We present an annotated and illustrated type catalogue of the predacious shieldbugs (Hemiptera: Heteroptera: Pentatomidae: Asopinae), housed in the collection of the Natural History Museum, London. This work involves recognising types and their status, recording their label data and providing images of both the types and their labels. Although we personally refrain from designating lectotypes as the International Code of Zoological Nomenclature recommends that it should be done “as part of a revisionary or other taxonomic work” (ICZN 1999: Recommendation 74G), we have nevertheless accepted that lectotypes were designated before 2000 (see ICZN 1999: Art. 74 §§ 5 and 6), for the following 43 species: by Distant (1880) for Apateticus halys Dallas, Arma fuscescens Dallas, Arma modesta Dallas, Arma tincta Dallas, Oplomus rutilus Dallas, Oplomus ventralis Dallas, Stiretrus ornatus Dallas, Stiretrus ruficeps Dallas; by Synave (1969) for Mecosoma floridum Distant and Podisus volxemi Distant; by Thomas (1992) for Arma ampla Walker, Arma grandis Dallas, Arma lateralis Walker, Arma nigrispina Dallas, Arma obscura Dallas, Mormidea semialba Walker, Oplomus equestris Distant, Oplomus festivus Dallas, Oplomus nigripennis Dallas, Oplomus pulcher Dallas, Oplomus stellatus Distant, Oplomus violaceus Dallas, Platynopus conspersus Walker, Podisus amulae Distant, Podisus falcatus Distant, Podisus gaumeri Distant, Podisus insignis Distant, Podisus nigriventris Distant, Podisus sculptus Distant, Podisus smithi Distant, Stiretrus annulatus Distant, Stiretrus caeruleus Dallas, Supputius typicus Distant, Tynacantha marginata Dallas, Tynacantha splendens Distant, Zicrona cuprea Dallas and Zicrona marginella Dallas; and by Thomas (1994) for Anasida funebris Distant, Damarius bicolor Distant, Neoglypsus opulentus Distant, Neoglypsus viridicatus Distant, Incitatus primus Distant, and Jalloides versicolor Distant. We have also found out that Synave (1969) had designated the lectotype of Glypsus erubescens Distant before Linnavuori (1975). A syntype of Oplomus distinctus Distant, 1880 is located and Thomas’s (1992: 57) synonymy of this species with O. catena (Drury, 1782) is confirmed. Informations regarding labels used by the first five curators of Hemiptera at the Natural History Museum, London (Adam White, William S. Dallas, Francis Walker, William L. Distant and William E. China) are provided. In total, we list herein 248 specimens examined in NHMUK (49 holotypes, 41 lectotypes, 84 syntypes, 17 paratypes, 25 paralectotypes, and 32 non-types which are historical specimens), representing 149 nominal species or 104 currently valid species (ca. 34% of the just over 300 valid Asopinae species worldwide).

A new facultatively cavernicolous planthopper species Borysthenes hainanensis sp. n., from Hainan Island, China, is described and illustrated. Specimens collected from lava tubes and above ground were found to be the same species but males of the former have smaller eyes. Distribution maps of the new and other species are given together with a checklist to all Borysthenes species and a key to Chinese ones. Type images of most Borysthenes species are also provided including Borysthenes dilectus (Walker), comb. n.

Recently discovered amber-preserved fossil Cicadellidae exhibit combinations of morphological traits not observed in the modern fauna and have the potential to shed new light on the evolution of this highly diverse family. To place the fossils explicitly within a phylogenetic context, representatives of five extinct genera from Cretaceous Myanmar amber, and one from Eocene Baltic amber were incorporated into a matrix comprising 229 discrete morphological characters and representatives of all modern subfamilies. Phylogenetic analyses yielded well resolved and largely congruent estimates that support the monophyly of most previously recognized cicadellid subfamilies and indicate that the treehoppers are derived from a lineage of Cicadellidae. Instability in the morphology-based phylogenies is mainly confined to deep internal splits that received low branch support in one or more analyses and also were not consistently resolved by recent phylogenomic analyses. Placement of fossil taxa is mostly stable across analyses. Three new Cretaceous leafhopper genera, Burmotettix gen. nov., Kachinella gen nov., and Viraktamathus gen. nov., consistently form a monophyletic group distinct from extant leafhopper subfamilies and are placed in Burmotettiginae subfam. nov. Extinct Cretaceous fossils previously placed in Ledrinae and Signoretiinae are recovered as sister to modern representatives of these groups. Eomegophthalmus Dietrich and Gonçalves from Baltic amber consistently groups with a lineage comprising treehoppers, Megophthalminae, Ulopinae, and Eurymelinae but its position is unstable. Overall, the morphology-based phylogenetic estimates agree with recent phylogenies based on molecular data alone suggesting that morphological traits recently used to diagnose subfamilies are generally informative of phylogenetic relationships within this group.

The African assassin bug genus Neopirates Miller, 1952, is revised. The type species, N. nyassae Miller, 1952, is redescribed and illustrated; two new species from Namibia, N. bicolor Liu & Cai sp. n. and N. xanthothorax Liu & Cai sp. n. are described and a key is provided to separate the three species of this genus. Sphodrembas fumipennis Swanson, 2019, the type species of Sphodrembas Swanson, 2019, is placed as a junior synonym of N. nyassae, resulting in Sphodrembas becoming a junior synonym of Neopirates. Morphological differences between Neopirates and similar genera and the distribution of Neopirates are briefly discussed.

The grassland leafhopper genus Maiestas Distant is reviewed from Pakistan with the description and illustrations of one new species, Maiestas sinuata Shah & Duan sp. n., and two new records, i.e., Maiestas maculata n. rec. and Maiestas trispinosa n. rec. A checklist of the known species of Maiestas from Pakistan is also given together with a key for their separation (males).

The thread-legged assassin bug Eugubinus araneus Distant, 1903 (Hemiptera: Heteroptera: Reduviidae: Emesinae: Emesini) was described from India on the basis of two nymphs. This paper provides the first description of the adult with illustrations of both the adult and the nymph. A checklist of and a key to species of Eugubinus Distant, 1903, and images of the type material of six additional species of the genus, i.e., E. intrudans Distant, 1915, E. reticolus Distant, 1915, E. canalanus (Distant,1914), E. annulatus (Villiers, 1948), E. forsteri Wygodzinsky, 1953 and E. papuensis Wygodzinsky, 1966, are provided.

Four new species of Mileewini, Mileewa clavata He & Yang, sp. nov., Mileewa rubricosta He & Yang, sp. nov., Mileewa quinquemaculata He & Yang, sp. nov. and Ujna liboensis He & Yang, sp. nov., are described and illustrated. A checklist of all Chinese Mileewini is provided.

Oblongiala zimbabwensis Liu & Cai gen. & sp. nov. is described from Zimbabwe and placed in the subfamily Peiratinae (Hemiptera: Reduviidae). Habitus, male genitalia and some diagnostic characters of the new species are illustrated. The affinities of the new genus are discussed with a key provided to help distinguish peiratine genera distributed in the Afrotropical Region.

The dimorphic African leafhopper Conlopa bredoni Evans (Cicadellidae: Ulopinae) is refigured, its genus redescribed and its tribal placement discussed and a key to the tribes of Ulopinae provided. Conlopa bredoni and another ulopine, Coloborrhis corticina Germar, were recently collected from dung baited pitfall traps in Zambia (new records), together with some other Auchenorrhyncha.

A new leafhopper, Odomas linnavuorii sp. nov. (Cicadellidae: Megophthalminae: Megophthalmini), is described based on a brachypterous female collected in the subalpine grassland in the highest part of the Mt Nimba massif, Guinea, West Africa. The new species has a highly derived head and wing structure and is densely covered with chalazal setae. As these features are unique both within the genus and tribe the morphology and the systematic placement of O. linnavuorii are discussed in the context of other ground-dwelling taxa of Membracoidea. In addition, the monotypic Afrotropical genus Coronophtus Van Stalle, 1983 is removed from Cicadellidae: Megophthalminae and synonymised with Listrophora Boulard, 1971 (Cicadellidae: Deltocephalinae: Chiasmini), resulting in one new combination, Listrophora cervus (Van Stalle, 1983), comb. nov.

Weinland Park, an urban neighborhood adjacent to The Ohio State University, has been targeted for revitalization following several decades of disinvestment. The goal of these efforts is to develop holistic solutions that break the cycle of poverty. Such an undertaking requires collecting baseline data to understand community needs, inform programming, and guide revitalization efforts. This paper describes the development and implementation of the Weinland Park Evaluation Project (WPEP) – a collaborative and comprehensive neighborhood survey and needs assessment. Using the RE-AIM framework as a conceptual model, the paper describes how the WPEP was designed to meet short-, medium-, and long-term community needs. In addition, it offers lessons learned as a guide for researchers designing neighborhood surveys and conducting community assessments. An Appendix A includes indicators measured via the survey tool.

While the Great Recession and the associated rise in foreclosures significantly impacted households across the United States, default rates in rural areas and rural-urban foreclosure differences have failed to attract substantial research attention. To expand the scale and scope of the foreclosure literature, this article examines place-based differences in estimated foreclosure rates across U.S. counties, which are classified as urban, suburban, micropolitan, or rural. Defaults are considered both overall and for each county classification, and are related to income distribution and inequality, homeownership, adjudication of default, place-based factors including amenity scores and proximity to urban areas, and geographic region. The article finds a complex relationship among these variables, with inequality itself negatively associated with default rates and lower-middle−income households positively related to foreclosure. Further, while proximity to urban areas is positively related to foreclosure rates among nonurban counties, natural amenities are related to lower default rates in these areas. The article concludes by considering policy implications, and recommends expanding foreclosure mitigation and prevention strategies to nonurban places.

The identity of the Old World grass feeding leafhopper species Soractellus nigrominutus Evans, 1966 is clarified and its distribution revised. Based on examination of material, from throughout its range, the following species are placed as new subjective junior synonyms of S. nigrominutus: S. jianfengensis Xing & Li, 2014, syn. nov., and S. lalianensis Naveed & Zhang, 2018, syn. nov. The following new country records for S. nigrominutus are recorded: Thailand, Nigeria, Kenya, Uganda, Senegal, Ethiopia and Saudi Arabia.

The Ulopinae leafhopper genera of the tribe Ulopini from the Indian subcontinent (Daimachus Distant and Radhades Distant) are redescribed. Four new species of Daimachus are described: D. matheranensis sp. nov. (India: Maharashtra), D. robustus sp. nov. (India: Kerala), D. sirsiensis sp. nov. (India: Karnataka) and D. sudindicus sp. nov. (India: Karnataka, Kerala). Ulopa brunnea Pruthi 1930 is treated as a junior synonym of Daimachus exemplificatus Distant 1916 based on a study of the male genitalia of both species. The latter species, together with Radhades crassus Distant and Ulopsina Dai, Viraktamath & Zhang are redescribed and a new subgenus of Ulopsina, Indoulopa subgen. nov. is described from Sub-Himalayan region with Ulopsina (Indoulopa) himalayana sp. nov. as the type species; the genus is reported for the first time from the subcontinent. Key to genera and species dealt with are also provided, all taxa are illustrated and lectotypes are designated for Daimachus exemplificatus, Ulopa brunnea and Radhades crassus.

Two new genera, Malaysiapona gen. nov. and Chandrapona gen. nov. of Paraboloponina leafhoppers (Cicadellidae: Deltocephalinae: Drabescini) with their unusally developed aedeagal base are described from the Pacific (Malaysia). The following new species are also described with the new genera: Malaysiapona brevipenis sp. nov. from Sabah, M. filamenta sp. nov., from Sarawak and Chandrapona vespertilis sp. nov. from Sabah.

The leafhopper subfamily Idiocerinae from Hainan Island (China) is reviewed. Eight genera and 10 species are recognized including one new genus and one new species, Longistyla gen. nov. and Longistyla viraktamathi sp. nov., based on specimens from Jianfengling Nature Reserve. A checklist and keys to genera and species are included.

The African shieldbug genus Afrius Stal, 1870 is revised. Cantheconidea migratoria Distant, 1913 and A. williamsi Miller, 1952 are proposed as junior synonyms of A. ( Subafrius ) flavirostrum (Signoret, 1861) whereas Canthecona marmorata Dallas, 1851, Canthecona annulipes Dallas, 1851 and A. rubromarginatus Bergroth, 1903 are proposed as junior synonyms of A. ( Afrius ) purpureus (Westwood, 1837) based on the general morphology and genitalia of the species. The three valid species, viz. A. ( Subafrius ) flavirostrum , A. (Afrius) kolleri Schouteden, 1911 and A. ( Afrius ) purpureus , are redescribed with details of male and female genitalia morphology, and a lectotype is designated for A. ( Afrius ) kolleri . A key to identify the species as well as an update of the geographical distribution for each species are provided, including new records for A. ( Afrius ) purpureus .

A new leafhopper species: Pachymetopius falcatus sp. nov., is described and illustrated from Guizhou Province, China. A key is given to distinguish all species of the genus. The type specimen of the new species is deposited in the Institute of Entomology, Guizhou University, Guiyang, China (GUGC).

Leafhopper genera and species of the tribe Mukariini from the Indian subcontinent are revised. Nine genera and 22 species including two new genera, one new subgenus and 12 new species are dealt with. The new taxa described are Aalinga gen. nov. with its type species Aalinga brunoflava sp. nov. (India: Andaman Islands), Buloria indica sp. nov. (India: Karnataka). Buloria zeylanica sp. nov. (Sri Lanka), Flatfronta bella sp. nov. (India: Karnataka; Bangladesh), Mohunia bifurcata sp. nov. (Myanmar), Mukaria omani sp. nov. (India: Gujarat, Karnataka, Madhya Pradesh), Mukaria vakra sp. nov. (India: Karnataka), Mukariella gen. nov. with its type species Mukariella daii sp. nov. (India: Manipur), Myittana (Benglebra) cornuta sp. nov. (India: Karnataka), Myittana (Myittana) distincta sp. nov. (India: Karnataka), Myittana (Savasa) subgen. nov. with its type species Myittana (Savasa) constricta sp. nov. (India: Andhra Pradesh, Gujarat, Haryana, Himachal Pradesh, Karnataka, Madhya Pradesh, Punjab, Tamil Nadu, Uttarakhand) and Scaphotettix arcuatus sp. nov. (India: West Bengal, Meghalaya, Mizoram). Genera Buloria Distant (new placement), Crispina Distant (new placement) and Myittana Distant (new placement) are placed in the tribe Mukariini. Genus Mohunia is redefined based on the study of its type species. Benglebra Mahmood & Ahmed 1969 is synonymised with Myittana Distant 1908 and considered as its subgenus. Myittana (Benglebra) alami (Mahmood & Ahmed) comb. nov., Myittana (Savasa) bipunctata (Mahmood & Ahmed) comb. nov.. Myittana (Benglebra) introspina (Chen & Yang 2007) comb. nov. and Mukariella bambusana (Li & Chen) comb. nov. are proposed; the first two species were earlier placed in the genus Benglebra, the third species in the genus Mohunia and the fourth in the genus Mukaria. Genera Flatfronta Chen & Li and Myittana are new records for India and Scaphotettix striata Dai & Zhang is a new record for the Indian subcontinent and Sri Lanka. All taxa dealt with are described and illustrated and keys for genera and their species are also given.

This article examines the relationship between neighborhood quality, residential instability, employment access, location affordability, and work outcomes among individuals relocated as part of the Boulevard Homes HOPE VI redevelopment in Charlotte, North Carolina. We found that, contrary to expectations, relocation to private-market units with vouchers, as compared with public housing, did not always result in better neighborhood outcomes. Whereas voucher holders relocated to better quality neighborhoods, relocatees who moved to other public housing lived in neighborhoods with better employment access and lower costs. We also found a positive correlation between locational affordability (housing + transportation costs) and work outcomes.

In recent years, many have debated adopting work requirements in the Public Housing Program, and eight public housing authorities have implemented these policies through the flexibility provided by the Moving to Work demonstration. One such agency – the Charlotte Housing Authority (CHA) – has adopted a work requirement across five (of its 15) public housing developments that mandates heads of household work 15 hours per week or face sanctions. This paper evaluates this policy and presents the first empirical comparison of employment and eviction rates between those subject to the work requirement and a comparison group not subject to the policy. We find that, following work requirement enforcement, the percentage of households paying minimum rent (a proxy for employment) decreased relative to the comparison group. Analysis of additional data on both employment and hours worked indicates similar employment gains, but no increase in average hours worked. We find no evidence that work requirement sanctions increased evictions, and only modest evidence that enforcement increased the rate of positive move-outs. Surveys of CHA residents indicate that a large proportion support work requirements in public housing. While our findings clearly support the effectiveness of the CHA’s work requirement, we caution against imposing such a requirement before more research is conducted.

Using a mixed-methods approach, this study examines the relationship between informal social support and formal support services and employment outcomes among residents of a public housing development relocated as part of a HOPE VI project in Charlotte, North Carolina. Informal social supports are resources accessible through family and friends within a neighborhood and formal support services are provided by case managers and service providers. We find that when former public housing residents are enrolled in case management longer and have high satisfaction with their case manager, this leads to better employment outcomes. In addition, having strong bonding ties among public housing neighbors has a negative influence on employment. This study sheds light on how case managers play a role in promoting economic mobility by mitigating social and economic crises and providing bridging capital for poor families.

A new leafhopper genus Papuakutara gen. nov. is described from Papua New Guinea, with two new species, P. ficus sp. nov. and P. robustipenis sp. nov. Kutara lucidicosta (Walker, 1870) is transferred to Papuakutara comb. nov. A checklist of the genera in the subtribe Paraboloponina from Papua New Guinea and West Papua and a key for their separation are provided.

The genus Tambila Distant of the deltocephaline tribe Penthimiini of the Indian Subcontinent is revised. Tambila opulenta Distant is placed as a junior synonym of Tambila greeni Distant and Tambila gravelyi Distant as a junior synonym of Tambila majuscula (Distant). All valid taxa are redescribed, illustrated and a key to the eight known species from the subcontinent is included. A new record is given for T. gravely from Mauritius (on mango).

The leafhopper genus Chinaocerus Zhang & Li (Cicadellidae: Idiocerinae) currently includes three species, C. bispinatus Zhang & Li (type species), C. kangdingensis Zhang & Li and C. shii Zhang & Li from southwestern China. Two new species, C. tubulatus Zhang & Webb sp. nov. and C. sexspinosus Zhang & Webb sp. nov. from Yunnan Province, China, are here described and a checklist and key to species are provided.

The leafhoppers of the tribe Evacanthini of the Indian subcontinent (Pakistan, India, Nepal, Bhutan, Bangladesh, Myanmar and Sri Lanka) are reviewed. The genus Apphia Distant 1918, is reinstated as a valid genus from synonymy with Onukia Matsumura stat. rev. and redefined based on the male genitalia characters. The genus Angustuma Xing & Li 2013, (new name for Angustella Li 1986, not Waagen 1907) is considered a junior synonym of Apphia. The genera Carinata Li & Wang, Concavocorona Wang & Zhang, Risefronta Li & Wang, Shortcrowna Li & Li, Striatanus Li & Wang and Taperus Li and Wang along with Bundera bambusana Yang, Chen & Li, Carinata midfasciana Wang & Li, Onukia albiclypeus Li & Wang, O. flavocapitata Li & Wang and Risefronta albicincta Li & Wang are here recorded for the first time from the Sub-Himalayan region of the Indian subcontinent. Keys to genera and included species are given. The new taxa recognized are Apphia flava sp. nov. (India: Meghalaya), Bundera acutivertex sp. nov. (India: Mizoram), Concavocorana kambaiti sp. nov. (Myanmar; Kambaiti), Evacanthus albipennis sp. nov. (Nepal), E. convolutus sp. nov. (India: Himachal Pradesh), E. distinctus sp. nov. (India: Himachal Pradesh), E. manaliensis sp. nov. (India: Himachal Pradesh), E. yeshwanthi sp. nov. (India: Meghalya), Onukia echina sp. nov. (India: Manipur), Onukindia gen. nov. (type species : Platyretus connexus Distant), Onukindia aruna sp. nov. (India: Arunachal Pradesh), O. compressa sp. nov. (India: Arunachal Pradesh, West Bengal), Shortcrowna rubrostriata sp. nov. (Myanmar: Kambaiti), Striatanus delta sp. nov. (India: West Bengal; Mizoram) and Taperus indicus sp. nov. (India: Arunachal Pradesh). The following new combinations (genera of original combination in parenthesis): Apphia albida Li & Li) comb. nov., A. albonotata (Yang & Zhang) comb. nov., A. basinigra (Wang & Zhang) comb. nov., A. flavimacula (Wang & Zhang) comb. nov., A. flavinigra (Wang & Zhang) comb. nov., A. jinghongensis (LI & Li) comb. nov., A. leucostriata (Li & Wang) comb. nov., A. longipyga (Li & Wang) comb. nov., A. nigricarina (Li) comb. nov., A. nigricauda (Cheng, Yang & Li) comb. nov., A. nigrimargina (Li & Li) comb. nov., A. nigrinota (Yang & Zhang) comb. nov., A. pallida (Cai & He) comb. nov., A. panxianensis (Li & Li) comb. nov., A. rudorsuma (Xing & Li) comb. nov. and A. rufipenna (Li & Wang) comb. nov. (all from Angustuma), Apphia assamensis (Ramakrishnan) comb. nov. (Dussana), Apphia himalayana (Distant) comb. nov. (Platyretus) and Onukindia connexa (Distant) comb. nov. (Platyretus) are made. Evacanthus repexus Distant and Vangama steneosaura Distant appear to be species complexes and need to be further investigated. Lectotypes are designated for: Apphia burmanica Distant, Apphia himalayana (Distant), Bundera venata Distant, Cunedda phaeops Distant, Evacanthus bellus (Distant), Evacanthus militaris (Distant), Evacanthus repexus Distant, Mainda praeculta Distant, Onukindia connexa (Distant) and Vangama steneosaura Distant.

Species of the leafhopper genus Penthimia Germar known from the Indian subcontinent are reviewed based on the examination of type specimens. Seven new species of the genus, Penthimia curvata sp. nov. (Karnataka: Bandipur), P. meghalayensis sp. nov. (Meghalaya: Nangpoh), P. neoattenuata sp. nov. (India: Tamil Nadu), P. ribhoi sp. nov. (India: Meghalaya), P. sahyadrica sp. nov. (Karnataka: Dharmasthala, Agumbe; Kerala: Thekkady), P. spiculata sp. nov. (Karnataka: Nagarahole) and P. tumida sp. nov. (Tamil Nadu: Ootacamund; Kerala: Munnar) are described. The following nomenclatorial changes are proposed: Penthimia alba Zahniser, McKamey & Dmitriev, 2012 (replacement name for P. thoracica Distant, 1918, nec Panzer, 1799), syn. nov. of P. quadrinotata Distant, 1918; Neodartus scutellatus Distant, 1908 syn. nov. of Penthimia ereba Distant 1908; P. nilgiriensis Distant, 1918 syn. nov. of P. montana Distant, 1918; P. scutellata (Distant) comb. nov. (from genus Neodartus); a lectotype is designated for P. maculosa Distant, stat. revived, thereby removing its synonymy with P. scapularis Distant. The following other lectotypes are designated: P. attenuata Distant, P. subniger Distant, P. scapularis Distant, P. distanti Baker, P. ereba Distant, N. scutellatus Distant, P. fraterna Distant, P. funebris Distant, P. juno Distant, P. maculosa Distant, P. montana Distant, P. noctua Distant, P. quadrinotata Distant, P. alba Zahniser, McKamey & Dmitriev. Examination of types of Penthimia rufopunctata Motschulsky revealed that it belongs to Penthimia and hence it is transferred back to that genus from Neodartus, revised placement. The following species previously included in the genus Penthimia are transferred to the genera Tambila Distant and Vulturnus Kirkaldy: Tambila badia (Distant) comb. nov., T. majuscula (Distant) comb. nov., T. vittatifrons (Distant) comb. nov., T. variabilis (Distant) comb. nov. and Vulturnus flavocapitata (Distant) comb. nov. Three species are treated in a new Penthimia compacta Walker complex, i.e., Penthimia compacta Walker 1851, Penthimia subniger Distant 1908 and Penthimia scapularis Distant 1908. All taxa are described and a key to Penthimiini genera found in the subcontinent and also a key to species of Penthimia are included.

The US Department of Housing and Urban Development's Moving to Work demonstration programme (MTW) allows 39 public housing authorities (PHAs) to waive certain federal regulations and merge several funding streams into a single, flexible fund. These flexibilities are designed to allow PHAs the ability to meet local housing needs and the programme's three goals: moving families to self-sufficiency, expanding housing options, and achieving cost savings. This review introduces the policy context of the MTW demonstration, situating it within an environment of neoliberal reforms in public housing and social service provision. It goes on to assess certain activities implemented to achieve the demonstration's three statutory goals. The paper concludes with a policy critique that both draws upon findings from evaluations of the programme conducted to date and sets an agenda for ongoing debates about extending MTW agreements past their 2018 expiration and expanding the demonstration to include more agencies.

Two new genera and three new species of the leafhopper tribe Deltocephalini are described from Thailand, viz., Loeia Duan gen. n. with L. tamtipi Duan sp. n. as type species, Phetchabunia Duan gen. n. with P. janteabi Duan sp. n. as type species, and Maiestas subsirii Duan sp. n.. Five new country records for Thailand are also given, viz. Deltocephalus vulgaris Dash & Viraktamath, Maiestas dinghuensis Zhang & Duan, Maiestas scripta (Distant), Paramesodes sp., and Polyamia acicularis Dai, Xing & Li.

Nomenclatural changes are made in three previously described genera in the planthopper tribe Hemisphaeriini (Hemiptera: Fulgoromorpha: Issidae: Issinae), viz Gergithus Stal, 1870, Mongoliana Distant, 1909 and Hemisphaeroides Melichar, 1903. In addition, a new genus, Gnezdilovius gen. nov., with Gergithus lineatus Kato, 1933 as its type species, is described for 40 species formerly included in Gergithus , and the generic characteristics of the latter genus is revised. One new species, Gergithus frontilongus sp. nov. from China (Yunnan), is described and illustrated. One additional Gergithus species, previously misidentified as G. signatifrons Melichar, 1906 from Siberut Island, is mentioned and illustrated. Gergithus contusus Walker, 1851 is transferred to Mongoliana and Hemisphaerius atromaculatus Distant, 1916 and H. fuscoclypeatus Distant, 1916 are transferred to Hemisphaeroides . Checklists for all four genera are provided detailing the nomenclatural changes and a key to the 19 genera of Hemisphaeriini is provided. Morphological diversity and distribution of the genera are briefly discussed.

A new tribe of the leafhopper subfamily Deltocephalinae, Punctulini tribe nov., from China, India, Thailand, and Fiji is described and includes three new genera and five new species: Punctulus gen. nov. includes P. tumidifrons sp. nov. from China, P. manipurensis from India, and P. lobatus sp. nov. from Thailand; Hirsutula gen. nov. includes H. rubrifrons sp. nov. from Thailand; and Taveunius gen. nov. includes T. megapunctatus sp. nov., from Fiji. A key to the genera of Punctulini is provided. Observations on the shared morphological characters of Punctulini with the superficially similar tribe Magnentiini, and with Vartini to which it is found to be related based on phylogenetic analyses of morphological and molecular data including newly available sequences and analyses, are made and discussed. Afrovarta Zahniser 2013 is removed from Vartini and placed in Athysanini, placement nov.

This article seeks to better understand geographic manifestations of housing foreclosure, moving beyond the usual portrayal that highlights, e.g., race/ethnicity and income. We depart from the usual analytical strategy which centers on factors that subsume high proportions of variance. Instead, this is the starting point for considering constellations and idiosyncratic but formative characteristics—contingencies—that further understanding of, e.g., why two households with identical attributes experience different outcomes. Empirical focus is on Columbus Ohio, 2003–2007. Regression analysis identifies central tendencies, followed by regression tree procedures that reveal variable combinations which alter correlational expectations. A new ulopine leafhopper genus and species, Kafulopa bicolor gen. nov., sp. n. from Zambia, is described and illustrated and placed in the Ulopella genus group (Ulopini). A checklist and key to the genera of the group are provided together with images of representatives of each genus. Most species of the group are flightless with elytra-like forewings and some, including the new species described here, were collected from baited pitfall traps, suggesting at least a partial association with the soil surface. Aethiopulopa hovana (Lallemand) is re-examined and transferred from the Ulopella group to the Ulopa group (Ulopini), genus Kivulopa comb. nov. and figures of its external features and male genitalia are provided for the first time.

Two new species of planthoppers in the family Caliscelidae (Hemiptera: Fulgoroidea) are described from Zambia, i.e., Afronaso spinosa sp. n. and Calampocus zambiaensis sp. n. All specimens are flightless males and nearly all were collected from baited pitfall traps (except for one specimen collected from a yellow pan trap), suggesting that they live near to or on the ground.
