Τα αποτελέσματα των διεθνών αξιολογήσεων μεγάλης κλίμακας στην εκπαίδευση δείχνουν ότι οι επιδόσεις των μαθητών διαφέρουν σημαντικά σε όλο τον κόσμο, γεγονός που οδηγεί σε απορίες γιατί ορισμένα εκπαιδευτικά συστήματα έχουν καλύτερες επιδόσεις από άλλα. Αυτό σχετίζεται, στην πραγματικότητα, με τον κύριο στόχο της έρευνας για την εκπαιδευτική αποτελεσματικότητα (ΕΑΕ): τον προσδιορισμό του τι λειτουργεί στην εκπαίδευση και γιατί. Για την επίτευξη αυτού του στόχου, έχουν αναπτυχθεί διάφορα μοντέλα εκπαιδευτικής αποτελεσματικότητας καθ' όλη τη διάρκεια της ιστορίας της EER. Ένα από αυτά τα μοντέλα, και η βάση για την παρούσα έρευνα, είναι το δυναμικό μοντέλο εκπαιδευτικής αποτελεσματικότητας (DMEE) που αναπτύχθηκε από τους Creemers και Κυριακίδη (2008), το οποίο προτείνει ότι οι καθοριστικοί παράγοντες της επίδοσης των μαθητών μπορούν να τοποθετηθούν σε τέσσερα επίπεδα: μαθητής, τάξη, σχολείο και σύστημα ή πλαίσιο. Παρόλο που η ΕΑΕ έχει δείξει αυξημένο ενδιαφέρον για το επίπεδο του συστήματος τα τελευταία χρόνια, αυτό δεν έχει ακόμη αποτυπωθεί στο DMEE, καθώς το επίπεδο αυτό δεν έχει μελετηθεί τόσο συχνά όσο τα άλλα επίπεδα του μοντέλου. Το παρόν έργο αντιπροσωπεύει μια πρόσθετη προσπάθεια μελέτης του επιπέδου συστήματος του DMEE, με γενικό στόχο την περαιτέρω ανάπτυξη αυτού του μέρους του μοντέλου, ιδίως του στοιχείου του ευρύτερου εκπαιδευτικού περιβάλλοντος. Η μεθοδολογία για την παρούσα μελέτη ακολούθησε δύο προσεγγίσεις. Πρώτον, δεδομένης της τρέχουσας υποστήριξης που παρέχεται στο DMEE μέσω μετα-αναλύσεων της βιβλιογραφίας σχετικά με τους παράγοντες σε επίπεδο τάξης και σχολείου, το πρώτο και σημαντικότερο μέρος του έργου περιελάμβανε μια μετα-ανάλυση της διεθνούς βιβλιογραφίας σχετικά με τους παράγοντες σε επίπεδο συστήματος που σχετίζονται με τα μαθησιακά αποτελέσματα. Στη συνέχεια, με γνώμονα τα αποτελέσματα της μετα-ανάλυσης, το δεύτερο μέρος του έργου διερεύνησε το ευρύτερο εκπαιδευτικό περιβάλλον μέσω μιας δευτερογενούς ανάλυσης των δεδομένων του PISA 2018, εστιάζοντας στις σχέσεις μεταξύ των εθνικών πολιτισμικών διαστάσεων Monumentalism-Flexibility και Collectivism-Individualism (Minkov, Dutt et al., 2018) και της επίδοσης των μαθητών. Τα αποτελέσματα του πρώτου μέρους αυτού του έργου έδειξαν ένα πολύ ευρύ φάσμα παραγόντων σε επίπεδο συστήματος που έχουν μελετηθεί στη διεθνή βιβλιογραφία. Από τις οικονομικές εισροές (π.χ. εκπαιδευτικές δαπάνες, πλούτος της χώρας, μισθοί εκπαιδευτικών), μέχρι τις εθνικές εκπαιδευτικές πολιτικές (π.χ. ποσότητα διδασκαλίας, μαθησιακό περιβάλλον στο σχολείο), ακόμη και διάφορα χαρακτηριστικά των κοινωνιών (π.χ. πολιτισμικές αξίες, επίπεδο διαφθοράς, ισότητα των φύλων). Για το δεύτερο μέρος, τα αποτελέσματα έδειξαν μια σταθερή και αρνητική σχέση μεταξύ μνημειακότητας-ευελιξίας και μαθητικής επίδοσης- με άλλα λόγια, οι μαθητές σε χώρες με πιο ευέλικτες αξίες (δηλ. στις οποίες δίνεται έμφαση στην αυτοδυναμία, την ανεξαρτησία και την ανάπτυξη των ικανοτήτων) είχαν, κατά μέσο όρο, υψηλότερη επίδοση από τους μαθητές σε χώρες προς πιο μνημειακές αξίες (δηλ. όπου ο εαυτός θεωρείται σταθερός, δίνεται έμφαση στο να αισθάνεται κανείς καλά με τον εαυτό του). Results from international large-scale assessments in education show that student achievement varies significantly across the world, leading to wonder why some educational systems perform better than others. This is, in fact, related to the main aim of educational effectiveness research (EER): identifying what works in education and why. To reach this aim, different models of educational effectiveness have been developed throughout the history of EER. One of those models, and the basis for the present research, is the dynamic model of educational effectiveness (DMEE) developed by Creemers and Kyriakides (2008), which proposes that the determinants of student achievement can be situated at four levels: student, classroom, school, and system or context level. Although EER has shown an increased interest on the system level in recent years, this has yet to be reflected in the DMEE as this level has not been as frequently studied as the other levels of the model. The present project represents an additional effort to study the system level of the DMEE, with the overall aim of further developing this part of the model, in particular the element of the wider educational environment. The methodology for this study followed two approaches. First, given the current support provided to the DMEE through meta-analyses of the literature on classroom- and school-level factors, the first and major part of the project involved a meta-analysis of the international literature on system-level factors associated with learning outcomes. Next, informed by the results of the meta-analysis, the second part of the project explored the wider educational environment through a secondary analysis of PISA 2018 data, focusing on the relationships between the national cultural dimensions of Monumentalism-Flexibility and Collectivism-Individualism (Minkov, Dutt et al., 2018) and student achievement. The results of the first part of this project showed a very broad range of system-level factors studied in the international literature. From financial inputs (e.g., educational expenditures, country wealth, teacher salaries), to national educational policies (e.g., quantity of teaching, school learning environment), and even to various characteristics of societies (e.g., cultural values, level of corruption, gender equity). For the second part, results showed a consistent and negative relationship between Monumentalism-Flexibility and student achievement; in other words, students in countries with more flexible values (i.e., in which self-reliance, independence, and development of abilities is emphasized) had, on average, higher achievement than students in countries towards more monumentalistic values (i.e., where the self is seen as stable, feeling good about oneself is emphasized). In general, the results of both parts of this project provide support to the DMEE and its main characteristics and assumptions; namely, the generic nature of system-level factors, the exclusion of variables related to the structure of educational systems, and the importance of the wider educational environment. However, the results also show that variables related to the socioeconomic conditions of educational systems (e.g., affluence, level of development, level of inequality) are important factors that are not currently included in the model. Based on these results, implications for theory, research, and policy are drawn.
