Including sea-level rise (SLR) projections in coastal adaptation is increasingly recognized as crucial. Here we analyze the first global survey on the use of SLR projections comprising 253 coastal practitioners engaged in adaptation/planning from 49 countries with time frames of 2050 and 2100. While recognition of the threat of SLR is almost universally recognized, only 71% of respondents currently utilize SLR projections. Generally, developing countries have lower levels of utilization. There is no global standard in the use of SLR projections: for locations using a standard structure, 53% are planning for a single projection, while the remainder are using multiple projections, with 13% considering an unlikely high-end scenario. Countries with long histories of adaptation and consistent national support show greater assimilation of SLR projections into adaptation decisions. This research proves insightful for improving sea-level science, and informs important ongoing efforts on the application of the science which are essential to promote effective adaptation.

Area-Based Management Tools (ABMTs) are spatial instruments for conservation and managing different forms of ocean use. A multitude of ABMTs exists in marine areas within and beyond national jurisdiction, ranging from tools for the regulation of specific human activities (e.g. fisheries, shipping, or mining) to cross-sectoral tools (e.g. such as marine protected areas, MPAs, and marine spatial planning, MSP). By applying expert elicitation and reviewing scientific and grey literature we evaluate the contribution of ABMTs to sustainable development goals (SDGs) as set out under the United Nations 2030 Agenda for Sustainable Development, including for SDG 14 that directly addresses the conservation and sustainable use of oceans, seas, and marine resources. We find that fisheries-related and conservation-related ABMTs, and MSP offer the greatest potential contributions to SDG 14 and to SDGs in general. Moreover, there is high complementarity and synergy among different ABMTs for most SDG 14 targets and other SDGs, with the exception of SDG target 14.6 Prohibit fisheries subsidies and SDG 7 Affordable and clean energy. We find that some ABMTs contribute directly to goal attainment, while others contribute in more nuanced or even unexpected ways. Furthermore, context-specific factors that relate to political and legal factors, enforceability, transparency, governance structure, and inclusivity are crucial for unlocking the full potential of ABMTs of attaining multiple SDGs, as shown through examples. The major challenge to face in the next decade is ensuring durable and equitable outcomes from ABMT implementation by coordinating ABMT initiatives established by different organisations and responsible authorities. Urban planning can serve a vital role in meeting the goals of education for sustainable development (ESD); it could potentially provide future planners with the environmental considerations necessary to meet the needs of the present without compromising the ability of future generations to meet their own needs. This article presents findings from a quantitative study of planning students’ experiences with Project- and Problem-Based Learning (PPBL). Graduate planning students in an environmental planning class were divided into two groups according to their course assignment, PPBL or non-PPBL, and given pre- and post-questionnaires, with questions to grade statements on environmental attitudes and behaviors. PPBL students reported a statistically significant change in environmental behavior involving others, while neither behavior nor attitudes changed significantly for students in the control group. Then, semi-open interviews were conducted with 11 of the students 3 years later. The interviews indicate that PPBL students remembered more content related to their assignments and felt they received more types of planning experiences and tools than those in the control group.

Marine litter is one of the most pressing problems of our time and a major threat to ocean health; much of it comes from land-based sources, including from beachgoer activities. This study investigates how product design could influence littering behaviors of beachgoers when applied to beach trash cans (TCs). Over the course of six weeks three differently designed TCs were placed on a Mediterranean Sea tourist beach in Israel while observers tracked the behavior of 536 nearby groups ("entities") of beachgoers. Researchers analyzed: a) entities' locational choices; b) materials discarded in the TCs; and c) littering behaviors around the TCs. Based on the data collected, a "motivating" TC design performed best, encouraging the highest level of beachgoer interaction. Further research is needed in more and varied beach contexts, but this type of initial interdisciplinary research suggests how the design discipline could contribute to preventing marine litter from land-based sources.

Growing awareness of the role of marine spatial planning (MSP) in promoting sustainable development and ecosystem-based management highlights the need to use decision-support tools, and specifically ecological modelling tools, to consider the future impact of planning and management on the marine environment. However, how these tools can be incorporated into planning and their expected contribution is not always clear. Here, an Ecopath with Ecosim and Ecospace food-web model was used in a hypothetical planning process to examine the integration of food-web tools in specific stages of MSP. The model was used to examine spatial alternatives and management strategies for Orot Rabin coastal infrastructure facility in the Israeli Mediterranean coast, in an attempt to assess how such facilities might promote marine conservation. The results revealed the effect of different management protocols on the ecosystem, and provide the maximum allowable catch for sustaining the biomass of vulnerable fish species in the area, which can be used in MSP to address specific marine conservation goals. The model led to counterintuitive understandings regarding the management of the area. It demonstrated that intensive development under specific management strategies may promote conservation goals better than some management strategies directed towards ecological and recreational purposes. This study confirms the potential usefulness of food-web models for MSP; it specifies the stages and means by which planners can use models. Furthermore, it is suggested that tool's development should be planning-oriented and should include more applications to serve planners who aim to promote ecosystem-based management and marine conservation goals.

Intense human activity in the marine environment poses a threat to marine ecosystem. The ecosystem-based planning and management approach has developed over the past decades with the goal of reducing this threat by defining planning and management of uses in a way that mitigates negative effects on ecosystem structure and function. For oceans and coasts, marine spatial planning (MSP) can further aid the implementation of ecosystem-based management, a widely accepted tenet of planning for the marine environment. It can do so by allocating different uses of space in a way that reduces conflicts for the benefit of the environment. Here, we propose an approach to MSP that incorporates principles of reconciliation ecology for the planning of marine (nearshore) enclosures. The approach supports conservation within and around anthropogenic elements outside of marine protected areas. Since human activity typically involves some damage to natural ecosystem, this research contributes by proposing a way to incorporate ecosystem modeling for MSP that includes human activity. Examining areas of human activity under different management scenarios allows identification of possible trends in human-natural ecosystem interactions. Using such an approach increases marine conservation opportunities, and directs educated and cautious MSP in ways that allow implementation of an ecosystem-based approach.

Today coastal erosion is usually exacerbated by anthropogenic climate change and results in the loss of income and cultural norms, as well as in the loss or degradation of ecosystem services. Public perceptions and participation have an important role – often a legal one – in coastal management and response to coastal hazards. The objective of this study is to assess residents’ perceptions about coastal erosion and the significance of coastal protection and restoration. This paper presents the results of a study conducted in Mytilene, the main city on the island of Lesvos, Greece. Residents recognize the impact of coastal erosion on their daily lives and recognize the anthropogenic causes of coastal erosion problems including climate change impacts. They admit their share in creating pressures and impacts on the beaches and are aware of the common protection works such as sand nourishment, groins and breakwaters construction. However, while they perceive beaches as the public common, residents indicated unwillingness to pay for coastal zone restoration and protection. Results suggest that respondents prefer volunteering activities and public awareness actions to payment or charges for coastal zone protection.

The erosion of sandy beaches creates a significant impact on the local society, the economy and the environment. The present study is an attempt to adapt the innovative DESSIN (Demonstrate Ecosystem Services Enabling Innovation in the Water Sector) framework that specializes in freshwater applications, to urban coastal systems. The framework is applied in the case of Kamari beach, Santorini (Greece), to assess the sustainability of all possible anti-erosion measures. To identify the most vulnerable parts of the coastline, the study used two sensitivity indices: the Coastal Vulnerability Index (CVI), and the Socioeconomic Index (SocCVI). A supply-demand model was applied for the integration of all three aspects that characterize the system: social, economic, and environmental. To project the impact of erosion in the future, the system's state was analyzed in three steps a) the present, b) after the installation of the coastal protection measures and c) a scenario where no protection actions were taken (RCP4.5 scenario). In the current situation the most susceptible part of the coastline due to anthropogenic and environmental pressures is the central one, which does not immediately affect the socio-economic activities of the urban area. In contrast, future changes brought about by climate change will endanger the system's equilibrium and anti-erosion actions are necessary. With the application of the adapted DESSIN framework, the combined installation of submerged breakwaters with sediment replacement is the most sustainable action, promoting socio-economic growth and the protection of essential ecosystem services.

This paper provides insights into approaches for managing marine litter by reporting and analyzing survey results of litter dispersal and makeup from three areas along an Arab-Israeli coastal town in view of other recent studies conducted around the Mediterranean Sea. Based on our results and analysis, we posit that bathing beach activities should be a high priority for waste managers as a point of intervention and beach-goers must be encouraged to take a more active role in keeping beaches clean. Further, plastic fragments on the beach should be targeted as a first priority for prevention (and cleanup) of marine litter with plastic bottle caps being a high priority to be targeted among plastics. More survey research is needed on non-plastic litter composition for which amounts and geographic dispersal in the region vary greatly from place to place along Mediterranean shores. In general, findings of this study lead us to recommend exploring persuasive beach trash can design coupled with greater enforcement for short term waste management intervention while considering the local socio-economic and institutional context further for long-term efforts.

Much marine litter comes from land-based sources, with a significant amount coming from activities on bathing beaches. Thus, the overall focus of this exploratory research is to identify elements important for the design of beach infrastructure (i.e., trash cans (TCs)) to reduce littering behaviors. We base our investigation on principles of a relatively new approach, called Design for Sustainable Behavior. In doing so, we consider design for two user groups: bathing beachgoers and beach managers. We examined these users' perceptions of beach TCs through the use of an on-line survey of beachgoers, in-depth interviews with Israeli beach managers, a survey of international Blue Flag beach managers and a design ‘ideation’ workshop. Most importantly, we found that there is interest on the part of beach managers and other stakeholders in applying design principles to improve TCs. The findings of this study have implications for further interdisciplinary – and multidisciplinary – research on this topic.

Yet, women remain under-represented in science and conservation decision-making. We compiled and analyzed data on the representation of women in hiring, publishing, funding, and leadership positions in European Union marine sciences and conservation. To explore scientists' perceptions of gender imbalance in marine sciences and conservation more broadly, we conducted a global survey and analyzed 764 questionnaires from 42 countries. Participants were also asked to identify measures that promote gender equity. We found a consistent pattern of women being under-representated across institutions and nations characterized by a relatively balanced representation of men and women in early career stages and a growing gap in later stages, with women occupying only 13% to 24% of senior positions. The same pattern was found in publishing, funding, and leadership of research institutes. Survey results demonstrate that most marine scientists are aware of the general and persistent gender bias, and perceive that it may compromise our ability to effectively solve conservation problems. Measures that increase fairness in evaluations (e.g. for hiring) and that support work-life balance ranked high, whereas gender-oriented measures, such as gender-specific scholarships, received less support. Our findings suggest that mechanisms promoting a fairer share of family responsibilities and transparent processes in hiring and evaluation are the most promising path to a more balanced participation of women in scientific leadership and conservation decision-making. The association between participation in outdoor recreational activities and environmental perceptions and behaviors has been investigated in previous studies, including by conservation scholars. However, few of these have focused specifically on the relationship between participation in marine recreational sports and attitudes and perceptions towards marine conservation. Understanding this relationship is particularly important because although considered the public domain, the marine environment is generally challenging to access and ocean health is under significant threat. This public perception study investigates whether environmental behaviour, interest in and knowledge of marine conservation issues is associated with marine sport activities, particularly, engagement in surfing and SCUBA diving. Researchers administered a survey to recreationalists in and around the beaches of Tel Aviv, Israel. Based on statistical analysis of 170 responses, the study rejects the hypothesis that those who practice these sports are more environmentally aware. Generally, the responses of those who practice surfing on a regular or frequent level indicate lower levels of environmental behaviors and interest in ocean topics, but somewhat higher levels of knowledge about the marine environment. Most of the associations identified from among the responses of SCUBA divers were not statistically significant, which results also from less responses received from those who practice the sport. In any case these findings can be used in the future for designing ocean, coastal and general environmental protection campaigns targeting participants of these and other sports whose participants are dependent on ocean and coasts.

Despite the potential environmental impact of urban planning, there is little research on Environmental Education (EE) in the context of urban planning curricula. This study follows graduate planning students’ learning experience during group projects assigned as part of a planning course at the Technion – Israel Institute of Technology. These participatory projects, characterized as project-based learning and service learning, took place in several communities in Israel. We examined the types of learning impacts the projects engendered by analyzing the reported experiences of the students using parameters from the field of EE. The main goal of this research is to understand the contribution of such practical, hands-on project exercises to the course curriculum for inculcating environmental education themes. Findings indicate that projects helped students acquire and/or improve professional tools. They enhanced motivation to consider environmental concerns in their work and in some cases changed students’ personal environmental behavior.

This viewpoint emphasizes gendered perspectives and reflects on gender roles for sustainability-focused governance. It argues that when considering gender in this context, not only equity, or power-plays between genders are at stake; in addition, for effective ocean governance, an irreducible contribution of female voices is necessary. Some key contributions of women in the field of ocean governance-related research are described as examples. If women, for instance, are not included in fisheries management, we miss the complete picture of social-ecological linkages of marine ecosystems. Overall, women are often regarded as major actors driving sustainable development because of their inclusiveness and collaborative roles. Similarly, women have advocated for the common good in marine conservation, raising important (and often neglected) concerns. In maritime industries, women enlarge the talent pool for innovation and smart growth. Besides the manifold possibilities for promoting the involvement of women in ocean governance and policy-making, this viewpoint highlights how gendered biases still influence our interactions with the ocean. It is necessary to reduce the structural, and systemically-embedded hurdles that continue to lead to gendered decision-taking with regard to the ocean.

Cumulative effect assessments (CEAs) are needed to inform environmental policy and guide ecosystem-based management. Yet, CEAs are inherently complex and seldom linked to real-world management processes. Therefore we propose entrenching CEAs in a risk management process, comprising the steps of risk identification, risk analysis and risk evaluation. We provide guidance to operationalize a risk-based approach to CEAs by describing for each step guiding principles and desired outcomes, scientific challenges and practical solutions. We reviewed the treatment of uncertainty in CEAs and the contribution of different tools and data sources to the implementation of a risk based approach to CEAs. We show that a risk-based approach to CEAs decreases complexity, allows for the transparent treatment of uncertainty and streamlines the uptake of scientific outcomes into the science-policy interface. Many countries have begun marine spatial planning (MSP) efforts in the past decade and much academic and professional literature reviews and analyzes these processes. Relevant research that can contribute greatly to new efforts at MSP compares efforts, both recent and historical, with ideals set for spatial planning processes. This research addresses the extent to which paradigms from the planning practice and the policy field can be relevant for the MSP context. It does so by analyzing the interim products of an MSP process addressing the Mediterranean Sea area in the waters adjacent to the State of Israel. Results emphasize the potential contribution of public policy analysis and planning to critique outcomes of the MSP process with the aim of improving outcomes and devising best practices. This type of analysis can inform MSP as it becomes an accepted practice as a mainstream tool in the field of environmental planning. The complexity and challenge of spatial planning when policy foundations are minimal is highlighted in the results.

The use of virtual reality has its roots in visual communication science but disparate mechanisms and applications set it apart from the many tools of visualization. This paper reviews the use of virtual reality (VR) environments for research and teaching in the context of three disciplines: architecture, landscape architecture and environmental planning. As opposed to other uses of virtual environments, for example, in the health sciences or engineering, simulations using virtual reality theatres or labs in the three fields we explore are used to display inaccessible realities. VR environments are typically used in these fields for planned and designed realities, not yet existent or with nonexistent components. Each field has different reasons for spatial or temporal inaccessibility to reality, prompting the need and eventually the capability to achieve various levels of accuracy in the virtual setting. We describe current VR research opportunities and challenges in each discipline and emphasize what they can gain from sharing virtual reality systems for research and education.

Protection of natural environments sought through management plans varies greatly between countries; characterizing these differences and what motivates them can inform future regional and international conservation efforts. This research builds on previous work addressing the spatial distribution of marine protected areas in the Mediterranean Sea. Particularly, it examines the relationship between a “protection level” (PL) score and a set of variables pertaining to each country's conservation efforts, economic conditions and human impact along the coast using regression analysis. Four sets of models demonstrated country characteristics that correlate with higher protection levels within marine protected areas (MPAs). Certain contextual factors – economic dependence on the marine environment, efforts at terrestrial conservation and greater human impact – were found to be significantly associated with higher PLs among the northern littoral countries of the Mediterranean. Such findings can inform policy makers about where efforts and investments should be directed for marine conservation.

Countries and cities are increasingly recognizing the value of adopting Sustainable Stormwater Management (SSWM) goals and measures. SSWM serves multiple hydrological, ecological, social and economic goals and can replace substantial parts of conventional drainage infrastructure. Following international experience in the socio-technical nature of transitions in stormwater management, this research investigates how socio-institutional factors enable the transition from conventional to sustainable stormwater management over time. The research is based on analysing available relevant documents, semi-structured interviews and focus groups, all in a single country case study (Israel). We found significant changes in professional awareness and discourse, some advances in professional standards of work and changes to the regulative system, supporting infiltration practices in particular. We concluded that the three-pillared socio-institutional framework, composed of cultural-cognitive, normative and regulative changes, was insightful for mapping factors supporting transition from conventional drainage to SSWM. Elements within the three pillars can work simultaneously and synergistically to achieve widespread change. At the same time, while SSWM always strives to achieve multiple goals, the order of priority of the various goals may differ from place to place and may change over time. Thus the transition process across the socio-institutional pillars should be renewed if and when the priority of goals changes. The urban and regional planning system can play a crucial role in enhancing the transition process from conventional to sustainable stormwater management. These conclusions may be relevant to other localities and countries that are struggling with such transitions to sustainability.

Effective conservation measures are urgently needed to reverse these trends. Conservation must entail societal choices, underpinned by human values and worldviews that differ between the countries bordering these seas. Social, economic and political heterogeneity adds to the challenge of balancing conservation with sustainable use of the seas. Comprehensive macro-regional coordination is needed to ensure effective conservation of marine ecosystems and biodiversity of this region. Under the European Union Horizon 2020 framework programme, the MarCons COST action aims to promote collaborative research to support marine management, conservation planning and policy development. This will be achieved by developing novel methods and tools to close knowledge gaps and advance marine conservation science. This action will provide support for the development of macro-regional and national policies through six key actions: to develop tools to analyse cumulative human impacts; to identify critical scientific and technical gaps in conservation efforts; to improve the resilience of the marine environment to global change and biological invasions; to develop frameworks for integrated conservation planning across terrestrial, freshwater, and marine environments; to coordinate marine conservation policy across national boundaries; and to identify effective governance approaches for marine protected area management. Concurrent with the development of wind energy, research activity on wind energy generation and wildlife has evolved significantly during the last decade. This chapter presents an overview of remaining key knowledge gaps, consequent future research directions and their significance for management and planning for wind energy generation. The impacts of wind farms on wildlife are generally site-, species- and season-specific and related management strategies and practices may differ considerably between countries. These differences acknowledge the need to consider potential wildlife impacts for each wind farm project. Still, the ecological mechanisms guiding species’ responses and potential vulnerability to wind farms can be expected to be fundamental in nature. A more cohesive understanding of the causes, patterns, mechanisms, and consequences of animal movement decisions will thereby facilitate successful mitigation of impacts. This requires planning approaches that implement the mitigation hierarchy effectively to reduce risks to species of concern. At larger geographical scales, population-level and cumulative impacts of multiple wind farms (and other anthropogenic activity) need to be addressed. This requires longitudinal and multiple-site studies to identify species-specific traits that influence risk of mortality, notably from collision with wind turbines, disturbance or barrier effects. In addition, appropriate pre- and post-construction monitoring techniques must be utilized. Predictive modelling to forecast risk, while tackling spatio-temporal variability, can guide the mitigation of wildlife impacts at wind farms.

Ecosystem services (ES) and ecosystem services assessment (ESA) have become common parlance in the environmental field. Scientists, policy-makers and activists have promoted the ES approach as a means of conveying the extent of threats to natural ecosystems with the goal of crafting socially acceptable and effective policy to address ecological threats and biodiversity conservation. Yet there are some significant challenges to wide acceptance of the ES approach which hinder its absorption into the mainstream geography literature. This paper reviews the historical development of the ES approach focusing on its relevance to applied geography at different stages of its development, describes the present state-of-the-art of ES, and synthesizes the results from several seminal papers and reports. I posit that there are two major stumbling blocks: 1) the difficulty of simplifying complexities between services so that statutory planning processes can incorporate the approach, and 2) the lack of cross-landscape assessment methods and examples. If we focus on the most immediately surmountable challenges to the ES approach much progress could be made in a short time. The subsequent and final substantive section of this review summaries these challenges and offers some suggestions for moving forward.

Although significant advancements on protecting marine biodiversity and ecosystems of the Mediterranean Sea have been made, much remains to be done to achieve the targets set by the Convention for Biological Diversity (and the Barcelona Convention) and ratified by the 21 Mediterranean governments. Particularly, these targets require the design and implementation of an ecologically representative network of marine protected areas that covers 10% of the Mediterranean surface by 2020. Despite the many efforts to gather spatial information about threats to the Mediterranean and conservation planning initiatives that identify sensitive areas for conservation, we are far from achieving this target. In this paper, we briefly review existing and proposed conservation initiatives at various scales throughout the Mediterranean to recognise those that have political endorsement and those that serve more as lobbying tools. We then propose a model process that can be applied to advance marine spatial planning within the eleven ecologically and biologically significant areas (EBSAs) through a multi-step process designed for moving conservation forward in this particularly complex region. The proposed process combines tenets of professional urban/regional planning and systematic conservation planning. As shown with two specific examples, despite some conventional wisdom, there is enough information on the Mediterranean Sea to move forward with ecosystem-based marine spatial management for conservation purposes using the EBSAs as a starting point - and the time is right to do so.

Understanding the mental constructs underlying people’s social responses, decisions and behaviors is crucial to defining the governance challenges faced in dealing with marine anthropogenic litter. Using interactive governance theory, this study provides qualitative insights into how a small group of Arab-Israeli artisanal fishermen perceive marine litter and its impact (system to be governed) in the context of the socio-institutional structures (governing system) which manage waste and aim to protect the surrounding environment. It demonstrates that, until the relationships between local people and the various governing institutions are transformed, there is little hope for citizen cooperation in reducing marine litter long-term in the case-study site. More generally, underlying narratives and politics playing out at a local level need to be understood in order to identify which interventions are likely to be effective and which are not. An intervention checklist to assess the potential effectiveness of a marine litter intervention is proposed.

Despite the growing use of ecosystem service (ES) assessment to value natural landscapes exposed to development pressures on the edge of urban landscapes, practical applications have been few. In a pilot research project, we integrate changes in different types of ES along a gradient of land- and seascape units (terrestrial, coastal and marine). This gradient includes developed urban and peri-urban areas, and undeveloped areas including submerged lands in the coastal (territorial) waters of Israel.

Integrated approaches are essential for planning and management of marine and coastal environments for many reasons. This chapter highlights the integrated approaches most relevant for planning of coastal and marine environments – integrated coastal zone management, integrated marine planning, integrated water resources management and integrated watershed management – and discusses some of the main challenges to integration. Among the most salient of these challenges is the translation of the principles of integrated planning and management to on-the-ground actions that make sense for planners and managers.

This chapter covers some of the most important issues relevant to planners in regard to establishing, maintaining and managing marine protected areas (MPAs). Despite debates about MPA design and management and differing perspectives on how they should be defined, it is generally agreed that they are one of the more effective tools for marine habitat and biodiversity conservation. This chapter emphasizes important ideas regarding the establishment of such areas, including the designation of networks of protected areas and transboundary protected areas. These are two approaches, among others, that will aid planners in protecting oceans and coasts.

This chapter draws relevant planning concepts into the purview of coastal and ocean policy and management and introduces some of the main environmental issues related to oceans and coasts from a planning perspective. To understand such a perspective, the development of the planning profession is briefly explained along with its connection to environmental management. Different types of planning can be more or less suitable to problem solving in the marine and coastal environment. Changes brought on by the current era of immense human impact and influence highlight the need for planning, to address myriad threats to coastal and marine environments.

Several projects aimed at identifying priority issues for conservation with high relevance to policy have recently been completed in several countries. Two major types of projects have been undertaken, aimed at identifying (i) policy-relevant questions most imperative to conservation and (ii) horizon scanning topics, defined as emerging issues that are expected to have substantial implications for biodiversity conservation and policy in the future. Here, we provide the first overview of the outcomes of biodiversity and conservation-oriented projects recently completed around the world using this framework. We also include the results of the first questions and horizon scanning project completed for a Mediterranean country. Overall, the outcomes of the different projects undertaken (at the global scale, in the UK, US, Canada, Switzerland and in Israel) were strongly correlated in terms of the proportion of questions and/or horizon scanning topics selected when comparing different topic areas. However, some major differences were found across regions. There was large variation among regions in the percentage of proactive (i.e. action and response oriented) versus descriptive (non-response oriented) priority questions and in the emphasis given to socio-political issues. Substantial differences were also found when comparing outcomes of priority questions versus horizon scanning projects undertaken for the same region. For example, issues related to climate change, human demography and marine ecosystems received higher priority as horizon scanning topics, while ecosystem services were more emphasized as current priority questions. We suggest that future initiatives aimed at identifying priority conservation questions and horizon scanning topics should allow simultaneous identification of both current and future priority issues, as presented here for the first time. We propose that further emphasis on social-political issues should be explicitly integrated into future related projects.

Various physical elements of ocean environments, those driven by geologic and climatic forces, have implications for oceans policy and law and therefore for planning. Living resource systems interact with these physical elements to form the ecological systems that require the attention of environmental planners. After providing a basic knowledge about how hydrographers describe the physical formations of the sea, the development of national and international regulatory regimes in view of these descriptions is discussed. At its close, this chapter addresses how laws and policies incorporate ecosystem-based management and the precautionary principle in ocean resource management, as well as how these are addressed by international policy.

This chapter addresses the use of decision support tools (DSTs) for marine and coastal planning. DSTs are integrative tools, meaning that they can help achieve a wide range of goals and objectives relevant to planning. Today, myriad software applications facilitate the use of these tools for the marine and coastal environment. This chapter starts with how DSTs contribute to the field of conservation planning and describes three such applications with examples of their use for marine planning. While such tools support environmental planning for oceans and coasts, they do have shortcomings, mentioned herein, and their products are usually the starting points of discussions about planning scenarios and options.

This chapter reiterates the main messages of this book. It also articulates fundamental definitions of the methods, tools and technologies used for environmental planning of oceans and coasts, the targeted benefits of their use, the possible pitfalls of implementation and how shortcomings can be overcome. Methods described include ecosystem-based management, ecosystem services and the precautionary principle; tools discussed are marine protected areas and pollution prevention policies; technologies briefly described include those aimed at improving communication about the coastal environment and decision support applications. Change, both in marine and coastal environments and in the field of environmental planning, is emphasized throughout.

Marine protected areas (MPAs) are critical to the well-being of threatened ecosystems and thus can be highly beneficial to humans, especially to those residing nearby. We explore the qualities of 117 MPAs in the Mediterranean basin and develop a taxonomy of their characteristics. We relate the spatial distribution of the MPAs to the various characteristics of the taxonomy (size, distance from shore, protection levels, management regimes, etc.) and to areas of high human impact and influence levels. To do this we use information on biogeographic regions and information from two different human influence models; one model developed for the marine environment and one covering the littoral terrestrial environment. Our analysis provides insights to planners and managers working in a regional capacity and trying to build MPA networks. Generally, current MPAs have not been established in high impact areas despite their being close to shores containing intense human activity. Decision-makers wishing to design and establish new MPAs may seek out areas of high cumulative human impacts (near the marine–terrestrial interface) or avoid them depending on marine conservation objectives, including the desire to vary types of MPAs within a network. Limitations of our analysis and methodology indicate areas for further research.
