The aim of the present study is to consider a range of problems that are to be solved during the implementation of projects that are aimed at increasing the access to healthcare and based on the achievements of the new technological order on the example of Latvia, primarily the e-health project. Since January 1, 2018, the use of the e-health system in Latvia is mandatory, but so far only the "Digital Prescription (e-prescription)" project has been functioning at full capacity. The experience with the introduction and use of digital medicine in Latvia indicates a large range of problems faced by state institutions and local self-government institutions, medical establishments, medical personnel, and patients. A systematic vision of the problems of implementing digital medicine requires a necessity at least to take into account and solve seven relatively independent tasks: technical and technological, economic, legal, organizational, managerial, social, psychological, and cultural ones. In terms of systemic vision, the assessment of these aspects of the e-health programme implementation is presented by means of an extensive use of data retrieved from international organizations, Latvian state statistics, scientific research studies, including the ones carried out by the authors. The main conclusion of the study is the need for the theory and the practice of the increasing access to healthcare based on digital medicine, taking into account a more complete variety of factors that stimulate and constrain this process, and involving specialists from the sphere of social sciences. Mobile lifestyle is a comparatively little studied phenomenon, although the development of information and communication technologies significantly changes almost all manifestations of our life. Mobility, network capital, social and humanitarian technologies are becoming substantial conditions for successful employment. The purpose of the article is to analyse the results of the sociological project where youth of Latvia and Belarus became the object of research, in order to determine problems of mobile lifestyle in the aspect of employment through general and special perception of young people of two countries with differing economic systems. Geographical location is no more a restricting factor: communities and organizations united by common interests organize themselves into social networks by using the possibilities provided by modern technologies thus creating social capital on the basis of network capital. Network capital is a relatively new and little explored phenomenon. It is a special type of social capital, its new branch in the e-society, the result of scientific and technical progress, in particular, the development of information and communication technologies. Network capital has a huge impact on the formation of modern society, accelerating and facilitating the development of globalization process and global resource sharing and redistribution. Due to this positive influence, it blurs the boundaries between global and local problems, thus creating new opportunities beyond the limitations of space or time, contributing to the economic development of enterprises at the local, regional and global level and improving the quality of life. Thereby the necessity for a more efficient management of network capital, as well as the need to develop the methods of its measurement and analysis become topical. The role and possibilities of network capital development are poorly understood, a very small number of researches have been carried out on the subject of network capital and they do not present enough empirical analysis. In the theoretical part of the paper the authors have observed the differences in terminology and interpretation of the phenomenon. The paper is devoted to the definition of network capital in the context of total capital; the analysis of determinants of network capital formation and development is proposed. In the present article, the authors continue their sociological interpretations of the empiric data obtained in the research project "Aggregate Capital, Its Structure and Relation to Labour Migration" (2012). The following hypothesis has been proved: a higher predisposition for the labour migration is more typical for economically active region's inhabitants with fairly high amounts of some indicators of the aggregate capital, especially physical capital, but with a comparatively lower amount of cultural capital, which could transform into human capital and further into economic capital in Latgale or Latvia. An in-depth analysis of the factors of life success has revealed that, in general, our respondents tend to assign the lead role not to the personal competitive characteristics (resources) but rather to the specificity of the social environment: an explanation of life success by means of a set of variables that, on the whole, describe it as a socio-political innovation with criminal tendencies (political corruption) is the most spread one. In the late 20th - early 21st century, the theory of capital, with an enormous contribution to its development belonging to P. Bourdieu, had been used more often. The necessity and possibility of a bolder use of the theory of capital in the analysis and estimation of the situation in different spheres of public life is substantiated in the article. In particular, in the project "Paradigms of Education: Sociological Approach", which was started in 2008 by sociologists of the Institute of Social Investigations at Daugavpils University, a significant part was assigned to the theory of capital. It is aimed at elucidating how different factors of capital influence the life strategies of the young and which paradigm of education meets the challenges of the 21st century. The objective of the investigation was to overcome the fragmentariness of the use of the theory of capital. To achieve the objective, an extensive classification of the types of capital has been worked out; the indicators of their measuring have been introduced. As to the novelties of the investigation, they are as follows: determining the volume of total capital and of its separate types, the age specificity of real and desirable resources and their use while realizing life strategies, the basic factors that determine the total capital of a personality and the dynamics of its structure in different age groups of the present youth. On the whole, the empirical data have proven the hypothesis that the volume of capital of a personality depends on the level of education, income and on the life strategy.
