Tüneller, sürücülerin karşılaştıkları arazi kaynaklı engelleri konforlu, güvenli ve kısa sürede aşabilmelerine olanak sağlayan karayolu sanat yapılarından birisidir. Özellikle dağlık arazilerin yaygın olarak bulunduğu ülkelerdeki trafiğin kesintisiz bir şekilde hareket etmesini sağlamaktadır. Tüneller, arazi kaynaklı engelleri çok kısa mesafe ve sürede aşarak, araçların olumsuz çevresel etkilerden (çığ, kaya düşmesi vb.) korunmasını sağlamaktadır. Dünya genelinde olduğu gibi Türkiye’de gün geçtikçe yollarda yer alan tünellerin sayısında belirgin bir artış görülmektedir. Tünellerin sayısı arttıkça bu tür yol kesimlerinde, efektif tünel işletimi ve güvenliği daha da önemli hale gelmektedir. Dağlık arazi koşullarının oldukça yaygın olduğu Türkiye gibi ülkelerde şehiriçi ve şehirler arası yollarda kesintisiz, konforlu ve güvenli ulaşımı sağlamak amacıyla yol güzergâhlarında tünellerin kullanımı sın yıllarda oldukça sık karşımıza çıkmaya başlamıştır. Sayısı gün geçtikçe artan tünellerde, teknolojik gelişmelere bağlı olarak farklı özellikteki tünel uygulamaları ve işletim özellikleri görülmektedir. Bu kapsamda, Türkiye’de yıllara göre teknolojik değişimlere ve yatırım bütçelerine bağlı olarak farklı işletim ve yönetim özelliklerine sahip işletmeye alınmıştır. Bu nedenle ülke genlindeki şehiriçi ve şehirler arası yollarda inşa yılına, yatırım bütçesine ve teknolojik altyapı olanaklarına bağlı olarak farklı yapısal ve işletim özelliklerine sahip tüneller görmek mümkündür. Bu çalışma kapsamında tünellerde pilot güzergâh olarak seçilen Gümüşhane-Trabzon arasındaki tünellerin işletim ve güvenlik özellikleri, sürücülerin bakış açısından irdelenmiştir. Yapılan anket çalışması ile Gümüşhane ve Trabzon illeri arasındaki tünelleri kullanan sürücülerin tüneller hakkındaki düşünceleri ve tünellerdeki sürüş davranışları anket çalışması ve farklı olası kaza senaryoları altında incelenmiştir. Analiz sonucunda ankete katılan sürücülerin karakteristik özelliklerinin tünel güvenliğini arttırmada çok önemli katkılar sağladığı belirlenmiştir. Özellikle planlama esnasında öngörülemeyen fakat sürücüler açısından önemli olan eksikliklerin tespit edilerek detaylı olarak irdelenebileceği istatistiksel sonuçlar ile tespit edilmiştir. Çalışma sonucu elde edilen bulgular ile tünel inşa ve işletmesinde iyi bir bilgi birikimine sahip olan ülkemizin, bu konuda Dünya’da daha iyi bir noktada olması hususunda katkı sağlanmaya çalışılmıştır.

Dünya genelinde olduğu gibi Türkiye’de de trafik kazaları ciddi yaralanmalara ve can kayıplarına sebebiyet verebilmektedir. İdareciler ve araştırmacılar trafik kazalarının sebebiyet verdiği olumsuz sonuçları engellemek amacıyla çeşitli araştırmalar yapmakta ve bu doğrultuda önlemler almaktadır. Kazaların sıklıkla görüldüğü yerlerden birisi de kavşaklardır. Kavşakların yönetimi amacıyla sinyalizasyon sistemleri kullanılsa da çoğu bölgede geç saatlerde trafik hacminin düşmesi nedeniyle bekleme sürelerini azaltmak amacıyla sinyalizasyon sistemleri devre dışı bırakılarak uyarı maksatlı yanıp sönen, fasılalı geçiş sistemi uygulanmaktadır. Gece saatlerinde, karanlıkta sisli ya da yağmurlu havalarda görüş kalitesi düşmektedir. Bu durumun sebebiyet verdiği olumsuz etkileri ortadan kaldırmaya çalışmak ve daha güvenli bir sistem ortaya koyabilmek amacıyla bu çalışma kapsamında, sürücüleri ve yayaları uyararak olası kazaları engellemeyi amaçlayan bir lazer sistemi önerisi geliştirilmiştir. Sistem, fasılalı sistemin devrede olduğu anlarda bölgeyi tarayarak olası bir yaya bulunması halinde araç sürücülerini lazer sistem ile uyaracaktır. Lazer sistem sayesinde yayaların fark edilirliği arttırılacak böylelikle dikkatsizlik ve görüş problemleri nedeniyle yaşanabilecek kazalar engellenebilecektir. Lazer sistem ile bölgedeki trafik güvenliği arttırılarak sürücüler ve yayalar için daha güvenli bir ortam sağlanacaktır. Bu çalışma sonucunda uygulanabilir olabileceği öngörülen bu sistem için teorik bir tasarım altyapısı oluşturulmuştur. Böylece, sistemin uygulama aşamasına geçebilmesi için gerekli tüm işlem adımları net şekilde ortaya konulmuştur.

Vertical traffic-calming applications may possess certain disadvantages. For instance, drivers sometimes apply a harsh brake very late or they may even prefer to accelerate rather than slow down to by-pass the suspension's shock threshold level. This has negative consequences on both vehicular and pedestrian traffic. In this study, the effects of chicanes – one of the most common horizontal speed reduction applications – on driver behaviour were examined and certain design characteristics were evaluated in the traffic laboratory of Akdeniz University in Turkey. To complete the driving tests safely and in an economical fashion, they were performed in a driving simulator. The trajectory data of some 125 drivers were saved by the simulator software. To examine these data in detail, a new method was developed using VisualLisp programming. The trajectory data were then transferred to an ArcGIS analysis program and the driving test data on the virtual chicanes were evaluated according to position and speed data. Finally, the optimum chicane design characteristics and their efficiency were determined.

2019 yılı sonunda Çin’de ortaya çıkan COVID-19 Pandemisi, 2020 yılının ilk aylarından itibaren Dünya genelinde birçok alanda kısıtlamalara ve düzen değişikliklerine neden olmuştur. Diğer tüm alanlarda olduğu gibi ulaştırma hizmetleri ve ulaşım karakteristiklerinde de bu pandemi nedeniyle büyük değişiklikler görülmüştür. Ülkemizde pandeminin görülmeye başlandığı tarihten itibaren pandeminin seyrine ve virüse yakalanan vatandaş sayısındaki artışa bağlı olarak bazı dönemlerde sokağa çıkma kısıtlamaları getirilmiştir. Bu kısıtlamalara bağlı olarak toplu taşıma sefer sıklıkları, şehir içi ve şehirlerarası toplu taşıma hizmetlerini kullanan yolcu sayıları, trafikteki araç sayısı vb. ulaşım ile ilgili birçok alanda değişiklikler görülmeye başlanmıştır. Bu çalışma kapsamında, pilot kent olarak seçilen Antalya şehir merkezinde yer alan ana arterler üzerinde pandemi etkisi nedeniyle trafikteki araç sayısında meydana gelen değişimler incelenmiştir. Elde edilen sonuçlar detaylı olarak irdelendiğinde, pandemi sırasında kısıtlama günlerinde araç sayısında önemli derecede azalmalar görülmüştür. Yine elde edilen sonuçlara göre, ülkemizde trafiğe çıkan araç sayısında artış meydana gelmesine rağmen, kısıtlama günleri dışındaki günlerde trafikteki araç sayısının pandemi öncesindeki sayıya yakın olduğu görülmüştür. Bu sonuç, pandemi nedeniyle sürücülerin toplu taşıma yerine bireysel araç kullanımına yöneldiklerini doğrulamaktadır.

Konteyner terminalleri konteyner yüklerinin dağıtıldığı, toplandığı, ulaştırma türünün değiştirildiği yerlerdir ve ülkelerin dış ticaret performansı için önemli birer ulaştırma yapılarıdır. Günümüzde konteyner birim yükünün ve türler arası ulaştırma olanaklarının gelişmesi farklı ulaştırma türlerinin kombine bir şekilde kullanılabilmesinin önünü açmıştır. Bu durum kombine yük taşımacılığında avantaj sağlayan demiryolu taşımacılığının önemini giderek daha da arttırmıştır. Bu gelişmelere rağmen bazı ülkelerde demiryolu taşımacılığı yerine karayolu taşımacılığının halen etkin bir şekilde kullanıldığı görülmektedir. Diğer ulaştırma türleri ile karşılaştırıldığında konteyner terminallerinde karayolu taşımacılığı, bağlantılı karayolu altyapısında trafik sıkışıklığı, gürültü kirliliği, hava kirliliği vb. trafik ve çevre sorunlarına yol açmaktadır. Bu problem özellikle limanların çevresinde ağır vasıtaların park etme arayışları ve konteyner terminallerinde yük almak ya da boşaltmak için kuyruğa girmesiyle ciddi trafik ve çevresel problemlere neden olabilmektedir. Bu çalışmada belirtilen bu problemlerin çözümünde katkı sağlayabilmek amacıyla tipik bir konteyner terminali için ağır vasıta park sahası tasarımı gerçekleştirilmiştir. Saha kapasitesi için öncül bir kapasite optimizasyon çalışması, simülasyon modeli desteği ile yapılmıştır. Park saha kapasitesinin belirlenmesi için bir maliyet optimizasyonu yöntemi geliştirilerek, simülasyon model çıktıları ile kapasite optimizasyonu hedeflenmiştir. Çalışma sonucunda simülasyon optimizasyon yöntemi ile ağır vasıtaların yol ağlarında ve limanlarda beklemelerini önleyebilmek amacıyla optimum park sahası kapasitesinin belirlenebildiği ortaya konmuştur.

Especially, high speeds causes many problems such as traffic accidents, noise, etc. To prevent these problems and negative effects of speeding, traffic calming measures have been widely used in many developed countries. In this study, the effectiveness of ten most common chicane types on speed limit compliance were examined by comparing and ranking chicanes according to their performance. For this purpose, a "Safety Index" was developed and an Ordinary Least Square Regression analysis was performed to identify safest chicane types for undivided two-lane and divided four-lane roads by using various parameters. Additionally, statistical tests were conducted to determine the most important driver characteristics of drivers before and inside the chicanes. For the analyses, all necessary data were obtained from the driving tests of 106 volunteers using a driving simulator. For the simulation scenarios, Akdeniz University's (Antalya/Turkey) campus roads were selected as a case area. The results showed that Chicane Types 2 (CT-2) and 7 (CT-7) have the highest Safety Index values (0.69 and 0.98) and they were found to be the most proper CTs for the undivided and divided roads, respectively. From the statistical tests, it was also found that education level, gender and driving license duration were found to be the statistically significant parameters on speed choice for the most proper chicane types. Additionally, it was concluded that the most important driver characteristics are determined as age (has a negative effect) and gender (to be male has a positive effect) of drivers before and inside the chicanes. All these findings show that the investigation of different CTs has a great potential to reduce speeds and ensure safety in urban minor roads to limit vehicle speeds. The port induced freight can cause traffic congestion problems in city ports if road freight transportation is used. The secondary congestion problem arises from the pooling of the trucks at the port gates because of the delays of the port operations. The absence of the truck parking areas inside the port causes additional truck trips between the port and auxiliary truck servicing areas around the port. For reducing the impacts of the associated problems of the port induced truck traffic, truck parking areas can be used as buffer zones between the port and city. The purpose of this study is to develop a Decision Support System (DSS) with using multimethod simulation and cost optimization model for the capacity design of a truck parking area for a city port. The preliminary design of the parking area is used to estimate the development cost and outputs of the simulation model is coupled for the capacity optimization for truck arrival scenarios. The methodology is implemented for a case study of the İzmir city port in Turkey. Toplu taşımanın daha cazip bir hale getirilmesi için çok sayıda çalışma yürütülmektedir. Bu çalışmaların en önemlilerinden birisi de kullanıcıların genellikle dikkat çektiği bir sorun olan duraklara erişim ve durakların kötü fiziksel koşullara sahip olmasıdır. Son yıllarda, belirtilen bu soruna çözüm bulabilmek amacıyla çok sayıda konforlu ve akıllı duraklar inşa edilerek, iyi koşullarda bekleme olanağı sağlanmaya çalışılmaktadır. Bu amaçla birçok şehirde yaygın olarak kullanılan toplu taşıma araçlarından olan otobüs ve minibüs duraklarının kalitesini arttırmak amacıyla özellikle tamamen kapalı, ısıtma/soğutma özelliği olan, dijital ya da görsel bilgilendirme vb. birçok özelliğe sahip kapalı durak tasarımları uygulanmaktadır. Fakat toplu taşıma sistemlerinin önemli bir parçası olan bu kapalı durakların tasarım özellikleri, benzer karakteristik özelliklere sahip kentlerde benzer ihtiyaç ve kullanıcı beklentilerine sahip olabilmektedir. Bu yüzden ülke genelinde benzer karakteristik özelliklere sahip kentler için ortak bir kapalı durak tipi belirleyerek onu ihtiyaç olan şehirlerde uygulamak, durakların kalitesi konusunda bir iyileşme sağlayabilecektir. Bu kapsamda bu tür ortak özelliklere sahip şehirler için tasarlanacak duraklarda kullanıcıların beklentilerinin önceden belirlenmesi, durakların işlevselliğine önemli katkı sağlayabilecektir. Bu amaçla çalışmada kapalı durak tasarımı için kullanıcıların özellikle farklı hava koşullarına sahip büyük/küçük ölçekli şehirlerdeki mevcut kapalı duraklardan memnuniyeti ile bu duraklarda olmasını istedikleri özellikler bir anket çalışması ile incelenerek ortak bir durak yapısı önerilmeye çalışılmıştır. Analizler kapsamında hazırlanan anket soruları, yüz yüze yapılan anketlerden elde edilen sonuçlara göre faktör analizi ile alt gruplara ayrılmıştır. Sonrasında ise durak kullanıcıları ve bunların duraklardan memnuniyetleri arasındaki ilişki Sıralı Logit Regresyon (SLR) analizi ile incelenmiştir. Elde edilen sonuçlara göre kapalı durak kullanıcılarının yaşadığı şehrin, meslek grubunun memur ve öğrenci olmasının, durakta bekleyen kişi sayısının ve durakta bekleme süresinin 10’dk ve daha fazla olmasının durak memnuniyeti üzerinde istatistiksel olarak anlamlı değişkenler olduğu belirlenmiştir. Yapılan çalışma ile elde edilen sonuçlara göre kapalı durak kullanıcıları, mevcut duraklardan memnun gibi görünse de bu tür duraklarda olmasını bekledikleri bazı farklı ve önemli özelliklerin olduğu görülmüştür., Many studies are being carried out to make public transportation more attractive. One of the most important of these studies is the access to the bus stations, which is a problem that the users usually draw attention, and the stations have poor physical conditions. In recent years, to find a solution to this problem, numerous comfortable and smart bus stations have been built and the opportunity to wait in good condition has been tried. For this purpose, to increase the quality of bus and minibus stations, which are widely used in many cities, especially in fully enclosed bus station designs with many features such as digital or visual information and heating/cooling features are implemented. However, the design features of these enclosed stations, which are an important part of public transportation systems, maybe had similar needs and user expectations in cities with similar characteristics. Therefore, by determining a common type of enclosed bus stations for cities with similar characteristics across the country, applying it to the cities in need will provide an improvement in the quality of the stations. In this context, pre-determining the expectations of the users in the stations to be designed for cities with such common features can make a significant contribution to the functionality of the bus stations. For this aim, in the study, the satisfaction of the users from the existing stations in the large and small-scale cities with different weather conditions was investigated and the features that the users want to be at these stations by making it a survey study and a common station structure was tried to be proposed. Survey questions prepared within the scope of the analysis are divided into sub-groups by factor analysis according to the results obtained from a face-to-face survey. Subsequently, the users of the bus stations and the relationship between their satisfactions from the stations were examined by Ordinal Logistic Regression (OLR) analysis. According to the results obtained, it was determined that the city where the users of the enclosed bus station live in, user occupation (student or public servant), the number of people waiting at the station and the waiting time at station for 10 minutes or more were statistically significant variables on the satisfaction the bus stations. According to the results obtained from the study done, even though the passengers of the enclosed bus stations seem to be satisfied with the existing stations, but it is seen that there are some different and important features that they expect to be in such stations.

Trafikte aşırı hızdan kaynaklı trafik kazalarının çokoluşu, Dünya’da ve Türkiye’de yetkilileri ve araştırmacıları çözüm önerilerigeliştirme konusunda daha da motive etmektedir. Son yıllarda, Türkiye dâhildünyanın birçok ülkesinde sürücülerin şehiriçi ve şehirlerarası yollarda hızlimitlerine riayet etmeden araç kullanmalarının önleyerek aşırı hızdan kaynaklıtrafik kazalarının sayısını azaltmak amacıyla, Akıllı Ulaşım Sistemleri (AUS)olarak adlandırılan yeni sistemler geliştirilmektedir. Dünya genelinde olduğugibi Türkiye’de de aşırı hızdan kaynaklanan trafik kazalarının sayısınıazaltarak, yol güvenliğini artırmak ve sürücülerin hız limitlerinde hareketetmesini sağlamak amacıyla geliştirilen ve bir AUS uygulaması olan KoridorOrtalama Hız Tespit Sistemleri (KOHİTS) yaygın olarak uygulanmaya başlanmıştır.Çalışma kapsamında son yıllarda yaygın olarak kullanılan ortalama hız tespitsistemlerinin kurulumdan işletmeye açılıncaya kadar yapılan işlemler ve çalışmaprensibi bilimsel yöntemlerle irdelenmiştir. Çalışma kapsamında yapılan sahaölçümü ve gözlemler ile belirlenen tüm hususlar hakkında detaylı bilgiverebilmek amacıyla Toprakkale/Osmaniye çevreyolunda yer alan 2 farklı yolgüzergâhındaki KOHİTS uygulamalarının en baştan en sona kadar kurulum aşamalarıile çalışma prensibi detaylı olarak incelenmiş ve adım adım açıklanmıştır. Eldeedilen sonuçlara göre bu tür sistemlerin kurulumundaki en önemli hususlarkullanılan kameraların çözünürlük kalitesinin yüksek olması, sahadan merkezeveri aktarımını sağlayan ağ alt yapısının hızlı ve kesintisiz olması ilegeliştirilen sistem yazılımının kapsamlı analiz imkânına sahip olması olarakbelirlenmiştir. Yine gözlem ve ölçümlerden sistemin başarılı bir şekildeçalışmasında iyi bir yazılım ve teknolojik altyapısının olması ile uzman birekip tarafından kurulmasının performans açısından oldukça önemli olduğugörülmüştür., High number of traffic accidents, caused by excessive vehicle speeds in traffic, motivate officials and researchers in Turkey and all around the World to develop solutions. For this purpose in recent years, new systems, called as Smart Transport Systems (AUS), are being developed in many countries in order to prevent driving at high speeds without taking into account speed limits in urban and rural roads and to reduce the number of speed related accidents. Corridor Average Speed Enforcement Systems (KOHİTS), which is an AUS application, was developed to reduce the number of traffic accidents caused by excessive speeds and increase road safety and enable drivers to move at speed limits in Turkey as well as in the overall World,. With this study, it is aimed to inform all relevant stakeholders technically by examining all the important working principles and all important issues to be taken into consideration by using scientific methods until they are activated from the beginning of system configuration. For this purpose, in order to give detailed information about the field measurement and observations made within the scope of the study, the configuration steps of KOHİTS in 2 different road routes in Toprakkale / Osmaniye ring road from the beginning to the end are examined and explained step by step in detail. From the obtained results, the most important points in the configuration process of such systems determined as high resolution quality cameras’ utilization, fast and uninterrupted network infrastructure enabling the transfer of data from the field to the center and comprehensive analysis opportunity of the developed software. It was also observed from the field observations and measurements that the configuration of the system by an expert team, development of a good software and utilization of a good technological infrastructure in the system are other very important parameters for the performance of the system.

Sürücülerin şehiriçi ve şehirlerarası yollarda yüksek hızlarda hareket etmeleri ölümle ya da yaralanmalar ile sonuçlanan çok sayıda trafik kazasına sebep olmaktadır. Gözlemlenen bu olumsuz durum, ulaştırma alanında çalışan araştırmacıları, yetkilileri ve plancıları sürücülerin trafikte aşırı hızlı hareket etmelerini önleme üzerine yeni çözüm önerileri geliştirme konusunda motive etmiştir. Dünya genelinde son yollarda araçların aşırı hızlı hareket etmelerini sınırlandırmak amacıyla anlık ve ortalama hız ölçümü yapabilen farklı radar ve ölçüm sistemleri geliştirilmiştir. Türkiye’de ise son yıllarda Akıllı Ulaşım Sistemlerine (AUS) verilen önemin artması ile birlikte, aşırı hızların gözlemlendiği koridorlarda ortalama hızların tespit edilmesine ve araç hızlarının kontrol edilmesi amacıyla Koridor Ortalama Hız İhlal Tespit Sistemleri (KOHİTS) uygulamasına geçilmeye başlanmıştır. Bu çalışmada, KOHİTS’lerin performans ölçümlerinin nasıl yapılacağı konusunda her türlü işlem adımları ile ölçüm yöntemlerini içeren ve içerisinde 3 farklı ortalama hız ölçüm tekniğini (Test aracı, Kronometre ve GPS özellikli araç içi kamera) barındıran bir performans ölçüm metodu önerilmiştir. Çalışma kapsamında, belirlenen tüm işlem adımları hakkında detaylı bilgi verebilmek amacıyla seçilen 2 pilot kentteki (Gölbaşı/Adıyaman ve Toprakkale/Osmaniye) toplam 12 farklı KOHİTS’in işletmeye açılmadan önceki performans ölçümleri yapılmıştır. Yapılan ölçümlerden, incelenen 12 farklı koridorda sistem yazılımının ölçtüğü ortalama hızlar ile önerilen 3 farklı ölçüm tekniği kullanılarak yapılan ortalama hız ölçümleri arasındaki farkın yetkililer tarafından önerilen 70 km/sa’ye kadar ± 3 km/s, 70 km/s üzerinde ±%3 sınırları içerisinde olduğu tespit edilmiştir. Elde edilen sonuçlar, çalışma kapsamında önerilen ve içerisinde uzunluk ölçümü, ortalama hız ölçümleri ve diğer bazı ölçüm adımlarını içeren bu yeni metodun, KOHİTS’lerin performans ölçümlerinde etkin bir şekilde kullanılabileceği sonucunu ortaya koymuştur. Extended abstract Driving at high speeds on urban and rural roads results many deaths or injuries caused by large number of traffic accidents. This observed negative situation motivated researchers, officials and planners working in the field of transportation to develop new solutions to prevent drivers’ too fast driving behaviors in traffic. For this purpose, different speed radar and speed measurement systems have been developed that can perform spot and average speed measurements to limit vehicle speeds in the world. In Turkey, given importance to Intelligent Transportation Systems (AUS) is shown an increase in recent years and Corridor Average Speed Enforcement Systems (KOHİTS) started to be implemented in order to determine average speeds and to control vehicle speeds in corridors where excessive speeds are observed. Within the scope of this study, a performance measurement method, including three different average speed measurement techniques (Test vehicle, stopwatch and GPS-in-car camera), is proposed. In order to give a detailed information about all the process steps, performance measurements of 12 different KOHİTS in 2 pilot cities (Gölbaşı/Adıyaman and Toprakkale/Osmaniye) were performed before opening to operation. The average speed measurement differences between system software and 3 different methods in the examined 12 different corridors were found within the limits of ± 3 km/h up to 70 km/h and within the limits of ± 3% over 70 km/h as suggested by the authorities. The obtained results suggest that this new method which is proposed within the study and includes length measurement, average speed measurement and some other measurement steps can be used effectively in the performance measurements of KOHİTS. It was also observed from the field observations and measurements that the configuration of the system by an expert team, development of a good software and utilization of a good technological infrastructure in the system are other very important parameters for the performance of the system. In conclusion, results showed that suggested method can be used effectively for the performance analysis of the Corridor Average Speed Enforcement Systems. To get the higher performance, more detailed and effective methods should be improved. In the future work, we focused on this problem.

Solving the berth allocation problem (BAP) in ports is not trivial where the berth resources are limited and various sizes of vessels arrive with dramatically dissimilar loads. Especially in real scenarios, arriving vessels are accepted for a berth with the first come first served (FCFS) priority rule. This study proposes a decision support system coupled with a simulation optimization module based on the swarm-based Artificial Bee Colony optimization algorithm for solving the BAP. The proposed methodology was implemented for the Izmir port in Turkey. To investigate the influences of the vessel priorities on the BAP, four different experimental scenarios based on the single (SQM) and multiple queue models (MQM) were coupled with FCFS and proposed hybrid queue priority (HQP) rule. The results indicated that SQM scenarios were superior to MQM scenarios in a manner of minimizing the average vessel waiting times and the implementation of a dynamic berth allocation strategy for the MQM significantly decreases the vessel waiting times. Results of the SQM also imply that utilization of the HQP approach further minimizes the average vessel waiting times and increases the berth utilization and port throughput without yielding excessive waiting times for the larger vessels compared with the FCFS priority rule. © 2020, © 2020 Informa UK Limited, trading as Taylor & Francis Group.

Yüksek standartta hizmet verebilmek amacıyla yeni inşa edilen birçok tünel işletme ve tünel güvenliği açısından içerisinde birçok teknolojik altyapıyı barındırmaktadır. Özellikle son yıllarda inşa edilen tünellerden, düşük işletme maliyetine sahip olması, sürücüler için ekonomik olması, güvenli olması, kapsamlı kontrol ve yönetim sistemlerine sahip olması vb. birçok beklentiye cevap vermesi istenildiğinden tünel işletme ve güvenlik başarımlarının üst seviyede olması beklenmektedir. Bu çalışma kapsamında, tünel sayısının oldukça fazla olduğu Doğu Karadeniz Bölgesinde bulunan Gümüşhane ve Trabzon illeri arasındaki farklı karakteristik özellikte ve çoğunluğu yeni inşa edilen toplam 17 adet tünel, gidiş ve geliş yönü için ayrı ayrı güvenlik ve işletim özellikleri ile tünellerdeki sürücü davranışları açısından detaylı olarak irdelenmiştir. Böylece tünellerde mevcut olan güvenlik ve işletim problemleri ile tünellerdeki mevcut sorunların sürücü davranışı üzerindeki etkilerinin ortaya konulması hedeflenmiş; kazaların önlenmesi hususunda belirlenen hususlara dikkat çekilmiştir. Elde edilen sonuçlara göre, Türkiye’nin sadece tünellerin inşasında değil, güvenlik ve işletmesini sağlayan teknolojik altyapıların kullanılması ve uygulanması hususunda önemli aşamalar kaydettiği görülmüştür. Yapılan incelemelerden yeni teknolojik sistemlerin yeni inşa edilen tünellerin işletimini kolaylaştırdığı ve güvenliğini arttırdığı; buna rağmen bazı tünellerde halen güvenlik ve sürücü davranışları açısından farklı özellikte problemler olduğu tespit edilmiştir. Çalışma kapsamında bu sorunlar detaylı olarak incelenerek sorunların çözümüne yönelik öneriler getirilmiştir. : Many newly built tunnels contain many technological infrastructures in terms of management and tunnel safety to provide high-standard services. Tunnel management and tunnel safety are expected to be at a high level since tunnels, especially built in recent years, are required to meet many expectations such as having low operating costs, being economical for drivers, being safe, and having comprehensive control and management systems. Within the scope of this study, a total of 17 tunnels with different characteristic features between Gümüşhane and Trabzon provinces that are located in the Eastern Black Sea Region, where the number of tunnels is quite high, and including mostly new tunnels, were examined in detail and separately in terms of safety and operational features for the traffic directionally of tunnels and driver behaviors in tunnels. Thus, it was aimed to reveal the existing safety and operational problems in tunnels and the effects of existing problems in tunnels on driver behaviors, and attention was drawn to considerations for the prevention of accidents. According to the results obtained, it was observed that Turkey made significant progress not only regarding the construction of tunnels but also regarding the use and application of technological infrastructures that provide their safety and operation. Based on the examinations, it was determined that new technological systems facilitated the operation of newly built tunnels and increased their safety. However, there were still different problems in terms of safety and driver behaviors in some tunnels. Bicycle utilization has become an important transportation mode in various cities during the past decade. It has brought a rapid growth as an important transport mode in many countries by providing several benefits for traffic, health and cost. However, the growing in bicycle utilization demand causes many problems such as safety, effectiveness etc. For this reason, other effective parameters on urban transport should be considered when planning new safe bicycle paths in the spatial platform. In this study, it was aimed to examine all these negative and positive effective parameters on safety and choice while integrating cycling with a public transport (bus link) system. To determine effective parameters on route choice, a Questionnaire Survey (QS) was carried out on 460 participants who are cycling for a long time in Isparta City/Turkey. It was obtained from the QS that Accident Prone Areas (APA) are the most important factor on cycling and public transport integration. The other parameters are determined as Bus Lane (BL), Road Side Car Park (RSCP), Bicycle Parks (BP), Road Grade (RG), Signalization (S), Traffic Capacity (TC), Connected Bike Lane (CBL) and Separated Bike Lane (SBL) according to their importance. In order to determine safer and serviceable bicycle routes selection problem, accident-prone locations (using Accident Reports and Geographic Information Systems-GIS), bus lines and survey data has been used in GIS. Also, a multi-criteria decision making approach Analytic Hierarchy Process (AHP) method is implemented to analyze survey data and decide effective parameters on safer and serviceable bicycle routes. It was found that safer and serviceable bicycle routes can be determined by the utilization of QS, GIS and AHP methods with together. Also, it was concluded that Accident Prone Areas, Bus Lanes and Road Side Car Parks are the most important factors while integrating cycling with a public transport system.

Previous studies have shown that road surface conditions are an important factor for road quality. To provide quality on road surface, it should be observed steadily and repaired as necessarily. There are many process to determine road surface condition. Using a smart phone to collect data is an alternative and simple application because of it’s low cost, wider population coverage property and easy utilization. This paper explores the utilization of Roadroid, a simple android application, as a low cost vehicle-based solution for road surface condition monitoring with using sensors from smartphones. In the scope of this study, site experiments have been conducted to collect data using acceleration and GPS properties of a smartphone in a specific (passenger car) vehicle type. This method was evaluated with 3259 km urban and rural road data collected from the site experiments in Turkey, and it was seen from the results that average 84.4% of Turkish roads have good, 7.9% have satisfactory, 3.8 have unsatisfactory and 3.8% have poor road roughness conditions. It shows that approximately 4% of Turkish roads need maintenance urgently. Also experimental study results confirm that Roadroid have a great potential to evaluate road surface roughness condition correctly, even under obstacle like, potholes, manholes and decelerating marks.

Teknolojik gelişmeler ve beraberinde getirdiği geniş iletişim olanakları, insanların çevrelerinde ortaya çıkan olayları algılama ve bu olaylar üzerine yorum yapabilme olanağını artırmaktadır. Bilgiler, sosyal medya platformları ile hızlı ve evrensel düzeyde yayılmakta; kısa süre içerisinde insanların bu içeriklere yorum yapıp kendi görüşlerini ifade edebilmelerine olanak sağlamaktadır. Sosyal medyanın bilgiyi kitlelere kolay ulaştırması ve grup kurma olanağı sunması; insanların belirli konularda bu tür mecralarda yaygın şekilde örgütlenmesini sağlamaktadır. Bu çalışma kapsamında, Ülkemizde ve Dünya’da yaygın olarak kullanılan sosyal medya platformlarından Facebook’un trafikle ilgili birçok konuda sürücüler tarafından kullanımı ve kentiçi ulaşımda etkileri incelenmeye çalışılmıştır. Bu amaçla ilk aşamada Türkiye’de 81 ilde kurulan ve hızla yayılan Facebook “Trafik” gruplarının üye sayısı üzerinde etkili parametreler araştırılmıştır. Gruplardaki güncel kullanıcı sayıları tespit edilmiş; üye sayıları, incelenen illerle ilgili parametrelerin etkisi, Adaptif Ağ Tabanlı Bulanık Çıkarım Sistemi (Adaptive Network Fuzzy Inference System, ANFIS) ile modellenip tahmin edilmiştir. İkinci aşama olarak, grup sayısında yaşanan artışın trafik kazaları ve cezaları üzerindeki etkisi korelasyon analizi ile incelenmiştir. Bağımlı (Facebook “Trafik” grup üye sayısı) ve bağımsız (eğitim düzeyi oranı, çalışan oranı, motorlu taşıt oranı ve ehliyetli sürücü oranı) değişkenler arasındaki ilişkiyi inceleyebilmek amacıyla korelasyon analizi yapılmış ve regresyonun açıklama gücü 0,77 olarak elde edilmiştir ANFIS analizinde 62 il için belirlilik katsayısı R2=0,90 olarak tahmin edilmiştir. İkinci aşamada, sosyal medya kullanımı ile trafik ceza sayılarında ve trafik kaza sayılarında bir değişim olup olmadığı araştırılmıştır; trafik ceza ve kaza sayıları üzerindeki etki için daha detaylı mekânsal verilere ihtiyaç duyulduğu, gelecekte yapılacak çalışmalarda kaza olan kesimlerdeki sosyal paylaşım verilerinin toplanarak incelenmesi gerektiği görülmüştür.

In this research, effects of fine aggregate abrasion resistance and its fineness module on wear resistance of Portland cement concrete pavements studied. Concrete samples included fine crushed limestone aggregate, fine crushed limestone-basalt mixture, and fine crushed basalt aggregate. The study results showed that LA abrasion rate of 30 % or less of fine aggregates would be necessary for long lasting concrete roads. Furthermore, it was found that fine aggregate's fineness module of 3.15 will significantly increase concrete road surface's wear resistance. As the fine aggregate's fineness module value increased from 2.2 to 3.15, the concrete's wear amount decreased to 15.5 %. Study findings also showed that using basalt aggregates instead of widely used limestone aggregates, will significantly increase pavement concrete wear resistance. Container traffic forecasting is important for the operations and the design steps of a seaport facility. In this study, performances of the novel soft computing models were compared for the container traffic forecasting of principal Turkish seaports (Istanbul, Izmir, and Mersin seaports) with excessive container traffic. Four forecasting models were implemented based on Artificial Neural Network with Artificial Bee Colony and Levenberg-Marquardt Algorithms (ANN-ABC and ANN-LM), Multiple Nonlinear Regression with Genetic Algorithm (MNR-GA), and Least Square Support Vector Machine (LSSVM). Forecasts were carried out by using the past records of the gross domestic product, exports, and population of the Turkey as indicators of socioeconomic and demographic status. Performances of the forecasting models were evaluated with several performance metrics. Considering the testing period, the LSSVM, ANN-ABC, and ANN-LM models performed better than the MNR-GA model considering overall fitting and prediction performances of the extreme values in the testing data. The LSSVM model was found to be more reliable compared to the ANN models. Forecasting part of the study suggested that container traffic of the seaports will be increased up to 60%, 67%, and 95% at the 2023 for the Izmir, Mersin, and Istanbul seaports considering official growth scenarios of Turkey. © 2017 Ümit Gökkuş et al.

Yerlesim alanlari icerisindeki yollarda yuksek hizda hareket eden araclar en fazla sikâyet edilen sorunlardan biridir. Yapilan asiri hizlar sonucunda ise olumlu ya da yaralanmali bircok trafik kazasi meydana gelmektedir. Yasanan bu kazalari azaltabilmek amaciyla araclarin hizlarini, trafik problemlerini ve buna bagli gurultu kirliligini azaltan trafigi sakinlestirme uygulamalari kullanilmaktadir. Bu calisma kapsaminda sehirici yollarda araclarin hizlarini azaltma ve kontrol etmede gelismis ulkelerde yaygin sekilde kullanilan fakat ulkemizde ornegi bulunmayan trafigi sakinlestirme uygulamalarindan birisi olan kivrimlamalar arac simulatoru kullanilarak arastirilmistir. Bu amacla pilot bolge olarak Akdeniz Universitesi kampusu secilmis ve kampus icerisindeki bazi yollar uc boyutlu olarak modellenmistir. Surus testleri sonucu elde edilen hiz verilerinden, ulkemiz suruculerinin karakteristik ozeliklerine cevap verebilen en uygun kivrimlamalarin; bolunmus dort seritli yollar icin aktif genisligi 3 metre, giris ve cikis acilari 45’er derece olan 10 (K10); bolunmemis iki seritli yollar icinse aktif genisligi 2,7 metre, giris acisi 60, cikis acisi 30 derece olan 2 (K2) numarali kivrimlamanin oldugu belirlenmistir. Ayrica elde edilen sonuclardan, testlere katilan kisilerin yaptigi hatali davranislar tespit edilerek cozum onerileri uretilmistir.

Pavement surface deformations have a significant effect on speed profile of vehicles and traffic flow conditions. These deformations limit driving properties and increase vehicle operation and maintenance costs. Additionally, they cause many problems such as accidents, slower movement speeds, capacity loss and severe discomfort states. There are many factors having an effect on road capacities and they vary according to different road and traffic flow conditions. In this study, it is aimed to investigate and develop models to estimate shockwave and bottleneck forming, capacity loss and speed reduction, which occurred on examined road links caused by pavement deformations. For the prediction of road capacity, flow-density (q-k) relationship, bottleneck and shockwave analysis methods were used. In the scope this study, deformed road links were divided into three sections; Section A - before deformation zone, Section B - deformation zone, and Section C - after deformation zone. All three sections were investigated and empirical results were obtained. According to analysis results, it was found that pavement surface deformations have a negative effect on the level of road service capability. Obtained results also showed that there are significant reductions in capacity relatively by up to 44 and 26% would result from surface deformations on deformed lanes and non-deformed adjacent lanes. Various bike sharing systems (BSS) were designed and used in differentcities of the world in the past decade. Many benefits of the BSS have supplieda rapid growth of this transport mode in all around the world. BSS mainly havemany benefits such as traffic (flexible mobility and multimodal transportconnections), health (physical activity) and cost (low trip cost). Also aplanned BSS can serve an easy access to other public transportation system andcan be an important actor of the public transportation system. Especially inmany big cities, bike sharing systems becomes an important part of the publictransportation and ensure short travel times to users. However, the growing maycauses many problems such as demand, safety, effectiveness, cost etc. For thispurpose many studies have conducted by the planners, researchers and decisionmakers to find best solutions to mentioned problems. In the scope of thisstudy, the relation among average temperature, trip length and trip number wasexamined for a bike sharing system. For this purpose, Capital Bikeshare system (Washington,D.C., Arlington and Alexandria, VA and Montgomery County, MD) is chosen aspilot system to investigate. Study results showed that there is a strong andpositive correlation among temperature, trip number and trip length.Additionally, it was obtained that bicycle utilization has a maximum valuebetween 5-10 minutes. Bu sonuç üzerinde en etkili olan parametre ise bisiklet kullanımının ilk 30 dakika ücretsiz olması gösterilebilmektedir.

Drivers often undertake tactical and safety-related lane-changing (LC) behaviours to minimise their driving effort and travel times under different and complex traffic circumstances. LC behaviour can be affected by various factors such as lane configurations, driver characteristics, pavement surface properties and so on. Pavement surface deformations represent one such factor that forces drivers to change lane. Road surface deformations generally makes driving more difficult and they cause an increase in vehicle operation and maintenance costs. Additionally, they cause many problems, such as traffic congestion and accidents. In this study, the aim is to investigate and explain the effects of pavement surface deformations and other parameters on the LC behaviour of drivers. This study constitutes descriptive research, which uses a logit regression model (LRM) to determine the LC behaviour of drivers. The data set was collected from two different cities (Izmir and Erzurum) and four different deformed road zones in Turkey. It was found that pavement surface deformations have a high impact on the LC behaviour of drivers, and passenger cars are the vehicle type that is most affected by surface deformations. Numerical tests showed that the proposed LRM performs reasonably well in terms of the statistical relationship between LC and effective parameters.

In recent years, intelligent transportation systems are under a continuous development which is the direct integration of the technology and traffic engineering aspects. These systems are extensively used in order to prevent driving at high speeds and violations of the traffic rules at different road sections, signalized and unsignalized intersections. These systems have capabilities of detecting the instantaneous and average speeds of vehicles along a roadway section, and red light violations. By the help of these sophisticated systems, road and security authorities can successfully carry out criminal sanctions against non-compliant drivers combined with plate reader cameras. In Turkey, these systems are called Traffic Electronic Control System (TECS) and they are considered under different categories such as intelligent intersection systems, vehicle counting systems, safety strip violation detection systems, speed violation detection systems, speed corridors, red light violation detection systems and parking violation detection systems. Within the scope of this study, the performance of a red light violation system installed at the 4-leg signalized intersection at Antalya-Burdur highway entrance of Celtikci district belonging to the TECS was investigated by implementing a new proposed methodology. According to the performance analysis of the system, it was found that system performance was appropriate. This study also demonstrated that the new measurement method accurately measures the performance of the system by examining all measurement possibilities.

Various public transport concepts have been developed to provide solutions to the ever growing problem of traffic in modern times. For instance, intelligent subscription bus service is one of them. This concept aims to provide a means of transport at near private car comfort as well as at near public transport cost. By this means, a shift from other modes of transport, especially private car, to public transport is aimed to encourage use of public transport. An artificial neural network model has been developed in this study to be able to calculate modal shift using three sources of data obtained from two questionnaire surveys conducted at Akdeniz University campus and a computer model's output (based on shortest route algorithms). The relationship between the results of the second questionnaire survey and the other data have been entered into Weka and Rapid Miner programs, the accuracy of this machine learning has been calculated and finally the modal shift originated by the intelligent subscription bus services has been estimated. The findings have yielded very reliable results which revealed the potential of applying the technique easily to similar problems.

In parallel to the economic developments, the importance of road transportation was significantly increased in Turkey. As a result of this, long -distance freight transportation gains more importanceand hence numbers of the heavy vehicles were significantly increased. Consequently, road surface deformations are observed on the roads as the increasing freight transportation and climatic conditions influence the road surface. Therefore, loss of function ality of the road surface is observed and drivers are much prone to accident due to their driving characteristics as they can have more tendencies to change their lanes not to pass through the deformation area. In this study, the lane changing behaviors ofthe drivers were investigated and both Artificial Neural Network (ANN) and Linear Regression (LR) models were proposed to simulate the driver behavior of lane changing who approach to a specific road deformation area. The potential of ANN model for simula ting the driver behavior was evaluated with successive comparison of the model performances with LR model. While there was a slight performance increase for the ANN model with respect to LR model, it is quite evident that, ANN models can play an important role for predicting the driver behavior approaching a road surface deformation. It can be said that, approaching speed plays an important factor on the lane changing behavior of a driver. This can be criticized by the fact that, drivers with high approaching speeds more likely pass through the deformation to avoid the accidents while changing their lanes with a high speed.

Ülkemizde şehiriçi ve şehirlerarası yollar inşaa edildikten kısa bir süre sonra yüzey işaretlemeleri yapılarak hizmete açılmaktadır. Bu yolların hizmete açılmasından belirli bir süre sonra bakımsızlıktan veya diğer sebeplerden dolayı yüzey işaretlemelerinin görünürlüğü azalmakta ya da kaybolmaktadır. Yol yüzeyindeki bu işaretlemeler, sürücülerin şerit kullanımı üzerinde görsel bir rehber olma özelliğinden dolayı kazaları önleme konusunda oldukça hayati bir öneme sahiptir. Ülkemizdeki şehiriçi ve şehirlerarası yollarda yol yüzey işaretlemelerine ne yazık ki yeterince önem verilmemektedir. Yolların büyük bir çoğunluğunun yüzey işaretlenmesinin (yüksek kaliteli yollar hariç) ucuz olması dolayısıyla daha çok soğuk boyalar ile yapılması bu işaretlemelerin çok kısa sürede performansını kaybetmesine sebep olmaktadır. Bu durum sonucunda yollarda oluşan karmaşa, şerit disiplinsizliği vb. nedenlerden dolayı birçok trafik kazası meydana gelmektedir. Hâlbuki gelişmiş ülkelerde ülkemizdeki durumun aksine soğuk boya yerine yol ve çevresel şartlara bağlı olarak en uzun dayanıma ve performansa sahip Epoxy, Methyl Methacrylate, Polyester, Termoplastik, Polyurea vb. malzemeler kullanılmaktadır. Bu çalışma kapsamında, gelişmiş ülkelerde yol yüzey işaretlemelerinde aktif olarak kullanılan malzeme türlerinin özellikleri ve kullanım alanları üzerine bir literatür taraması yapılmıştır. Unfortunately, the necessary importance to road surfacemarkings are not given by the authorities in urban and rural roads of Turkey.Generally, standard road marking paint are used in all roads because of its lowprice and it loses retroreflectivity performance after short time. As a resultof this situation chaos, lane indiscipline and many traffic accidents occur inurban and rural roads. Whereas, many different road painting materials are usedsuch as Epoxy, Methyl Methacrylate, Polyester, Thermoplastic, Polyurea etc. toobtain higher performance and resistance according to different roadcharacteristics and environmental conditions. In the scope of this study, ageneral information were given about the utilization of different surfacemarking materials which is used in developed countries effectively.Additionally, a number of recommendations and guidance notes have been providedfor road makers and decision authorities wishing to use these materials inTurkey.

© 2014 American Society of Civil Engineers.Heavy vehicles, considering their size and low rate of acceleration and/or deceleration in traffic stream, are responsible for numerous negative effects on other vehicles. As a result, the capacity of signalized intersections declines significantly as the ratio of heavy vehicles in traffic flow is increased. In literature, there are different methods that are used with the goal of determining those negative effects. HR (Headway Ratio) is one of the most frequently used methods amongst all other methods. In this study, HR method was extended by substituting independent probability combinations set of vehicle types for percentage (%) of heavy vehicles in heavy vehicles adjustment factor FHV equation. Also, four independent car-following combinations probability were considered: heavy vehicle following passenger car (H-C), passenger car following heavy vehicle (C-H), passenger car following passenger car (C-C), and heavy vehicle following another heavy vehicle (H-H). Probabilities of occurrence of each combination for percentage (%) of heavy vehicles were calculated by using the Bayes' theorem. The comparisons of results with different studies indicate that there is a significant difference between suggested new model and other studies on high heavy vehicle ratio condition. Moreover, the results showed that the proposed new model may give more accurate results being used in the intersections with high ratio of heavy vehicles.
