en inrichting (~6.400 €/ha/jr.) in Nederland toe. Als deze kosten gelijk blijven aan de normkosten, dan zijn er landelijk voldoende middelen (+1,8 miljard euro) om de natuuropgaven te behalen; als deze kosten stijgen volgens de trend, dan zijn er landelijk onvoldoende middelen (-870 miljoen euro) om deze natuuropgaven te behalen. Afhankelijk van de verwachte stijging in deze kosten hebben sommige provincies wel en andere provincies niet voldoende middelen om de natuuropgaven te realiseren. Het advies van de Taskforce Versnelling en provincies omvat maatregelen die versnellen van verwerving mogelijk maken alsmede druk op grondmarkten doet verminderen. Daarmee komt het tegemoet aan belemmeringen rond verwerving, maar in mindere mate aan belemmeringen rond inrichting.

De overheid pleit voor een transitie naar kringlooplandbouw, waarbij natuurinclusieve landbouw één van de perspectieven is. Bij zowel terreinbeherende organisaties, boerenorganisaties als de voedselketen ontstaan allerlei natuurinclusieve initiatieven. Door de grote verscheidenheid is het lastig om nog door de grassprieten het kruidenrijke weiland te zien. De WUR geeft een handreiking om het transitieproces inzichtelijk te maken. Aan de hand van vijf natuurinclusieve initiatieven laat ze zien hoe in een overzicht in één oogopslag de mate van opschaling en de mate van natuurinclusiviteit inzichtelijk is te maken.

Op het beperkte grondgebied van Nederland komen steeds meer complexe opgaven samen. Mogelijke oplossingen hebben vaak gevolgen voor meerdere partijen. Bij het zoeken naar passende oplossingen moet beleid rekening houden met de veelheid van randvoorwaarden: ecologische, sociaaleconomische en bestuurlijke. Maar hoe krijg je inzicht in de verweving van die veelheid aan factoren? Hoe kun je de complexiteit hanteerbaar maken? Wij komen in dit artikel met een voorstel voor een dergelijke methodiek en illustreren dat aan de hand van het vraagstuk rond de adoptie van natuurinclusieve landbouw.

This publication provides a broad overview of the situation of the Dutch agribusiness sector. It discusses, among other things, economic indicators such as value added and employment, the chain structure of various products, foreign trade, sales channels and consumption of food, structural characteristics of businesses throughout the agro chain, income developments, business dynamics in the chain, innovation, the environmental impact of agricultural production, as well as the contribution of the agricultural sector to the UN Sustainable Development Goals (SDGs)., Deze publicatie geeft een breed overzicht van de stand van zaken in de Nederlandse agrosector. Er wordt ingegaan op onder meer economische indicatoren als toegevoegde waarde en werkgelegenheid, de ketenstructuur van verschillende producten, buitenlandse handel, verkoopkanalen en consumptie van voeding, structuurkenmerken van bedrijven in de gehele agroketen, inkomensontwikkelingen, bedrijvendynamiek in de keten, innovatie, de milieu-impact van landbouwproductie, evenals de bijdrage van de landbouw aan de duurzaamheidsdoelen van de Verenigde Naties (SDG’s).

Background: The COVID-19 pandemic has a disruptive impact on our society. We therefore conducted a population survey to describe: 1) stress, concerns and quality of life 2) access to healthcare and cancelled/delayed healthcare and 3) productivity during the first 8 weeks of the coronavirus lockdown in the general population. Methods: An online cross-sectional survey was conducted in a representative sample after 8 weeks of the coronavirus lockdown in Belgium and the Netherlands. The survey included a series of three validated questionnaires about quality of life delayed/cancelled medical care and productivity loss using validated questionnaires. Results: In total, 2099 Belgian and 2058 Dutch respondents completed the survey with a mean age of 46.4 and 42.0 years, respectively. Half of the respondents were female in both countries. A small proportion tested positive for COVID-19, 1.4% vs 4.7%, respectively. The majority of respondents with a medical condition was worried about their current health state due to the pandemic (53%) vs (63%), respectively. Respondents experienced postponed/cancelled care (26%) and were concerned about the availability of medication (32%) for both countries. Productivity losses due to the COVID-19 restrictions were calculated in absenteeism (36%) and presenteeism (30%) for Belgium, and (19%) and (35%) for the Netherlands. Most concerns and productivity losses were reported by respondents with children < 12 years, respondents aged 18–35 and respondents with an (expected) COVID-19 infection. Conclusions: This study describes stress, quality of life, medical resource loss and productivity losses in Belgium and the Netherlands after 8 weeks of coronavirus lockdown. The results underline the burden on society.
