Introduction: Since the late 20th century, media observatories, or watch groups, have played an important role among the institutions devoted to the promotion of media reform, since they constitute an essential tool for the monitoring and analysis of the media by citizens. This article presents the results of a pioneering study aiming to map the landscape of media observatories in Spain and to systematise their main features, such as origin, evolution, objectives, promoters and fields of specialisation. Methods: Based on an extensive literature review, the study identifies 28 observatories which are subsequently analysed through an observation protocol and qualitative interviews with the directors of 10 of the observatories. Results and conclusions: The results confirm the existence of a heterogeneous landscape, characterised by a predominance of observatories focused on auditing activities and observatories promoted by universities. Nevertheless, most observatories are characterised by unsustainability and by an irregular research activity. [ABSTRACT FROM AUTHOR]

Recently appeared, media observatories are media supervision instances that overlook media activity. Even though little has been systematized about their activity, they are realities that grow in a slow but progressive manner. The present paper objective is to justify the reason for being of Latinamerican observatories, describe the context in which they are born and show how in their essence they house a true and legitimate service vocation. The manuscript aims to explain that media observatories appear in Latinamerica because of two reasons: first, someone has to oversee those who oversee, and secondly it may no be suitable any more that fact that those who keep an eye on may also commit mistakes. Nevertheless, most observatories are characterised by unsustainability and by an irregular research activity., Introducción: Desde finales del pasado siglo XX, los observatorios vienen jugando un papel muy destacado entre las instituciones orientadas a la reforma mediática por cuanto suponen una vital herramienta para el análisis y fiscalización ciudadana de los medios. En este contexto, la investigación plantea una cartografía pionera de los observatorios de medios en España e intenta sistematizar su origen, evolución y sus principales características, entre otras: objetivos, promotores y ámbitos de especialización. Metodología: Partiendo de una extensa revisión documental, el estudio construye un censo de 28 observatorios que se analizan a partir de un protocolo de observación y una entrevista cualitativa a una decena de responsables de las distintas iniciativas. Resultados y conclusiones: Los resultados demuestran la existencia de un panorama heterogéneo de experiencias entre las que predominan las fiscalizadoras y promovidas por universidades. No obstante, los observatorios se caracterizan por su difícil sostenibilidad y por una actividad investigadora discontinua y poco constante.

Las Veedurías Ciudadanas son un volver a mirar, una nueva instancia del ver, para entender al medio y a quienes se realizan en diversas dimensiones cuando oyen radio, escuchan música propia o del mundo, y ven pantallas e interactúan con ellas. Estaríamos ante un ciudadano doblemente masmediático, porque consume medios pero a la vez establece distancias para analizarlos y confrontarse consigo mismo al ejercitar la crítica y proponer cambios. Ambas actividades generan aprendizajes y exigencias educativas. Así, “ver” resulta hoy un proceso personal, social y político hiperactivo posible, aunque sea confuso, ligando lo que preocupa con lo que divierte y entretiene. Actitud que adquiere otra importancia cuando se trata de ver para mejorar lo que se ve y cómo se ve. Estas Veedurías Ciudadanas y Observatorios de Medios tienen ante sí el reto de mirar, debatir y proponer para luego poder ver mejor el mundo., The citizen oversight are a back to look to understand the environment and the people who are in different dimensions when they hear radio, listen their own music or the world, and watch screens and interact with them. It would result in a double mass-media citizen, because it consumes media but at the same time set distances to analyse and confront himself to exercise criticism and propose changes. Both activities generate learning and educational requirements. Thus, ‘to see’ today is a possible personal, social and political process, albeit confusing, ligand, which is concerned with what enjoys and entertains. This attitude acquires further importance when we talk about what you see and how it looks. These Citizen Oversight and media observatories face the challenge of looking at, discuss and propose to better see the world.

Surgidos en fechas recientes, los observatorios son instancias de supervisión mediática que vigilan la actividad de los medios. Aunque poco se ha sistematizado sobre ellos, se trata de realidades que crecen de manera lenta pero progresiva. El objetivo del presente artículo es justificar la razón de ser de los observatorios latinoamericanos, describir cuál es el contexto en el que nacen y mostrar cómo en sus entrañas albergan una vocación de servicio muy legítima y razonable. Como se verá, los observatorios de medios surgen en América Latina por dos razones contundentes: primera, porque alguien tiene que vigilar a los que vigilan y segunda, porque ya no se puede ocultar por más tiempo que los que vigilan también cometen errores. El objetivo de este artículo es exponer los resultados de una investigación propia destinada a conocer más de cerca la singularidad de los observatorios de medios latinoamericanos. Para ello, se ha estudiado en profundidad a nueve de ellos a partir del contenido de su página web y mediante entrevistas en profundidad con sus editores. The aim of this article is to reveal the results from an investigation destined to know more about the singularity of Latin American media observatories. For this, nine of them have been studied in depth, having the content of their websites as the starting point and through in-depth interviews with their editors. O objetivo deste artigo é expor os resultados de uma pesquisa sobre a singularidade dos observatórios de meios latino-americanos. Para isso, nove deles foram analisados em detalhes a partir dos conteúdos disponibilizados em suas páginas de internet. Entrevistas em profundidade com seus editores também foram realizadas para completar as informações e permitir mais nitidez nos resultados. Publicado
