Abstract

Djibril Diop Mambety's 1994 film Le Franc explores experiences of disruption and powerlessness caused by monetary devaluation. This paper examines the cinematic grammars of Mambety's film as they relate to currency devaluation. The CFA franc was devalued by 50 percent on January 12, 1994. The devaluation, imposed on countries in the franc zone, represents an instrument of financial control that restrains their monetary sovereignty, perpetuating vestiges of imperialism. Analyzing Mambety's cinematic language, I offer a reading of his film through these economic structures. He works against the forms of temporal disruption introduced by processes of financialization in general and by the devaluation in particular. Ultimately, by embracing the future-past tense, Mambety reaches into a future that has still yet to come, wresting comedy and even hope out of intolerable economic and social realities and offering a radical vision of possibility in the midst of degradation., On January 12, 1994, without any prior warning, the CFA franc was devalued by 50 percent. Those engaged in community-based participatory research often comment on tensions between social scientific and community values, yet little systematic evidence exists about the relationship between social science research methodologies and community participation. We analyze nearly 500 peer-reviewed articles published between 2005 and 2015 on Indigenous issues in Canada, where policies encourage participatory research methods with disempowered groups. We find that research that includes Indigenous participation is more likely to include Indigenous epistemologies and participatory evidence sources and analysis methods. We also find that peer-reviewed research involving Indigenous participants often fails to go beyond minimum levels of consultation required by policies. Les personnes qui prennent part a la recherche participative communautaire (RPC) font souvent des commentaires sur les tensions entre les valeurs sociales scientifiques et communautaires, bien qu'il y ait fort peu d'evidence systemique au sujet des relations entre les methodologies de recherche en sciences sociales et la participation de la collectivite. Nous analysons pres de 500 articles revus par des pairs publies entre 2005 et 2015 sur des questions autochtones au Canada, lorsque les politiques ont favorise les methodes de recherche participative aupres de groupes prives de pouvoir. Nous avons decouvert que la z'echerche qui avait recours a la participation autochtone tend davantage a indure les epistemologies autochtones, les sources de preuve participative et les methodes d'analyse. The Asian crisis of the 1990s brought into question the adequacy of soft pegs for developing countries. The alternatives suggested by the literature are fixed exchange rates and inflation targeting. This study uses data for 142 developing countries whose monetary policies are classified into three mutually exclusive categories: fixed exchange rates (or hard pegs), inflation targeters, and the reference group (soft pegs). Since the dependent variable is unordered and categorical, a multinomial probit model of monetary policy choice is estimated, in which each country chooses from the three monetary policies the one that provides the highest utility. The multinomial probit model is a choice probability model that allows the three choices to be evaluated simultaneously: based on independent variables that represent country characteristics such as openness to trade, vulnerability to external shocks, fiscal dominance and central bank characteristics, the model reports two sets of results - the log of the ratio of the probability for a country to choose inflation targeting relative to soft pegs, and the log of the ratio of the probability for a country to choose fixed exchange rates relative to the reference choice. The study finds that relative to soft pegs, inflation targeters are less open to trade, are more developed, have more diversified exports and have more independent central banks (as reported by the presence of both lower turnover rates for Central Bank governors and tighter restrictions on government borrowing to finance the budget deficit). Countries with fixed exchange rates are more developed and their central banks have less actual independence than those in the reference group. After accounting for the above country characteristics, the results suggest that fiscal dominance (proxied by variables such as government consumption expenditure, central government debt, share of government purchases and cash surplus/deficit, all expressed as percentage of real GDP) does not play a role in the choice of monetary policy.
